THE LAST DATE THAT WIRRAL METROPOLITAN BOROUGH COUNCIL’S PLANNING DEPARTMENT WILL ACCEPT OBJECTIONS TO THE APP/18/01625 PLANNING APPLICATION IS TUESDAY 5 FEBRUARY 2019.

To object…..google: Wirral.planning applications. Select ‘simple search’. Enter ‘Ashton Court. APP/18/01625’…….and present your objections.

The twenty two, unoccupied and neglected, retirement flats at Ashton Court, Banks Road, West Kirby, should be refurbished and modernised. They should be kept as social, rented housing.

Planning application – APP/18/01625 proposes the demolition of the existing 22 retirement flats and the privatisation of Ashton Court, with the building of 14 houses, to be sold, privately.

Ashton Court is not a Brown Field Site, since it does not qualify as such under the National Planning Policy Framework (see the N.P.P.F. Glossary, Annex 2 – ‘Previously Developed Land’).

PLEASE object to the APP/18/01625 Planning application.

‘Magenta Living’ has created three companies to privatise some of the 13,000 social homes that it owns. The companies are: ‘Hilbre Homes’, ‘Starfish Commercial’ and ‘Bamboo Lettings’.
‘Magenta Living’ currently has 192 unoccupied properties. ‘Magenta Living’ is responsible for the neglect of the twenty two unoccupied homes at Ashton Court.
Since 2011 most of the twenty two Ashton Court homes have been wholly unoccupied and totally neglected by ‘Magenta Living’. The private gardens, in front of the Ashton Court homes have, for the last fifty years, provided a much appreciated green space, for local residents, half way along Banks Road.
Policy GRE1 of the Local Development Plan calls for Urban Green Spaces, including private gardens, like those at Ashton Court, to be protected. The Ashton Court gardens should be protected from building schemes since they are areas of visual importance to local residents and to visitors to West Kirby.
Many West Kirby residents object to Planning Application APP/18/01625 which seeks the DEMOLITION of twenty two flats at Ashton Court, Banks Road, West Kirby and the building of 14 houses (13 X 3-storey houses and 1 X 2-storey house). They are opposed to the ‘Magenta Living’ plan for the demolition of the existing homes at Ashton Court.

‘Magenta Living’ should refurbish and modernise the existing homes rather than destroy highly-valued urban green space at Ashton Court by building 14 tightly-packed, private houses. West Kirby’s remaining urban green spaces should be protected for the benefit of present and future generations.

Wirral’s Green Belt : The Changing ‘Story’

Our latest leak about the Green Belt includes many points of interest including the big news that Story Homes have pulled out of the Hoylake Golf resort proposals. Their replacement, Redrow , bring an interesting track record to devlopments . As does disgraced Cllr Steve ‘Foulkesy’ Foulkes  who we are told is to become the Chair of Wirral Council’s  Planning Committee. We have to ask whether, with his proven track record of flagrant dishonesty , that this is the right person to be involved in making decisions about multi-million pound development plans – or indeed any council business at all…

Are you aware that Story Homes have pulled out of the Golf Resort and the preferred housebuilder is now REDROW!!!??  David Ball has confirmed this to us last week at the Wirral West Constituency Meeting. In an email David Ball stated “Story Homes had a change of strategic direction by their owner and decided that the Hoylake project did not now align with the new direction.”

 

Of course, this is a diplomatic way of saying that “they have decided to pull out” but it would be very interesting to know why they pulled out. Why have they decided to pull out of the golf resort, yet they are actively pursuing other landowners on the Wirral looking to develop other Green Belt Land? – see attached letters.

 

It seems that Story Homes “change of strategic direction” still includes trying to build houses on Wirral’s Green Belt – just not on the Golf Resort site. Has the Hoylake Golf resort project become too toxic for them? Maybe they were aware of the massive public opposition and they feared bad publicity? Maybe they were worried about flooding, as the golf resort houses are to be built in the middle of a flood plain? Or maybe they no longer wanted to be involved with the Nicklaus Joint Venture Group as they, and there partners Branded Hotel Management, have lost a number of Directors recently. Perhaps they were struggling to get financial backing for the project as the NJVG have a history of bankruptcy?

 

It would be interesting to know when exactly did Story homes pull out and is this the reason why the design studies have been delayed.

 

I am sure you are aware that REDROW are embroiled in a bitter battle with the people of Liverpool. Redrow and their friend “Redrow Joe” Anderson are trying to build 51 executive homes on Calderstones Park. Over 40,000 have signed a petition and the public are funding a judicial review next month. Labour have lost seats in South Liverpool because of their policy of selling off Green Spaces to Redrow, yet still Joe Anderson will not listen.

 It would be interesting to know if  (Cllr) Phil Davies spoke to Joe Anderson to ask if his Redrow friends could “rescue” the golf resort project after Story Homes pulled out.

 

It is also concerning that Redrow will now be in charge of building a housing estate on a flood plain. A simple google search of “redrow” and “flooding” reveals scores of housing projects built by Redrow where there have been flooding problems. There is even a facebook page called “I bought a Redrow home and my garden is a swamp!”

You may also be aware that the Labour LCF passed the following motion last Friday. I understand that there were no votes against with the 3 Labour Group members (Councillors) abstaining:

 This branch / CLP / LCF calls upon the Labour Group to:

  1. Complete a re-evaluation of the housing needs for Wirral taking into account the historical population and household numbers and trends, the recent lack of economic growth and the likely dramatic effects of Brexit on the economic prospects for Wirral.
  2. Challenge the Government’s housing targets for Wirral arguing that there is compelling evidence to adopt an alternative approach to the calculation of housing needs.
  3. Argue that the above factors will dramatically reduce the anticipated housing needs for Wirral and suggest a much lower figure.
  4. Complete a consultation with the membership to include prioritising the construction of council houses, starter and affordable homes on a brownfield first basis. The consultation should include a local policy conference to discuss inter alia compulsory purchase options for land owned by Peel Holdings and the development of our own regeneration plan for that area and other areas, bearing in mind that the Wirral Waters site is eligible for substantial Government grants.
  5. Complete a revised and widely agreed local plan to be consulted on in all our communities. This public consultation should be led by Councillors in cooperation with the wider party to ensure the voices of all Wirral’s citizens are listened to and acted upon.
  6. Oppose the re-designation of Greenbelt for house building, to reiterate its commitment to preserving Wirral’s Greenbelt and to cancel the proposed Hoylake Golf Resort.

The LCF has 6 delegates elected by each of the 4 Wirral Constituency Labour Parties, one delegate from each Labour Party branch, representatives of the Labour Group (Labour Councillors), and one from the Co-operative Party and Young Labour. The motion was carried with no votes against, with the 3 Labour group representatives abstaining.

Finally, we have also been made aware that Steve Foulkes (“Research Associate” at Unilever) has been made chair of planning – i.e. he will decide what land Leverhulme can develop – a conflict of interest surely?

 

 

Making Plans For Wirral

Following yesterday’s masterful Masterplantastic story we bring you an immaculately timed letter from  Sajid Javid, Secretary of State for Housing , Communities and Local Government which tells us what happens when a council has ‘visions’ rather than ‘plans’ !

As you may remember last November we brought to your attention Wirral Council’s failure to produce a ‘Local Plan’ and Javid’s warning that there would be government intervention if Wirral Council leader Cllr Phil ‘Power Boy Pip’ Davies couldn’t get his house in order : Fail to Plan, Plan to Fail .  Wirral Council was one of 15 council’s who received such a warning with  Javid making this sabre rattling statement :

…today is the day that my patience has run out.

Those 15 authorities have left me with no choice but to start the formal process of intervention that we set out in the white paper.

By failing to plan, they have failed the people they are meant to serve.

The people of this country who are crying out for good quality, well-planned housing in the right places, supported by the right infrastructure.

They deserve better, and by stepping in now I’m doing all I can to ensure that they receive it.

Now it would appear that Wirral Council has excelled themselves by being one of only 3 remaining councils who now face intervention for “persistent failure over many years to get a Local Plan in place”  For further details : Three councils

Meanwhile a Wirral Leaks commentator going by the name of ‘HeadBallRoll’ writes to us to say :

After a series of mealymouthed excuses as to why highly paid council officers and their political paymasters couldn’t actually cut and paste something resembling a Local Plan by 31st January 2018 – as they were too busy hiding behind their 20/20 Vision and pledges rather than meeting a statutory requirement by which they can be held to account . Maybe the chosen few were too busy scoping golf courses, closing children’s centres, farming out council houses to private property developers … or simply not paying attention? So it’s been around a while, ending up with 15 councils warned by the angry Slaphead Javid.  But even nearly three years’ notice wasn’t enough for the senior, blind, bumbling incompetents shuffling around lost, bumping into each other, muttering, tripping over files, in the dusty, unused Wirral planning office.

And let’s face it, 33 months is  nowhere near enough notice to get their shit together (after 13 years of not having a ‘Local Plan’ !)  Presumably the other dozen LAs scraped through because they had enough about them to focus, gather the remnants of good practice and apply the last surviving vestiges of planning nous into cobbling some crappy document together in time.

But not here.  It seems they’ve sat around, twiddled their thumbs and hoped the horrible Tories would either go away, forget, or not go through with it.

Despite the BIG proclamations, the BIG egos, the BIG senior salaries, they’ve messed up BIG style.  It’s one BIG cock-up.

This being Wirral though, where abject failure and disaster have long become customary bedfellows, like night follows day, or falling off a log, it doesn’t soften the blow.

But hey, as long as those bumper salaries are not cut off and continue to come in on pay day, where’s the incentive to do your jobs, lol?

So chaos is now expected and planned for at ‘most improved’ Wirral. (Who remembers the Children’s Services OFSTED catastrophe that overpromoted social worker and CEO Eric Robinson  knew about months in advance, only to dive under his desk, head in hands, dribbling and doing bugger all to stave it off?)

And what of the grafting junior staff of the Planning Department, doing their utmost to at least be professional and hold the fort?

Monday morning will arrive, and they’ll find themselves intercepted, scapegoated, placed into the line of fire and reaping the consequences of years of failure by their bosses and councillors – who will have had just enough prior notification to give it all a timely body swerve…. That’s the type of ‘planning’ they’re very good at. Avoidance measures, whilst junior bods and lackeys are left to pick up the pieces. 

So it’s not just Children’s Services, Social Services, Highways Services that have collapsed into an abject, irretrievable mess.We can now add the Planning Department to the long list of shame.

Of course the upshot of all this is that Wirral’s ‘Local Plan’ could now come under the auspices of the Liverpool City Region as Javid warns in his letter:

 

My officials will also begin formal discussions on the options of inviting the Combined Authority for the Liverpool City Region to prepare a Local Plan for Wirral and on the possibility of directing an accelerated Joint Plan, as part of considering whether to use my statutory powers and if so which ones.

Could this have been part of  Pip’s ‘Masterplan’ all along ?  To evade accountability for an unpopular ‘Local Plan’ and subsequent planning decisions – ” It wasn’t us who approved a golf resort etc;  – it was the Liverpool City Region!”

 

Public Service Announcement : Parking Signs (Retrospective)

As a follow up to our  Public Service Announcement : Parking Fines   story we bring you an update courtesy of a publicly spirited individual who spotted  – quite by chance because apparently that’s the only way you would discover it – the ‘Notice of Application For Advertisement Consent’ that was rather unhelpfully attached to a lamp-post OUTSIDE the Aldi, Prenton car park.

Significantly the site notice would not be visible to anyone entering or exiting the car park by motor vehicle and is not placed on any of the signs which currently do not have planning permission. Well , Wirral Council wouldn’t give the heads up to the public that the Parking Eye Ltd signs have been in place for years have been operating without proper authority now would they?

What’s more the site notice has been attached with the usual care and attention that you would associate with Wirral Council and the details of the application are all but obscured ( our publicly spirited source has since re-attached the notices so that the occasional dog walker can view at their leisure).

For your benefit the application from Parking Eye Ltd is for :

Car Park Management Signage – 12 signs mounted on lighting columns , signage poles or on the wall of the buildings signage is of 3 sizes, 600mm x 800mm, 700mm  x900mm and 600mm x 700mm facing internally into the car park to advise of the car parks stay allocation as per the British Parking Association (BPA) (Retrospective) 

Isn’t it a shame that the site notices weren’t facing internally into the car park? Note also how the word ‘Retrospective’ is tacked on in brackets – like the afterthought the belated application is itself.

Might we helpfully suggest that any representations about the proposals  should include the observation that as the car park site has operated without any legal authority to impose fines/charges/penalties/whatever , to whom do members of the public who have been cowed into paying apply for a refund? Parking Eye Ltd or Wirral Council for allowing the situation to arise in the first place?

A special Chinese New Year of the Chicken message to Power Boy Pip from Looney Tunes legend Foghorn Leghorn

Chinese New Year isn’t until February but you won’t be surprised to hear that Stella Shiu won’t be around to wish Wirral Council leader Phil ‘Power Boy Pip’ Davies : ‘Kung Hei Fat Choi’  as we enter the Year of the Chicken.

It should come as no surprise to Wirral Leaks watchers and anyone with an IQ that reaches double figures that Shiu will not be appearing on the shores of the River Mersey laden with fortune cookies – not this year, Chinese New Year or any other year.

And so after all the photo-ops , press statements, Liverpool Echo exclusives, artist’s impressions , false promises , foreign delegations and the portrait of Stella hanging up in the waiting room next to the Wirral Council Chief Executive’s office it’s finally time to put this seemingly elaborate – if not particularly convincing – hoax to (the river) bed.

You may remember that after the failure to secure investors for the International Trade Centre at Wirral Waters  that Shiu was invited to move operations down river to some Godforsaken wasteland  (attractively described as former Ministry of Defence land situated on ‘a surburban industrial estate behind Port Sunlight Tennis Club’ ). We exclusively reported this locally in November 2015 after a story appeared in the Financial Times and presciently asked the question   : So we’d like to know whether this is a suitable site for an International Trade Centre or merely a very expensive and financially risky way to save face over the Stella Shiu affair?”

We wonder whether we’ll see the news that ‘ The International Trade Centre is not progressing because the project sponsor cannot confirm funding for the project at this time’ on the front page of Wirral View or with a centre spread in the Liverpool Echo under the headline  ‘ Shiu’d off ! – Stella Dupes Wirral Fellas’ or ‘ Due Diligence? – Don’t Make Us Laugh!’ accompanied by a picture of Power Boy Pip looking like a sad-faced emoji ?

Don’t hold your breath people of Wirral – this is the kind of ‘information deficit’ that Wirral Council have no intention of ever addressing because it doesn’t fit with their bogus ,happy-clappy narrative. Especially when Power Boy Pip and his political ilk of all parties are chicken – with an inability to say they’d been had, never admit when they are wrong or acknowledge that they’re big on promises and short on delivery .

Another of our valued contributors Nigel “Highbrow” Hobro provides us with the latest update on the long running saga that is the BIG cover up (both in name and by nature).

After being given the usual run around by Wirral Council a Freedom of Information request eventually provided the evidence that Hobro and co had needed to support their long held claims of malpractice.

Once again we seem to witness the closed ranks and the triumph of dishonesty over truth. Whilst Hobro rightly highlights the questionable actions of Wirral Council management in this sorry saga we would like to raise a particular concern about so called independent agencies who collude with such behaviour. In all of these Wirral Council whistleblowing cases a common denominator has been how external auditors have consistently failed to act in the public interest.

No wonder that ex – Cllr Jim Crabtree , the former Chair of the council’s Audit & Risk Management Committee , asked for a round of applause for Mike Thomas (Audit Commission/ Grant Thornton)  when he made his last appearance at an ARMC meeting. Mr Thomas appeared shocked at the tribute – we were appalled………

Wirral Borough Council management is now revealed to be a sordid manipulator of the truth. I write that buttressed by hard-won evidence. Evidence forced out of WBC by threat of contempt of court after a campaign of obfuscation lasting all the way back to 2011. In addition to the management being exposed, a reasonable man might well have grounds to write that the Leader of the Council either was fed lies, and turned a blind eye, or told them in full knowledge. As regards (former WBC CEO) Graham Burgess and his Regeneration team, Kevin Adderley, and the ever-present David Ball, the taped proceedings of the Special Audit and Risk Committee meeting of 8th October tars them with lying, or complicity with lies, and that extending to the Legal Officer, Surjit Tour, who in despite of his accustomed “legal” interventions, kept silence as untruths were reeled out.

Language is never exact and can be readily misused – “the devil wins us with honest trifles to betray us i’the deepest consequence” and such abuse of language, “tis the equivocation of the fiend”, has been practised by many. Bill Clinton “I did not have sex in the Whitehouse” or his “I smoked but did not inhale” are famous examples. The tone of delivery may help. After a night of the Long Knives in June 1934 where a former German Chancellor was murdered with his wife, and hundreds of others, Hermann Goering cheerily met Anglo-American Reporters with the quip “Boy, have I got news for you!” Naturally he personally had organised many of the assassinations himself and put a jovial face upon it. “There is no art to find the mind’s construction in the face”!

Why am I quoting Macbeth? Why because the play shows how small untruths may lead to monstrous acts somewhere late in the “seeds of time”. Particularly I quote Macbeth because a line spoken by the tragic hero fits this situation neatly. Macbeth says

“I am in blood steep’d in so far

That going back were as tedious as go o’er”

Surely malevolence grows steadily like a worm fed on rubbish. Let me rehearse how an Original Lie grew and grew.

Re: Allegations relating to Business Grants

Director of Finance and Deputy Chief Executive, Ian Coleman said:

“The allegations raised are being investigated by the Council’s Audit Officers. Their preliminary view, having interviewed the complainants and others, and considered all relevant documentation, is that there is no evidence that substantiates the allegations made against Council officers – at that time there was only the suggestion that (the now CEO of Wirral Chamber of Commerce) Paula Basnett was a friend of the wife of the director of Cass Coaches; this among a myriad of other allegations against claimants and advisors of wirralbiz).

“The investigation has not yet concluded however it is anticipated that the report will be finalised in the next few weeks.

“The Council’s Economic Development unit has an excellent track record for the work it does to encourage investment into Wirral, support local businesses and help people into jobs. This was recognised most recently when the team won the national LGC Award for Economic Development, which praised the innovation shown by the Council.”

BY March 2012  the decision has been taken to hide Beverley Edwards’ report and substitute it with a Dave Garry report, and stretch that report out as long as possible

July 2012      the council pays £33,000 to wirralbiz regardless of allegations as the lie must be fed

September 2012   “the report will be finalised in the next few weeks” transmutes by witchcraft “ into no report will be published as it is unfit for purpose and Mr D. Garry regardless of his failure ,will leave the authority with £46,000. But what of the 370 pages of Beverley Edwards’ report?

The LIE is swelling with falsehoods and the toll and bill is mounting both for the public and for the two whistleblowers. For the public a further £50,000 will be paid to Grant Thornton. One wonders is this simply to buy time?

October 2012     to feed the lie the Council pays a further £66,000 to wirralbiz

Early December 2012    The Grant Thornton team report both that they have completed the BIG investigation within just over a month, and that WBC is putting no pressure on them to render a report till the ISUS investigation is complete.-to buy more time?

March 2013   Grant Thornton delivers its report which is hidden from view for 16 weeks

March 2013     Press release by Cllr P Davies and again the red herring is thrown into the ocean incarnadine with a “I am pleased that I am now in a position to state clearly that the ISUS report which has now been concluded does not criticise Wirral Council or its officers” WHEREAS from the off the investigation was never directed against council officers!!

July 2013        Under pressure from a question at a full council meeting Cllr Davies agrees to release just the Executive Summary of the BIG investigation. In it are new obfuscations. Grant Thornton though investigating Lockwood Engineering ltd in its sample of six files contrives not to notice or record the phoenixing issue of BIG-funded assets moved into Harbac UK Ltd without any liquidator knowing-a very strange omission indeed. Likewise the BIG LIE battens on the equivocation that a gap of 26 months passed between the August 2010 award of BIG and the dissolution of Lockwood in September 2012. Disingenuous indeed since entry into Liquidation effectively ends the company’s trading and this was only 8 months later!

July 2013     Cllr Davies in a press release, “filled top to toe with direst cruelty” wrote

“I am also pleased to note that with the exception of one, all companies that received BIG funding are still trading – creating jobs and contributing to the local economy”

July 2014 A special audit and risk committee was abandoned in uproar as the Chairman Cllr Crabtree (displaced now and up before criminal court in January coming on an unrelated matter) attempted to close down the issues by a majority vote of Labour Councillors.) Cllr Davies approached me at the end threatening to sue me for linking him with the advisor preparing the defective BIG fund projections. Had I known of the connexions between Brendon Kenny (Corrin Kenny Ltd above) and the Adderley-P Davies coterie, or of the £810,000 deficit in New Gaming Concept Ltd , he would have been even more anxious.

8th October 2014 The reconvened special audit and risk committee is held and despite with-holding what the Chief Executive would submit, the WBC management pestered me many times for the content of my speech. I make that ten cessations of trading as both the Chief Executive and the Super Director spake and as, the two representatives from Grant Thornton , the auditors, sat silent, and as David Ball , Manager of Regeneration was equally mute, and lastly the Monitoring Officer, Surjit Tour never corrected them.

A FARCE and a waste of all the salaries and overtime paid to the notables who were present. A personal insult to myself, to James Griffiths and to the public whose money had so flippantly been  thrown away. Throughout the Monitoring Officer refused access to the list of BIG recipients even though a cursory examination of his legal database would show him that liquidated companies have absolutely no rights to confidentiality, period. Wilfully he maintained the BIG LIE and you have only to read the directions from the Information Commissioner to understand how,  improperly, Monitoring Officer offered up a series of ridiculous objections with the purpose of concealing the BIG LIE.

There will be other commentators here and on Wirral in it together. Let me record how angry I am with these pious and aloof civil servants who in reality were hiding their own incompetence and sordid lie-telling. The reader will discover the motivators to tell such lies.
