‘For Trees’ Feedback

Below is a summary of the meeting held at Wallasey Town Hall on 2nd July. You can view the meeting for yourself on:

Thank you to all the tree supporters who attended.

On 2 July 2019 Council Officer David Armstrong reported that the Council are “currently engaged in a programme of extensive backlog maintenance to do with trees” He stated: “I assure you we are just carrying out maintenance and we have got a lot of work to do”…”people are polarised, people who want it done and many who are absolutely opposed”…”this is having implications for people trying to carry out the works”…”I can understand why people are upset “. He then continued to emphasize the wish to move onto the tree removal from school grounds; Considering the ‘student strikes for climate’ this is a grotesque proposal; schools need to invest in cleaner air for which trees and dense vegetation around schools are essential. He referred to the policing which is needed increasingly as the public stand up against the felling; Yet the Aarhus Convention legally obliges us as members of the public to protect our natural environment.

The council has a responsibility to educate these “people who want it carried out” to understand the implications of habitat removal and destruction, now that we face the Climate Emergency. Of course the profiteers from the timber will be amongst this group; Beyond Mancoed; who are these profiteers?…What do they have to gain?….they have everything to lose, as do we all…

Now so many of us have paved gardens as car parks, we are all reliant on public trees being our oxygen banks.

The good news is; the ‘For Trees’ team have been working on a tree strategy/policy for Wirral and as an outcome of the above meeting there has been a ‘Tree Strategy Councillor Group’ set up to meet twice a year. Will this be sufficient and in time to save the trees ear-marked in the Council’s “workload backlog” ??!

The ‘Right’ Kind of Labour Politician

Following on from yesterday’s Selection Committee non-event at Birkenhead Constituency Labour Party (CLP) we’ve been musing on the cock up or conspiracy aspects of the debacle.

Now , we’re not usually prone to reaching for a tin foil hat especially when Her Ladyship tells us that they’re ‘so last season’ but there were some worrying signs prior to the meeting that the political establishment both nationally and locally were gearing up for a spoiler.

Needless to say Frank Field ally The Daily Mail (aka Fail) , an ever willing receptacle for his self serving rhetoric, was ready with a less than complimentary article on Wirral Labour councillor Tony Norbury and leading candidate to succeed Frankenfield as the next Labour Parliamentary candidate…the day before the Selection Committee was due to meet. Well, what a coincidence! However and as you read on here yesterday in our EXCLUSIVE : And the new Parliamentary Labour candidate for Birkenhead is… post things didn’t quite go to plan…or did they (for some interested parties at least)?

The Daily Mail article titled Labour hopeful lining up to take on veteran MP Frank Field ‘is a hard-left bully with links to group that dismissed claims of anti-Semitism against party’ details how Cllr Norbury had been disciplined by the Labour Party for bullying and revisited issues of alleged anti-semitism which we’d previously reported here

Needless to say local Tories and Frank Field fans were on hand to add fuel to the fire with former Tory Council leader Cllr Jeff ‘Yellow’ Green retweeting a link to the  Daily Mail article with a typically cryptic and cowardly comment: ‘Well,well,well..’.

Well,well, well indeed! So tell us Cllr Green do you consider Cllr Norbury to be a worse prospect than Cllr Steve ‘Foulkesy’ Foulkes ? You know the one who considers you ‘kindred’? You know the one who organised a failed smear campaign against you and lied about it in an investigation and then there had to be another investigation because he’d lied during the first one and then continued to lie again in the second one? Or is ‘Foulkesy’ the ‘right’ kind of Labour politician who you can sit alongside on the  Board of Magenta Living , trousering the cheque and pretending to ‘play nice’.

As you can see from further tweets this week in support of Labour councillor Chris Meaden fellow Tory councillors Ian Lewis and Chris Blakeley follow the same path when it comes to Labour politicians . There’s a right sort and a wrong sort .

Now don’t get us wrong we’re not taking sides here as nobody’s hands seem to be clean in this political shitshow and as you know we have pored over philosophical treatises ,mulled over manifestoes and read the political rhetoric and concluded :

However to be frank (and not Frank) we’re  beginning to not care if the so called ‘hard-left’ returnees and entryists are hammer and sickle wielding wild-eyed Trots. Anything, ANYTHING that shakes up the moribund puppetshow that passes for political debate on Wirral where it’s all back to the Mayor’s parlour for a handshake , a sly wink and a slap on the back for a part perfectly played in a political pantomime is OK with us…

For those of you who peruse the Wirral Council calendar of meetings and who might be wondering what the Extraordinary Meeting called for 25 February 2019 was all about we can exclusively reveal, courtesy of the above leaked email, that it’s all about the Hoylake Golf Resort (aka Celtic Manor Resort).

As you can see the letter requisitioning the meeting emanates from the Wirral Council Conservative Group :

Now where do you think the ever opportunistic Conservative Group might have read about ‘the opposition voiced recently by the Local Campaign Forum of The Labour Party’ ?

We’ll give you one guess : Hoylake Golf Resort : ‘Wirral Local Campaign Forum reflects the views of the members which may at times differ from the Labour Group’

Whilst a credit would have been nice we are more than compensated by the thought that the Extraordinary Meeting will be a test of Wirral Council leader Cllr Phil ‘Power Boy Pip’ Davies’ ‘leadership’ (no laughing at the back) . After all Pip has bewilderingly pushed for this misbegotten development against all known reason, logic and finance and after the sinking of Wirral Waters courtesy of his naive faith in Stella Shiu this was presumably to be his ‘lasting legacy’ on Wirral (we can  make some suggestions as to what his lasting legacy really should be but we’ll leave that for a later date )

Not only will Pip face opposition from the Conservative Group and presumably the might of the Green Party ( yes,that’s you Cllr Pat Cleary) but opposition within his own ranks of newly elected or up and coming councillors who will no longer do as their told or bend to the will of a power crazed elite. But will they stick by their new found principles and back the Local Campaign Forum of The Labour Party AND the Conservative Group ?  Now there’s a political dilemma !

Consultations and Cover Ups

We’ve been concentrating on a series of special reports but couldn’t let a few recent local news stories pass without comment.

Consultations

Tomorrow’s Wirral Council Cabinet meeting will feature announcements about two upcoming consultations which have been heralded in the local press. First up we have a press release in Wirral Globe where Cllr Angela Davies tells us she’s excited. However the former short lived Change Grow Live employee is not excited that Christmas is coming. Oh no! she’s excited because there’s exciting plans and she has an artist’s impression to prove it. Generously she wants to share her excitement with us :

Only by listening and engaging with local residents and deliver thousands of new jobs. We will be asking the question: ‘What sort of place do you want Birkenhead to be?’ and soliciting ideas about improving the public realm, establishing more residential opportunities in and around the town centre and expanding the leisure, retail and cultural offers available.After too many false dawns, Wirral residents are now looking forward to being asked to shape real plans and a concrete set of proposals to regenerate Birkenhead as the commercial and retail heart of Wirral.Wirral Growth Company is an ambitious partnership between Wirral Council and a private sector regeneration specialist, but it needs to be informed by the views of local residents and businesses across the town. This consultation will provide the qualitative and quantitative regeneration evidence base which has been missing.Wirral Growth Company has established some provisional ideas for what a rejuvenated Birkenhead could look like – a new market, improved retail and leisure offers and up to 300,000sq.ft of Grade A office space.The Council is excited by these initial ideas and feedback already received has been positive, but it’s now the turn of local residents to say what they aspire to see. Rebuilding work in Birkenhead could start as early as Spring 2019, so over the coming weeks and months I am proposing the Council and its partners conduct this wide ranging consultation, outreach and engagement to gather the views of local residents.

It’s not just the dawns that are false Angie. Are you really telling us that Wirral Growth Company was set up with NO qualitative/quantitative at evidence base ? This consultation is beginning to look like “The people who get paid huge amounts of public money to think up new ideas haven’t got any – so can you lot come up with some for us ?” So here’s one from us – how about turning Birkenhead into Dubai on the Mersey and build a skyscraper hanging from the sky as let’s face it all of these consultations and artist’s impressions are already pie in the sky anyway.

 

Next up on the consultation front is keen royalist Cllr Janette ‘Milly Tant’ Williamson who is introducing  a consultation on how Wirral Council should  spend the few quid that Wirral Council have left in the coffers with her Budget saving plan . If the Cabinet meeting wasn’t so early we’d suggest organising a drinking game for every time Williamson uses the phrase ‘Tory cuts’. Perhaps she’ll regale us with tales from her time working for the Insolvency Service. Or perhaps not …

Cover Ups

The other story we couldn’t help commenting on was  ‘Embarrassing’ council slammed after failing in 90% of complaints – with some taking YEARS to complete where we find Conservative councillors Tony Cox ( ’embarrassing’) and Chris Blakeley  (absolutely appalling’) commenting on the abject failure of ALL councillors to properly police complaints against themselves but failing to acknowledge that it was Wirral Councillors who agreed to the utterly woeful ‘Standards’ regime that is currently in place. Even Wirral Council’s leading apologist/lawyer Philip McCourt concurred the Council had ‘failed’. Inevitably Labour councillor Chris Jones chipped in that she was ‘happy’ with a 90% failure rate.Which let’s face it is a 10% improvement on most aspects of the ruling administration’s achievements.

This all comes after the recent case brought against Cllr Paul Hayes by Professor Maggie Atkinson ,the touchy Chair of the Wirral Safeguarding Board which we reported here. If somebody had just explained to Atkinson that commenting on the public perception of a cover up is a legitimate course of action for a councillor and is not the same as being accused of being part of a cover up perhaps Wirral Council could have saved a lot of time and money on this particular (non)-case.

Just a shame no-one from the Tory group (or any councillor) has seen fit to make a public comment on a notorious long running cover up involving Wirral Council . We suppose it will be down to us ,once again ,to dissect this particular one in a future ‘Special Report’ :

Bog Standards

Our thanks go to John Brace for filming last night’s meeting of Wirral Council Standards Panel and for giving us the heads up that we would be reunited with some familiar Wirral Leaks ‘favourites’.

John hasn’t uploaded all of the five part mini-series yet but from what we’ve seen it’s the usual Wirral Council Standards Panel farrago bogged down in procedure ,protocol, partisan politicking and pettiness. However we look forward to John’s incisive eyewitness report with snippets from the investigation report in question at a later date.

The actual hearing concerns an allegation brought against Conservative Cllr Paul Hayes councillor by the Professor Maggie Atkinson – the Independent Chair of Wirral Safeguarding Board. Professor Atkinson alleges that Cllr Hayes was in breach of Wirral Council’s Code of Conduct for suggesting that the decision not to publish the Serious Case Review into the Rajenthiram brothers Child Sexual Exploitation (CSE) case was part of a ‘cover up’ ( further allegations made against Cllr Ian Lewis and Cllr Tom Anderson found there was no case to answer).

Ironically the investigation report was written by ex Wirral Council solicitor Simon Goacher of Weightman’s who are the go-to legal firm that Wirral Council call upon to  when it comes to cover ups (most notably the infamous and illegal ‘four week delay’ in the provision of adult care services.) This has not only enabled Wirral Council to hide behind ‘legal privilege’ but allows them to state they have sought external legal advice and therefore everything is ‘legit’ when in fact the exact opposite is true – as was the case in an unreported case of further unlawful charging of disabled people that Weightman’s were also called upon to help put a bit of concealing legal gloss on.

Meanwhile initial observations from us indicate that the Standards Panel played their usual roles – Cllr Phil ‘Anodyne’ Gilchrist dithering about and being in complete,fence-sitting Lib Dem mode. Cllr Chris ‘Bulldog’ Blakeley in full on belligerent ,bulldog chewing a wasp mode and Cllr Moira ‘Matron’ Mc Laughlin in arms folded, eyerolling,  ‘Matron-Knows-Best’ exasperation mode (though we did enjoy the little snipe at Wirral Council’s head of law Philip McCourt – is the honeymoon period over we ask ourselves? )

We await further instalments with interest and be grateful for the fact that at least John Brace was allowed to film this particular Standards Panel and wasn’t physically prevented from entering the Committee room , as was the case in the infamous 2016 Cllr Steve ‘Foulkesy’ Foulkes  Standards Panel debacle. Now, if you really want to talk about cover ups…

Peel, Pip and Porkies

We are aware that  Save Wirral’s Green Belt is a Conservative Party initiative and consequently considering their track record on political opportunism we can only hope it can be differentiated with Defend Wirral’s Green Spaces   as I’m sure we can all agree Wirral’s Green Belt transcends party political point scoring.

However ,having said all that ,we feel compelled to bring you a copy of the letter that was sent to Wirral Council leader Cllr Phil ‘Power Boy Pip’ Davies from Richard Mawdsley from the Peel Group that was published on Defend Wirral’s Green Spaces Facebook page and was distributed at Monday’s Extraordinary Council meeting. As we can see the nameplate of Tory  Cllr Chris Blakeley is in the background of the screenshot and therefore we have to be cognizant of possible political motivations. Nevertheless we think the letter is of immense interest and deserves wider coverage as it is highly instructive about the relationship between Peel Group and Wirral Council in general and ‘Power Boy Pip’ in particular.

We mentioned yesterday that attendees who attend Mr Mawdsley’s talk about ‘Wirral Waters’ on September 28 make specific reference to the letter below.

The letter’s most pertinent quotes have been usefully annotated but this comment from Mawdsley to Pip is the most telling :

Given the way you have conducted yourself in recent months , and the very misleading public statements you have made , we ask that you stop this campaign of misinformation and be honest with the people of Wirral and correct the misleading information you are distributing

So basically what you’re saying Mr Mawdsley, in that mealymouthed way you people have , is that  Pip is a big fat liar . Tell us something we don’t know! And it’s not just about Wirral Waters or the Green Belt or Wirralgate . Lying is like breathing to Pip and his ilk. Asking him to be honest is like asking Lance Armstrong to confirm he took performance enhancing drugs or President Bill Clinton whether he’d has sex with Monica Lewinsky or whether Pip himself had heard the Wirralgate tape …Wirralgate – Louder Than Bombs

Standards and Measures

We promised to revisit the Cllr Louise Reecejones (LRJ)  ‘It Has To Stop’  story with our considered views on the role of Wirral Council’s Standards Panel/ Standards and Constitutional Oversight Committee and the measures they have taken to sanction LRJ. As we said :

We are not giving LRJ an out here – she deserves everything she gets but it is a matter of proven fact that she has been treated markedly differently than her Labour colleague Cllr Steve Foulkes by the Standards Panel. As far as we’re concerned councillors McLaughlin, Gilchrist and Blakeley have some explaining to do. This is something we will be analysing in a later post.

So let’s briefly recap what sanctions that LRJ faced for being a bad – but by means the worst – councillor at Wirral Council

  •  suspension from the local Labour Group

The Labour Group ‘leader’ , Cllr Phil ‘Power Boy Pip’ Davies in a rare show of authority recommended permanent expulsion 

  •  referral to the Labour Party regional body ( Labour Northwest) 

Labour Northwest ,who must be heartily sick to the back teeth of Wirral Labour Party careerists, sorry members, commuted the suspension to 6 months 

  • removal of the Labour Party whip 

Thus isolating LRJ from the ‘support’ of the local Labour Party machine. Although we have to say the Labour Party whip would have to have the skills of an ex-lion tamer with a whip and a chair to keep local Labour members under control

  • removal of LRJ representing Wirral Council on outside bodies

Although we’re not sure whether this involved any loss of remuneration (our money)

  •  asked to make full apology to whistleblowers 

And look how that went! LRJ came across as an obstreberous 6 year old stamping her feet and crossing her arms in protest at being found with her hands in the cookie jar

  • asked to make a full apology to all elected members at next full Wirral Council meeting

We won’t hold our breath waiting for LRJ to humbly apologise for her misdemeanours 

As we all know the last councillor to face the Standards Panel prior to LRJ was ex- Wirral council leader and mayor Cllr Steve ‘ Don’t Mention Sorrento’ Foulkes. And what sanctions were imposed on him for being a serial liar?

  • asked to make an apology  to the then Tory leader Cllr Jeff Green

Even though by his own admission Cllr Green WAS NOT THE COMPLAINANT!

  • Er, that’s it  

Bit of a discrepancy don’t you think?, especially when the reason given by clapped out Cllr Moira ‘Matron’ McLaughlin for the local Labour group going after LRJ was her lack of ‘credibility’ and ‘reliability’ as a witness. We’re left wondering whether Matron should have been on the Standards Panel in the first place . She nearly came a cropper for declaring she put her personal friendship with Kevin Miller ,the former monumental failure of a Director of Adult Social Services, above her civic duties.

But then Matron isn’t the only errant councillor in this farrago. Where were the rest of the councillors of all parties when the first Patricia Thynne report was published and where Foulkesy said he couldn’t possibly have handed over a document attempting  to smear Cllr Jeff Green to duplicitous journalist Liam Murphy because there would have to have been an adjournment of the Council meeting when it was alleged he had done so.

Apparently neither ‘investigator’ Thynne or any Wirral councillor bothered to check the minutes because they would have found out that there had indeed been an adjournment. This was one of the reasons that a second (costly) investigation took place and enabled several witnesses to later testify that they saw Foulkesy hand over the incriminating document to Murphy. Something which he had denied in the first investigation. The only explanation we think of for this particular lack of scrutiny is that councillors must have all just sat there and said  : ”  Well, it’s Foulkesy, innit, what do you expect?”

Clearly our expectations are out of step with our local elected members and until they realise they are accountable to us we’re afraid it will remain forever thus.

So when it comes to ‘credibility’ and ‘reliability’ as a witness we’re left thinking that Foulkesy is even more lacking than LRJ – and that’s really sayin’ somethin’ ! What it doesn’t do is explain the difference in the measures made against each respective councillor.

But then those who regularly read Wirral Leaks will know exactly what the explanation is…..

‘It Has To Stop’

‘It has to stop’ …..

These were the poignant words used by one of the whistleblowers at last night’s special meeting of the Standards and Constitutional Oversight Committee. These whistleblowers had been found to have been victimised by Labour councillor Louise Reecejones (LRJ) at a Standards Panel hearing held in June.

As we flagged up last week  in our Sorry/Not Sorry – The LRJ saga continues story it seems that LRJ didn’t offer up an adequate apology for her actions and compounded the original breach by continuing to victimise the same people who had been brave enough to act in the public interest and raise their concerns about how LRJ had allegedly handled the financial affairs of a charity.

We recommend you watch both parts of the John Brace videos below to witness the full halloween horrorshow.

Needless to say  it won’t surprise any of you to hear we have a few observations to make on proceedings. It was frankly sickening to witness the weasel words of all the councillors on the committee –  ‘beyond belief’,’disbelief’, ‘astonishing’, ‘disappointing’ were used to describe the actions/inactions of LRJ. However it was particularly galling to hear it from Labour councillors and especially from Cllr Moira ‘Matron’ McLaughlin who in full  Matron mode ( stern looks and crossed arms) uttered the immortal words :

As the Labour  member on the (Standards) Panel it was very difficult for me  to hear that a Labour councillor had used her position as a councillor to damage the reputation and the livelihoods of other people. It goes without saying that people who come into this council were elected to serve the residents of the borough and not to use our position to do damage to them………

This was breathtaking hypocrisy – as she of all people knows only too well that Labour councillors have been destroying the reputation and livelihoods of whistleblowers and those who call them out or won’t go along with their cover ups for years and years and years. It’s like the year 2012 has been erased from history.

We are not giving LRJ an out here – she deserves everything she gets but it is a matter of proven fact that she has been treated markedly differently than her Labour colleague Cllr Steve Foulkes by the Standards Panel. As far as we’re concerned councillors McLaughlin, Gilchrist and Blakeley have some explaining to do. This is something we will be analysing in a later post.

Meanwhile we’ll just wait and see as to whether LRJ finally offers a meaningful apology to her victims, whether the local Labour Group does indeed impose further sanctions and whether LRJ turns up to provide Council with a fulsome and sincere apology at their next meeting in December.

As for the whistleblowers all we can hope for is that, for them , the nightmare does ‘stop’. Although our knowledge of whistleblowers on Wirral is that it never ‘stops’ – the sense of loss, injustice and powerlessness stays with them for a very long time.

We also have to ask ourselves whether the appalling conduct of some councillors will ever ‘stop’ without meaningful , equitable and proportionate sanctions.

A round of applause for old Wirral Leaks favourites Anna Klonowski and Bill Norman as they make yet another guest appearance on our hallowed website.

You have to to hand it to Anna and Bill – never have such transparent blaggers made such a good living off the public purse. Needless to say their paths eventually crossed at Wirral Council –  the ground zero of local government corruption.

Having failed miserably to make a blind bit of difference to the culture of Wirral Council, whilst at the same time significantly enhancing their bank balances, we hold these particular fraudsters in complete contempt.

So what happened subsequently to these shysters? – that’s right they got found out.

Firstly – let’s deal with Anna and we reluctantly have to agree with a belligerent local Tory councillor on this one :

We noted at the time his deliberate typo ( ha! ha!ha!) but in the intervening 5 years this repugnant bulldog has just sniped from the sidelines and made NO DIFFERENCE WHATSOEVER. Neither did Klonowski. She was too busy cashing her £250K cheque and then smugly sitting on the ‘Improvement Board’ and feeding off the blood, sweat and tears of whistleblowers like the local government parasite she is (put that on your LINKED IN profile why dontcha).

We need to thank the magnificent blog The Bristolian for keeping us up to date with Anna’s travels (or should that be be travails ? – either way she doesn’t care as long as she’s getting paid for it).

It seems that Anna picked up a few tips whilst working for the Wirral Council power elite – like paying off people to keep their mouths shut. As you can read here : Klonowski Gag

Because as we know Anna is not averse to threatening people with legal action who dare to challenge her. As we’ve reported previously she set Martyn Scott from DLA Piper onto Wirral Council whistleblower Martin Morton, who let’s not forget made her a cool quarter of a million, because her dared question her as to why she didn’t do her job properly and fully expose , among other things , that Wirral Council and Merseyside Police were mixed up with drugs money launderers.

But let’s move on to Billyboy Norman .

And can we say we’re simply astonished that this piece of work has lasted as long as he has . What an inspiration to one and all – that no matter how corrupt,how incompetent, how damn ugly you are you can still trawl the country picking up cheques from people who are more corrupt, more incompetent and more ugly than you are.

Defending the Empire

Before we reveal the answers to our ‘Men of Mystery ‘ quiz we’d  like to maintain the suspense for slightly longer and mention a couple of Wirral Leaks regulars.

Firstly we ruefully note that ,  Asif ‘Massive’ Hamid ,Chair of Wirral Chamber of Commerce and CEO of The Contact Company has been awarded the MBE in the Queen’s Birthday Honours List.

How appropriate that someone who specialises in empire building has been awarded an MBE! – even more so when you consider the Wirral Chamber of Horrors seems to specialise in giving awards.

Needless to say as we’re the proud recipients of a hereditary title we do have a tendency to be a bit sneery about such awards dispensed to the so-called great and the good. However our main objection is that such awards seem to serve as a defence to any  criticism-  ‘I have been honoured by the Queen ergo I am a good person’  

I’m sure all us ‘unworthies’  could name a ‘Sir’ or ‘Dame’ or a recipient of a lesser honour who makes us want to shake our head in despair that these people are considered to be ‘worthies’.

Talking of worthies and unworthies the Wirral Council  Standards Panel involving complaints made against Cllr Louise Reecejones did take place this week.

At least John Brace was given the honour and the privilege of being allowed to film the first part of the meeting where it was decided that he should be unceremoniously chucked out for the rest of it!

This is more than be said for last year’s  farce of a Standards Panel / Cover-Up meeting where the doors were barricaded against Brace to prevent him filming Foulkesy’s shame.

As you can see from the footage it’s the same cast from Wirral Council playing their usual roles . Cllr Chris Blakeley – the British bulldog , Cllr Moira McLaughlin  – the stern matron and Cllr Phil Gilchrist – well ,being a Lib Dem, sitting on the fence and voting to exclude the public. And of course we don’t have to tell you what the  Head of Law Surjit Tour advised do we?

Cllr Gilchrist stated that this was part of an attempt to maintain ‘public confidence in our system’ .

Really? – based on the operation of the last two Standards Panel hearings and the totally ineffectual  and self serving  Councillor’s Code of Conduct we have absolutely NO CONFIDENCE in Wirral Council’s system of protecting the powerful. Indeed when we questioned a member of the Standards and Constitutional Committee last year about the Foulkesy  ‘slap on the wrist’  They replied :

The ‘sanctions’ able to be applied are limited to just a few courses of action

As we responded :

Yes and who decided that? You guys did!. 

Utterly feeble. Should be with police and you know it.
Thankfully we know people much braver and committed to public accountability than you guys and we’ll be supporting them 100%…………. 
Whilst at the moment we don’t know the full extent of the allegations made against Cllr Reecejones – although we are promised a redacted investigator’s report shortly- it wouldn’t really matter what she (or any other councillor) had been up to as they  have neatly devised and cynically approved a policy that will forever protect the powerful to defend their political empires.
