Where Are They Now Part 5 & 6 – Maura Noone and Mike Fowler

We were alerted to this story by a search term on our website which read : “Maura Noone Reading”. This piqued our interest so we did a bit of further research and lo – or should that be low? – and behold we discover that Noone is astonishingly now Head of Adult Social Care at Reading Borough Council.  No,really !!!

Those who remember the 2012 publication of the Independent Review of Allegations Made by Martin Morton ( and Others) will know the furore that followed which led to the following front page headlines

Of course this being Wirral Council there were no such sackings. Instead – and much to the horror of Tory councillor Lesley Rennie who claimed she’d been misled by Labour councillors about such matters – two of the worst offenders who were redacted out of the report, but we know them to be Department of Adult Social Services (DASS) senior managers Mike Fowler and Maura Noone , who were handed £100K + and ask to asked to go quietly on the eve of publication. There was incredulity and outrage that bullying,dishonesty and incompetence was rewarded. But no one was surprised.

However you know what they say about an ill wind and the hyaenas in high office soon realised there were rich pickings to be had from the calamity. The Local Government Association, North West Employers Association, Audit Commission(later to transfer to Grant Thornton) and future Wirral Council CEO Graham Burgess all gorged themselves on the corpse of Wirral Council. Whilst even when a report commissioned by Burgess when he became CEO implicated Fowler and Noone and others  in £31 million of toxic debts Burgess claimed that Fowler/Noone should never have been paid off there were merely whimpers  from the likes of council ‘leader’  Cllr Phil ‘Power Boy Pip’ Davies who meekly claimed that there was nothing Wirral Council  Pip claimed there was nothing they could do because those responsible had ‘left’. But they hadn’t just ‘left’ they had been rewarded with public money,their reputations were protected and Noone and Fowler were free to ply their trade elsewhere. Meanwhile former leader Cllr Steve ‘Foulkesy’ Foulkes was privately telling concerned members of the local Labour Party that he’d been ‘misled’ by officers (whilst writing to the Wirral Globe in praise of a disgraced DASS Director) .

We should never underestimate (or forgive) Pip’s role in this debacle  starting with the kangaroo court that that led to the ‘exoneration’ of Noone for any wrongdoing ( Fowler was sent a ‘letter’ saying what we’ll never know) aided and abetted service by a North West Employer’s Organisation report (which was later proven to be a whitewash and a sham).

Meanwhile Noone undertook n MA in Public Health at Liverpool John Moore’s University then landing a Assistant Director post at Northamptonshire County Council before bailing out prior to the Government sending in commissioners to take over the failing Council, which brings us full circle to Noone’s  latest post as Head of Adult Social Care at Reading Borough Council.

And so the (im)moral of this story seems to be that bullying ,dishonesty and incompetence remain no bar to high public office. It also helps to explain why so many public services are in such a mess – it’s not just about lack of money as let’s face it there’s always plenty of public money for reputation management.

Apologies for the late arrival of the Leaky Awards 2017 but we’ve been inundated with suggestions for nominations. Furthermore ‘Her Ladyship’ had to arrange to borrow a dress and a pair of sparkly shoes from Wirral Chamber of Commerce CEO , ‘Princess’ Paula Basnett for the occasion. Times are hard (for the less well connected anyway).

However without further ado – let the ceremony commence ! This year we’ve had to divide the awards into sections starting with ‘Quotes of the Year’ . This is because 2017 proved to be a bumper year from beginning to end for foot in mouth, face palm and WTAF memorable quotes that have (dis)graced our pages . We’ll also revisit some past glories and provide details of where you can purchase your very own Wirral Leaks Inspirational Fridge Magnets

After the story originally broke on Wirral Leaks it is finally revealed at Wirral Magistrate’s Court what ‘ Crabby’ actually said in the death threat made to former Labour colleague Cllr Louise Reecejones during a drunken late night telephone call. The MP referred to, was of course, murdered Labour MP Jo Cox.

For clarification we think a ‘meanwhile space’ is  more usually known as a ‘shed’ . As for trying something new and considering the location we were thinking did they mean  ‘Spice’ ? ‘Ket’? or ‘Bath Salts’ ?

As for Crabby well he is one vile disgusting bully who goes around picking on women. His words to me were, ” your a f@@@ing Deaf, Fat Bitch”.This was I (sic) front of school children at the holocaust memorial service.Crabby refuses to answer to the complaint and will slope off as he has been deselected.There is another one you may be interested in but I will give you her next week after I’ve met with the whip, some interesting times ahead with key people leaving the group at May’s elections, positions are up for grabs and scary times ahead for who will become chair of the group etc. And I haven’t I have had him suspended and took him to task, I’m not an easy push over I just don’t believe this man should be near politics or vulnerable people.

Oh I have stuff from a high up, all in good time xx It’s prob worth noting that if I did as I was told over this case Labour would not of took it any further and I would not of been suspended. I was given an ultimatum and they were willing to brush over the accusation. I knew 100% I had done nothing so refused the offer with no hesitation. 
I had no idea what it was over until October when I went to see the CEO so that’s a lot of time to set me up.
WL : First mistake – you put your trust in (Graham) Burgess.
Oh no I’ve never put my trust in him at all, nor have I in the leadership of the group.

Take a walk on the mild side.

A frightened and downtrodden Wirral Council employee has written to us to throw some light of the ‘transformation agenda’ and throw some shade on those responsible for it :
“I’m a regular reader of your blog and would like to say congratulations on the good work you do. I am also a Wirral Council minion so although I have often wanted to contribute I kept quiet.  But I am moved to write by reading all about the amounts the council is spending on ‘Transformation’ consultants. In your blog you asked if anyone knew about the ‘interim head of transformation’.  I can tell you some things that might help. The interim head of transformation is called Stephen Butterworth.  He previously worked in Staffordshire with Eric Robinson, and has been working at Wirral since Eric got him in in the summer of 2015…….. He certainly makes sure everyone knows how close he is to Eric.  I would reckon that the amount mentioned in the  (Wirral) Globe has to be a tiny fraction of what he has pocketed so far.
The council have just appointed a Director of Transformation and already have a Senior Manager of  Transformation, they are now trying to recruit a temporary Head of Business Change as well as the ‘interim head of transformation’, not to mention Stewart Halliday and Jane Clayson – the programme managers all with their noses in the trough. 
Butterworth’s achievements so far in Wirral appear to be absolutely nothing but spending tax money on overpaid consultants.  I think he is the one driving all this crap about ‘alternative delivery models’, but nobody dares to argue with him because he’ll just run off to Eric.  
I read that he was on the interview panel for Liptrot’s job.  No wonder Eric couldn’t stop Phil Davies employing his mate, as Eric has brought his own mate in in the same way just not with as much publicity. 
  
It is disgusting that the council is spending so much on these vultures when services are being cut.
Our source did indeed call it correct when they said that they read somewhere that Butterworth sat on the interview panel that ‘appointed’ Liptrot to the post of ‘Investor Development Manager’

Indeed Conservative councillor Lesley Rennie damned us with faint praise at last night’s Extraordinary Council meeting to discuss ‘The Liptrot Affair’ by revealing that she only found about who was on the Liptrot appointment panel  : ‘ via Wirral Leaks. Thank goodness for them in some ways, but that’s no way to run an open and transparent Council ‘ (cue muffled jeers from the Labour benches).

However just to clarify we understand the panel didn’t actually appoint Liptrot(sky) – Cllr Davies aka Power Boy Pip did – but let’s not split heirs (to a fortune)!
We also note from last night’s meeting how Pip and co were doing the ‘affronted maiden aunt’ routine – a trick no doubt picked up from Auntie Frank Field’s repertoire – a man who has feigned outrage down to a fine art – and were bemoaning the ‘ lambasting’ of poor ,defenceless public servant Liptrot(sky).
However if the ruling Wirral Council administration continue to make a series of dubious high cost appointments, what do they expect?  Public scrutiny and ‘distasteful’ criticism comes with the territory and if Liptrot doesn’t like it he can fly off back to Florida!
