Community Transport on Wirral may be in last chance saloon.
Word reaches His Lordship from a supremely well-informed source that the writing is on the wall for community transport services here on Wirral.  These are the trained drivers, escorts and specially kitted out vehicles that transport disabled and vulnerable service users to their day centres, care homes, Special Educational Needs schools, etc. day in, day out, all year round.
And we don’t bring you this news lightly.  We know it’s genuine because we’ve had the information checked and double-checked.  It impacts Wirral Council, goes right to the heart of central government, to the top of the EU, and it’s a thorny issue being discussed right now at the top transport committees in the UK.

A change in EU law, Directive EC 1071/2009 to be specific, was rolled out on the statute book in 2011 and appears to be done and dusted across Europe.  But there is a frantic panic back in Blighty because the Tory government ignored it when it emerged seven years ago.
So it’s now finally caught up with them, and under the new directive, the largest council contracted charity and not for profit operators with hundreds of vehicles, right down to the smallest with half a dozen, will in future be regarded as running a ‘commercial operation’.  This will entail these organisations applying for Operators’ Licences for the business, new licences for all drivers and 35 hours of training every five years for everybody who sets foot on a vehicle.
In other words, it involves big money ……….huge money.  Money they probably ain’t got.
The impact of this change threatens to be utterly catastrophic to the many community transport services that make up the majority of  the UK charity, not-for-profit market, and if the new rules are not modified, or their impact lessened, the sheer cost of meeting the requirements will force many of them to downsize massively or be forced out of business.

As is customary, the usual suspects at basket case Wirral Council seem to be busy making a bad situation even worse.
Transport Minister Chris Grayling wrote to all local authorities two weeks ago requesting that they bide their time, await his advice and do not remove any contracts from existing operators.  What have Wirral Council been doing?  Yep, removing contracts from existing operators.  Not only this, they are forcing them to apply for Operators’ Licences (O Licences) and to set up trading arms in order to be ready to act commercially.


Wirral Leaks readers will know that Wirral Council happens to operate its own transport service, mainly to private care homes because they will recall the young disabled girl a few weeks back, who was forgotten and left locked inside a vehicle alone for two and half hours in the council depot.  Read here : Transport Trauma
Where transport rules and regs are concerned, Wirral Council really should know better, because they have a former VOSA / DVSA expert on hand in the shape of Director of Transformation, Paul Satoor (and for good measure former Tory council leader Jeff Green).
But despite this inside source of knowledge, they appear to be immune to the rules.  Rules which they enjoy applying to everyone but themselves, as they flex their muscles, throw their weight around and community transport charities under the bus !
They’re even accusing their own charity operators on Wirral of “acting illegally” whilst taking payments from private care homes in return for transporting their residents.
This conduct is potentially illegal under what are known as Section 19 permits. These were originally set up to allow the community transport charities to operate, but which clearly stipulate “for hire or reward but without a view to profit nor incidentally to an activity that is itself carried on with a view to profit”.
In fact, this is like Wirral View all over again as they’re the only council in the land prepared to defy the government on this.  But this time it’s not just powderpuff guidance being swept aside.  It’s knowingly done, whilst forcing charities (but not themselves) down the O Licence route, and whilst secretly taking money and enriching themselves, but falsely accusing others of doing the same. So the council could be in breach of statutory law.

Merseycare are the largest operator on Wirral, providing a transport service for 3,000 vulnerable and disabled service users, and are based on the old Squibbs site in Leasowe.  They have 90 staff whose jobs are imminently threatened, many of whom are disabled themselves.
Before the May 2017 local elections, they invited former Leasowe Councillor Treena Johnson to come and have a chat about this subject and to have a look at what they do.  She said as she worked with disabled children, she would be delighted.  She asked if she could bring along a second Leasowe councillor, Anita Leech.
Interestingly, a professional body known as the Bus and Coach Organisation – whose members are made up of commercial operators – have been pressurising government for many years and quoting the above EU law in order to have them declare community transport contracts illegal and to have all such council business – the length and breadth of the UK – stripped from ‘law-breaking’ not for profit, charity operators.
Presumably, this is being done with the aim of stepping into the void to enable their Bus and Coach Organisation members to make a tidy profit out of the UK’s now stranded vulnerable and disabled service users.That third Leasowe Councillor by the way is Ron Abbey.  He is a former  bus driver for ‘the Corpy’.  We wonder if he might still retain undeclared links to the Bus & Coach Organisation? What an interesting coincidence that would be… perhaps somebody out there knows…?

Nevertheless, as Merseycare Transport waited, Councillors Treena Johnson and Anita Leach suddenly fell silent ….the kettle was on and everything, but they never even turned up at the Merseycare offices. Johnson jacked it in as a councillor  before the last local elections and presumably the other two were ordered to toe the party line.

We can safely assume from Wirral Council’s pioneering activities in being the only local authority to remove contracts from charity operators that they are keen to embrace a new future – where no doubt the lowest bidders with the least experience will be transporting vulnerable people – and they want to be at the forefront of creating it. And you only have to look at the railways to see how that works out!
We’re wondering…. where does Wirral Council’s statutory obligation to look out for the wellbeing of vulnerable and disabled people within their jurisdiction figure in all of this? Notice how time and again they pay lip service and mouth the mantra ‘ protecting vulnerable people’ – but the reality is something else altogether.

When approached, Angela Eagle, the Wallasey MP who covers Leasowe seemed like a possible way forward with this issue.
However Eagle, who did nothing publicly for her own disabled constituents when they had £736,756.97 removed unlawfully from their bank accounts over 9 years by Wirral Council, once again fell in behind the council position, preferring to ignore the looming threat to her disabled constituents, and to protect her party-political friends instead.
Whereas in Wirral West, Margaret Greenwood MP has many constituents who will be adversely affected and has taken the issue up. Watch this (disabled parking) space.

Intimidation and the Hypocrisies of Public Life

We’ve been forwarded the latest footage from the eye of the lens of our beloved Mr Brace by a number of people who thought it might be of interest.

Although Our Man Brace makes a guest appearance three minutes into Part 1 which was diverting especially when we clocked the facial expressions of Standards and Constitutional Oversight Committee  chair Cllr Moira ‘Matron’ McLaughlin who gives a whole new meaning to the expression clockwatching. However there were too many longueurs for our liking (that’s French for ‘boring bits’).

As usual it was a case of  councillors skirting round the most pertinent issues with Matron reminding committee members that they  “can get yourselves into a bit of a mess “ if they don’t follow the Council’s guidance and protocols. You don’t say ! – care to give some examples? There then followed a prolonged session of speaking in tongues about ‘sanctions’ for errant councillors (or rather lack thereof)  with everyone careful not to mention ‘The Councillor That Dare Not Speak It’s Name’ ( that’s Cllr Louise Reecejones aka LRJ ). Although we have to say that LRJ’s violations against the Council’s Code of Conduct are but nothing compared to the likes of Cllr Steve Foulkes and Cllr George Davies we feel as though we’ve done that one to death. 

We were just about to turn off  halfway through Part 2 when the issue of ‘whistleblowing’ was dismissed in the blink of an eye or rather a cold hard stare from the Matron as if to say “nobody better say another bloody word on this subject”

However we pricked up our ears at about 18 minutes as councillors struggled to understand the word ‘intimidation’ (after all it is more than two syllables ). There followed a particularly revealing exchange between Matron and Cllr Ron Abbey . Well when we say exchange poor Ron couldn’t get a word in as Matron seemed particularly agitated about this particular subject :

Matron : There isn’t actually a way of defining what intimidation (is). You might think that particular website in the way that it talks about people and elected members…..

Abbey : I’m not talking about ……

Matron : No… I am , I am. I’m suggesting would that be intimidatory, could that be considered intimidatory if someone is regularly being insulted or allegations made that you can’t contradict……

Ron Abbey : The only way you can test that is in a court of law…..

Matron : Well so far some people have tried to have something done about particular website that might use those sort of tactics and found that it’s not possible to do it.

What particular website could Matron possibly mean? If , for argument’s sake we take it to be Wirral Leaks we need to make ourselves very clear on this particular matter. Firstly ,  let’s us deal with the issue of defining ‘intimidation’ . Perhaps we can assist elected members where their acting head of law and governance Philip ‘Peachy-keen’ McCourt failed them. Might we suggest their discussion could have been better informed if they were aware that the government’s Committee on Standards in Public Office published a report in December 2017 titled :  Intimidation in Public Life : A Review by the Committee on Standards in Public Life

As ever what was missing from the discussion was a failure to acknowledge the power dynamic between a public institution and a local website. What’s more we totally refute the idea that people are not given the opportunity to contradict any allegations that this particular website makes. All they have to do is contact us at wirralleaks@gmail.com as well Matron knows as a member of her family has done so a couple of times. The trouble is that those who have contacted us usually come off second best ( Kevin MacCallum – Wirral Council’s head of communications springs to mind.)

As for the fact that some people have apparently  ‘tried to have something done about a particular website’ for exercising its right to freedom of expression tells us everything we need to know about Wirral Council.  Now if that isn’t a definition of ‘intimidation’ we don’t know what is!

Intimidation is all about power and control and getting people to do what you want by threatening them .Those people who try to control the public discourse are those who want to control everything.Wirral Council’s control freakery is out of control and they hate the fact they have no control over this particular website. We’re in no mood to apologise for our irreverent tone or our sarcasm or our satire or our cynicism or our expletives and certainly not our lack of deference for people for whom we have absolutely no respect – deference died a horrible death for us a long, long time a go. We are not Wirral View!

The Brendan Cox quote taken from the report that we reference above highlights the hypocrisies that surround the subject of intimidation. For those who don’t know , Cox is  a former highflyer in the charity sector and the husband of murdered MP Jo Cox. Mr Cox, was forced to quit two charities he set up in her memory earlier this month after allegations of sexual assault were made public. This is the second time Mr Cox was forced to quit after similar allegations were made when he resigned from the Save the Children charity in 2015.  If you read the lurid allegations made against Cox it would appear he himself was an expert in intimidation. The Intimidation in Public Life report is littered (and we use the term advisedly) with quotes from Mr Cox. A hypocrite pontificating about hypocrisy is something we do not need.

Similarly might we suggest that no representative of Wirral Council (Matron or otherwise) is any position to to accuse a particular website of intimidation when it actually REWARDS such conduct :

Add to holding an incriminating recording over the heads of Wirral’s top politicians like the Sword of Damocles , threatening councillors and council officers over the phone and in person , participating in a smear campaign and even ordering pizzas from Pizza Magic and sending them to a former councillor.

And what did the Wirralgate ‘Group’ get for such ‘intimidation’ ? – the most senior politicians and council officers on Wirral conspiring to enable them to receive ‘compensation’.

All those involved will be forever tainted with the accusation of hypocrisy (and worse) by a particular website and that is most definitely NOT intimidation.

Wirral Leaks Weekly Dispatch #2

Spot the deliberate mistake ! After this week’s prolific output a further Wirral Leaks post may seem like too much of a bad thing . It’s barely a month into 2018 and we’ve already had to concede that the announcement of our retirement was somewhat premature. But then as Wilde said : “To be premature is to be perfect” !

The thought of our departure to foreign shores has obviously stirred many Wirralians into action as we’ve been sent stories simply too good to pass up on (and what’s even better – where much of the work has already been done) .What’s more we have already noticed that campaigning for the May 2018 local elections has already started in earnest. But perhaps more than anything that explains our renewed impetus is further shocking information which has come our way and which needs exposing . Furthermore we guarantee the mainstream media will not touch it – but we’re keeping our powder dry on that one for now. However we’re left shaking our head in disbelief at the claims that are being made (and more importantly the damning evidence to back it up) . Meanwhile with the agreement with Her Ladyship  and support from Eldritch and Verity let’s all together plough on into oblivion ……….

Holiday Hypocrisy

Whilst we’re grateful that someone sent us the John Brace video posting of this week’s Liverpool City Region Combined Authority Transport Committee meeting we faced a dilemma as we didn’t know who’s face deserved a slap more as they gazed over to Brace to make sure he captured their reactions to Cllr Steve Foulkes’ contribution to the Mersey tunnel toll debate – Cllr Jerry ‘The Mouse’ Williams , Cllr Ron ‘ Rude’ Abbey or Foulkesy himself . Truth be told (an alien concept for some of the parties concerned) but it was no contest really – Foulkesy every time .

Watch in disgust from 12 :00 as Foulkesy turns to our beloved Mr Brace , tries to take the moral high ground and resorts to his non existent ‘conscience’ .Whilst professing to respect Tory Cllr Les Rowlands he then proceeds to slag him off for planning a holiday to coincide with this particular meeting. Now we might know his political allegiances but we don’t profess to know Cllr Rowland’s personal proclivities but we’d like to think his holiday won’t result in allegations of  racist abuse.Just sayin’

Self Serve 

We understand that internal vacancies at Wirral Council are accessed by ‘Self Serve’. You really couldn’t make this shit up! Why do they bother with such bureaucratic machinations when it would appear that cronyism/nepotism/favouritism is still the main route to promotion we can only hazard a guess. Unfortunately we can’t report on this particular aspect further as it would appear that another feature of Wirral Council’s modus operandi – the culture of fear – is still very much in operation.

If the Merseytravel Committee video was infuriating the John Brace footage of the Audit and Risk Management Committee sent us into paroxysms of rage and fury. Witness how the utterly pathetic ex- Tory leader and Foulkesy’s ‘kindred’ Cllr Jeff Green meekly raises the issue of bringing the £multi-million highways contract back in house like Uriah Heep with a serious Woodbines habit. The Nigel Farage sound-a-like says something along the lines of : ” Bein’ ever so ‘umble . Can we have a bit of case study. I’m not ‘solutioneering’ (!) I just want to know that the decision to bring the highways contract back in house wasn’t written on the ‘back of  a fagpacket’, if you would so please, kind sir”.

Why so coy Cllr Green ? You know that the decision was made behind closed doors using Cllr Phil ‘Power Boy Pip’ Davies’ special ‘delegated powers’ and with Frank Field’s personal approval. They obviously want to minimise suspicion about unlawful compensation pay-offs to the Wirralgate complainants – so what’s the next best thing ? A token bung and then a cosy job for life for keeping their gobs shut.  But then you knew that didn’t you Cllr Green ?- shame you didn’t have the balls to say it. Incidental dark comedic value is to be had from the ever oleaginous senior officer David Armstrong who promises a short report and ingratiating interim Monitoring Officer Philip McCourt who says that the commissioning of highways contract is a ‘live project’ and that report would be a ‘ partial measure’ – ain’t that the truth ! Then suddenly  Cllr Ron ‘Rude’ Abbey has a “Don’t Mention The War” moment and can’t help himself saying something completely bogus about discussing TUPE ( Transfer of Undertakings – Protection of Employment) regulations . Which ,is of course, as ARMC and us know is what this is all about : ” Listen guys, we can’t give you a massive pay out you wanted without raising serious questions so we’ll give you the next best thing and you can be responsible for Wirral’s highways . Let’s face it you can’t do a worse job than Colas / BAM Nuttall ”

Dear Wirraleaks,

The attached photo shows a stretch of Mere Farm Road which was “repaired” by the Wirral Council contractors 6 months ago.

They clearly did such a magnificent and cost effective job that it needs much more repairing now.

When will they learn that doing a decent job first time round is more cost effective or do they just love throwing public money away to private sector mates ????

In response all we can say is  – buy cheap, pay twice!

Comrades, “Now is the time” to stop acting like a “Party within a party” – and even like a “Momentum within Momentum”.

It is time to grasp that the mainstream (often called the “Left”) has won back the heart and soul of the Labour Party.  I do not know of a single member of the Seacombe Branch who has not fully supported my own declarations for Corbyn on the two websites or who does not support him now.  So why introduce friction where there need be none? Let’s try now to be a single Labour Party in Seacombe Ward.

Some comrades will remember that we also, for a while, held “Songs of the Labour Movement” musical evenings in the Park View Social Club – an opportunity for comrades to perform – or just listen and rub shoulders informally.  But, since then, we have had the difficulty of the Party being suspended so long that many of us don’t even know each other. – Cllr Adrian Jones keeps the red flag flying and addresses Wallasey CLP members seemingly in denial about the circumstances that led to the local branch being suspended by the Labour Party.

“Basically, it is the same thing over and over and over: incompetence, very poor communication (with me, but also with other agencies and between themselves), rudeness, poor or non-existent note-taking, people leaving at short notice and with no proper explanation, etc etc. It just goes on and on.

When the Klonowski enquiry produced its damning report, I briefly hoped that the people found to be grossly incompetent (and, in some cases, corrupt) would be removed. Disheartening, to say the least, to see people like Steve Foulkes still in place. Where is the accountability? There simply is none.

It beggars belief that Wirral Council has not been placed in special measures. I daresay the reasons behind that are political. The Tories asking for it are being hypocritical because part of the problem is chronic underfunding from central govt but I do think that being placed in special measures would be the best thing. The only thing, actually, that would give people like me and my son the chance at least of a semi-decent service. I know special measures are not a panacea but they would be our best chance.” – A Carer contacts us to describe her experience of trying to get a much needed service for her disabled son.

The poppies, the wristbands……. all he needs is the CND logo tattooed on his forehead. And no right thinking person would think he means any of it. Not for a single second.

Whilst we all gaze adoringly at our favourite brickie gazing into the middle distance below are the details of Metro Mayor Steve ‘the Brickie’ Rotheram’s  tour of the Liverpool City Region as it reaches Wirral’s shores.

He was a brickie by the way, just in case you missed that in his lowest common denominator electioneering.  “I’m a brickie. I’m one of you”  No, you’re not you’re a career politician , and a particularly phoney one at that.

Needless to say anyone residing at Leaky Towers will be screened out during the application but if one of us was there one question we’d like to ask him is about the ongoing Merseyrail dispute.

Whilst Liverpool Walton MP Dan Carden highlighted the issue in the House of Commons last week and  blamed the  government decision to cut the city region’s train’s budget by millions of pounds the Rail Minister Paul Maynard pointed a finger of blame at the city region’s Labour decision makers.

He told Carden: “As Labour members will know, they have a multiplicity of local Labour politicians to discuss this matter with, including the chair of Merseytravel (Cllr Liam Robinson), the elected city Mayor in Liverpool (Joe Anderson) and the elected city region Mayor (Carden’s predecessor Steve Rotherham), all of whom have stood behind this decision. If we truly believe in devolving transport powers, we have to respect the decisions that are taken.”

It emerged during the debate that the Dutch state-owned co-operator of Merseyrail, Abellio, puts guards on its trains in Holland, but proposes to run a service without them on its Mersey franchise.

Those local Labour politicians from Wirral who influence decision making on this matter include Cllr Jerry Williams , Cllr Ron Abbey and ( God help us) Cllr Steve Foulkes – so let’s face it we’re doomed . Therefore we implore the people of Wirral – if you care about employment rights and your personal safety sign those petitions demanding that guards remain on Merseyrail trains . If that doesn’t work  – remember there are local elections on Wirral next year ,and putting party politics aside, it would be good to remember exactly who trashed over local rail travellers.

 

 

Apologies and Apologists

There was a very sorry display (or should that be ‘not sorry’ display?) at this week’s Standards and Constitutional Oversight Committee where much of the meeting was spent discussing ” How do we solve a problem like Louise Reecejones (LRJ) ?” .

Apparently at the time of Monday’s meeting LRJ has yet to issue an acceptable apology to the whistleblowers who had made valid complaints about her but were then subject to personal attacks on social media and had to counter allegations intended to damage their careers. Furthermore doubts were raised during this week’s  meeting as to whether LRJ will comply with the requirement  to offer a  grovelling apology for her conduct to all Wirral councillors at full council meeting to be held on December 11 and whether she will actually turn up – something we had already raised as a possibility as you can read here : Standards and Measures

Having said all that it was particularly dispiriting to witness Wirral councillors flailing about and not knowing what to do if LRJ’s BSL signer is required to stick two fingers up to the sanctions imposed on her by the council’s Standards Panel . A rather excitable interim Monitoring Officer Philip McCourt seemed to get a vicarious thrill from reciting instances of appalling conduct of councillors from other areas as if to say ” and you thought you were bad!……”  

At which point Cllr Ron Abbey gormlessly  commented :   ” Just goes to show what’s going on out there . We live in a sheltered world . We’re all too good for our own  good 

Really???

Meanwhile his comedy sidekick Cllr Paul Stuart seems tickled pink by his hilariously insightful comments . They’re the Chuckle Brothers without the chuckles. All of this can be witnessed at between 18- 22 minutes of the John Brace video posted below.

We’d like to ask McCourt where he thinks councillors using racial slurs to describe his predecessor , attempting smear campaigns and trying to use public money to buy the silence of complainants would rank in the scheme of councillor misconduct?  #Wirralgate ……or whether this just confirms his prissy assertion that councillors can currently be ” naughty to a fairly large degree” without it impacting on them being fine upstanding public representatives and pillars of the community.

As far as we’re concerned it’s BY FAR the very worst behaviour ever committed by Wirral councillors . However sadly the days when  councillors could be surcharged for their  misdeeds (Tesco heiress Dame Shirley Porter’s gerrymandering  in Westminster being the most prominent example ) or even referred to inept independent body Standards for England are long gone . Would you believe that despite ex-councillor Jim Crabtree’s conviction earlier this year for his repulsive behaviour (ironically) towards LRJ  that he would still be eligible to stand again as a councillor as he did not receive a custodial sentence of more than 3 months!

It would appear the bar for decent conduct for public servants has now been set so low that is it any wonder that we have the appalling shower of public representatives that we have at Wirral Council?  What’s more when you consider that councillors have been apologists for the most appalling conduct of both favoured senior officers and fellow councillors over recent  years that they now lack any MORAL AUTHORITY when it comes to trying to censure the conduct of  others.

Not that we’re apologists for LRJ but if she’s struggling to cobble together a convincing and sincere apology here’s our humble suggestion :

As a once proud upstanding member of this council I am today detumescent before you. Before I prostrate myself  in abject shame and beg your forgiveness I offer these wholly inadequate yet heartfelt words. I realise I could never hope to meet the high standards set by former Labour councillors such as Harry Smith , with his tact, diplomacy and his use of the English language ,and especially his command of Anglo-Saxon . Nor could I ever hope to attain the high office of  Jim Crabtree .  I realise that his telephone manner left a lot to be desired but in every other respect his behaviour was exemplary – at least by Bidston & St James ward standards anyway.  

As for current Labour councillors there is our supreme leader Phil aka Power Boy Pip who has been a particular inspiration to me when it comes to delegating his powers as I have long admired how he gets other people to do his dirty work. As for his deputies what can I say ? There’s big hitter Bernie and casual racist George. And as for Foulkesy? What can I say other than I am simply unworthy to keep their company.  All that is left for me to say is that I apologise for all the wrongs that the Labour group have inflicted upon Wirral and I accept my role as a scapegoat on their behalf.

One of the advantages of the nights drawing in is the opportunity to hunker down under the duvet and review the prolific output of esteemed local videographer John Brace.

What will we do when Wirral Council start filming their own meetings next year and we can no longer view the unedited, unexpurgated and unrehearsed proceedings that ,laughably, are held in the name of local democracy?

Talking of laughing, my how we laughed at Leaky Towers at the sight of the chair of the Business Overview and Scrutiny Committee , Cllr  Michael  ‘Wild-Eyed’ Sullivan, having a pop at fellow Labour councillor Ron Abbey  (and Cllr Jerry Williams) for contemptuously putting his coat on, throwing his agenda in the bin and walking away before this particular meeting had finished.  Of course we know that Cllr Abbey is a graduate of the Cllr Harry Smith Charm School so we expect nothing less from this bellicose bruiser. However it’s a high five from Wirral Leaks to Cllr Sullivan, who Her Ladyship describes as a looking like a ‘ Dapper Psychopath’ , and that’s a compliment by the way. On a rather more serious note we’d like to ask Mark ‘ Nodding Dog’ Niblock   (astonishingly) Wirral Council’s Head of Infernal Audit  – do you think it is appropriate to give Robin Baker the thumbs up when it is announced by  Cllr Adrian ‘ Welsh Windbag’ Jones , the chair of the Audit & Risk Management Committee,that the Grant Thornton external audit contract has been renewed for another 5 years  – for ‘services (not) rendered’. Niblock and Baker – a sweetheart contract made in hell. And unfortunately we’re paying for it!

Pick of the Week

We don’t know about Wirral Council but it has been a great start to 2017 for us. Leaks galore!  – so we suspect that the year might just be about to turn a whole lot worse for them . However in the mean time we’d like to provide a fascinating insight into our public representatives –  our betters, our role models – and their exemplary conduct.

Whilst we  can only aspire the reach the dizzy heights achieved by that pillar of the community Cllr Steve Foulkes aka ‘Foulkesy’ we are fawningly grateful that this week he provided us with a masterclass in public accountability via the medium of nasal excavation.

Foulkesy showed us mere mortals how to earn those generous allowances at a Merseytravel Committee meeting held this week . Watch as he proudly represents the people of Wirral with his masterful oratory by thanking Merseytravel for ,er , doing their job by kindly letting everyone know that the trains weren’t running to and from Wirral .This seems to be Foulkesy ‘s modus operandi at these meetings  :  a) turn up b) make a fatuous statement c) claim the allowance .

We’d like to reassure our readers that the stills from the John Brace recording of this week’s Merseytravel Committee meeting are not photoshopped. You can see the live action at about 9 minutes in on this video. Don’t have nightmares.

KEV SHARES PUBLIC FEEDBACK ABOUT WIRRAL VIEW WITH THE COMMUNICATIONS TEAM

Wirral View may not have reached us yet but news has reached us that Wirral Council Communications front man Kev is in a bit of a kerfuffle that distribution of the first edition didn’t go quite to plan.

Kev claims that 30,000 copies of Wirral View failed to reach their intended destination. However judging by our bulging inbox complaining about the non-arrival of Wirral View we’d suggest that vast swathes of Wirralians have missed out on this life-enhancing experience. Perhaps Councillors Abbey, Stapleton and Sullivan might be advised keep their own counsel about the distribution of newspapers before publicly lambasting other local publications!. Just sayin’….

Nevertheless as we already know  Kev is a veritable Little Mr.Sunshine and is ever ready to put a positive spin on a negative situation. We can almost guarantee he has  “A Smile Is A Frown Turned Upside Down” fridge magnet. Kev tells us that  : “We have had really positive feedback from communities across Wirral after the first edition of Wirral View……”

Indeed Wirral Leaks is privileged and honoured to be privy to the type of positive feedback that Kev and his team have received :

I was once lost like you. I had an ” information deficit” shaped hole in my life. Then you came along and filled my hole. Thanks to you I’m purring like an Atomic Kitten. I’m “Whole Again”.

I now know that if an event is heralded on your front page it is probably best avoided. I also now know how to make Spicy Tomato and Lentil Soup!. As far as I’m concerned now that I have Wirral View in my life “Take A Break” can take a hike! and in the words of my other favourite trash mags I need to tell you I “Love it!”,  it’s a real “Pick Me Up!” . Indeed my only suggestion for improvement would be to include an exclamation mark in your title and add a catchy  strapline such as  :”Who needs Prozac when you’ve got Wirral View!”

I shall be eagerly eyeing my letterbox waiting for the next edition of Wirral View to arrive whilst chanting “come to mama” .

Peer Review

Our media correspondent Phil Column asks : “That dual colour masthead ….wonder where Wirral View got that idea from? “

We all know that central government are constantly dismantling opportunities for external scrutiny of our public institutions and have lately been encouraging the use of peer reviews.

Peer reviews are basically where get your mates in to give you the thumbs up to carry on as hypernormal. Astonishingly we understand that our very own ‘strong leader’ Phil ‘Power Boy Pip’ Davies goes round the country performing this task and give other local authorities the benefit of his ineptitude.

So we thought we’d redress the balance and undertake a peer review by an actual peer of the realm. Therefore as promised His Lordship will be giving a full review of the online edition of Wirral View .  But remember folks ” Your publication” is  NOT a newspaper  !. Power Boy Pip says : “even though this is printed on recycled news-sheet this publication is not a newspaper”. So that’s all right then, thanks for clearing that up for us!.

All we can say on the matter is that if it walks like a duck , talks like a duck – it’s a f*cking duck . We’re surprised it doesn’t come with a free sachet of Hoisin sauce.

The first thing we noted (as did many of our readers) was that advertising was placed solely by Thornton  Hall Hotel. Clearly that unfortunate incident involving Foulkesy’s stepson assaulting hotel staff by pulling hair , wielding a fork and doing the “do you know who my mum is?” routine must has been forgiven. But then we suppose if you want the dubious prestige of hosting the annual Mayor’s Ball it’s always best to keep in with the hosts.  Which brings us to an interesting point. Isn’t there an incentive for those businesses who have contracts or who may be seeking contracts with Wirral Council to place adverts in Wirral View?. The opportunities for conflicts of interest , coercion and nepotism are a distinct possibility and based on how things work on Wirral , a near certainty. Although having said that we’re sure that Wirral Council’s contracting arrangements are beyond reproach – although those left out of the recent tendering exercise for Wirral’ Council’s taxi services may want to disagree!.

The rest of the publication is all a bit ‘meh’ tbh . It certainly doesn’t appear to be filling anyone’s ” information deficit” (whatever that is) unless of course you’ve always wanted to know how to make Spicy Tomato & Lentil Soup . We counted no less than 10 articles that reference food ,glorious,food . All very lowest common denominator stuff – we blame The Great British Bake Off . However as we’ve already commented the most interesting aspect is the Ofsted inspection report spin-a-rama and the no doubt Martin Liptrot – scripted  leader’s column (insert own joke!) .

Power Boy Pip /Liptrotsky are keen to emphasise that Wirral View won’t carry breaking news , football results (!) or important information you need to know immediately and that Statutory Notices will still be placed in the local weekly papers.

The local weekly papers ,by which they obviously mean the Wirral Globe  – as we all know they’ve got Wirral News /Liverpool Echo neatly boxed off on the newsfront –  will still be able to hold the council and its partners to account when they get things wrong (heaven forbid!).

Of course the Wirral Globe will only be able to  hold local organisations to account as long as it is not undermined and it would appear to us that Wirral View is an attempt to do exactly that . We think the true motivation behind the publication of this newspaper (for that’s what it is) was let slip by  Labour councillor Ron Abbey at last week’s Extraordinary Council meeting where he said the Wirral Globe  were ” too busy criticising this Council” and that they don’t send out “the right message”.

The “right message” we presume being the one personally approved by Pip’s ‘policy advisor’ Mr Liptrot and only then is it fit to grace the pages of Wirral View.

And finally can we say this :  these are desperate times when we have to rely on the local press to hold our local institutions to account. Which brings us right back to where we started –  we are reliant on the press because there is a lack of external scrutiny of our public institutions and as we have witnessed time and time again it is to the detriment of public accountability, the public interest and the public purse.
