Sanction Distinction

foulkesy-lrj-012

LRJ and Foulkesy – same actions, different sanctions

And so another Labour councillor from Wirral Council is found to be unworthy of holding public office as a damning Standards Panel ‘Decision Notice’ is published. Wirral Leaks readers will know that Cllr Louise Reecejones (LRJ)  is no stranger to these pages . This time she appears to be the perpetrator rather than the victim of malicious acts.

The Standards Panel , after considering an Investigators Report, “found the actions of  Cllr Reecejones were designed to threaten, intimidate, underine and cause difficulties at work “ for one of the complainants Tamsin Coates . The Standards Panel also noted that LRJ  took a similar approach to the second complainant , Jessica Smyth, where she had made a complaint to the organisation where Ms Jessica Smyth volunteered . Both Ms Coates and Ms Smyth had previously raised legitimate concerns with Wirral Council’s Internal Audit and Merseyside Police. Although no charges were brought against LRJ  because of ‘insufficient evidence’ the complainants were found to be justified in raising their concerns.

LRJ 015

http://democracy.wirral.gov.uk/documents/s50042506/Standards%20Panel%2015%20June%202017%20Decsion%20Notice.pdf

Furthermore the Standards Panel found all the complainants  to be credible ( there were more from the Overchurch Residents Association) and yet LRJ was found to be ‘inconsistent, vague and misleading’   –   we know what they’re trying to say there don’t we boys and girls? Of particular interest to us was this quote from the Decision Notice :

LRJ 018

However it was when we read the ‘Sanctions’ section that apoplexy rapidly set in.

There are 5 sanctions in all  : i ) a formal warning letter from Wirral Council’s Monitoring Officer  Surjit Tour (!) ii) LJR must provide a written apology to all complainants iii)  Labour leader Cllr Phil Davies to consider whether party disciplinary action be taken against LRJ and whether she should be removed from all outside bodies to which she has been appointed iv) Tour will be arranging ‘training’ for LRJ which she must attend v) The Panel’s decision to be considered further by the Standards and Constitutional Oversight Committee.

These sanctions stand in stark contrast to the mild rebuke that was imposed on Cllr Steve Foulkes last year. Foulkesy got away with an apology to  Tory leader Cllr Jeff Green who wasn’t even the complainant! Foulkesy had lied to Wirral Council, lied to the investigator (necessitating a further investigation costing  Wirral Council taxpayers £17K) and continues to lie about what he and Cllr George Davies had been up to – to this very day.

If we were LRJ we’d be asking some serious questions as to why Foulkesy wasn’t given similar sanctions. Especially in relation to a proven liar being able to represent Wirral Council on outside bodies. If anything he is even more unworthy of public office than LRJ – and it would appear that’s really saying something!

But then again we did advise LRJ she was on a hiding to nothing a long time ago . She’s not and never has been part of  the ‘Inner Ring’ . Unlike Standards  Panel  member Cllr Moira McLaughlin who must have enjoyed sticking the knife in someone who played a part in bringing down disgraced former Labour councillor Jim Crabtree – who was , very much, part of the ‘Inner Ring’ .

https://wirralleaks.wordpress.com/2015/05/21/suspension-suspense/

We have never claimed that all Labour councillors are dishonest, incompetent or corrupt but we have consistently called out the cabal that are. Ultimately  we believe it is this ‘Inner Ring’ which has consistently brought Wirral Council into disrepute and until these people are removed from public office the people of Wirral will continue to be poorly served.

Although currently marked ‘Strictly Private and Confidential ‘ the full ‘Investigators Report’ can be found here

Men of Mystery : The Big Reveal Part 1

The answer to the first part of our ‘ Men of Mystery’ quiz is that it is indeed the most powerful politician on Wirral who uttered those very words to one of his constituents who he was trying to fob off! Fortunately that constituent had the foresight to realise that Frankenfield was bullshitting him and recorded him doing so !

Who’d a thunk it ?

Although we need to say for clarification that Frankenfield didn’t initiate criminal proceedings against the Department of Adult Social Services (DASS) as is alleged , as that would have implicated his hapless groupie Matron McLaughlin in a series of desperate cover-ups.

What he did do is pursue bogus allegations of Wirral Council misconduct with Merseyside Police and the Serious Fraud Office (for his own ends) – and even they couldn’t oblige as there was no misconduct to report. Nevertheless he has relentlessly pursued this matter – once again for his own ends and at our expense #Wirralgate.

The rest of the recording is most revealing when it comes to to considerations of public interest. We believe it demonstrates yet again that the MP for Birkenhead will only support his constituents if it is politically opportune.

Stay tuned for further extracts from ‘Frankgate’. A bit like  ‘Wirralgate’ but without the attempted bung!

And finally a message to Frankenfield – we are not seeking favours from you and never will. You’re here to serve us – not the other way round. Just sayin’ !

THIS POST IS DEDICATED TO JEANETTE STEWART .

Defending the Empire

Empire

Before we reveal the answers to our ‘Men of Mystery ‘ quiz we’d  like to maintain the suspense for slightly longer and mention a couple of Wirral Leaks regulars.

Firstly we ruefully note that ,  Asif ‘Massive’ Hamid ,Chair of Wirral Chamber of Commerce and CEO of The Contact Company has been awarded the MBE in the Queen’s Birthday Honours List.

How appropriate that someone who specialises in empire building has been awarded an MBE! – even more so when you consider the Wirral Chamber of Horrors seems to specialise in giving awards.

Needless to say as we’re the proud recipients of a hereditary title we do have a tendency to be a bit sneery about such awards dispensed to the so-called great and the good. However our main objection is that such awards seem to serve as a defence to any  criticism-  ‘I have been honoured by the Queen ergo I am a good person’

I’m sure all us ‘unworthies’  could name a ‘Sir’ or ‘Dame’ or a recipient of a lesser honour who makes us want to shake our head in despair that these people are considered to be ‘worthies’.

Talking of worthies and unworthies the Wirral Council  Standards Panel involving complaints made against Cllr Louise Reecejones did take place this week.

At least John Brace was given the honour and the privilege of being allowed to film the first part of the meeting where it was decided that he should be unceremoniously chucked out for the rest of it!

This is more than be said for last year’s  farce of a Standards Panel / Cover-Up meeting where the doors were barricaded against Brace to prevent him filming Foulkesy’s shame.

As you can see from the footage it’s the same cast from Wirral Council playing their usual roles . Cllr Chris Blakeley – the British bulldog , Cllr Moira McLaughlin  – the stern matron and Cllr Phil Gilchrist – well ,being a Lib Dem, sitting on the fence and voting to exclude the public. And of course we don’t have to tell you what the  Head of Law Surjit Tour advised do we?

Cllr Gilchrist stated that this was part of an attempt to maintain ‘public confidence in our system’ .

Really? – based on the operation of the last two Standards Panel hearings and the totally ineffectual  and self serving  Councillor’s Code of Conduct we have absolutely NO CONFIDENCE in Wirral Council’s system of protecting the powerful. Indeed when we questioned a member of the Standards and Constitutional Committee last year about the Foulkesy  ‘slap on the wrist’  They replied :

The ‘sanctions’ able to be applied are limited to just a few courses of action

As we responded :

Yes and who decided that? You guys did!.

Utterly feeble. Should be with police and you know it.
Thankfully we know people much braver and committed to public accountability than you guys and we’ll be supporting them 100%………….
Whilst at the moment we don’t know the full extent of the allegations made against Cllr Reecejones – although we are promised a redacted investigator’s report shortly- it wouldn’t really matter what she (or any other councillor) had been up to as they  have neatly devised and cynically approved a policy that will forever protect the powerful to defend their political empires.

Low Standards

Standards 2017 011

So here we go again – it’s June so that must mean another Wirral Council Standards Panel cover -up is upon us – or maybe not!

This time round it’s not the Wirralgate cover -up – and if  certain councillors think they’re out of the woods on that one they’re very much mistaken – but more on that another time.

https://wirralleaks.wordpress.com/2016/06/29/behind-closed-doors/

We’re hoping that meeting may enable us to get to the bottom of a particular mystery that emerged from the Jim ‘Crabby’ Crabtree court case earlier this year when the disgraced former councillor was convicted of making a telephone call to Cllr Louise Reecejones where he threatened to kill her. During the threat reference was made to a seemingly random sum of £19,000. As we have previously reported we have never been able to get to the bottom of the significance of this particular figure.

Mystery Figure

Mystery Figure Update : None the wiser

However it would seem that all may revealed at a Standards Panel to be held next week- or maybe not ! We exclusively gave you the heads up that this meeting was on the way :

Political Manoeuvres In The Dark

Consequently , the Standards Panel meeting was listed on the Wirral Council website last week and then mysteriously disappeared and then reappeared. This was all very reminiscent of last years’ never-ending Standards Panel shenanigans.

Council insiders tell us that complainants in this case have made it known that they want the proceedings to be public but have been advised that that will be decided by the panel on the evening of the meeting.
We are also told that all 3 complainants and Cllr Reecejones will be allowed to submit an ‘opening statement’ explaining why they believe that it is in the public interest for proceedings to be either open or closed . We’re sure panel members can be swayed in favour of openness and transparency – or maybe not!
Let’s just hope intrepid reporter John Brace doesn’t have a wasted journey like he did last June (see ‘Behind Closed Doors’ story above) where he had to endure the indignity of being shut out of the Standards Panel which discussed Cllr Steve Foulkes flagrant dishonesty . We understand that council officers resorted to extraordinary lengths to keep Brace out of the meeting by blocking the door to the Committee room where the meeting was held . So when it comes to disregarding standards in public life and protecting the powerful it was a case of ‘how low can you go?’ Apparently in Wirral Council’s case it would appear to be lower than a rattlesnake’s belly!
Nevertheless it will be particularly interesting to find out as to whether Cllr Reecejones  will be afforded the same privileges and protection that her illustrious colleague Foulkesy enjoyed , especially when they’re are some interesting personal dynamics within the Labour group when it comes to this particular case.
However with Cllr Moira McLaughlin,  the chair of the  Standards  and Constitutional Oversight Committee in attendance, we‘re sure that the conduct of Standards Panel meeting will be beyond reproach – or maybe not!……….

The Inadequates

Inadequate 012

So it would appear like many before her  , Wirral Council has driven top notch Children’s Services troubleshooter Eleanor Brazil , nuts .

http://www.wirralglobe.co.uk/news/15319099.Now_top_Government_troubleshooter_quits_Wirral_child_safeguarding_board/

As we know Ms Brazil was brought in to share her considerable expertise in an attempt to turn round the deeply troubled council department.  We understand that Ms Brazil was fully prepared to challenge the powers that be.  As we know the powers that be don’t like that. They much prefer to be in denial. We can remember Michael Frater, the last straight talking troubleshooter Wirral Council had to call in when their Department of Adult Social Services (DASS) had brought them in into disrepute through a multitude of failings . He didn’t last long either.

https://wirralleaks.wordpress.com/2012/07/05/more-allegations-from-the-boiled-frog-council/

It’s such a great shame government commissioners weren’t called in then, but as we know, Frank Field did his string pulling thing to spare the blushes of bent, incompetent councillors and the rest is history. And of course, as we all know, if people don’t learn from history – they are bound to repeat it. And so here we are again – not only in Childrens Services, but also it would appear in DASS.

We’ve previously chronicled  that the parlous state of safeguarding of the vulnerable is not confined to children:

Carry On Matron

Indeed it is astonishing to think that whilst Children’s Services is subject to inspection of their safeguarding arrangements by Ofsted there is no equivalent for DASS.  The Care Quality Commission (CQC)  are now just responsible for inspecting individual services. Of course the last time CQC did check on Wirral Council’s safeguarding arrangements for adults – they were found to be ,yes you guessed it, inadequate!

Following an inspection by CQC the latest addition to the long list of inadequates goes to Acrefield House,  a care home for people with learning disabilities run by Mental Health Care (MHC) Ltd.

After reading CQC Inspection report which records that :

“There were repeated and targeted physical altercations between people living at the home. Many of these had been documented and there was a clear and recognised pattern that had not been investigated, or resulted in any safeguarding referrals being made. This meant that people were not safe living at the home.”

http://www.cqc.org.uk/sites/default/files/new_reports/INS2-3237079974.pdf

Reference is also made to staff inappropriately restraining residents and that there was in -fighting between the staff team. Overall the report is a horrorshow and once again we have to ask whether DASS actually monitor the services we pay for and why does it take a CQC inspection to discover that vulnerable people are not safe?

http://www.liverpoolecho.co.uk/news/liverpool-news/constant-fights-unsafe-uncaring-ineffective-13113852

Could it be because they’ve previously ignored concerns  raised about Acrefield House. We’ve been informed that a member of the public did just that and nothing was done about their safeguarding concerns. And please, please ,please don’t tell us it’s about ‘cuts’ . Time to wake up to the fact that the calibre of people who are supposed to safeguarding the vulnerable either directly or indirectly on Wirral  – is INADEQUATE. We’re convinced that Eleanor Brazil recognised this. Therefore we’d invite her to comment on why she has quit and whether she endorses our view that Wirral is ‘ No Country For Old Men/Women/ Children & the Vulnerable. ‘

Acrefield House : No -one knows what goes

Bernie The Bruiser Plays The Blame Game

Bernie in White

Bernie’s glare makes grown men weep.

The latest instalment in the scandalous Child Sexual Exploitation (CSE) case which is mainly being played out by press release to the Liverpool Echo involves the new Cabinet lead for Children’ Services and also the new- frighteningly – Deputy Leader of the Council, Bernie Mooney.

http://www.liverpoolecho.co.uk/news/liverpool-news/warning-more-heads-roll-wirral-13054956

Anyway Bernie the Bruiser has gone all gung ho on us and told us that she ” will leave no stone unturned” in finding out how opportunities were missed to protect young girls from abuse and “if that means heads will roll ,so be it”

Oh give over, love, we all know that’s never going to happen with Wirral Council’s senior managers . As we can see from the ‘resignation’ of  Director of Children’s Services, Julia Hassall . Now in the real world ,if someone resigns , they resign and go on to ‘greater challenges’, ‘spend time with their long suffering family’ or take up gardening/golf/alcoholism  and that’s the end of it. Not with Wirral  Council . Oh no – ‘resignees’  get a pay off to make sure that none of the culpability for myriad failures can lead back to the self serving power elite. Somewhat like a slug trail. Yes, best put the stone back in place and keep the slugs out of the glare of the sun. Has anyone noticed that after all the high profile departures in the officer ranks these past few years (and at our expense) that the same old incompetent, dishonest and corrupt councillors are still running the show?

And as for the claim that ‘heads will roll’  – that caused our eyes to roll.  Because if Bernie the Bruiser was true to her word she’d have her Labour colleague Cllr Moira McLaughlin’s head on the chopping block for starters. We have to await the publication of the forthcoming Serious Case Review into the CSE horror story to find out where agencies and which particular personnel let abused girls down.

However we know already that there has undoubtedly been a failure of scrutiny by Wirral Council. We also know that the Serious Case Review goes back to a time when their governance arrangements were found to be wanting  and which contributed to a series of damning reports involving Adult Social Services. So what did subsequent administrations decide? – give the scrutiny of BOTH Adult Social Services and Children’s Social Services to the political lead previously responsible for failing vulnerable adults. Step forward Matron McLaughlin! You really couldn’t make this shit up!

Told You So

Accordingly might we suggest that Bernie the Bruiser needs to go easy with the threats for now because if she’s  prepared to  batter already battered staff into submission and play the blame game she needs to ensure that the stone she’s unturning doesn’t get chucked back at her.

Child Sexual Exploitation – No Alarms and No Surprises, Please.

No Alarms

An horrific Child Sexual Exploitation (CSE) case in Birkenhead finally hits the headlines. The case involves lengthy jail sentences for two Sri Lankan brothers found guilty of the systematic  rape and abuse of girls aged 14 and 15. The full story can be found here :

http://www.wirralglobe.co.uk/news/15287059.Brothers_jailed_for_40_years_for_child_sexual_exploitation_of_vulnerable_young_girls_in_Wirral/

Now, as we know, the culpability for these vile acts lies with the perpetrators. However we have to ask ,once again, where were the various agencies responsible for safeguarding vulnerable children ?

The fact that Cabinet lead for Children’s Services Cllr Tony Smith has been relieved of his position ( nobody gets ‘sacked’ at Wirral Council) and Julia Hassall – Head of Children’s Services has resigned, suggests that as far as Wirral Council are concerned there are questions to be answered (aren’t there always?)

But do you know what makes us want to bite our knuckles in sheer frustration and anger is the way that rampant reputation management rules all at Wirral Council!

Wirral Council knew (as did we) that there was every likelihood that reporting restrictions would be lifted on this case today. So what is their first priority? –  that’s right get the Liverpool Echo to run a story on Sunday afternoon that council leader Cllr Phil ‘Power Boy Pip’ Davies had used his ‘strong leader powers’ to suddenly oust Cllr Tony Smith from his Cabinet. So Cllr Smith takes one for the team and is the fall guy ,the patsy for this latest horrorshow. This was followed today with the long overdue resignation of Head of Children’s Services, Julia Hassall.

Of course this all goes back to the publication of a damning Ofsted report last September which had us apoplectic here at Leaky Towers . With our usual prescience we wrote at the time  –  ‘And inevitably what we have witnessed today is the first instalment of an exercise in damage limitation and reputation management for which Wirral Council is so well known  with a carefully controlled ‘leak’ to the Liverpool Echo.’

You may also recall that Hassall claimed there were ‘no surprises’ in the Ofsted report.

What? – did you think Ofsted wouldn’t notice or if they did you could dupe Wirral councillors that everything was hunky dory – for as we know that’s what council officers have been doing for years.

https://wirralleaks.wordpress.com/2016/09/16/the-big-lie/

https://wirralleaks.wordpress.com/2016/09/22/the-pain-of-failure/

We have expressed the view that the Council’s No. 1 priority is the protection of vulnerable people (and particularly children).  They have failed us and more importantly, the vulnerable, time and time again.

This is, among other failures, a monumental failure of scrutiny (another thing we’ve been banging on about for years) .

https://wirralleaks.wordpress.com/2017/04/13/told-you-so/

We can recall the denial when opposition councillors tried to ask questions about CSE on Wirral and being soothingly reassured by Wirral Council’s Safeguarding Lead ‘ Simpering’ Simon Garner that they need not worry themselves as they’d got it covered. We can also recall the ‘faux outrage’ from councillors whenever comparisons to CSE in Rochdale or Rotherham were mentioned. Consequently the approach from council officers is not to  alarm the councillors as they might get a bit upset that there are sexually exploitative people out there!

We assert  that the denial of the problem by agencies responsible for safeguarding is a major contributor to the continuation and prevalence of CSE. Perhaps Wirral’s Safeguarding Board would do well to check out  ‘Three Girls’ a 3 part series running this week Tuesday-Thursday on BBC1 at 9pm which covers the Rochdale CSE scandal. They might actually learn something.

Finally  we’d like to go back to our original ‘ The Big Lie’ post where we called for the resignation of CEO Eric Robinson  , Head of Children’s Services  Julia Hassall , Corporate Safeguarding Manager  Simon Garner ,  Council Leader Phil Davies ,Children Services Lead Cllr Tony Smith, People Overview and Scrutiny Committee Chair Cllr Moira McLaughlin

Two out of six ain’t bad  (although we should have added Hassall’s manager Clare Fish into the roll call of shame) – but it’s not enough.

The vulnerable people of Wirral deserve better. Indeed, we all do.

Told You So

Told You so

If there is one maxim that you should live by it is this : Wirral Leaks is always right.

But this is getting a bit tedious now.

With depressing predictably Wirral Council have seemingly come to the conclusion that their ‘People and Overview and Scrutiny and Overview Committee’ is not fit for purpose or rather they’ve been told by external experts :  ‘ WTAF is going on here? – AGAIN!’

We called out this particular Committee out in July 2016 (and indeed way before that) :

People Who Need People……

However a ‘Council representative’ or rather an anonymous no-mark tells us:

“The council is working towards a major programme of integration with the NHS to improve adult social care and support and a detailed improvement plan is in place to support children’s services following last year’s Ofsted inspection. This work needs extensive oversight and support and members need to have the time and capacity to provide it. This is why it is being proposed the current ‘People’ overview and scrutiny committee is expanded, allowing for the creation of a dedicated committee to scrutinise, oversee and support children’s services and a further committee to provide the same support to adult social care.”

http://www.wirralglobe.co.uk/news/15222928.Council__People_Committee__broken_up_in_bid_to_improve_Wirral_s_inadequate_child_safeguarding/

Yet more specious doublespeak from a Wirral Council ‘representative’ . There is a proposal that the ‘People Overview and Scrutiny Overview Committee’ is being  ‘expanded’ is it?. Not torn asunder as it should have been a long time ago ? Of course not ! – we’re so pleased Wirral Council’s press office is still spinning out of control as it gives us an opportunity to get our moneysworth out of our BS detector. The red light also came on at the words ‘Oversight’ and  ‘Scrutinise’? – oh come on which dictionary are they working from and are they sure it’s in English?

And Tory Councillor Paul Hayes get off the belated bandwagon .

“The need to break up the so-called ‘People Committee’ has been obvious almost from the day it was created.”

Jeezus where have ‘opposition’ councillors been since July 2013?  ‘The People Committee’ is but the bastard offspring of the Families and Wellbeing Policy and Performance Committee ( no pun intended!).

We called it out way back then that it was doomed to fail and indeed the chair of the committee was the proud recipient of a Leakys 2014 Award for that exact reason

Comeback of The Year –

After being responsible for an appalling lack of scrutiny and poor governance during her previous tenure as overseer of adult social services which resulted in eye-watering toxic debts ,financial abuse and appalling failures to safeguard vulnerable people which were identified in a series of damning reports Matron McLaughlin crawls her way back to become Chair of Families and Wellbeing Committee. And so having failed so catastrophically McLaughlin now has an even bigger and more unwieldy portfolio than before – incorporating as it does Children and Families and Public Health. What a reward for failure – way to go Wirral Council!

https://wirralleaks.wordpress.com/2015/01/02/the-leakys-2014/

Talk about set up to fail!

Carry On Matron

Simon says : ‘Carry on Matron’  (clip courtesy John Brace)

Now we admit to being late to the party on this one but one of our keen followers brought to our attention an ‘epic fail’ by one of Wirral Leaks regulars Cllr Moira McLaughlin (aka ‘Matron’) at last week’s ‘People Overview and Scrutiny Committee’.

Whilst the supine members of this particular Committee were quite happy to sit back and accept that Matron knows what she’s actually talking about , we’ve scrutinised the John Brace video we were guided to – and blimey! – our source was right about our Cab Queen councillor – and it seems she’s still taking us all for a ride!

Carry On Cabby

This time it concerns what may seem to be a throwaway comment made at last week’s Committee meeting. Watch with incredulity as after a dreary presentation from Wirral Council’s Safeguarding Lead Simon Garner – God help us one and all – Matron McLaughlin chips in just after 26:00 and comments that after reading the latest Safeguarding Adults Partnership Board (SAPB)  ‘annual report’  –  well when they say ‘annual’ – there have been 2 ( count’em) since 2012 .

http://democracy.wirral.gov.uk/documents/s50039668/SAPB%20Annual%20Report%202015%20-2016%20final%20version%20PS.pdf

Matron tells us that prior to reading the latest magnum opus she thought that the highest number of allegations about abuse would implicate family members and that the alleged abuse took place in the vulnerable person’s own home. She pitifully asks whether it’s “a shift , a change in information being gathered”

Well if you’ve been in a coma, maybe ! Really Matron ? you actually said that OUT LOUD and IN PUBLIC and none of the Committee members saw fit to challenge you and say ” WHERE HAVE YOU BEEN? But then why have scrutiny when you can resort to that old standby – denial ! In fact we remember last time round the reason given for the rise in referrals about alleged abuse in care homes by care workers was because the SAPB were doing such a good job raising awareness about abuse!

Take a look at this graph from the ONLY previous Safeguarding Adult Partnership Board (SAPB) report (June 2014) :

SAPB 013

We’ll just leave it there for the Committee to have a look at . An expression using the words ‘elephant’ and ‘room’ springs to mind. However Director of Adult Social Services Graham Hodkinson chips in at 28.00 to tell us not to worry it’s all in the hands of his QA ( Quality Assurance?) Team – which based on their past history doesn’t exactly reassure us –  and asks the pertinent yet evasive question:

” What does that say about care home quality”

What the information tells us is that care services on Wirral are more than a bit of a worry. Whilst that shouldn’t come as a surprise to Wirral Leaks followers perhaps it will to sleepwalking members of the ‘People’ committee. We’ll spell it out for you Graham the quality of too many care homes on Wirral is S-H-I-T …..shit,crap,turdacious or whatever Care Quality Commission (CQC)  excrement scale you care to choose! Too ‘disasteful’ for you Mr Hobgoblinson?, try living in one of the care homes you’ve got a contract with at discounted rates even though there known ‘quality’ concerns and get back to us! Just sayin’ !

How prescient of us to write in anticipation of the latest SAPB report in February 2016 (!) :

Meanwhile we anticipate that in it’s long – awaited and much delayed report Wirral Council’s self – congratulatory Safeguarding Board will kiss its own arse and claims it is doing a good job protecting vulnerable people.

Retirement Home

As you can see from the above post the quality of Wirral’s ‘care’ providers is something we’ve been banging on about for years . Indeed from when the CQC told Wirral Council way back in 2010 they couldn’t safeguard a dead hamster to the calamitous Independent Review in 2012 that didn’t only tell the council they were safeguarding failures that they themselves were actually perpetrators of abuse!

This small detail was of course omitted from the only previous SAPB report

http://www.wirral.gov.uk/sites/default/files/all/Health%20and%20social%20care/adult%20social%20care/safeguarding%20adults/SAPB%20Annual%20Report%202012-14%20FINAL.pdf

Indeed we’re appalled to discover that they’ve resumed business with a particular organisation who were redacted out of the Independent Review – whilst some other So & So’s it was a case of carry on regardless  –  and yet we’re supposed to be as surprised as the Matron that vulnerable people are potentially at more at risk of being abused in care homes and the greatest number of allegations is against their ‘carers’!

http://www.liverpoolecho.co.uk/news/liverpool-news/shamed-carer-who-stole-4k-12153256

It might also explain why the Director of Services of this organisation has stopped contacting us to tell us how appalling Wirral Council are . Might also explain his reluctance to expose historical financial abuse of vulnerable people in his ‘care’ when he knows there are lucrative Wirral Council care contracts to be had if he keeps schtum about their mutual dirty little secret ( which we promise to get round to one day).

The Leaky Awards 2016

leakys-2016

No disrespect to the local worthies who voluntarily undertake good deeds ,  but we have a natural aversion at Leaky Towers to honours and awards given to people who either have :  a)  made a lot of money ( well, it’s no trick to make a lot of money… if what you want to do is make a lot of money….) or b) achieved riches and recognition for doing something they love ( while everyone else tediously toils away in jobs they hate with people they loathe just so they don’t end up living on the street).

Patronage for peerages has brought the awards system into total disrepute and we doff our hereditary ermine trimmed coronet to the increasing number who have turned down the tawdry badge of dishonour that the New Year’s Honours List has become.

We have three words on the subject of honours: “Sir” Jimmy Savile.

We have three words on the subject of awards : Most Improved Council.

Therefore we consider the annual Leaky Awards the natural antidote to the sordid status quo and rejoice in the fact that the awards that we bestow at Wirral Leaks are much more representative of the charlatans who run the show than the complicit smiley celebrities and their gleaming gewgaws.

Awards Award – ….and the winner is the Wirral Chamber of Commerce. Awards ceremonies appear to be the entire rationale for this empire building, family-run organisation. Whilst it appears to be a mere excuse for pouting Paula Basnett to buy another frock and flaunt the spray tan we need to remember the public grants and public properties that come their way and ask ourselves do we really want the non-elected personal empire building Basnett clan running a never-ending awards show at public expense?

Labour Councillor of the Year – This is obviously an inaugural award as in previous years this would be an oxymoron (or in some cases – just moron) . However this year we’d like to offer the award jointly to  Cllr Anita Leech and Cllr Christina Muspratt for annoying  fellow Labour councillors Foulkesy and Matron McLaughlin respectively. The former did so by casting the deciding vote at a recent Planning Committee whilst a clearly agitated Foulkesy laid the foundation for a potential appeal by questioning the planning process (see Campaign of the Year below). This is staggering hypocrisy coming from someone who has regularly circumvented due process in the name of managing his (bad) reputation. But then Foulkesy has built an entire political  career on being hardfaced and shameless so this should come as no surprise to anyone. Meanwhile Muspratt was the inspiration behind a tetchy display from McLaughlin as the latter tried to shut down Muspratt for trying to hold council officers to account over their failure to appraise staff. However as we know this is not how the Matron rolls – personal loyalties to officers will always take precedence over public accountability.

Quote of the year  – “From the brink of intervention, to the pinnacle of local government” (Eric Robinson CEO Wirral Council). Now we don’t know whether Stressed Eric has been buying some powerful hallucinogenics with his megabucks salary but this can surely be the only explanation for this ludicrous claim that Wirral Council is the pinnacle of local government. When it comes to public service peak performance we’re talking more Moel Famau than Mount Everest!

Runner-up : ” It might seem an unusual step to revert to a printed product, and even I queried this at first …….” (Eric Robinson talking about Wirral Council’s decision to publish Wirral View ) “Until I was told to get back under my desk ….”  he might of added to prove once again why he’s the perfect CEO for Wirral Council.

Publication of the year –  Wirral Council  yawn-fest Wirral View . Having seemingly failed to a) attract advertisers  b) sort out its distribution problems or c) address anyone’s ‘information deficit’ this award is in recognition of the fact that Wirral View could soon become a collector’s item .We advise those who’ve actually received a copy should retrieve it from the cat’s litter tray or the budgie’s cage , as with the threat of central government intervention hanging over it it may not be around for  much longer!

Runner up – Cllr Tony Jones’ (aka Tones) election publication which broke election rules by failing to show name of agent, candidate or printer on the leaflet.  As one of our eagle-eyed readers has pointed out Tones does not seem to have learned any lessons from this faux pas as strangely he is the only one of Wirral Council’s 66 councillors whose council email contact details are not included with the Council mugshots in Wirral View. Campaign Fail

Campaign of the Year –  ‘Save our Greenbelt – Say NO to the Firestation’  campaign may, thanks ultimately to the casting vote of  Cllr Leech than the campaigning local Conservatives , halted plans to build a fire station on green belt land in Saughall Massie.

However it will be interesting to see if Merseyside Fire & Rescue Service submit an appeal whether this continuing fight ends up being thwarted by powerful interests as was the ill fated Save Girtell Court campaign.

Similar can be said of the Stop Hoylake Golf Resort campaign who are arguably up against even more powerful interests as Wirral Council attempt a ‘money no object’ bid to ensure even more Wirral green belt is sacrificed to enable a housing development in the guise of a ‘golf resort’ to go ahead.

We’ll be following both campaigns in 2017 with great interest.

Picture of the year

There is so much going on in this picture than ‘Jezza Makes Pizza For Starving Mites’. The supporting cast – Frank Field MP , Cllr McLaughlin, Cllr Meaden , Margaret Greenwood MP makes for fascinating viewing if we consider the various political intrigues, allegiances and betrayals that occurred throughout 2016 . However what intrigues us most on the right of the picture , ‘recording’ events for posterity, is the presence of ‘Person C’ . Adding further intrigue to the local political scene we understand the former political editor of the Liverpool Echo and reluctant witness in the Wirralgate saga has, for reasons unknown, apparently ceased working for the council’s favoured external publication ……….
