The mystery of the non-stop lighting of Hamilton Square may not have been solved but perhaps may be explained by a bright spark (pun intended) and a response from Wirral Council to a Freedom of Information request.

My Lord,

In my opinion, you wouldn’t leave a “fault” to stand, untouched, allowing the burning of several floodlights for 24 hours a day and permit this wastage to endure for what appears to be many, many months.  Huge amounts of money will have been wasted by now and the lifetime of the equipment will have been shortened.

If you were doing your job properly you would get your BAM Nuttall outsourced contractor to fix it pronto by issuing a job request.

You also wouldn’t say “Oh, we’ll leave it until the end of the year when we’re due to change the lanterns.”  I don’t know how these lights are fed and controlled but I can do a bit of armchair diagnosis.  One thing’s for sure: changing the lanterns will not eradicate the fault, which (if it exists) will be at a switching / control point somewhere remote from the lights themselves.

If this is the case, which seems highly likely – unless we’re being spun a yarn – the photo-cell will have switched to open circuit when it failed, turning all the equipment ON.  Such a fault could have been resolved very, very quickly by changing the photocell.

A spark would explore, fault-find and get the thing resolved quickly and cheaply, and NOT leave the lights to burn and burn and our council tax to go up in smoke.
I suspect we’re being lied to now because they’ve been found out, and Councillor Stapleton has indeed decreed that they’re switched on during the day.  I just can’t get at the information to prove this.
Whatever the truth is here, we have a choice: they’re a. lying or b. staggeringly incompetent.
I’d suggest both.

Who are the real ‘Red Menace’ ?

Thanks to those who have got in touch with reactions to some rabid stories which have appeared in both the local and national press concerning the ongoing melodrama within the local Labour Party (and specifically Birkenhead Constituency Labour Party).

First there was the Wirral Globe front page story which was headlined : ‘Death Threats made to to Birkenhead MP Frank Field‘ although the article provides no examples of such threats being made on social media. Tweets wishing someone is dead may not be very nice but they still doesn’t constitute a death threat. Consequently the article just provides Frankenfield the opportunity to resurrect memories of Militant Tendency that resemble nothing more than McCarthyite-era fears of reds under the bed .

This ‘Red Menace’ theme was expanded on yesterday at great length in what can only be described as another piss-poor piece of scaremongering even by The Daily Mail’s risible standards under the headline :

How the hard left is reclaiming Merseyside: Three decades after Derek Hatton made them unelectable, Corbynistas are forcing Labour moderates from their heartlands

This week local Labour Party Secretary  John Maher and Labour councillor Tony Norbury are featured after last week’s Frank Field inspired press tsunami which starred his superannuated political groupie Cllr Moira ‘Matron’ McLaughlin playing a supporting role as a ‘witness’ to a bullying incident that she heard about secondhand on Twitter.  It didn’t stop The Sunday Times  publishing the story as ‘fact’. Whereas the sad fact in all this is the press attention that is being given to these no-marks for the former’s political ends and the latter’s personal ends.

Having said that we’re inclined to believe some of what is written about Maher as needless to say we’ve featured him on Wirral Leaks before . Once again how prescient of us to write in 2016 about this Labour -turned Green-turned Red again political chameleon :

From what we can gather about his behaviour within the Green Party is that if he’s true to his “principles” it won’t be long before he falls out with his suddenly rekindled allegiances within the local  Labour Party  – as it’s a case of Maher-way or the highway.

However much of what is claimed in the Daily Mail shock horror probe about Maher is all a bit ‘meh’ .  Among the anonymous reports about him making people feel ‘incredibly uncomfortable’ there is this hilarious quote :

I was a police officer prior to re-joining the Labour Party and have been trained in reading body language when in confrontational situations. To me it was clear that the body language displayed by both John Maher and [a friend] was clearly threatening…

Meanwhile regurgitated from last week’s scare stories published elsewhere there’s patronising tales of Maher and Norbury upsetting the Labour ‘laydeez’ with their belligerent ways. All of the above conduct has apparently been reported to Andy Smith the Labour Party’s top official in the North-West by a group of six Labour politicians who plotted, sorry, met with Smith one Saturday at Birkenhead Town Hall (somebody needs to tell Daily Mail it’s not the Wirral Council HQ but again why let a lack of local knowledge get in the way of cutting edge investigative journalism?)

Who are the unnamed ‘Gang of Six’ we ask ourselves? We’d go for  Birkenhead MP  Frank Field , Cllr George Davies (of course), Cllr Phil Davies , Cllr Moira McLaughlin,  Cllr Steve Foulkes , Cllr Brian Kenny  or Cllr Jean Stapleton  (you may have your own pick of the politicians – let us know) .

Whoever they were they were complaining about an ‘an orchestrated campaign to remove long-standing and hard-working’ Labour officials in which ‘suggestions have been made that people are corrupt and ineffective’

We have to say that this is something we can wholeheartedly get with. What’s more we think that knowing what he knows about the local Labour cabal Maher has been rather restrained – and yes, Mr Maher we have seen the emails which contain similar information to that which was sent to Anna Hutchinson – Regional Director of Labour North West.

Under the circumstances is there a more sickening, hypocritical spectacle than Wirral Council ‘leader’ Cllr Phil ‘Power Boy Pip’ Davies whinging that ‘Bullying is a serious issue, and to have it ignored like this just beggars belief.  Isn’t this someone who was part of a small gang of Labour politicians who tried (and failed) to suppress allegations of a bullying culture at Wirral Council which we maintain persists to this day? And could this be the same ‘gang’ who are now feigning victimhood about being ‘bullied’ themselves? We think the people of Wirral should be told – and fear not Wirral Leaks will be telling ALL very soon…

… and finally in light of the information contained in the Daily Mail  article can we say the most offensive thing we could identify was the sight of Derek Hatton’s mullet!

Verity  has been doing a bit research following the viewing of John Brace’s coverage of last week’s Planning Committee meeting. The poor saps who turned up expecting a debate about proposals about Saughall Massie fire station were blindsided by bureaucracy and politely asked to leave by committee chair Cllr Anita Leech (and if ever there was an archetypal Wirral councillor name Anita has got it!)

 

Forgive us for ignoring (for now) the plans to build a fire station on the green belt. We’re more interested in plans to turn Birkenhead ‘s Charing Cross into even more of a vagrant destination than it already is.

The architects behind the latest plan to degrade Birkenhead town centre even further (if that were possible) is SDA Architecture on behalf of their client Dr Ahmed. SDA Architecture have an ignoble history of making such applications. This is even more surprising when you consider that one of their former directors is Cllr Paul ‘ Danceaway’ Doughty.

However Cllr Doughty appears to have to have passed the baton on his son as a conduit  for  landlords who want to turn properties into houses of multiple occupation and maximum profit . These are the current directors of SDA Architecture ( Doughty Jnr  is the one on the left ).

It comes to something when even Birkenhead MP Frank Field rocks up to object about plans to turn a building on Charing Cross into a ‘dosshouse’. But then Frankenfield and his long -standing acolyte Cllr Jean Stapleton were only gegging in on Birkenhead & Tranmere councillor Pat Cleary’s call in on this particular planning application. It is frightening to think that if he hadn’t council officers under their delegated powers would have approved a 12 bedded hellhole ( but then they don’t have to live there – so why should they care?)

Frankenfield’s intervention in his lightweight seersucker (not a euphemism) is even more surprising when you consider that Cllr Paul Doughty tried to ingratiate himself with the local political powerbroker by nominating him for an award from the Mormons for upholding ‘family values’ . Once again, you really couldn’t make this shit up!

However what we’d really like to know is exactly what is Cllr Paul ‘Danceaway’ Doughty’s relationship with notorious flytipping facilitator Arthur Morgan?

‘The Lauries’ Lingers

God only knows what Wirral Council would get away with if we weren’t here to shove that thorn forcibly in their side.

So following on from ‘Wirralgate’ , BIG/ISUS/Working Neighbourhoods ,  ‘Crabby’ Crabtree , ‘Happy Halliday’etc; etc; we proudly present the latest development in ‘The Lauries’ debacle.

Well, not proudly actually , shamefully is the word. To think that the garbage at Wirral Council/Wirral Chamber of Commerce can just get away with their usual abuse of power, because, well they just can,are not over. If nothing else they are subject to our critical eye.

The latest development in this sorry saga is the tawdry press release above , where Wirral Council ‘leader’ Cllr Phil ‘ Power Boy Pip’ Davies  joins fellow human melting wax candles Cllr Jean Stapleton and sideshow MP Frank Field in a desperate attempt to defend their indefensible position when it comes to the annexing of ‘The Lauries’.

‘The Green Party’ will do anything to get publicity” claims Power Boy Pip. To which we can only say that’s a bit rich coming from someone who employed their own ‘Policy Advisor’ at our expense and then enabled his neighbour to get a further gig because let’s face it this inept fraud couldn’t run a bath let alone a toxic and dysfunctional council !

What Power Boy Pip doesn’t mention ( perhaps because he has to check with his personal handholder, Martin Liptrot, first ) is that he has FAILED (and not the first time) to reply a complaint that is now with the Local Government Ombudsman (LGO) about ‘The Lauries’.

As local Green Party Councillor Pat Cleary states:

‘Wirral Council has failed to respond to the complaint and completely ignored emails from me to address the matter. As a result, the issue was taken up with the local government ombudsman. It will not investigate yet but has promised to contact the Council to ensure that our complaint is progressed properly through the Council’s procedures.’

Coincidentally we’ve also been forwarded the Wirral Chamber of Commerce and Industry submission to Companies House made on 23rd December ( to take advantage of the Christmas lull?). Whilst this submission is is a legal requirement ,being classified as a small company means the Wirral Chamber of Commerce is only required to submit abbreviated accounts. Nevertheless  they still make for very interesting reading as do the details of 67 resignations.

Note particularly that the assets of the Wirral Chamber of Commerce rose between 1 January 2015 and 31 March 2016 from £11,754 to a whopping £981,106. This rise in assets would appear to have been purely as a result of gifting of publicly owned buildings to them by Wirral Council.

Even more interesting reading is the complaint concerning The Lauries Centre submitted to Wirral Council by Birkenhead and Tranmere Neighbourhood Planning Forum earlier in December. This is yet another campaign which we will be following with great interest.

STAGE 1 COMPLAINT: OPERATION OF THE LAURIES LIMITED LEASE

We, the undersigned, ask that the issues outlined below are dealt with in accordance with Wirral Council’s complaints procedure.

As this complaint contains concerns about the conduct and actions of councillors and officers of the Council we would appreciate your early response regarding how this will be investigated and, if corrective and/or disciplinary action is required, what procedures will apply.

We would also appreciate the opportunity to meet with the person appointed to deal with this complaint in order to provide any necessary clarification and to assist in the resolution of this matter at the earliest stage of the Council’s complaints procedure. We consider that you are obliged to provide for this in order to meet the Councils 2020 Vision commitment to openness and transparency.

Background to complaint
Early in the year 2000 community representatives, Councillors and Council officers met in the old YMCA building to discuss which community objectives for capital expenditure under European Objective 1 (Round 2) and Single Regeneration Budget (Round 6) should be prioritised. At that meeting two headline capital projects were decided upon that would provide community meeting spaces at zero or very low cost for community groups across the Birkenhead Ward (pre 2003 boundary). These capital projects were The Lauries Project and the St James Centre. Both buildings were constructed, thereby fulfilling the principal objective of community representatives.

On 29 September 2005 the Council leased The Lauries Centre to The Lauries Limited for a period of 125 years.

The lease defines the permitted use of the building as use:only for the purposes of a community centre, a neighbourhood college (including workshops), a café/snack bar, offices and meeting rooms, conference and events…in furtherance of the Tenant’s aims and objectives as set out in its memorandum and articles of association…being in brief the promotion of any charitable purpose for the benefit of the community of Birkenhead and areas surrounding and in particular the advancement of education the promotion of good health and providing a focus for development and regeneration.

The lease therefore specifically links its own terms with those of the memorandum and articles of association of The Lauries Limited.

Earlier this year it came to our attention that public access to the building had been curtailed, the café had been closed down and it was rumoured that the Wirral Chamber of Commerce had annexed the building. This has since been confirmed because on its website the Wirral Chamber of Commerce now promotes The Lauries Centre as one of its “unique and exclusive office centres”.1 This makes it clear that the building is now used exclusively for commercial purposes, rather than for the purposes that together define the permitted use of the building, as set out in the lease.

Potential breaches of the lease and company mismanagement
Companies House records show that on 31 May 2015 all of the existing directors of The Lauries Limited (including Cllr Brian Kenny) resigned en masse and two new directors, Paula Basnett and Asif Hamid, who are both closely associated with Wirral Chamber of Commerce, replaced them.

The articles of association of The Lauries Limited require only one third of the directors to resign at each annual general meeting. So, the resignation of all directors was unusual to say the least. The articles of association also require a minimum of five directors to be in post at any one time. Once this was drawn to the attention of Paula Basnett, three new directors were appointed (Patricia Crocker, Katherine Eugeni and Sharon Stanton).

According to the articles of association, those three new directors may only remain in post until the next annual general meeting, when their appointment may only be extended by a vote of members of the company. The question of membership of the company is therefore also a key issue.

On behalf of the Forum our chair wrote to the Company Secretary, Paula Basnett, on 6 November 2016 requesting membership under the provisions of Article 1.3 of the company’s articles of association. The Forum also requested other information that the company is supposed to maintain, namely:

  • The company’s membership admissions policy
  • A membership application form
  • A list of current membership classes and their respective subscription fees

To date, no reply to this letter has been received.

The Forum was then approached by a former member of The Lauries Limited, who showed us a letter written in 2009, in which one of the directors at the time dismissed all of the remaining 36 members of the company, offering to refund the balance of any subscriptions paid.

The available evidence indicates that the company has had no members since 30 November 2009. However, it is members of the company who elect directors at each annual general meeting. If there have been no members since 2009 then all directors appointed after 30 November 2009 were occupying those positions unlawfully, as are the current directors. If there are no members, then the company has been operating outside of its own articles of association for a substantial period of time and would therefore appear also to be in breach of its lease with the Council.

Substance of complaint
We believe that the available evidence demonstrates that The Lauries Limited is operating outside of the parameters laid down in its articles of association, which in turn means that the terms of its lease with the Council have been breached. This unlawful operation of the company appears to have been ongoing since 30 November 2009.

We believe that Cllr Jean Stapleton, who was a director of The Lauries Limited continuously from 18 May 2003 until 31 March 2015 was a party to company mismanagement and breaches of the lease that occurred during this time.

We believe that Cllr Phil Davies, who was a director of The Lauries Limited from 6 January 2005 until 18 May 2013 was a party to company mismanagement and breaches of the lease that occurred during this time.

We believe that Cllr Brian Kenny, who was a director of The Lauries Limited from 17 February 2009 until 31 May 2015 was a party to company mismanagement and breaches of the lease that occurred during this time.

In the light of the evidence obtained by the Forum and public records, we believe that any reasonable person would conclude that Councillors Davies, Kenny and Stapleton were party to unlawful decisions, either knowingly or through gross negligence, in a manner that betrayed the commitment to community control and ownership enshrined in the memorandum and articles of association of The Lauries Limited.

It appears that Councillors and Council officers have failed:
1) in their duty to ensure that a significant public asset is managed in accordance with the terms of a lease agreement;
2) to effectively monitor the extent to which The Lauries Limited has been and is being operated in accordance with its memorandum and articles of association, and
3) to safeguard the use of public funds invested in the construction of The Lauries Centre.

Given these apparent failures we have further concerns that the sub-leases of the building, which require Council approval, may not comply with the terms of the principal lease.

In particular we are concerned that market rents are not applied to sub-leases made to commercial companies.

We request that all of the concerns raised in the foregoing paragraphs are investigated by the Council and that arrangements are put in place to ensure that The Lauries Limited is henceforth operated fully in accordance with its memorandum and articles of association and that the lease is properly policed.

The Forum will co-operate fully with the Council’s investigation, including providing copies of the evidential documents referred to in this letter, if the Council cannot obtain them elsewhere.

We are proud to publish the latest instalment of the BIG/ISUS/Working Neighbourhoods saga written by Nigel ” Highbrow” Hobro  which may answer a few questions raised by our readers and explain why we continue to follow this story.

We follow it because it’s everything that’s wrong. The incompetence, the ineptitude, the total disregard of what’s right and wrong.

Better to reign in Hell, than serve in Heaven:

Satan is the Father of Lies whose feeble imitation of God is Gehenna, or Hell. Rather than serve Truth he will concoct a monstrous imitation, rather like Macbeth who preferred to be a false King than a faithful Thane.

We read much vaunting from Councillor P Davies and from his faithless band, that Wirral Borough Council is ever “open and transparent”. We read glossy brochures from Merseyside Special Investment Fund about its manifold successes and yet all are silent on their failures?

My Lord Leaky in the preface to “The Big Lie” https://wirralleaks.wordpress.com/2016/09/16/the-big-lie/ worried about the muteness of regulatory authorities. He did not elaborate but they are worth reciting here. A forensic investigator given access to the Beverley Edwards report signally fails to report of the warnings from that lady about the phoenixing of Lockwood Engineering Ltd’s assets into Harbac UK ltd. Remarkable it is, considering the discussions held with Andrew Walker, the Government Internal Audit Agent, that Grant Thornton can report of no wrong-doing by Council officers. Long before I and James (Griffiths) made our complaints GIAA was investigating the perversion of the tender process for the £3m Business Start up 2 (ISUS) project, and the intimidation by council officers of the most qualified candidate to run it who had an assessment of 88% compared to wirralbiz’s 36%! Yet still the 88% candidate did not secure the contract. Turning to the liquidators of Lockwood Engineering Ltd they found nothing unusual in an engineering company stating on oath that the engineering firm had no machinery whatsoever. When confronted with this anomaly and the starkly clear evidence of the BIG file their response was the liquidation was over. The liquidators of Harbac UK Ltd when presented with same evidence by devilish equivocation asked by what right did I question them, was I a creditor of Harbac UK Ltd? Finally they finished with a “well we have lost a lot of money!” (some £10k on their £395 per hour fees). At this time after a prolonged liquidation, due to there being no accounting records given to them, they propose to close the company in January 2017,without reporting any need for detailed investigation despite having had copious correspondence between myself and themselves (https://beta.companieshouse.gov.uk/company/07396044).

I have only started emptying the bucket but the above should be enough to persuade the reader that we should all share Lord Leaky’s concerns.

I don’t intend to befuddle the Reader but these matters are not a clear as the springs in Paradise. Pandemonium is a phrase well coined.

I will warn the Reader that there is some speculation in what I am going to write. I feel entitled to speculate when my adversaries plainly lie. Councillor P Davies undoubtedly is a clever man ( really? – Wirral Leaks) and with fingers in many pies as can be seen from his personal website :

I represent the Learning Partnership on the Wirral Local Strategic Partnership and the Wirral Waterfront Board. 
I am a non-executive director of the following organisations: The Mersey Partnership; Greater Merseyside Enterprise; the PSL Group (Pentra); The Lauries; Wirral Multi-cultural Organisation; and the Laird Foundation.
I also represent Wirral Borough Council on the Merseyside Objective 1 Programme Monitoring Committee and chair a post-2006 European funding lobbying group as well as the Wirral Pathways (Priority 4) Board .

The key words are THE Mersey Partnership, Wirral Waterfront Board and Merseyside Objective 1 Programme Monitoring Committee and chair a post-2006 European funding lobbying group. I believe these posts extend in substance back to the beginnings of wirralbiz and of the strange case of New Concept Gaming Limited. Speculation coming…Councillor Davies would associate closely with Mark Basnett, Director of the Liverpool Enterprise Partnership, for, after all he had also been a member of the LEP and has many photo opportunities with Mrs Paula Basnett, ex Head of Invest Wirral , and now Head of Wirral Chamber of Commerce. Invest Wirral was in charge of the BIG fund and Mrs Basnett was charged from early 2011 with supervision of the renegade Directors of wirralbiz. If myself, Lord Leaky or Paul Cardin were the three witches on the blasted heath cackling before Macbeth, a picture can be conjured up. These people were and are an elite, an Eurocracy, who run Roman triumphs through the media hailing their achievements with our money, European money, and who would recoil at having their failures equally trumpeted.

New Gaming Concept Ltd

The following is neither lie, nor speculation.

In October 2009 Councillor Jean Stapleton signed off a BIG grant to the company who had already received public funding of £845,000 via Subsidiaries of MSIF and via the NWDA.

In March 2010 the same company filed for Liquidation with an accumulated net loss of £905K. All the European, BIG money and NWDA money was declared lost at the final Liquidators report in (https://beta.companieshouse.gov.uk/company/05427776) except for £5,000!

No accounts submitted to Companies House in the lead up to the investment of £845,000 of public money on 30th January 2008 were endorsed by professional accountants. Indeed the 30th April 2008 accounts did not even allude to the floating charge nor the debenture created on 30th January 2008.

Speculation follows:

Shoddy indeed was this for a recipient of £845,000 of public money, even dishonest. I wonder whether the accounts filed for 30th April 2009 on 8th December 2009 were truthful in outlining £461,494 of debtors when three months later the Statement of Assets

At liquidation the Debtors are described as £90,000 of which the liquidator by June 2011 has collected just and precisely £NIL. With Invest Wirral running the show given the revelations in the Grant Thornton BIG investigation one can imagine the BIG panel being duped.

This case has not been followed by any detailed investigation for like wirralbiz it does not suit the Eurocracy, among whom I count Cllr P Davies, to rake over the ashes. Certainly I doubt if Joe Public would ever have heard of this monumental waste if it had not been for the determination of the whistle-blowers to nail the LIE.

I have asked MSIF under FOI for their file on New Concept Gaming Ltd and received the fastest ever response to any FOI, that they were not subject to FOI. I have asked NWDA and its successor, DCLG, and WBC, for their files who of course are subject to FOI.

I conclude that Readers should be aware of just how little protection we are afforded from deception by Councillors or downright robbery by some private companies, by any organ of the state or duly appointed agent of the same. CAVEAT EMPTOR and respect to WIRRAL IN IT TOGETHER and WIRRALLEAKS who do the next best thing which is to put travesties on RECORD.

KEV SHARES PUBLIC FEEDBACK ABOUT WIRRAL VIEW WITH THE COMMUNICATIONS TEAM

Wirral View may not have reached us yet but news has reached us that Wirral Council Communications front man Kev is in a bit of a kerfuffle that distribution of the first edition didn’t go quite to plan.

Kev claims that 30,000 copies of Wirral View failed to reach their intended destination. However judging by our bulging inbox complaining about the non-arrival of Wirral View we’d suggest that vast swathes of Wirralians have missed out on this life-enhancing experience. Perhaps Councillors Abbey, Stapleton and Sullivan might be advised keep their own counsel about the distribution of newspapers before publicly lambasting other local publications!. Just sayin’….

Nevertheless as we already know  Kev is a veritable Little Mr.Sunshine and is ever ready to put a positive spin on a negative situation. We can almost guarantee he has  “A Smile Is A Frown Turned Upside Down” fridge magnet. Kev tells us that  : “We have had really positive feedback from communities across Wirral after the first edition of Wirral View……”

Indeed Wirral Leaks is privileged and honoured to be privy to the type of positive feedback that Kev and his team have received :

I was once lost like you. I had an ” information deficit” shaped hole in my life. Then you came along and filled my hole. Thanks to you I’m purring like an Atomic Kitten. I’m “Whole Again”.

I now know that if an event is heralded on your front page it is probably best avoided. I also now know how to make Spicy Tomato and Lentil Soup!. As far as I’m concerned now that I have Wirral View in my life “Take A Break” can take a hike! and in the words of my other favourite trash mags I need to tell you I “Love it!”,  it’s a real “Pick Me Up!” . Indeed my only suggestion for improvement would be to include an exclamation mark in your title and add a catchy  strapline such as  :”Who needs Prozac when you’ve got Wirral View!”

I shall be eagerly eyeing my letterbox waiting for the next edition of Wirral View to arrive whilst chanting “come to mama” .

The Sorry Story of The Lauries

As you know we’ve long thought that the Wirral Council/ Wirral Chamber of Commerce/ The Contact Centre hook up was way dodgy.

And we’re gratified to find that we’re not the only ones!. As we’ve previously reported the Wirral Chamber of Commerce seems to have been set up to support pulchritudinous Paula Basnett and her family, friends , pets and ex- Wirral Council reprobates.

However our focus of attention on this particular occasion is ‘The Lauries Centre’ which has received funding from all over the place including Wirral Council.We understand this funding runs into hundreds of thousands. We also understand it was a place for many a Labour Party gathering and a favourite place for Matron McLaughlin to meet. However as one of our sources comments :

“Cafe closed, no front entrance open anymore and trust me it’s grim around the back which a notice on the door says you can use.”

The Wirral Network seem to have picked up on ‘The Lauries’ situation  on their Facebook page with this status :

So, from the available information, it appears that the Lauries Centre is still a public asset, owned by the Council.  However, the resignation in May 2015 of Cllrs Kenny and Stapleton as directors, means that there is no longer any direct political accountability for the way the building is run.  Was enough done to investigate whether a different form of public control would work before deciding to hand over control of the companies to private individuals over whom the public has no direct political oversight at all?  Would it have been possible for a coalition of community and voluntary groups to take over the running of the building on the same generous terms (i.e. a “nominal peppercorn rent”) now enjoyed by Paula Basnett and Asif Hamid?  How are the charitable objects of the company being delivered now?  According to the memorandum of association of the company (also a charity, apparently), the objects are: “to promote any charitable purpose for the benefit of the community within Birkenhead and areas surrounding (the area of benefit) and in particular the advancement of education, the promotion of good health and providing focus for development and regeneration”. The ways in which this object would be delivered include: “To promote and assist in the creation of [sic] continuing operation of new enterprises which are owned and controlled by employees or which are operated by and for the benefit of particular communities which suffer from economic disadvantage…To provide a means whereby the business community can contribute to the wellbeing of areas in need of regeneration…To promote the interests of those living or working in such areas…To develop, market and deliver community services including services of an educational, leisure, sporting, artistic, community safety, childcare or for the creation of employment services…To procure grants and funding from third parties and to assist others to do the same…”  

Further to this observation a deeply valued commentator adds :
“Funds/Grants to Contact Centre….interesting that Paula’s husband is a board member of the above…cosy night time chats maybe? “

Apparently Mark Basnett is  :  “A Guarantor Director for Liverpool LEP, Mark was formerly the Director of Investment at the Mersey Partnership which has now transitioned into the Liverpool City Region Local Enterprise Partnership (Liverpool LEP) where he is Executive Director for key Growth Sectors.

Mark’s role here is to drive forward the economy’s key growth sectors working closely with businesses, education and government.”

Ain’t that impressive?. Especially the transitioned bit which makes the Liverpool LEP sound like the Caitlyn Jenner of regional grant funding – a confused travesty of what they they used to be and desperately seeking approval. Roughly translated that means Mark Basnett is a richly rewarded bullshit merchant on the public payroll.To which Wirral Leaks would like to comment  : Enough already of this jiggerypokery  with Euro-money and being prepared to kiss the arse of Brussels bureaucrats and name a bus station in a town dying on it’s arse  ‘Europa Boulevard’! .

Finally , as we’ve already noted, the cafe in The Lauries is closed.
As somebody else commented to us : ” CAFE !…now isn’t that right up someone’s street?”
Could they be referring to the proprietor of the failed enterprise that was the recipient of various grants – ‘The Spotty Blue Teapot’?.
Although we have  to say we do have our reservations as to how twee teashops would work in downtown Birkenhead. Perhaps a rebranding to ‘Smack and Snack’ is the way to go?. Just sayin’!

A Maher-vellous Result For Labour

We reported yesterday on the close result between Labour and the Greens in the Birkenhead & Tranmere ward where little Jeanie Stapleton just held on for victory. Fortunately for the old dear she had a bit of help  – mainly from that man in the picture with a bobble hat.

That man goes by the name of John Maher who just prior to the local elections urged local voters to back Labour after being elected Treasurer and Secretary of the Green Party just after for the previous local elections where Pat Cleary ousted local Labour Party favourite Brian Kenny.

What Maher doesn’t mention in the leaflet is that prior to joining the Green Party he was a prominent political agent of  – yes you guessed it – the local Labour Party!.

Now we’re not suggesting that he was a Labour Party infiltrator straight after that shock result – but from what we’ve heard he was particularly keen to ingratiate himself with the idealistic Greens by being critical of his former political masters at every opportunity.

From what we can gather about his behaviour within the Green Party is that if he’s true to his “principles” it won’t be long before he falls out with his suddenly rekindled allegiances within the local  Labour Party  – as it’s a case of Maher-way or the highway.

“By voting Green you just get Blue” said John desperately in the shoddy leaflet.

Sorry  John we beg to differ , we think people get blue (with a small b) listening to duplicitous bullshit.

Now that we’ve had to time to reflect on yesterday’s local election our first comment has to be that with a 35% turnout the big winner on the night was voter apathy.

The ever deluded Wirral Council leader Phil “Power Boy Pip” Davies somehow sees the results as a “vote of confidence” and a “mandate” and we fear that we’ll be hearing these words quite regularly over the coming months along with “leadership” “pledges” and “moving forward”.

However taking our lead from Power Boy Pip (which is a first – it’s usually him belatedly responding to what we publish) we thought we’d adopt his Pollyanna approach and be illogically optimistic about Wirral’s political status quo.

Firstly – we note the return of Tories Ian “Hokey Cokey” Lewis  and Chris “Bulldog” Blakeley and Lib Dems Phil “Persistent” Gilchrist and Stuart “Give It Some Welly” Kelly who whatever your political outlook have historically seemed to be some of the few councillors willing to effectively challenge the Wirral Council cabal (including both officers and councillors). We think that now is the time for Tory leader Jeff “Who?” Green to decide whether he actually wants to mount some effective opposition or he’s just content to sit back and be “kindred” (©Cllr  Steve Foulkes ) and watch the allowances and expenses roll in.

Secondly – we noticed that building on their success in Birkenhead & Tranmere with the previous election of Pat Cleary the Green Party  came very close to toppling Labour veteran Jean Stapleton . Ironically it seems the UKIP vote may have saved her this time. So clearly the Greens are having some impact in Labour heartlands (which means the Greens must be giving Birkenhead MP Frankenfield the palpitations again!).

Thirdly  – we noticed a few more references to “Wirralgate” in the mainstream media in the election run up . How long before the whispers turn to screams and the truth will out and voters will finally find out exactly what kind of councillors they’ve voted for ?.

Fourthly  – we were most amused by the triumph of Labour’s teen sensation Warren Ward in the Bromborough ward mainly because he defeated into second place former Lib Dem/Labour/Independent/Whatever Steve “Catweazle” Niblock .

We dug out this pic from a couple of years ago when Niblock was a Labour councillor and Warren was a budding politician and we’re minded to recall the film “All About Eve”  where the ambitious understudy plots to oust the leading lady.

THE PICTURE OF DORIAN GRAY  – Dear Warren , Don’t let them turn you into the picture on the left.

If the film is anything to go by Cllr  Ward is destined for high office , awards and accolades. Now all he has to do is decide whether he does it on his own terms or falls in with the corrupt cabal currently running the show. Fasten your seatbelt Warren it’s going to be a bumpy ride !.

Finally , and although only indirectly related to the local elections it seems that following our story about the unseemly public spat between “Sir” Philip Green and Birkenhead MP (and de facto Wirral Council leader) Frank Field that things have got even uglier – which is probably inevitable considering the protagonists. Frankenfield has continued his “prejudiced” public criticism about Green’s role in the collapse of BHS and  Green has now hit back and called for him to resign from the Work and Pensions Committee which is tasked with getting to the bottom of the business dealings which led to the demise of the high street store. Frankenfield has since called Green a “bully” (!) and appointed two of Green’s bitterest rivals to the House of Commons Committee because as we well know -for better ,though usually worse – that’s how  Frank rolls!

As for calls for resignations we feel that the only thing that would shake up the moribund local political scene on Wirral would be for Frankenfield to go . Until such time we fear it’s always going to be a case of as you were………………………
