We resisted calling this post ‘Deputy Dawg’ .  We’re better than that. Unfortunately our elected representatives aren’t.

However we have to thank our source who, in the dogged pursuit of truth,  asks the pertinent question   :

Just who is Deputy Leader of Wirral Council?

As the new administration gets “its feet under the table” there appears to be some confusion as to who is the Deputy Leader of the Council.  Pat “ the healer” Hackett decided to have a Deputy Leader of the labour group, Cllr Jeanette “ milly tant” Williamson, and Cllr Anita “dog shit supremo” Leach as the actual council deputy leader.  This is causing all kinds of confusion though, especially for Cllr Williamson who keeps telling everybody and attending conferences as “Deputy Leader of Wirral Council”  now we know that dear old Milly has a fragile ego but this is ridiculous!  However what would be truly ridiculous is if Cllr Williamson is also receiving the paid allowance of Deputy Leader as well as cllr leach. 

It would be great if Wirral Council could tell us what positions and allowances these two giants of Wirral politics actually hold and are paid for!
 Needless to say we have previously and ruefully commented on the fact that the local   Labour group have pulled this stunt before. Remember when Cllr Ann McLachlan and Cllr George Davies were both Deputy Leaders and both presumably gorging themselves on the trough of plenty?…
Apparently you don’t – hence it’s a case of history repeating itself  and you’re paying for it!
Meanwhile  can we just pause for a second  and consider the fact that ardent royalist Cllr Janette Williamson might actually be the Deputy Leader of Wirral Council…and you thought that Boris Johnson as Prime Minister and Donald Trump as US President heralded the end of days?…

More leaked emails from Wirral Council featuring correspondence between Liberty Antiques shop owner  Sean Martin and various councillors is most illuminating on the political machinations that are going on behind the scenes.

We’re confident that our campaigning friends at Wirral Against The Litter Police (Kingdom Security) understand the motives of a ‘Tory-Come-Lately’ or a ‘Labour Appeaser’ as clearly there is much political capital that can be made from the increasingly contentious situation in the run up to the local elections in May.

Our main concern is that the current ruling administration would rather stick with a highly unpopular course of action than be seen to cave in to public pressure . The same approach also applies to the plans for the Hoylake Golf Resort/Celtic Manor Resort and the publication of Wirral View.

This also seems to be the approach of Cllr Anita Leech , Wirral Council Cabinet Member for Environment about whom it is alleged knows nothing of Kingdom’s actions – which is simply either untrue or a failure of scrutiny. Although it must be said from other comments she’s alleged to have made at least she seems to be upfront about her motives – money for Wirral Council and political power for her party.

All we know is that the controversy surrounding Kingdom will run and run until  hopefully they are run out of town…

Good morning all Wirral Councillors I received a call today from a small business owner in Pensby who had just received a £300 fine from Kingdom. This is what he said to me: “I feel that Wirral Council have given someone the authority to enter our premises and take £300 from our till and there is nothing I can do about it” As an elected councillor whose job it is to serve the public if you think what Kingdom are doing is right you have lost touch with reality and you should be ashamed of yourself.

Thanks for the copy of your message to councillors. I totally agree with you. It was a discrace (sic) for Kingdom to behave in the way they did. However, I understand that our Cabinet Member responsible for Waste was not aware of Kingdom’s actions and she has now ordered them to cease the practise until council officers have investigated what is going on and reviewed the policy.

My local representatives Pat Hackett and Tony Jones have been canvassing her for the last 2 weeks without success. Pat Hackett actually asked her to come down to meet us and listen to our concerns and she ignored his request

The Usual Crap from Wirral Council

We’ve been asked for our thoughts on a couple of local news stories. The first concerns the pressing issue of dog crap. Now we have to declare an interest here or more accurately a lack of interest – we hate the thought that notorious bullying former Wirral Council CEO Steve Maddox is right when he once publicly claimed in a meeting held outside Wirral that the people who paid his wages (and ‘additional pension costs’) were only interested in ‘dog crap’.

So as you can see from previous posts such as this we’ve long applauded and supported responsible pet owners and campaigners such as ‘Wirral Good Dogs’ who don’t want to subsidise Wirral Council waste via the waste that comes out of their pet’s backsides but it is still particularly dispiriting to witness this week’s packed Council meeting about the proposed introduction of Public Spaces Protection Orders (PSPOs) to combat Wirral’s dog crap problem.

If only pet owners (and indeed non-pet owners) on Wirral were equally motivated to turn out to Council meetings and express their concern about what is done (or not done) in their name perhaps the punitive measure wouldn’t have been proposed in the first place!

But hey! as long as people are exercising their democratic right to challenge the powers that be that’s OK with us. However our interest in the matter lies elsewhere and is more concerned with the potential engagement of Kingdom Security to impose PSPOs and the political/financial motivations of Wirral Council’s ruling administration.

What can we say about Kingdom Security?  Lots actually since 2015 and none of it good. But the thought of their operatives loitering around playing fields and parks in pursuit of filthy lucre (pun intended) is surely the stuff of nightmares.

Our other point of interest is the sense of deja vu that accompanied this week’s Environment Overview and Scrutiny Committee on Tuesday where it was decided to ditch the proposal by a single vote. The committee’s decision will now come before Wirral Council Cabinet and specifically the environment spokesperson Cllr Anita Leech, who will make a final decision on PSPOs. Could this be the same Cllr Leech who voted against the fire station development in Saughall Massie before changing her mind and allowing it to go ahead?

We’re left wondering whether ,with elections coming up in May, the ruling administration are playing the game of ‘listening to the people’  when it comes to dog crap or will financial necessity override political expediency?

Community Transport – Thrown Under The Bus ?

Community Transport on Wirral may be in last chance saloon.
Word reaches His Lordship from a supremely well-informed source that the writing is on the wall for community transport services here on Wirral.  These are the trained drivers, escorts and specially kitted out vehicles that transport disabled and vulnerable service users to their day centres, care homes, Special Educational Needs schools, etc. day in, day out, all year round.
And we don’t bring you this news lightly.  We know it’s genuine because we’ve had the information checked and double-checked.  It impacts Wirral Council, goes right to the heart of central government, to the top of the EU, and it’s a thorny issue being discussed right now at the top transport committees in the UK.

A change in EU law, Directive EC 1071/2009 to be specific, was rolled out on the statute book in 2011 and appears to be done and dusted across Europe.  But there is a frantic panic back in Blighty because the Tory government ignored it when it emerged seven years ago.
So it’s now finally caught up with them, and under the new directive, the largest council contracted charity and not for profit operators with hundreds of vehicles, right down to the smallest with half a dozen, will in future be regarded as running a ‘commercial operation’.  This will entail these organisations applying for Operators’ Licences for the business, new licences for all drivers and 35 hours of training every five years for everybody who sets foot on a vehicle.
In other words, it involves big money ……….huge money.  Money they probably ain’t got.
The impact of this change threatens to be utterly catastrophic to the many community transport services that make up the majority of  the UK charity, not-for-profit market, and if the new rules are not modified, or their impact lessened, the sheer cost of meeting the requirements will force many of them to downsize massively or be forced out of business.

As is customary, the usual suspects at basket case Wirral Council seem to be busy making a bad situation even worse.
Transport Minister Chris Grayling wrote to all local authorities two weeks ago requesting that they bide their time, await his advice and do not remove any contracts from existing operators.  What have Wirral Council been doing?  Yep, removing contracts from existing operators.  Not only this, they are forcing them to apply for Operators’ Licences (O Licences) and to set up trading arms in order to be ready to act commercially.


Wirral Leaks readers will know that Wirral Council happens to operate its own transport service, mainly to private care homes because they will recall the young disabled girl a few weeks back, who was forgotten and left locked inside a vehicle alone for two and half hours in the council depot.  Read here : Transport Trauma
Where transport rules and regs are concerned, Wirral Council really should know better, because they have a former VOSA / DVSA expert on hand in the shape of Director of Transformation, Paul Satoor (and for good measure former Tory council leader Jeff Green).
But despite this inside source of knowledge, they appear to be immune to the rules.  Rules which they enjoy applying to everyone but themselves, as they flex their muscles, throw their weight around and community transport charities under the bus !
They’re even accusing their own charity operators on Wirral of “acting illegally” whilst taking payments from private care homes in return for transporting their residents.
This conduct is potentially illegal under what are known as Section 19 permits. These were originally set up to allow the community transport charities to operate, but which clearly stipulate “for hire or reward but without a view to profit nor incidentally to an activity that is itself carried on with a view to profit”.
In fact, this is like Wirral View all over again as they’re the only council in the land prepared to defy the government on this.  But this time it’s not just powderpuff guidance being swept aside.  It’s knowingly done, whilst forcing charities (but not themselves) down the O Licence route, and whilst secretly taking money and enriching themselves, but falsely accusing others of doing the same. So the council could be in breach of statutory law.

Merseycare are the largest operator on Wirral, providing a transport service for 3,000 vulnerable and disabled service users, and are based on the old Squibbs site in Leasowe.  They have 90 staff whose jobs are imminently threatened, many of whom are disabled themselves.
Before the May 2017 local elections, they invited former Leasowe Councillor Treena Johnson to come and have a chat about this subject and to have a look at what they do.  She said as she worked with disabled children, she would be delighted.  She asked if she could bring along a second Leasowe councillor, Anita Leech.
Interestingly, a professional body known as the Bus and Coach Organisation – whose members are made up of commercial operators – have been pressurising government for many years and quoting the above EU law in order to have them declare community transport contracts illegal and to have all such council business – the length and breadth of the UK – stripped from ‘law-breaking’ not for profit, charity operators.
Presumably, this is being done with the aim of stepping into the void to enable their Bus and Coach Organisation members to make a tidy profit out of the UK’s now stranded vulnerable and disabled service users.That third Leasowe Councillor by the way is Ron Abbey.  He is a former  bus driver for ‘the Corpy’.  We wonder if he might still retain undeclared links to the Bus & Coach Organisation? What an interesting coincidence that would be… perhaps somebody out there knows…?

Nevertheless, as Merseycare Transport waited, Councillors Treena Johnson and Anita Leach suddenly fell silent ….the kettle was on and everything, but they never even turned up at the Merseycare offices. Johnson jacked it in as a councillor  before the last local elections and presumably the other two were ordered to toe the party line.

We can safely assume from Wirral Council’s pioneering activities in being the only local authority to remove contracts from charity operators that they are keen to embrace a new future – where no doubt the lowest bidders with the least experience will be transporting vulnerable people – and they want to be at the forefront of creating it. And you only have to look at the railways to see how that works out!
We’re wondering…. where does Wirral Council’s statutory obligation to look out for the wellbeing of vulnerable and disabled people within their jurisdiction figure in all of this? Notice how time and again they pay lip service and mouth the mantra ‘ protecting vulnerable people’ – but the reality is something else altogether.

When approached, Angela Eagle, the Wallasey MP who covers Leasowe seemed like a possible way forward with this issue.
However Eagle, who did nothing publicly for her own disabled constituents when they had £736,756.97 removed unlawfully from their bank accounts over 9 years by Wirral Council, once again fell in behind the council position, preferring to ignore the looming threat to her disabled constituents, and to protect her party-political friends instead.
Whereas in Wirral West, Margaret Greenwood MP has many constituents who will be adversely affected and has taken the issue up. Watch this (disabled parking) space.

 

There Goes The Green Belt

One of the very few things that remains attractive about Wirral is that it is relatively green.

However in the time-honoured tradition of brutalism Wirral Council seem to be exceeding themselves when it comes to concreting over everything that’s good about the place.

Specifically we’re talking about last night’s decision to approve the building of a fire station in Saughall Massie following pretend democratic processes involving public meetings and site visits.

Yes, we know there’s more tedious bureaucratic processes to go through before the fire station becomes a reality but we’re sure we’re all agreed it’s the principle of agreeing to build on the green belt which is the issue. This decision will surely give the green light to build on other parts of the green belt and specifically the Hoylake Golf Resort. And what’s more it’s no good local Tories belatedly bleating about how unfair it all is!

The Planning Committee Chair is Anita Leech ( you do the punchline) and the Vice -Chair of the Planning Committee is Steve ‘Kindred’ Foulkes. So spare us the ‘feigned outrage’. We all knew what was coming next!

Indeed might we suggest that a fitting tribute would be that Foulkesy’s political career is entombed in motorway concrete. And the sooner the better!

Verity  has been doing a bit research following the viewing of John Brace’s coverage of last week’s Planning Committee meeting. The poor saps who turned up expecting a debate about proposals about Saughall Massie fire station were blindsided by bureaucracy and politely asked to leave by committee chair Cllr Anita Leech (and if ever there was an archetypal Wirral councillor name Anita has got it!)

 

Forgive us for ignoring (for now) the plans to build a fire station on the green belt. We’re more interested in plans to turn Birkenhead ‘s Charing Cross into even more of a vagrant destination than it already is.

The architects behind the latest plan to degrade Birkenhead town centre even further (if that were possible) is SDA Architecture on behalf of their client Dr Ahmed. SDA Architecture have an ignoble history of making such applications. This is even more surprising when you consider that one of their former directors is Cllr Paul ‘ Danceaway’ Doughty.

However Cllr Doughty appears to have to have passed the baton on his son as a conduit  for  landlords who want to turn properties into houses of multiple occupation and maximum profit . These are the current directors of SDA Architecture ( Doughty Jnr  is the one on the left ).

It comes to something when even Birkenhead MP Frank Field rocks up to object about plans to turn a building on Charing Cross into a ‘dosshouse’. But then Frankenfield and his long -standing acolyte Cllr Jean Stapleton were only gegging in on Birkenhead & Tranmere councillor Pat Cleary’s call in on this particular planning application. It is frightening to think that if he hadn’t council officers under their delegated powers would have approved a 12 bedded hellhole ( but then they don’t have to live there – so why should they care?)

Frankenfield’s intervention in his lightweight seersucker (not a euphemism) is even more surprising when you consider that Cllr Paul Doughty tried to ingratiate himself with the local political powerbroker by nominating him for an award from the Mormons for upholding ‘family values’ . Once again, you really couldn’t make this shit up!

However what we’d really like to know is exactly what is Cllr Paul ‘Danceaway’ Doughty’s relationship with notorious flytipping facilitator Arthur Morgan?

The Curse of Pip (Part 1)

Our commiserations go to Tranmere Rovers as their hopes of promotion to the Football League were dashed today in their clash with Forest Green Rovers at Wembley.

As much as we would have liked to see our local team reach the lofty heights of League Two football we have to say that defeat was seemingly inevitable as it would seem the dreaded ‘Curse of Pip’ has struck again.

By which we mean anything council ‘leader’ Cllr Phil ‘Power Boy Pip’ Davies touches turns to sh*t.

As we’ve said before he appears to be King Midas in reverse.

As we all know he has previous form when it comes to endorsing Tranmere Rovers. Who can forget when he held a reception at Wallasey Town Hall to promote Tranmere Rovers unofficial role as ambassadors of Wirral and then, hey presto ,their then manager Ronnie Moore was suspended by the Football Association for alleged breach of betting rules ( of which he was later cleared). Then the next thing you know Tranmere are relegated to non-league football .

We reiterate this as we understand Pip’s toxic touch continued today as a well placed source informed us prior to today’s sporting event that :
Paula (Basnett)  is going ! On a coach with ‘Councillors’ paid for by the Chamber and The Merseyside Maritime Museum!! All very strange…… , So xxxx councillors and no idea about Maritime Museum guests………So these ‘hand picked ‘ councillors are getting the VIP treatment. But  who actually pays for this ‘perk!! Well if it’s the Chamber no doubt  Power Boy Pip and his beloved Paula will have that covered.
Also I am told that certain Councillors Anita Leech, Foulkes, Comb over Davies and their personal ‘friends’ are also afforded complimentary tickets at TRFC, (all matches) for EVERY  GAME. Is that a perk they declare on ‘members interest! Of course not!!
And more to the point why do they get these perks?

Can we suggest that if TRFC want to ascend the football ladder they need to distance themselves from the snakes who want to make political capital out of other people’s sporting achievements particularly during an election campaign. Just sayin’

The Curse of Pip (Part 2)

We were delighted to read that long time Mayor Joe Anderson was rejected by the Labour Party as their prospective MP  for Walton – now that current incumbent Steve Rotheram has gone on to greater things as Metro Mayor of Liverpool City Region.

(And boy, did Martin Liptrot’s plans to be the power behind the throne when Mayor Joe was elected as Metro Mayor come back and splatter him all over his deeply unappealing face  – no wonder he sailed the gravy boat back over the Mersey).

Apparently perennial bad loser Joe has now refused to work with freshfaced Daniel Carden, the guy that Labour parachuted in over Joe to serve the people in the safe seat of Walton. Keepin’ it classy as ever Joe!

Once again we have to say we’re tempted to attribute this demise to ‘The Curse of Pip’. We state this as we are grateful to John Brace for his recording of Pip indulging in world class sphincter licking action at the last City Region meeting in the vain hope that Joe will end up as a Member of Parliament . Just think about that for a moment-Mayor Joe as an MP !

Pip’s eulogy to perhaps the most repellent politician on Merseyside outside of Frank Field is so toe-curling it’s almost like watching Diane Abbott reading her times tables. If you can bear to watch Pip starts flexing his tongue at approximately 13.48.

Fox Hunt

We don’t know what PM Theresa May thought she was doing this week by endorsing fox-hunting. We know we’re members of the landed gentry here at Leaky Towers but even we know that fox-hunting with hounds is barbaric and what’s more, a vote-loser.

Now if she endorsed the hunting of ‘The Crafty Foxes’ that would be another matter. As you may have noticed it’s our favourite pastime!

The Leaky Awards 2016

No disrespect to the local worthies who voluntarily undertake good deeds ,  but we have a natural aversion at Leaky Towers to honours and awards given to people who either have :  a)  made a lot of money ( well, it’s no trick to make a lot of money… if what you want to do is make a lot of money….) or b) achieved riches and recognition for doing something they love ( while everyone else tediously toils away in jobs they hate with people they loathe just so they don’t end up living on the street).

Patronage for peerages has brought the awards system into total disrepute and we doff our hereditary ermine trimmed coronet to the increasing number who have turned down the tawdry badge of dishonour that the New Year’s Honours List has become.

We have three words on the subject of honours: “Sir” Jimmy Savile.

We have three words on the subject of awards : Most Improved Council.

Therefore we consider the annual Leaky Awards the natural antidote to the sordid status quo and rejoice in the fact that the awards that we bestow at Wirral Leaks are much more representative of the charlatans who run the show than the complicit smiley celebrities and their gleaming gewgaws.

Awards Award – ….and the winner is the Wirral Chamber of Commerce. Awards ceremonies appear to be the entire rationale for this empire building, family-run organisation. Whilst it appears to be a mere excuse for pouting Paula Basnett to buy another frock and flaunt the spray tan we need to remember the public grants and public properties that come their way and ask ourselves do we really want the non-elected personal empire building Basnett clan running a never-ending awards show at public expense?

Labour Councillor of the Year – This is obviously an inaugural award as in previous years this would be an oxymoron (or in some cases – just moron) . However this year we’d like to offer the award jointly to  Cllr Anita Leech and Cllr Christina Muspratt for annoying  fellow Labour councillors Foulkesy and Matron McLaughlin respectively. The former did so by casting the deciding vote at a recent Planning Committee whilst a clearly agitated Foulkesy laid the foundation for a potential appeal by questioning the planning process (see Campaign of the Year below). This is staggering hypocrisy coming from someone who has regularly circumvented due process in the name of managing his (bad) reputation.But then Foulkesy has built an entire political  career on being hardfaced and shameless so this should come as no surprise to anyone. Meanwhile Muspratt was the inspiration behind a tetchy display from McLaughlin as the latter tried to shut down Muspratt for trying to hold council officers to account over their failure to appraise staff. However as we know this is not how the Matron rolls – personal loyalties to officers will always take precedence over public accountability.

Quote of the year  – “From the brink of intervention, to the pinnacle of local government” (Eric Robinson CEO Wirral Council). Now we don’t know whether Stressed Eric has been buying some powerful hallucinogenics with his megabucks salary but this can surely be the only explanation for this ludicrous claim that Wirral Council is the pinnacle of local government. When it comes to public service peak performance we’re talking more Moel Famau than Mount Everest!

Runner-up : ” It might seem an unusual step to revert to a printed product, and even I queried this at first …….” (Eric Robinson talking about Wirral Council’s decision to publish Wirral View ) “Until I was told to get back under my desk ….”  he might of added to prove once again why he’s the perfect CEO for Wirral Council.

Publication of the year –  Wirral Council  yawn-fest Wirral View . Having seemingly failed to a) attract advertisers  b) sort out its distribution problems or c) address anyone’s ‘information deficit’ this award is in recognition of the fact that Wirral View could soon become a collector’s item .We advise those who’ve actually received a copy should retrieve it from the cat’s litter tray or the budgie’s cage , as with the threat of central government intervention hanging over it it may not be around for  much longer!

Runner up – Cllr Tony Jones’ (aka Tones) election publication which broke election rules by failing to show name of agent, candidate or printer on the leaflet.  As one of our eagle-eyed readers has pointed out Tones does not seem to have learned any lessons from this faux pas as strangely he is the only one of Wirral Council’s 66 councillors whose council email contact details are not included with the Council mugshots in Wirral View. Campaign Fail  

Campaign of the Year –  ‘Save our Greenbelt – Say NO to the Firestation’  campaign may, thanks ultimately to the casting vote of  Cllr Leech than the campaigning local Conservatives , halted plans to build a fire station on green belt land in Saughall Massie.

However it will be interesting to see if Merseyside Fire & Rescue Service submit an appeal whether this continuing fight ends up being thwarted by powerful interests as was the ill fated Save Girtell Court campaign.

Similar can be said of the Stop Hoylake Golf Resort campaign who are arguably up against even more powerful interests as Wirral Council attempt a ‘money no object’ bid to ensure even more Wirral green belt is sacrificed to enable a housing development in the guise of a ‘golf resort’ to go ahead.

There is so much going on in this picture than ‘Jezza Makes Pizza For Starving Mites’. The supporting cast – Frank Field MP , Cllr McLaughlin, Cllr Meaden , Margaret Greenwood MP makes for fascinating viewing if we consider the various political intrigues,allegiances and betrayals that occurred throughout 2016 . However what intrigues us most on the right of the picture , ‘recording’ events for posterity, is the presence of ‘Person C’ . Adding further intrigue to the local political scene we understand the former political editor of the Liverpool Echo and reluctant witness in the Wirralgate saga has, for reasons unknown, apparently ceased working for the council’s favoured external publication ……….
