Spookily, we were about to follow up our story about one of Wirral Council’s new ‘transformation’ gurus , Stewart Halliday,  when we were sent the above story from Private Eye with exactly the same title that this ‘excellent local blog’ was about to run with ( great minds etc;). We say ‘one of’ as we understand there have been two new highly paid ‘interim transformation ‘ council appointments to push through the further dismantling  of public services.

Astonishingly it has been suggested to us that ‘Happy Halliday’ could be in line for a significant  increase on the estimated £90K salary that he received at City of York Council despite leaving a trail of destruction in his wake.Talk about rewarding failure!

We’ve already reported on his previous involvement in a series of irregularities at City of York Council involving procurement and contract procedures and the use of consultants.  Among the allegations made against Halliday were that he failed to get proper tenders, quotes or contracts for £174K worth of work that he commissioned and he didn’t draw up business cases or monitor the work that was paid for.

Halliday had previously also been implicated in criticism that City of York Council had not been very good at publishing its data according to a report compiled by Spend Network, which forms part of the Spend Small campaign by the Centre for Entrepreneurs :.

“They ( City of York Council) are bad at publishing data that we could use to analyse what they are doing. It’s obvious they don’t think anyone is going to run the data against an algorithm. They have got dirty data, and manage it in a poor way. It’s not very helpful for people to use the data, and not helpful for people to read it as a human, it’s very hard to interpret.”

And so with Wirral Council pleading poverty at every turn and imposing a 4.99% rise in Council Tax it doesn’t sit well with us that they are potentially appointing two further people on six figure ‘interim’ contracts,one of whom at least , has a chequered past. This of course hasn’t prevented Halliday securing a big cheque future at the rogue’s paradise that is Wirral Council. As we know all too well Halliday follows a trail of local government garbage who have cleaned up at our expense.Who can forget Rob Vickers – the social care consultant who was paid £180K for 18 months ‘work’ which essentially involved helping to cover up two Department of Adult Social Services (DASS) scandals (‘the 4 week delay’ disgrace and, a thus far unreported, further unlawful overcharging of vulnerable people). And there have been plenty of others just like him, jumping on and off the endless money-go-round that is the Wirral Council consultant carousel.

We can only predict that one day we will look back and reflect that these were the darkest days in the history of public services – not just in terms of public finance, but in respect of the calibre of people who are running them and/or running them down.

After a false start (with emphasis on the false) Wirral Council initially responded to a recent Freedom of Information request with the wrong information.They have now got round to responding to friend of Wirral Leaks , Nigel ‘Highbrow’ Hobro , about his enquiry pertaining to the Police and Crime Commissioner election of 2012.

Now as you can see the response below comes with the obligatory redactions and with the excuse that what lies behind the black marker pen is somehow ‘personal information’.

Yes , that’s right folks- public money paid to a public servant in the course of their public duties is ‘personal information’. Go figure!

Talking of figures – there’s some juicy figures on display and we’re not talking about Wirral Council’s Head of Law Surjit Tour –  here identified as the recipient of significant sums of money on top of his salary ( for doing what exactly!?)

Of course we flagged up the significance of this election long ago ( May 2014 to be precise) and anticipated it would feature in a recent Tribunal hearing featuring Wirral Council.

As far as we’re concerned the use of redactions in Wirral Council’s response is as mysterious as the ‘Milk Tray Man’ – but instead of a black polo neck we get a black marker pen.

Unfortunately , from what we can gather, there appears to be a difference of opinion between Wirral Council’s Returning Officer at the time , former CEO Graham Burgess  (aka Burgesski) and Surjit Tour as to who did what for the money and how the figures were arrived at. However we’re sure that these fine upstanding public servants would, in the public interest, like to clarify what information lies behind the redactions. Otherwise, might we suggest,  they will be damned to further speculation as to exactly what happened on that fateful election night in 2012 and as to whether everything added up – and we’re not talking about the voting!foiextract20170303-10000-1v16phh-1_1

A View To A Kill

Oh the irony! – good job all those unread copies of Wirral View are next to the Twister Bin!

Of the many complaints we get about Wirral View , they appear to be split 50/50 between people who have never received a copy and those who have received one and told us that they felt their IQ had immediately halved.

Examples cited from the latest edition included advice about how to get kids involved in making pancakes on Shrove Tuesday – among the 10 tips was the indispensable ‘Double check the hob is off when you’ve finished cooking’ and ‘Don’t cook after drinking alcohol’. Oh please!, the frozen pizza industry would be decimated if the latter were ever the case!

We were also gratified to read that the description ‘ look injured, are very small, or lethargic’ did not apply to some Wirral Council senior managers we could name , but to lost hedgehogs.

However Wirral Council’s own lost hedgehog , head of communications Kev MacCallum, appears to be still in denial about the ongoing situation.

A Freedom of Information request made by the wonderfully named Birgitta Kuhlmann-Muller following the publication of the first edition of Wirral View, asked the following pertinent questions:

1. How you make sure to fulfil your statement on your own website that
“The publication will reach every household and business in Wirral “?
2. Which kind of distribution method did you use for the first edition?
3. How many households were directly served with a publication through the letter box in each ward ( please list each ward in Wirral)
4. What were the distribution costs for each ward and in total?
5. How much income was generated from adverts?
6. What were the overall expenses for printing, design etc.?

As you can see from the subsequent response from Wirral Council and further annotations by Ms Kuhlmann -Muller the problems with distribution persist:

‘Contrary to your statement that 8 of 10 households got the Wirral view delivered through their letter boxes, I have heard of not a single household in West Kirby who had received theirs.
The Wirral view was stacked in libraries but not delivered to households.’

And therein lies the problem. When Wirral Council make a hyperbolic claim that Wirral View ‘will reach every household and business in Wirral’ they (and the company from Liverpool they’ve hired) need to DELIVER -in both senses of the word. No wonder they can’t get any advertising when local businesses must know that an advert would be a waste of money as the newspaper’s reach seems to be variable at best and negligible at worst.

It is not good enough (as the above picture sent in by one of our readers illustrates) that the distribution company is just dumping thousands of copies of Wirral View in libraries,shops and public venues and hoping that someone has an urgent need to read about pancakes and hedgehogs (and whilst at Leaky Towers we love them both – believe us they don’t do anything for our so called ‘information deficit’!)

And so with threats of government intervention and calls to cull the rag we at Leaky Towers say it’s time to put Wirral View out of its (and our) misery. Perhaps then the council can spend the money on something more useful like yet more overpaid and incompetent policy wonks!

Where Are They Now ? Part 4 – Emma Degg

Following on from yesterday’s ‘ Where Are They Now?’ story we follow up with perhaps the most successful trio ever to emerge, seemingly unscathed, from the wreckage of Wirral Council.

Yes,  once again we’re talking about the Graham Burgess/ Kevin Adderley/Emma Degg er,’triangle’ . As we have previously reported they snaffled over £500,000 between them as they parted company with their former employer under circumstances that in any other normal organisation might have led to their dismissal. But as we know Wirral Council are far from normal and the ‘conduct unbecoming’ of senior officers went without sanction , and was instead , rewarded with public money .

As we know Adderley walked down the road to the Wirral Chamber of Commerce with a cool quarter of a million . As far as we know Burgess got about half of that (although he’d only been at Wirral for about five minutes) and went on to chair both Blackburn & Darwen’s Clinical Commissioning Group , and the housing group Torus Common Purpose Board –  yes you read that right, the Torus COMMON PURPOSE Board!

Not bad for someone who’d ‘retired’ from  Wirral Council……or more accurately ousted by Birkenhead MP and Victorian moralist Frank Field who feigned outrage at Burgess’s ‘unseemly conduct’ but was really rather more concerned that Burgess wouldn’t bend to his will over the ‘Wirralgate’ scandal.

And so finally having failed to be appointed the de facto Chief Executive of Wirral Council – and being prevented from doing so by Cllr Steve Foulkes and his use of some rather dubious tactics which led to Degg’s first bung  – the irresistible rise of that modern phenomenon/curse , the ‘Policy Advisor’ has struck again (see also Degg’s spin doctor successor at Wirral Council – Martin Liptrot).

For, as from tomorrow (March 1st), Degg takes up the position of Chief Executive of North West Business Leadership Team (NWBLT). Degg must laughing into her Uggs/Rocket Dogs as having snaffled not one ,  but two pay-outs from Wirral Council she now lands a plum regional job.

It’s all worked out rather well hasn’t it ?- as it always seems to do with these kind of people. Nice work if you can get it and you can get it if you’ve got the ‘right’ people to give you a good reference!

As you will know our recent ‘Where Are They Know?’  post concerning public money magnet Anna Klonowski mentioned former Wirral Council CEO Steve Maddox.

Wirral Leaks readers will appreciate that it was Maddox who personally set the tone for Wirral Council prior to the catalogue of governance and cultural failures that were later to be revealed , if not fully exposed , by Ms Klonowski in her two reports for Wirral Council which pocketed her a cool quarter of a million.

Apparently Maddox was willing to accept that being bullied by politicians was the norm and instead of resisting this, looked at his pay cheque and subjected his underlings to the same treatment and so did their subordinates and the cycle of abuse continued throughout the organisation…. with disastrous results for all of us.

Coincidentally it was Maddox who was the subject of the previous ‘Where Are They Know’ post where we asked whether anyone knew what Maddox was up to, other than playing golf , after his handsomely rewarded ‘retirement’.

Well , prompted by our previous posts and our references to how local government failures later find themselves being beneficiaries of lucrative board appointments (see also Maddox’s successor Jim ‘ Wee Willie’ Wilkie and his Non -Executive Director post at the Countess of Chester hospital where he scrupulously and hilariously fails to mention he worked for Wirral Council) http://www.coch.nhs.uk/corporate-information/board-of-directors/non-executive-directors.aspx ) – one of our sources has contacted to tell us that Maddox has been ‘hidden in plain sight’ all along.

As after a short period of laying low after the publication of a series damning reports questioning his ‘leadership’ and , apparently without any shame , he subsequently popped up as a Director at mental health organisation Wirral Mind and remains as ‘a person of significant control’ to this day!

We’re left wondering whether Maddox was involved in the unlawful awarding of Wirral Mind, and their deeply ambitious CEO Sandra Gilbert , a contract to manage a learning disabilities service as a reward for keeping a lid on the overcharging scandal that rocked Wirral Council?

All we will say is that unfortunately for us having Maddox , as a former Wirral Council CEO with an OBE and a Freedom of the Borough as a Director , won’t hinder Wirral Mind’s chances of getting future lucrative contracts with Wirral Council – especially if they link up with WIRED and others muscling in on infrastructure monies. And that , once again unfortunately for us, is the compliant, non-threatening voluntary sector on Wirral boxed off nicely.

A Tale of Two Martins

Curiously we have found out that both Liptrot and Morton are both alumni of that hallowed educational establishment that was known as Wolverhampton Polytechnic – although we don’t know if they attended at the same time or whether their paths ever crossed or what faculty they attended. Although in Liptrot’s case we assume there was a Department of Dark Arts.

As a modern morality tale I don’t think we can get better than ‘ A Tale of Two Martins’.

The teller of truth and the spinner of truth and how we , as a society , value them.

Witness as Morton the teller of truth refuses to work with people in whom he has no trust and confidence . The corrupt liars ( Cllr Steve Foulkes, Cllr George Davies) and the cowardly enablers ( Cllr Phil Davies and all those council officers who sacrifice their personal and professional integrity on the altar of a lucrative career  – Blott, Tour, Armstrong , Robinson et al ) . This is detailed in a quite astonishing career-ending email sent by Morton to all 66 councillors and Birkenhead MP Frank Field in December 2014.

We’re not sure that as a spinner of truth that Liptrot would ever concern himself with the abuse of power , the corruption and the lies raised by Morton. Not when there’s £350 a day to be had anyway!

Interestingly enough Cllr George Davies was bemoaning at this week’s Cabinet meeting that Wirral Council’s woes were a result of ‘Thatcher’s children’ .  Although Gorgeous George may not be the most eloquent or insightful political commentators around and on the assumption that he didn’t mean Carol and Mark Thatcher , we have to say that we agree with him. Open your eyes Cllr Davies – the venal ,self serving and uncaring are all around you and are running the show at Wirral Council and indeed at institutions up and down the country. Might we suggest he’d do well to look beyond complaining about the austerity measures thrust on Wirral Council by central government and consider that some people are doing very well financially out of running down public services.

 

We may well look back one day and say that these were the best of times for the unholy alliance of middle class charlatans and working class chancers (Thatcher’s children indeed!) and the worst of times for everyone else.

That’s decided  – we’re moving to York!

We say this as we followed up our story Wirral Council – Where Transformation Means More Of The Same  by watching coverage of the City of York Council’s Audit & Governance Committee meeting held yesterday.

As you can see their meetings are webcast so that the people of York can see how the council makes its decisions. The aim is to promote openness and accountability, and to support greater participation in local democracy. ‘A Protocol for Webcasting, Filming and Recording of Council Meetings’  on City of York Council’s website usefully sets out the operating procedure for filming/webcasts. This includes the Chair , at the start of each meeting, making the following statement : – ” I would like to remind everyone present that this meeting will be broadcast live to the internet and will be capable of repeated viewing.”

If Wirral Council wanted to promote openness, accountability and greater participation in local democracy surely they’d ditch Wirral View and look to how York conducts its business .But then again considering  openness,accountability and democracy have never been a top priority for Wirral Council we suspect that John Brace won’t be out of a job any time soon!

We suggest to our readers that they spend the duration of their favourite soap opera and watch the first half hour of the video. We think they will find it most instructive. However – call us sad- we watched the entire 3 hour + as it was morbidly fascinating and as described by one of the councillors , at times  ‘Kafkaesque’.

As you will surely witness as Wirral languishes metaphorically in the depths of winter , the councillors and citizens of York set out to prove that sunlight is indeed the best disinfectant .

We were sat here loudly applauding at Leaky Towers as councillors actually tried to hold slippery council officers to account and as concerned citizens asserted their democratic rights and reminded these callow council officers exactly who they were accountable to.

Glorious indeed!

They made our councillors ( of all political persuasion) look like the rank amateurs they are when it comes to scrutiny and reminded us how Wirral Council manage to get away with what they do because many local people are so politically disengaged. What we need are a few more Gwen Swinburns!

However we live in hope that ,like Storm Doris, it will pass and one day Wirral will get its day in the open and transparent sun . Meanwhile it would appear the council taxpayers of Wirral are still stuck in a nuclear winter of discontent when it comes to public accountability.

 

The Miracle Workers

We proudly present the latest instalment in The Professor’s peerless analysis of the Troubled Families Programme (TFP).

As he has so eloquently explained previously this is a pet project of Birkenhead MP Frank Field – and therefore , of course Wirral Council !

Once again we are particularly interested in the manipulation of figures and the ‘alternative facts’ that The Professor  exposes. As ever , Wirral Council ‘was one of the more inept and careless in its manipulations.’ . However, as we know, Wirral Council have never been reluctant to spend public money on personal agendas. What we’re concerned about, especially in the context of blaming central government for their current financial woes is that the minimum cost to Wirral council tax payers for a failed programme is £6 million up to 2020.

This leads us to conclude that whilst miracles may appear in ‘The Bible’ they’re highly unlikely to appear in Godforsaken Birkenhead.

Wirral was an enthusiastic player in the 2012 – 2015, £448 million national Troubled Families Programme (TFP) to ‘turn around’ dysfunctional families accused of crime, antisocial behaviour, drug addiction, alcohol abuse, poor parenting, laziness and high welfare costs. In fact nationally 90% were not involved in crime; 97% were not having drug treatment; 88% were not alcohol dependent. The families were not criminal or lazy but ill : 75% of families had one or more members with a limiting, long standing illness or disability; 52% had one or more children with a ‘special educational needs’ statement or other special needs; 57% could not work because of a disability.

Nationally 120,000 families, who supposedly cost the state £9 billion per annum, were reprocessed in the TFP. That is a cost of £75,000 per family. On Wirral 910 families were processed in their local IFIP and 98.9% were successfully ‘turned around’. The Wirral performance was miraculous in several respects. Consider the public claims on crime, etc.

‘74% of families with a history of crime / ASB had stopped offending.’

‘95% of ASB had stopped across all families engaged…’

But on Wirral 93.5% of adults had no ASB reports at project entry.
Also we are told

‘82% of minors met the reduced offending target.’

But 84% of minors at project entry had not offended. Truly these results are miraculous are they not? Employment results were less impressive. ~75% of families were unemployed at entry. During the IFIP period only 7.1% got a job and this could not be attributed to the IFIP.

But fear not because by mid 2015 Wirral Council was claiming that the IFIP had ‘saved’ us all £76,100 per family. Since the original government total cost estimate was £75,000 per family Wirral has eliminated all family costs ! No other council in England achieved this miracle ! The savings figure was based on a sample of 180 out of 910 families. Of course this needed to be a representative, random sample of the total project families. Was it? Well 179 of the families had met the crime reduction targets and had substantial crime costs removed. That is 99.4% of the sample. But as we saw very few families were involved in crime, around 5 to 10%. The sample used to calculate cost savings and claim bounty money from the government was clearly badly biased and wildly unrepresentative of the real families and savings.

It is also a statistical miracle that the 180 family biased sample led to a savings claim within 2% of the 2012 government total cost estimate of £75,000 per family. This could not happen by chance.

But there is an even bigger miracle. The government carried out a number of local authority sampling and savings exercises from 2013 to 2015. By early 2015 the net savings reported in a 67 LA sample was a mere £3,700 per family, just 5% of the original £75,000 total cost per family. Yet somehow Wirral was still claiming, in official documents,a saving of £76,100 per family ! Wirral is unique in the country in saving 20X more than the average council ! It amounts to £68 million per year locally…if it was real. But we are not finished fellow tax payers.

In October 2016 the House of Commons Public Accounts Committee finally got to see the TFP National Evaluation (NE) reports which had been suppressed for over a year. The NE showed clearly that the local TFPs,like Wirral’s IFIP, had NO impact on crime, education, health, wellbeing, employment and benefit claiming across the country.

This result was based on direct comparison of family outcomes with matched control groups in two independent studies by a respected academic consortium commissioned by the government itself. The differences between the troubled families and the controls were tiny
and not statistically significant. The claimed 99% family ‘turn around’ was based on manipulating success criteria and local data with the encouragement of the Department for Communities and Local Government. There was no miracle. The claimed family improvements were fantasy. The claimed cost savings were also fantasy. We can be proud that our council was one of the more inept and careless in its manipulations. Tax payers should also bear in mind that our council is taking part in the useless, discredited TFP phase 2, at a minimum cost to us of £6 million to 2020.

Alternative Facts in a Parallel Universe

Not for the first time when it comes to the ruling administration at Wirral Council we find ourselves asking : “Is it us or are we missing something?” and then we realise we are now living in the age of of ‘alternative facts’. The current epicentre of this parallel universe when it comes to local government has to be our dear own local council.

Of course the main Wirral Council conduit for alternative facts is Wirral View –and halleluljah and praise be , as for the first time Leaky Towers actually received a printed copy of what is known variously to our sources as Liprot’s Journal/ Lost Kev’s Chronicle/Pip’s Post-Truth News .

Was it worth the wait? – hardly ! However the front page caught our attention as it demonstrates to us as to why, once and for all , the tawdry rag should be halted in its tedious tracks. Here we have the now infamous ‘Spot the Muff’ photo-op and the declaration that ‘Proposals to bring in new charges at on-street car parks across the borough have been withdrawn, following feedback from Wirral residents and businesses.’

Oh ! it was all about Wirral Council listening to ‘feedback’ was it ?. Nothing to do with protests, petitions and the highly suspect legality of most of the proposals. Feedback ?- yeah right!

The Witless, Pip and Mr Muff picture turned up again on our Facebook page due to some weird algorithm which suggests that we’d ‘like’ Wirral Labour News. We suppose it makes a change from promos for incontinence and mobility aids and ‘Superman’ pyjamas but let us state for the record it was as equally unwelcome !

Then there was further message from ‘Wirral Labour News’ which made us think it must surely be a parody account :

Keep Wirral Green ? Huh?  Fernbank Farm?, the Saughall Massie Fire Station ? and the Hoylake Golf Resort?  Our heads started to hurt at Leaky Towers as to how the increasingly self righteous Labour administration could reconcile these development plans with their new found love for the Green Belt.

How ironic that Council ‘leader’ Cllr Phil ‘Power Boy Pip’ Davies talked about “protecting our precious Green Belt” at  yesterday’s Cabinet meeting whilst  we understand that all the seats in the public gallery had the following flyer on them :

However the ne plus ultra of this week’s alternative facts emanating from Wirral Council is the controversial appointment of the increasingly divisive Martin Liptrot to the post of ‘ Interim Investment Lead’ which we not only predicted but exclusively revealed on this blog:

Really ? – so you’re going with that ‘alternative fact’ are you ? Perhaps one of the interview panel chaired by Alan Evans and including the council’s Strategic Development Manager; Stephen Butterworth, Head of Transformation ( there’s that word again  !) ; Paula Basnett, CEO of Wirral Chamber of Commerce  (a surprising late replacement for a curiously unenthusiastic Asif Hamid) and Ellen Cutler, Director of Inward Investment at Liverpool Vision could publicly endorse this statement .

Alternatively they could tell the people who fund this post exactly what went on behind the scenes and whether they decided not to appoint Liptrot (or indeed anyone) but the decision was taken out of their hands and made by an increasingly desperate Power Boy Pip and the increasingly sinister Eric ‘Feeble’ Robinson.
