Comrades, “Now is the time” to stop acting like a “Party within a party” – and even like a “Momentum within Momentum”.

It is time to grasp that the mainstream (often called the “Left”) has won back the heart and soul of the Labour Party.  I do not know of a single member of the Seacombe Branch who has not fully supported my own declarations for Corbyn on the two websites or who does not support him now.  So why introduce friction where there need be none? Let’s try now to be a single Labour Party in Seacombe Ward.

Some comrades will remember that we also, for a while, held “Songs of the Labour Movement” musical evenings in the Park View Social Club – an opportunity for comrades to perform – or just listen and rub shoulders informally.  But, since then, we have had the difficulty of the Party being suspended so long that many of us don’t even know each other. – Cllr Adrian Jones keeps the red flag flying and addresses Wallasey CLP members seemingly in denial about the circumstances that led to the local branch being suspended by the Labour Party.

It comes to something when you have to ask those who get paid to protect vulnerable children to actually try and do their jobs properly!

“Basically, it is the same thing over and over and over: incompetence, very poor communication (with me, but also with other agencies and between themselves), rudeness, poor or non-existent note-taking, people leaving at short notice and with no proper explanation, etc etc. It just goes on and on.

When the Klonowski enquiry produced its damning report, I briefly hoped that the people found to be grossly incompetent (and, in some cases, corrupt) would be removed. Disheartening, to say the least, to see people like Steve Foulkes still in place. Where is the accountability? There simply is none.

It beggars belief that Wirral Council has not been placed in special measures. I daresay the reasons behind that are political. The Tories asking for it are being hypocritical because part of the problem is chronic underfunding from central govt but I do think that being placed in special measures would be the best thing. The only thing, actually, that would give people like me and my son the chance at least of a semi-decent service. I know special measures are not a panacea but they would be our best chance.” – A Carer contacts us to describe her experience of trying to get a much needed service for her disabled son.

We understand that Wirral Council have just agreed a 3-year £750K contract with Trinity Mirror (publisher of the Liverpool Echo) to print their appalling rag Wirral View. This new arrangement  is due to start on December 1st so we just hope that council leader Cllr Phil ‘Power Boy Pip’ Davies , seen bopping away in a PRIVATE box in the Liverpool Echo Arena at last night’s Queen & Adam Lambert concert, paid for the dubious privilege or at least made an appropriate conflict of interest declaration. Just sayin’

However the arrangement seems to be bearing strange fruit for the Liverpool Echo as they publish an EXCLUSIVE! , presumably courtesy of Wirral Council ,on the repulsive Rajenthiram brothers Child Sexual Exploitation (CSE) case.

As we’ve already reported the Serious Case Review (SCR) report has not , and currently will not, be published . Instead  Liverpool Echo have today published a front page  EXCLUSIVE! under the headline  Grave Errors ‘ paved way for Wirral abuse scandal ‘. Inside on page 16 there are details of the 24 ( count’em) recommendations of the SCR.  Crime Reporter Joe Thomas chips in with the sub-heading ” Too many missed opportunities. The public should be told”  and bigs up the Echo’s role in revealing ‘concerns’. However after the bigging up comes the inevitable copping out as Joe says :

“The safeguarding situation on Wirral is said to be much different now ….”

And commenting on Wirral Safeguarding Children Board’s chair Dr Maggie Atkinson he adds :

” And she believes that improvements have already been made – and that the same failings seen in the Rajenthiram case would not be repeated today”

Yeah , whatever! Hey! Joe they said that in 2012 after the publication of a damning Independent Review about adult social services. They lie. It’s what these people do. Might we suggest you at  least check out the veracity of their claims before publishing.

Meanwhile we still think that the problem with Wirral Council is its culture and which is revealed in the 24th and last recommendation of the SCR  which reads :

Or in layperson’s terms – try and employ people who actually give a shit about their job and more importantly vulnerable people. Simple as that.

However isn’t it reassuring to know that the day before Wirral Council was humiliatingly yet again being called out for being crap all over the local TV and press that its ‘leader’ saw fit to play air guitar and headbang along to ‘Bohemian Rhapsody’ ?

As we’ve previously reported a Serious Case Review (SCR) concerned with the Rajenthiram brothers Child Sexual Exploitation (CSE) case was due to be published in July of this year. It is now November and we now learn that that the SCR will not now be published.

SCRs should be carried out by the Local Safeguarding Children Board (LSCB) for every case where abuse/neglect is known or suspected and either ; a child has died or; a child has been seriously harmed and there are concerns about how organisations or professionals worked together to protect the child. Since 2010 there has been a requirement to publish SCRs in full . Accordingly Wirral’s LSCB website states:

Findings and recommendations from the Serious Case Review or SCR , will be published in full in a report , which will be publicly available on this website . The purpose of the SCR will be to learn from what happened in individual cases so that future tragedies can be prevented. SCR-Wirral

Whilst the National Society For The Prevention Of Cruelty to Children (NSPCC) website says this about publishing SCRs:

The final SCR report, and the LSCBs response to the findings, must be published on the LSCB website for a minimum of 12 months and should be available on request. This is important for sharing lessons learnt and good practice in writing and publishing SCRs.

SCR reports should be written in such a way that publication will not be likely to harm the welfare of any children or vulnerable adults involved in the case.

The final report should:

  • provide a sound analysis of what happened in the case, and why, and what needs to happen in order to reduce the risk of recurrence
  • be written in plain English and in a way that can be easily understood by both professionals and the public and
  • be suitable for publication without needing to be amended or redacted.

The LSCB should send a copy of the final SCR to the National Panel of Independent Experts at least one week before publication. NSPCC

However Dr Maggie Atkinson , chair of Wirral’s LSCB said this week of the Rajenthiram case :

“This Serious Case Review examines – in great detail – the circumstances surrounding the sexual abuse of a child. It was my view, as chair of the safeguarding board and entirely independent of the council and all public agencies involved, that there was no way to publish the report which did not lead to a high risk of this child being identified.I could not countenance that risk. It would be morally wrong, and absolutely illegal, to risk identifying the victim of a sexual crime.My opinion was ratified by legal advice from barristers and my assessment on this matter was specifically sent to, and agreed by the Department for Education. I do agree that it is important the lessons which were learnt as a result of this tragic case are in the public domain and, to ensure they are, I had already requested that a report explaining the recommendations coming from the review – alongside the work which has been done since to address them – was published. This report will be published in the coming weeks.”

Whilst we agree that protecting the anonymity of victims is paramount we can’t help wondering who Dr Atkinson and the LSCB are actually protecting here. Oh and don’t come the ‘morally wrong’ and ‘absolutely illegal’ with us – this is Wirral Council we’re talking about and it’s never stopped them before – unless of course it suits them.

It should be remembered that one of the (many ) criticisms previously levelled at Wirral’s LSCB  by Ofsted in their damning  report ,which led to a rating of local Children’s Services to be rated ‘inadequate’, was that it was not sufficiently ‘independent’ from Wirral Council and other agencies involved in child protection.   What’s more isn’t talk of protecting victims of CSE a bit like closing the cornershop door after perpetrators have been convicted? Where was the protection from organisations and professionals when victims of CSE needed it ? That ,of course, should be the main theme of this secret SCR and based on what’s gone before who can blame us for thinking that this lurch to secrecy is more about protecting the reputations of the powerful than protecting the anonymity of the powerless?

Having said that we can’t help feeling that after reading her letter she’s like all those local government gobshites who have gone before ( take your pick – there’s a long list of leeches who have taken our money for mealymouthed public pronouncements)

Delicate flower Eleanor claims to be ‘shocked and appalled’ by the treatment of outgoing Head of Children’s Services ,Julia Hassall by Wirral Council . Note she didn’t mention she was ‘shocked and appalled’ by the victims of Child Sexual Exploitation.

Of course she wasn’t. In her world ‘poor’ Julia matters – vulnerable working class girls don’t.

As for the use of the word ‘shoddy’  – how about trying  ‘shitty’ to describe how the shite who govern Wirral Council treat people. How many times have we commented about how senior managers are tossed into the gutter – whilst the real trash remains in place like shit on a shoe ?

It’s simply NOT GOOD ENOUGH that to come out with statements like:

We’re sorry to have to tell you Ms Brazil  but the people of Wirral paid for your expensive gig and accordingly you’re answerable to us. No, really! – and you need, NO WE DEMAND, that you break down exactly what you mean by ‘significant corporate issues’

Name names ,  break down for us what the issues are – or are you just another local government gobshite who takes the money and runs and leaves us all ( and particularly vulnerable people) in the doo-doo ?!

 

 

Bernie The Bruiser Plays The Blame Game

The latest instalment in the scandalous Child Sexual Exploitation (CSE) case which is mainly being played out by press release to the Liverpool Echo involves the new Cabinet lead for Children’ Services and also the new- frighteningly – Deputy Leader of the Council, Bernie Mooney.

Anyway Bernie the Bruiser has gone all gung ho on us and told us that she ” will leave no stone unturned” in finding out how opportunities were missed to protect young girls from abuse and “if that means heads will roll ,so be it”

Oh give over,love, we all know that’s never going to happen with Wirral Council’s senior managers . As we can see from the ‘resignation’ of  Director of Children’s Services, Julia Hassall . Now in the real world ,if someone resigns , they resign and go on to ‘greater challenges’, ‘spend time with their long suffering family’ or take up gardening/golf/alcoholism  and that’s the end of it. Not with Wirral  Council . Oh no – ‘resignees’  get a pay off to make sure that none of the culpability for myriad failures can lead back to the self serving power elite. Somewhat like a slug trail. Yes, best put the stone back in place and keep the slugs out of the glare of the sun. Has anyone noticed that after all the high profile departures in the officer ranks these past few years (and at our expense) that the same old incompetent,dishonest and corrupt councillors are still running the show?

And as for the claim that ‘heads will roll’  – that caused our eyes to roll.  Because if Bernie the Bruiser was true to her word she’d have her Labour colleague Cllr Moira McLaughlin’s head on the chopping block for starters. We have to await the publication of the forthcoming Serious Case Review into the CSE horror story to find out where agencies and which particular personnel let abused girls down.

However we know already that there has undoubtedly been a failure of scrutiny by Wirral Council. We also know that the Serious Case Review goes back to a time when their governance arrangements were found to be wanting  and which contributed to a series of damning reports involving Adult Social Services. So what did subsequent administrations decide? – give the scrutiny of BOTH Adult Social Services and Children’s Social Services to the political lead previously responsible for failing vulnerable adults. Step forward Matron McLaughlin! You really couldn’t make this shit up!

Accordingly might we suggest that Bernie the Bruiser needs to go easy with the threats for now because if she’s  prepared to  batter already battered staff into submission and play the blame game she needs to ensure that the stone she’s unturning doesn’t get chucked back at her.

Child Sexual Exploitation – No Alarms and No Surprises, Please.

An horrific Child Sexual Exploitation (CSE) case in Birkenhead finally hits the headlines. The case involves lengthy jail sentences for two Sri Lankan brothers found guilty of the systematic  rape and abuse of girls aged 14 and 15. The full story can be found here :

Now, as we know, the culpability for these vile acts lies with the perpetrators. However we have to ask ,once again, where were the various agencies responsible for safeguarding vulnerable children ?

The fact that Cabinet lead for Children’s Services Cllr Tony Smith has been relieved of his position ( nobody gets ‘sacked’ at Wirral Council) and Julia Hassall – Head of Children’s Services has resigned, suggests that as far as Wirral Council are concerned there are questions to be answered (aren’t there always?)

But do you know what makes us want to bite our knuckles in sheer frustration and anger is the way that rampant reputation management rules all at Wirral Council!

Wirral Council knew (as did we) that there was every likelihood that reporting restrictions would be lifted on this case today. So what is their first priority? –  that’s right get the Liverpool Echo to run a story on Sunday afternoon that council leader Cllr Phil ‘Power Boy Pip’ Davies had used his ‘strong leader powers’ to suddenly oust Cllr Tony Smith from his Cabinet. So Cllr Smith takes one for the team and is the fall guy ,the patsy for this latest horrorshow. This was followed today with the long overdue resignation of Head of Children’s Services, Julia Hassall.

Of course this all goes back to the publication of a damning Ofsted report last September which had us apoplectic here at Leaky Towers . With our usual prescience we wrote at the time  –  ‘And inevitably what we have witnessed today is the first instalment of an exercise in damage limitation and reputation management for which Wirral Council is so well known  with a carefully controlled ‘leak’ to the Liverpool Echo.’

You may also recall that Hassall claimed there were ‘no surprises’ in the Ofsted report.

What? – did you think Ofsted wouldn’t notice or if they did you could dupe Wirral councillors that everything was hunky dory – for as we know that’s what council officers have been doing for years.

We have expressed the view that the Council’s No. 1 priority is the protection of vulnerable people (and particularly children).  They have failed us and more importantly, the vulnerable, time and time again.

This is, among other failures, a monumental failure of scrutiny (another thing we’ve been banging on about for years) .

We can recall the denial when opposition councillors tried to ask questions about CSE on Wirral and being soothingly reassured by Wirral Council’s Safeguarding Lead ‘ Simpering’ Simon Garner that they need not worry themselves as they’d got it covered. We can also recall the ‘faux outrage’ from councillors whenever comparisons to CSE in Rochdale or Rotherham were mentioned. Consequently the approach from council officers is not to  alarm the councillors as they might get a bit upset that there are sexually exploitative people out there!

We assert  that the denial of the problem by agencies responsible for safeguarding is a major contributor to the continuation and prevalence of CSE. Perhaps Wirral’s Safeguarding Board would do well to check out  ‘Three Girls’ a 3 part series running this week Tuesday-Thursday on BBC1 at 9pm which covers the Rochdale CSE scandal. They might actually learn something.

Finally  we’d like to go back to our original ‘ The Big Lie’ post where we called for the resignation of CEO Eric Robinson  , Head of Children’s Services  Julia Hassall , Corporate Safeguarding Manager  Simon Garner ,  Council Leader Phil Davies ,Children Services Lead Cllr Tony Smith, People Overview and Scrutiny Committee Chair Cllr Moira McLaughlin

Two out of six ain’t bad  (although we should have added Hassall’s manager Clare Fish into the roll call of shame) – but it’s not enough.

The vulnerable people of Wirral deserve better. Indeed, we all do.
