If you want to play the Wirral Council  corporate game be prepared to get down and dirty!

Last night’s Employment and Appointments Committee officially confirmed our previous reports that Wirral Council’s Head of Law / Monitoring Officer Surjit Tour is leaving Wirral Council.

There were no glowing eulogies from committee members at the announcement that Wirral Council was engaging a recruitment agency to find his replacement. Furthermore Wirral Council CEO Eric ‘Feeble’ Robinson ran through further proposals for senior management personnel changes to implement his New Operating Model – or should that be Non -Operating Model?  This included the appointment of a Director of Children’s Services on an increased salary of £115,000. This was justified with the usual excuse that we have to pay top whack to get the very best. To which we can say it hasn’t worked in the past so why will it work now? What has clearly been demonstrated by previous CEO Graham Burgess’s appointment of Super Directors which has been an abject and costly failure. And let’s not get on to Stressed Eric himself!

Of course we know that Tour was on his merry way  but curiously there was (inevitably) an exempt item on the agenda which we understand involved discussions about yet another high profile departure who has been allowed to slip the net (if you get our drift).  Suffice to say there’ll be more on that particular catch of the day at a later date.

As Surjit didn’t exit to rapturous appreciation for all he’s done for the people of Wirral we thought we’d do the decent thing and give him the eulogy he deserves.

However we’ll leave it to a clearly well placed source to provide a fitting tribute to Tour which consists of a comment from ‘ Whatever’ that is far too good to languish in our replies section. For those who may have missed it we reproduce that comment in full  below. What it demonstrates to us yet again is that Wallasey Town Hall is the absolute pits. Whilst we’ve known about the infamous ‘Sex List’ for sometime and referenced it previously it stands as the epitome of how low senior managers will go to get their man (or woman). As we commented :

So it would seem that the ‘dig the dirt’ tactic is a favourite approach of senior council officers when faced with a pesky employee who won’t play the corporate game, have served their purpose or they just want shut of. We’re wondering whether it was a trick that Norman picked it up at Wirral Council or it was part of his legacy that he left behind? We say this as we are reliably informed that two acting very senior officers at Wirral Council went digging for dirt from staff in an infamous case from 2015 .The dirt concerned allegations of sexual impropriety involving a now departed senior council officer . So far, so sordid. However, for us , what is even more sleazy is that the approach came with the  inducement that it would be beneficial to staff member’s careers if they dished the dirt. Nice work if you can get it and you can get it if you have absolutely no morals,ethics or integrity. What did we say in yesterday’s post about Wallasey Town Hall being a cesspit?

We can only hope that the next victim of the ‘Curse of Leaky Towers’ is slimy Deputy CEO David Armstrong ( and we know how upset he gets being badmouthed on social media). He can boo-hoo all the way the bank as as far as we’re concerned as in his own way, he’s absolutely everything that’s wrong with Wirral Council. In another time and another place and where the get out was ‘ I was only following orders’ he’d be a very dangerous man indeed.

I hope we can send to Mr Tour’s new employer a list of Wirral tax payers issues as the tax payers of York did with Mr Halliday.

Mr Tour’s replacement will have a long list of “things to do” which he/she should read asap –

For example perhaps, whatever happened to the letter signed by Mr Foulkes (probably written by labour policy adviser and Labour scrutiny support) sent to Mr Wilkie outlining in a way not appropriate for public office ( yet more training needs) just what Mr Foulkes et al thought about Mr Wilkies staff structure which included the promotion of none other than Ms Degg to deputy CEO ?

Indeed what happened to those 2 people (Adviser and Scrutiny) from Leeds way *  (* Hebden Bridge actually) ?- well whatever you say about Norman, he was the only one who at least tried to tackle them. Norman left and Mr Tour picks up the rotten dirty baton and title. Did Mr Tour prevent the “not in line with guidelines” payments made to one of those women – er, no and has he closed this case or as he let it drift into obscurity, a key feature of Tour is drift, drift long enough and it will be forgotten.

These 2 women were loyal supporters of Foulkes, (nothing wrong with that other than inconsequent personal opinions on bad judgement) when Mr Foulkes was told to get legal advice after his letter writing. Cllr Foulkes stood down as forever leader and up popped Mr Davies, who was told to drop the supporters or no leadership role for him. Mr Davies did as he was told for the sake of group or himself and his awaiting career of leadership.

Can’t quite remember the figure of toxic debt written off, in the high millions, these 2 women summoned the Council directors separately to go to Leeds (or wherever it is up that way) where they would “tell” the directors what their budgets were. Everyone knew it was these 2 women running WMBC for years Foulkes was the willing puppet and the Directors racking up excessive mileage claims for Wirral Tax payers to pay.

Mr Davies had to be trained in fist clenching and smoke screens, up pops Mr Field with some tale of whistleblowers and Hespe contracts (Labour group hated with a passion anyone who was perceived to work too closely with Cllr Green .. Ms Degg and Mr Green to name 2). Did Mr Tour ever write a letter to Frank Field telling him that WMBC is not his private purse to pursue his smoke screens with payments to non whistleblowers ?

So back to Ms Degg, well we have all read and heard enough about Ms Degg and what we consider to be un sound judgement on the men in her life but that is of no concern to us unless it prevented her from carrying out her paid function, whatever that was. However when it does become our business is when 2 members of staff are paid off one via the ever helpful EVR (normally given to failed directors without spine and employee jumpers) and the other a recent settlement. These 2 members of staff were hauled in by Mr Armstrong Ms Hyams and of course the ever present in the shadows “it wasn’t me” Tour, this trio on our behalf felt compelled to get to the bottom of £48k payment made to Ms Degg by one of the too many ex chief execs as an apology again on our behalf for not becoming the deputy chief exec and for the hurt feelings caused by the school ground tactics of certain Labour councillors and senior officers (including the Trio). If only they wouldn’t but again on our behalf this highly paid Trio (with the knowledge of Cllr Phil Davies) asked, no demanded to know the ins and outs of Ms Degg’s sex life, asked for rumours anything these 2 members had on Ms Degg.
Thank the lord these 2 members of staff stuck two fingers up to the bullying trio .

“list of things to do”; clearly through actions Mr Tour thought this payment made to Ms Degg (although he must of agreed it in the first place) was unlawful in some way.

The 2 well liked members of staff wouldn’t play ball and you didn’t get your own underhand way, Tour, Hyams (who really didn’t like Degg and the feeling was mutual) and Armstrong (who once was a nice bloke I hear) even though 2 of the trio pulled out the appalling and should be left for the movies, tactic ” signing the statements would / would not help their careers”

The poor person going round asking for money for Tour’s leaving present probably stopped saying “awww he’s a nice man its a shame” pdq. I don’t think it was his match made in heaven (how many grievances !!) PA who accepted her redeployment to Tour’s PA role with “I’m not working for him” but soon shut up when she realised she was onto a good thing, the amount she read and helped shred would, like her boss keep her in a job as long as she wanted it.”

We notice that the Taxpayer’s Alliance have published their annual list of the highest paid, so called, public servants . You know , the ones we pay through the nose so they can keep their noses in the trough – purely because they can speak BS and do a powerpoint presentation AT THE SAME TIME! Glory be! we need to grovel in admiration!

Who are we to disagree?

Meanwhile an exasperated Wirral Council officer shakes their head and with hands on their hips says:

“This information is published by the Taxpayers’ Alliance every year, and every year is inaccurate.

In this particular case, the salary quoted for the chief executive is wrong – and there are no council officers earning more than £300,000.”

Might we humbly suggest that the £371,848 remuneration to an ‘unknown strategic director’ best known for smoking, shagging and fighting included a £250,000 bung for him to slither off to the Wirral Chamber of Commerce?  We may be wrong, but let’s face it, we very rarely are!

It is interesting to note that at the end of the page it asks the pertinent question:

To which we at Leaky Towers can only reply : ‘Hell, yes!, where do we begin?’

For starters – Eric ‘ Feeble’ Robinson is on £178K ? – everything that is wrong with the world right there when that elusive mediocrity is on that kind of money.

As for Blott/Armstrong/Hassall – they were put on God’s green earth to be despised by us. They have succeeded. They now need to take their pensions and disappear.

We reserve judgement on Fish as apparently she had a bit of beef with Emma Degg and the former unexpectedly won. Go Clare!

Paul Satoor as Transformation Director is a new one on us. Jeezus his Department must be bigger than Dr Jekyll’s laboratory. But with the same results – full of havoc-wreaking, cash guzzling monsters like Mr Halliday, sorry Mr Hyde.

The rest of the list is a dispiriting roll call of overpaid nonentities but we were particularly drawn to the name Nicola Butterworth. Any relation to ‘Stressed Eric’ acolyte Stephen Butterworth? Or shall we just rejoice in the influx of Butterworths to Wirral that make all our lives just so much better?

Mystery Figure

One of the many curious aspects of this week’s  Jim ‘Crabby’ Crabtree conviction was the quote :  ‘You need to pay back the £19,000 bitch, or I will do what happened to that MP today’ which was addressed to Cllr Louise Reecejones and as we now know referred to the murdered MP, Jo Cox.

Never has the mention of a sum of money so troubled the minds of  Wirral Leaks and its readers since the infamous £48,000 paid to former Wirral Council head of communications, Emma Degg.

£19,000 seems to be such a random, arbitrary figure  – or is it?

Unfortunately as Crabtree pleaded guilty he was spared cross examination and so the finer details of his threat were not heard in court. Subsequently Reecejones has also failed to enlighten us on the significance of the £19,000 in her exclusive interview with the Wirral Globe :

So what are we to make of this £19,000 ? –  an amount plucked out of the air in a drunken tirade or does it refer to matters which have been under-reported ?

We have reason to believe that the crux of this particular matter harks back to a time when both Crabtree and Reecejones were suspended , facing separate allegations and under investigation by the North West Labour Party – but not by the local Labour Party .

Indeed we believe that what unfolded in this highly damaging case to the reputation of the local Labour group is due to a total absence of leadership. Also , witness the fact that despite this shameful case making the national newspapers (Daily Mirror and Daily Mail) that no prominent local Labour politician has issued a word of support for Reecejones or has been prepared to condemn Crabtree for his ‘despicable’ conduct.

However we have reason to understand that the £19,000 Crabtree referred to was not owed to him personally but was rather what he believed was owed, for some reason, to Wirral Council by Cllr Reecejones. Information we have received suggests this money was for the implementation of the special education needs and disability reforms given to Wirral Council by the Department for Education and there have been claims it was allegedly misused.

Although Reecejones was investigated , cleared of any wrongdoing and reinstated  , Crabtree was given a formal warning about his conduct which related to quite separate matters which we have covered extensively on Wirral Leaks. He subsequently failed to be selected as Labour’s ward representative for Bidston & St. James . Could this have been the cause of deep abiding resentment that let led to last June’s cataclysmic phone call ?

Meanwhile we are promised that  : “There are more newsworthy issues to yet come out about LRJ in the not too distant future. “

Perhaps then we will finally find out what the £19K is all about – just as we eventually found out that the £48K that Degg received was a result of allegedly being bullied and harassed by ex – council leader and ex – mayor Cllr Steve ‘Foulkesy’ Foulkes.

Some of the local Labour group are a lovely bunch, aren’t they?.

Do you think Frank Field was forced to eat sprouts as a child ?

We ask this as he seems to have a deep aversion to greens. First it was Wirral Council Chief Officer Dave Green ,then it was the local Green Party which brought on a funny turn and now dragging every last ounce out of the ‘Sir’ Philip Green BHS scandal Fairy Godfather Frankenfield does what he does best –  being a world class hypocrite and asking for big fines for people who – legally if not morally – have done nothing wrong.

He’s big on morality is Frankenfield – as long it’s not his own and those he’s protecting. If we didn’t dislike the ugly face of capitalism ‘Sir’ Phil  so much we’d be straight on to his solicitor Schillings with the ugly truth about what Frankenfield has been up to round here.

Lest we forget this involves St. Frank of the Foodbanks trying to get council taxpayers to stump up a bung to protect his Plug ugly* political agent Cllr George Davies (see above) and prevent an highly incriminating recording ending up in the public domain.

Here’s a thought – how about the local Labour group paying the group of complainants with the Wirralgate tapes and not the long suffering local Council Taxpayers ?

We say this as apparently the Wirralgate scandal is ‘live and sensitive’. Ironically we only know this because of a Freedom of Information request on What Do They Know. Needless to say Wirral Council have denied the release of the Nick Warren investigation report that will explain fully and without undue influence what all the fuss has been about all these years – yeah , right!

What could be the possible explanation for the ongoing delay with resolving this case?.

Here’s our guess – current Council Chief Officers Eric Robinson, Joe Blott and especially Surjit Tour and David Armstrong all must know they’ll be tainted forever if they capitulate the immoral demands of the moral crusader Frankenfield. We’ll reluctantly give former Wirral Council CEO Graham Burgess aka Burgesski his due – he wasn’t prepared to be blackmailed by Frankenfield about a £48,000 payment to his ‘special friend’ because allegedly she was bullied and harassed by the other ugly sister in this sordid scenario – Foulkesy.

WIRRALGATE! – Protecting the Defectives

This is the last instalment of our deconstruction of Patricia Thynne’s  Code of Conduct investigations.That is not to say that this will be the last you will hear about the Wirralgate scandal as our sources promise to keep spouting leaks.

This particular post concerns itself with the role of councillors. Not the specific councillors implicated in Wirralgate but the role of all councillors in protecting their own regardless of political affiliation.

It is infuriating to recount that in the light of the Independent Review published in 2012 that investigator Anna “BIG WEDGE” * Klonowski was instructed to keep any criticism of councillors out of her investigation and tried to get around this by publishing the cheerily titled ‘Refresh and Renew’ report prior to the publication of the Independent Review . This report told Wirral’s councillors , amongst other tedious procedural matters , that they’d created a ‘corrosive culture’ where the ‘abnormal was normal’.

However as a result Klonowski took her eye of her original brief which was to investigate the whistleblowing allegations of Martin Morton (and various unnamed others) . This meant that many of the issues brought to her attention have up until today neither been reported nor resolved. Consequently Wirral ‘s councillors received a metaphorical gentle slap on the wrist when what they required was a punch in the face.

And so with the abolition of Standards for  England and the introduction of the Localism Act 2011 councils were allowed to police themselves when it came to conduct issues involving elected members.

Wirral Council took full advantage of this void in accountability and almost the first thing they did after the publication of the Independent Review  was to ensure that councillors were protected no matter how many of The Seven Principles of Public Life they violated.

We think it is instructive to examine how Wirral Council’s Code of Conduct complaints procedure works in practice. Cllr Steve Foulkes  and  Cllr George Davies  were originally subject to an investigation following concerns raised as a result of rumours swirling around Wallasey Town Hall and which were ignited by Wirral Leaks . It is significant to recall Cllr Jeff Green , the so-called complainant , chose specifically not to pursue a Code of Conduct complaint. Which surely begs the question as to why not?.

However as we know Thynne’s first deeply flawed investigative report was completed on 20th June 2014 and published the following month by Wirral Council , as it was seemingly a classic  case “no  case to answer” . And that would have been that if it wasn’t for the fact that Foulkesy and Georgie Boy had lied and lied and lied to Thynne. It took an email sent to all 66 councillors in December 2104 from key witness  Martin Morton – the man who had initiated the Independent Review  – to bring the dishonesty and deceit to their attention.

However councillors just chose to simply ignore him and seemingly their own Code of Conduct too and no further investigation took place.

It wasn’t until May 2015 when former council communications czarina Emma Degg , having heard the Wirralgate tape , belatedly came forward for reasons known only to herself and confirmed Morton’s allegations.

Subsequently Thynne was appointed to revisit her original report soon thereafter . Significantly this was at the behest of  council officers and NOT councillors and as we can see Thynne handed in her second report on 6th  December 2015.

Readers may want to ask themselves why it took until 28th June 2015 before a Standards Panel considered Thynne’s findings. The answer is that councillors can delay with impunity. In Foulkesy’s case this included a right of reply (because his rights are so much more important than us mere mortals) and of course having additional time to brief his free legal representation about his misdemeanours (courtesy of the Association of Labour Councillors ).

And after all this flagrant misconduct , what happens?. Nothing much!. An undeserved apology to an opportunistic councillor who hadn’t pursued a Code of Conduct complaint in the first place!. We note ruefully that Cllr  Jeff “Kindred” Green has failed to make that apology public.

We have to ask  whether it can be right that a public servant in the course of public duties publicly violates the principles of public life and yet is allowed to make a PRIVATE apology.

We did manage to squeeze a comment from a local councillor about this abuse of power and they replied :

“The ‘sanctions’ able to be applied are limited to just a few courses of action.”

To which we replied :

“Yes and who decided that? You guys did!. Utterly feeble. Should be with police and you know it. Thankfully we know people much braver and committed to public accountability than you guys and we’ll be supporting them 100%…………” 

It is sickening to reflect that for a local authority that failed to protect vulnerable adults and now has been found to failed to adequately protect vulnerable children finds the wherewithal to protect themselves from any kind of meaningful and appropriate sanction . In this respect Wirral Council are truly Defective By Design.org

 

And that is the most damning indictment of  Wirral Council’s elected members that we could ever make.

WIRRALGATE ! – Notorious

Deggsy and Foulkesy may be notorious – but Bergman and Grant they ain’t.

Wirral Council obviously thought they could publish the Thynne 2 report and hope it would just all blow over during the silly season.

Sorry to tell you guys but you’re not getting off that easily as we intend to continue to serialise your deep and everlasting shame in gruesome detail.

Talking of gruesome – we’re talking gruesome twosomes, threesomes and foursomes on this particular post. For starters who’d’ve thought that ex-Wirral Council alumni Martin Morton and Emma Degg would ever blow from the same whistle?. Especially when the latter allegedly called the former “mad” – which let’s face it is a bit rich (pun intended) coming from someone who was “bedazzled” by Kevin “Addled” Adderley . A man who once wore a burgundy cummerbund and matching dickie to an awards ceremony where Wirral Council received a Most Improved Council award without a trace of irony or indeed fashion sense. Even enthusiastic cake guzzler Sue Perkins pointed at him as if to say : “I’m so glad I take the other bus to Hebden Bridge…..”

As we’ve previously reported it was the Morton/Degg duo , who independent of each other , instigated the Thynne 2 report. Which let’s face it has to be the most unlikely combination since snaggle-toothed halfwit Lib Dem MP Lempit Opik hooked up with a Cheeky Girl.

We note that Patricia Thynne rather ungraciously describes Morton in her increasingly looking pisspoor report as having ‘achieved a certain local notoriety as a whistleblower’. We’re sure he’d be delighted to have that glowing reference on his CV . Anyway we  would have thought that Degg aka Uggs aka Spinderella would have been a more worthy contender for the notoriety tag. Although perhaps for different reasons!. A comment which will no doubt feeds into the victim schtick that Degg is still pedalling. The report states how Degg :“knew that as a result of this further investigation she will get even more pillorying in social media but it was more important for her to tell the truth.”  Degg’s explains that “self preservation” led to her keeping schtum for well over a year before belatedly gegging in on the Wirralgate story. Oh come off it Joan of Arc shouldn’t that be “self interest”? .

Seems that Thynne was taken in by the serial eyelash flutterer and lets her off with a mild rebuke saying that Degg had showed a “rather surprising lack of political nous”  by not coming forward sooner. Now I think we’re all agreed that if there’s one thing that La Dame De Rocket Dog  did not lack and that was “political nous”.  

If Degg was really interested in telling the truth perhaps she could tell us all about the infamous £48 ,000 payment she received and whether Foulkesy had any involvement in that particular episode.

Although to be fair and credit  where it’s due , whatever Degg’s  motive was  – our guess is getting back at Foulkesy for the role he played in her demise – at least she spoke up. Unlike the cast of cowards who have either for financial gain , career advancement  or self interest preferred to play the corporate game .

Step forward :

Graham Burgess – care to tell us how Frank Field attempted to “compromise” you by “demanding” you making £48,000 payments to the people who could bring his personal empire crashing down?

Surjit Tour –  care to tell us how keen you once were to get your hands on the Wirralgate tapes for personal benefit and not the public interest?

David Armstrong –  care to tell us when acting as Chief Executive you cravenly caved in and agreed that Field could appoint his mate Nick Warren to stitch us all up into making an unjustified  payment of public money to people who just happened to press the ‘record’ button ?.

Joe Blott – care to tell us why you think co-ordinating a cover up of all the above makes you the very model of a modern public servant?

WIRRALGATE! – Double Echo

There weren’t many surprises for us in the Thynne 2 report. Except for one……

This was an astonishing revelation involving the person coyly known as Person C.

As John Brace has outed Person C on his blog as being Liverpool Echo journalist Liam Murphy it seems a bit pointless in us maintaining the masquerade, especially as his identity has been known to us for quite some time.

Although being a key witness to the sordid  Wirralgate scandal unfortunately Murphy declined to give a statement to Patricia Thynne during either of her investigations. The reason he gave was the need to keep the confidentiality of his sources. Which would be highly laudable if it wasn’t for the fact that Murphy has a rather curious notion of confidentiality!.

It would appear that Murphy was  quite happy to show Wirral Council’s then Head of Communications Emma Degg the letter that Foulkesy had filched , presumably in the hope that Murphy would run a story in the Liverpool Echo ” smearing” political rival  Cllr Jeff Green  . According to Degg  Murphy was “outraged” by Foulkesy’s  conduct . Although seemingly not outraged enough to actually make a complaint about it – it seems he’d much rather have a sly fag  and a quick bitch behind the back of Wallasey Town Hall.

Murphy was later to hear the infamous recorded conversation between Cllr George Davies and one of The Complainants and some months later then saw fit to tell Cllr Jeff Green all about it . Perhaps Murphy and Green compared notes on how “outraged” they were – especially when the latter seems to be in a permanent state of “outrage”.

However the most damning testimony that Murphy plays fast and loose with the confidentiality of his sources is the fact that at some time he made a (presumably) covert recording of the notorious Wirralgate tape. If we consider that Thynne mentioned in her 2nd report that if she had heard the recording and it confirmed what witnesses had told her then there could be criminal matters that would need investigating. So if Murphy has a recording that would indeed confirm the testimony of others when does the bogus claim of protecting the confidentiality of sources become perverting the course of justice?

Following on from our last post ” The Public and the Private” it is always a pleasure to publish the above serendipitous snapshot.As famed photographer Henri Cartier-Bresson would have it – the photographer did indeed capture a “decisive moment”.

Perhaps for this year’s advent calendar we should print it in all its tacky Technicolor glory.

However the main reason for revisiting this photograph is that we’ve received an eyewitness account of what happened in the aftermath of the historic publication of the casual rendezvous of 2 senior council officers in a public place presumably during the course of their public duties.

We’ve already heard the hysterical stories about the hissyfits and the threats to sue ( yeah – whatever) but what our eyewitness confirms to us that the council reaction made “The Most Improved Council in Britain” seem more like ” The Keystone Kops Meets the Last Days of the Roman Empire”.

Wallasey Town Hall – where slapstick meets sleazepit!.

As our eyewitness recounts :

” … thinking back a certain picture from New Brighton on Wirral Leaks caused a lot of fluster in the control room as the powers above at the time believed it was leaked from there, I was on duty when the red headed gang invaded the control room to inspect the recorded data I duly told them it was not us, but maybe the suspicion was enough at the highest level to get rid of the staff in case any other footage was caught on the 100 or so cameras?.We will never know as (the then Wirral Council CEO) Burgess ,who didn’t even know where the control room was located or duties carried out, but apparently was very keen to get rid of it also left abruptly.”

100 or so cameras?.No wonder that Control Room boss John Kenny and Community Patrol Manager Mike Collins were able to escape with pay – offs from Wirral Council. They then immediately got a contract as “Atlas Security” with Wirral Council patrolling 40 Wirral schools previously held by Community Patrol by undercutting the prices THEY THEMSELVES SET whilst working for Wirral Council!.

Meanwhile to help them on their way the Wirral Chamber of Commerce magazine prints a full page spread promoting Atlas Security patrol and its contract with 40 Wirral schools.

And oh look –  there’s another picture of photogenic Kevin “Addled” Adderley (see above) at the grand opening of Atlas Security printed in the same magazine.

Subsequently if anyone requires CCTV footage from the Wirral CCTV system who do you contact  when Wirral Council passed control over to Merseyside Police in April 2014 closing the CCTV control room and making 11 people redundant?.

Funnily enough some of the backstabbing staff deployed as control room operators have now titled themselves Central Control Room Officers.Excuse us but wasn’t that role made redundant ?
To cap it off a recent Freedom of Information asked if the redeployed officers were carrying out over 70% of the previous employees duties.The request was met with a very firm rebuttal .Excuse us again but why are the opportunistic Quislings paid at the same grade as the staff that Wirral Council made redundant?.

Could it be the staff they made redundant knew too much of what was on those 100 or so cameras and the amateur hour snoopers with delusions of grandeur they appointed in their place are much safer bet ?.

Dearly Departed

It is curious to think that it is nearly a year ago to the day that Wirral Council Chief Executive Graham Burgess (aka Comrade Burgesski) announced his “retirement”.

It is curiouser still that in his wake the other two most powerful and influential Wirral Council officers during his tenure have now departed – and dearly!.

As Wirral Leaks readers will know the Burgess-Adderley-Degg triumvirate is now very much dead in the Wirral Waters and we are now in a position to ask the inevitable questions.Firstly as to whether their departures were in any way connected and secondly how much did it cost Wirral council taxpayers? .

We firmly believe the answer to the first question is a a big fat YES.

Secondly we calculate the cost of the corporate failure of acceding to their leaving presents as being a cool HALF A MILLION POUNDS.

Yes , £500,000 ! – most of which was needless expenditure as these 3 amigos did not “retire”,they were not made “redundant” and this was not a “management saving”. No doubt they will be euphemistically described as “other departures”  in Wirral Council’s “Statement of Accounts”(see below).

So you may ask yourself – how did his Lordship work it out at half a million?.

Well working our way back in reverse order we reported last week Kevin “Addled” Adderley smashed through the £250K barrier – making it the largest exit package that Wirral Council have yet (publicly) made.

Of course the public were chucked out of the Employment & Appointments Committee where the exit package was agreed.This decision to this matter an exempt item was made by council legal bod Surjit Tour “with regard to all the circumstances” of the case.A phrase which is guaranteed to set the alarm bells ringing.

Then it was in July of this year and only thanks to a magnificently public spirited Wirral Council leaker we found out that council spin queen Emma Degg had left.We also found out that in addition to her mysterious £48,000 payment details of which were also leaked in October 2013 she had also received another £100K or thereabouts (and a further £27K in tax and NI costs picked up by the council) .Although as far as we can tell this little arrangement wasn’t subject to any form of scrutiny or approval – public or otherwise.

Which finally brings us to the Great White Shark himself –  Graham Burgess – who retired from Wirral Council on December 31st 2014.

After taking advantage of the fact that in 2012 Wirral Council were so desperate for a new figurehead that it was with indecent haste that council leader Power Boy Pip Davies converted Burgess’s temporary contract into a permanent one.When after 2 years of a reign characterised by relentless self promotion , spin , costly town hall refurbishments , foreign jaunts and curious local hospitality arrangements it all inevitably became a bit “messy” .However with a permanent contract he was in a better position to negotiate some “encouragement” for him to depart.

Although long rumoured that he was paid off we think we have identified that he was actually paid £129,000 to leave Wirral Council.Burgess seems to have been paid this even though he was boasting that he had a lucrative new gig as Chief Executive at Torus Housing before he’d even left.

Of course it has never been officially confirmed that he received  £129,000 worth of “encouragement” to leave Wirral Council – because the little people that are council tax payers may stump up the bill but are never allowed to know about such arrangements.

However hidden in plain sight in last week’s Audit & Risk Management Committee was the Statement of Accounts 2014/15 and on page 104 are details of  “exit package” costs.The one departure that particularly took our eye was the sole person who was the beneficiary of a £129,000 payment.This can be seen listed in the table below in the cost band £100,001 – £150,000.

So here we think we can finally reveal the details of Burgess’s bung as we cannot identify anyone else who left Wirral Council during this time who would attract an exit package involving such a significant sum. Of course Wirral Council or Burgess himself (as we know he’s a keen follower of this blog) are welcome to deny this assumption on our part.

However when deals are done in secret and Wirral Council ignores government guidelines and indeed their own procedures when it comes to severance arrangements , rumour and speculation will thrive and (thankfully for us) leaks are inevitable.

A mystified source – who we’d like to thank for bringing this matter to our attention – is right to ask the pertinent question : “Mr Burgess work was extended and made permanent due to a decision of the Council Leader.For some reason Mr Burgess decided to go and became entitled to this?”

In answer to their question all we can say is that we don’t think Burgess had much choice but to go but they’re absolutely right  – why did council taxpayers have to stump up a six figure golden handshake?.

Or indeed pay for the Friday nights in Mere Brook House?……..

It’s a first on Wirral Leaks as we publish a media release in full .The particular motivation for doing so was primarily because we were amused by the Freudian slip punchline in this Conservative Party missive which we received today.

As we reported last week  Martin Lipsync ,sorry Liptrot  has been appointed in a completely politically neutral capacity (yeah right !) as Wirral Council’s public relations and reputation management guru.

Oh and we understand that what we previously described as his “audition ” for the role was in fact devising the council’s 20/20 Vision plan.

Which always struck us as typical Wirral Council arse about face planning by which we mean some consultant who’s never worked for the council before thinks up 20 pledges off the top of his head and the poor saps who work for the council then have to go away and make their departmental plans meet the pledges.

However what caused the wry amusement at Leaky Towers was that although the media statement lists Martin Lemsip’s sorry Liptrot’ s  salary at £45,737 by the final line the figure is quoted as £48,000 .

Ah! it’s that magical figure of £48,000 again which was so closely associated with Martin Tiptop , sorry Liptrot’s predecessor Emma Degg .

We just hope he doesn’t follow his predecessors Rocket Dog/Ugg footsteps too closely…..as frankly that doesn’t bear thinking about!.

However we’re getting a serious case of deja vu here – as with the appointment of former Wirral Council CEO Graham Burgess it seems that council leader Power Boy Pip is so desperate for someone to get the council (and particularly the Labour group) out of a hole of it’s own making that he’ll give in to demands and provide inducements.Is the lavish refurbishment and extension of Liptrot’s office at a time when everyone else in the council is being asked to cut their coat according to their cloth really sending out the right message?.

And anyway why does his office need an extension anyway ?  – to accommodate his ego?.

Seems to us that Martin Tiptop ,sorry Liptrot is , by hobnobbing in the room next to the council leader , shaping up to be a low rent (but high cost) Wirral Council version of notorious Labour spinmeister Alastair Campbell.

Council Leader’s Pal gets office extension paid for by Council Taxpayers

Following the recent revelation that Labour campaigner Martin Liptrot has been recruited to ‘provide in-depth support to the Leader of Wirral Council’ on £45,737 information has come to light that Taxpayers are about to fund an office extension to accommodate him.

It would appear that the room Mr. Liptrot has been using for over 6 months, while campaigning for the Labour Group, is no longer big enough now he has come onto the Council’s payroll. The work is scheduled to commence on Tuesday 13th October as not to disturb the Council meeting scheduled for 12th October.

Town Hall officials claim there is no other suitable accommodation within the Wallasey complex and the work is being undertaken at the request of the Leader, Councillor Phil Davies.Cllr. Green said: “This really does take the biscuit! I’ve been told this is a 12 month appointment  so I’ve taken a walk around Wallasey Town Hall today and found two suitable empty offices on the ground floor and in excess of 10 ‘hot desks’. Why is this unnecessary work taking place? Just so Martin Liptrot can be in bigger room next to the Leader of the Council.

He continued: “I urge everyone to remember the next time Councillor Davies blames the Government for austerity and cuts in services he found £48,000 to accommodate a political ally.”
