As we exclusively revealed in February (2016) Wirral Council Super – Duper Director Joe Blott is about to escape. Most appropriately the article featured a ticking clock as we can only imagine that Blott must be counting the seconds until his exit as he knows all too well that the proverbial is about to hit the fan. OK it’s been two years but it seems that it’s finally time to say : so farewell then Joe Blott – the last of the infamous Super Duper Directors appointed by failed Wirral Council CEO Graham ‘Burgesski’ Burgess.  Although you won’t be surprised to hear that Blott’s £390K bung is identified in the topsy-turvy world of Wirral Council as a ‘saving’.

To which we can only say  – “Oh it’s a saving all right – but of who’s skin?” because as we anticipated the proverbial may be FINALLY about to hit the fan!

Following on from the departure of previous failed Super Duper Directors Kevin ‘ Addled’ Adderley and Clare ‘Wet’ Fish we have to ask ourselves what did we get for our money?  Er ,not a lot ! From what we can gather Adderley was utterly appalling on every level except when it came to a left hook, Fish flailed around in shallow waters and laid the foundation for the inadequate rating of Children’s Services by Ofsted and as for Blott , well , Joe seems to have avoided blotting his copybook by being the chief co-ordinator of Wirral Council cover ups. But is that what we pay public servants to do? Are they there to serve us or their political paymasters?

Blott will forever be known by us for his infamous quote: ” No comment”  – Sorry  but you said it Joe and then lied about it to investigator Patricia Thynne and what’s more the ‘Wirralgate’ complainants have (yet another) recording to prove it !

He will also be known by the repeated use of the phrases : ” I can’t recall” and ” I have no recollection”  – which proves either  a)  a pre-requisite of a senior manager at Wirral Council is selective amnesia or b) Blott has early onset dementia

Nevertheless and needless to say we predict that with his connections and the favours he’s dealt Blott will find a nice little niche somewhere after his long anticipated but hastily arranged departure. Courted and feted : McCourt enters ‘The Inner Ring’

And so after a previous meeting behind closed doors of the Employment and Appointments Committee it would appear that full Council on Monday 19th March will rubber stamp the permanent appointment of current interim Assistant Director : Law and Governance Philip McCourt to the new post of Director – Governance & Assurance (Monitoring Officer)

We have to doff our coronet to McCourt on this one. He sat back as Wirral Council struggled to appoint to this poisoned chalice of a post and watched gimlet-eyed as they had to bump up the pay (funny how there’s always money to be found for the upper echelons of local government isn’t it?) and upgrade the post from Assistant Director to Director enabling McCourt to sit at the top table of council chief officers. And from what we understand there was none of that tiresome psychometric testing or bothersome interview process for such a high profile post. Oh no it was a shoo-in for fêted Phil.

Canny McCourt has cleverly manoeuvred himself into a strong position by getting the lowdown – and boy do we mean lowdown – on Wirral Council. This was not only on the job – when he could fit Wirral Council business in around his other consultancy commitments that is. Checking out his LinkedIn profile this included not only work for solicitors Weightmans LLP , where no doubt he would have encountered former Wirral Council legal alumni Morris Hill and Simon Goacher, but also during a stint at Bristol City Council in 2016 where he would have compared cheques with Anna Klonowski – author of damning Independent Review and Corporate Governance reports about his latest employer. The man who took over from McCourt at Milton Keynes Council in May 2013 was a Stephen Gerrard (no, not that one) . Coincidentally enough Gerrard was Interim Head of Legal and Member Services at Wirral Council October 2012 -May 2013 during the then permanent head, Bill Norman’s suspension (Norman later went on to become involved in all kinds of shenanigans at Hereford and Cheshire East councils) . Gerrard also left somewhat hastily , whether it was because he and his deputy Surjit Tour were not the best of buddies we can only speculate. However ,as we know, Tour was later to make the most of an unguarded (and racist) comment from Deputy Leader of Wirral Council Cllr George Davies and astonishingly ascend to the top legal job at Wirral Council before escaping back to Sandwell Council. We don’t know about you but this local government merry go round makes us dizzy (and slightly nauseous).

Whether McCourt will prove to be as controversial appointment as Norman and Tour only time will tell but we do know he’s inherited some very thorny legal issues and knowing his political paymasters as we do there will no doubt be more to come. As ever the real test for a head of law at Wirral Council will be how they reconcile protecting powerful politicians with protecting the public purse and the public interest. We shall be particularly interested to see whether McCourt follows the path of least resistance trodden by his predecessors and favours the former over the latter.

 

WUTH – Carr Crash OUT, Sir Diddy IN

Here follows a further couple of more usual leaks from Wirral University Teaching Hospital (aka Arrowe Park & Clatterbridge hospitals) following yesterday’s report of the big water leak at APH:

I thought you would be interested in the fact that Michael Carr has resigned this week as Chairman of Wirral University Hospital NHS Foundation Trust.It is likely that NHS Improvement advised him to stand down, following the resignation of David Allison, CEO.The Trust can only benefit from the replacement of both.

It comes as no surprise that Michael Carr the chair of WUTH hospital has ‘quit’ after a leaked report exposed widespread bullying at APH.

This leaked report highlighted claims of “totally unacceptable” behaviour, evidence of “tribal divisions” and junior staff “set up to fail”. As we’ve previously reported regulator NHS Improvement is investigating “cultural, behavioural and governance issues” at WUTH .Of course this is all very familiar to Wirral Leaks readers as another source tells us :

Advent Farewell 22 : WUTH – less this Christmas

So what does come as a surprise is that the appalling NHS Improvement – the expression ‘physician heal thyself’ comes to mind – has appointed another notorious bully ‘Sir’ Diddy David Henshaw as the interim chair!

Or perhaps it shouldn’t come as a surprise – have you noticed how the likes of Sir Diddy always find another  highly remunerated ride on the public sector merry go round after they’ve ‘retired’ with a bumper cheque ? Sir Diddy has previously ‘served’ as CEO of Liverpool and Knowsley Councils and left a trail of controversy in his wake.

One of the glowing eulogies comes from current Merseyside Police and Crime Commissioner Jane Kennedy : “A man in whom I have no confidence and for whom I have no respect” – and that’s one of the kinder comments.

Inevitably late to the part comes along Frank Field ,wading in where he’s not wanted. Frankenfield wants to “ensure commissioners are sent in both to protect those staff providing an excellent service and with the instructions to root out the thugs and the bullies” : NHS Thugs

The hypocrisy on display here – even for Frankenfield – is absolutely staggering. This is the man who was instrumental in PREVENTING commissioners being sent in to Wirral Council in 2012 when a widespread and corrosive bullying culture was exposed. No consideration of the need to protect council staff or attempts to root out the thugs and bullies then was there ? Could it have been that Frankenfield  knew that some of the most prominent  ‘thugs’ and ‘bullies’ were in the local Labour group -and are still in positions of power?

Is it any wonder the inglorious legacy of this duplicity is that we now discover mental health sick days among Wirral Council staff is at an  eight year high. An ‘Absence Management’ report to be discussed at next weeks Employment and Appointments Committee states:

“A range of initiatives including a focus on mental health support are in place.These activities include targeted approaches for specific areas and universal programmes for all staff with an ethos to support all employees across the organisation.Monitoring and oversight has been further developed to ensure accountability at all organisational levels is in place.”

As you can tell from this anodyne management speak Wirral Council remains in denial it has a bullying culture. Until it does – it will remain a sick organisation.  Wirral University Teaching Hospital bosses and regulators take heed.

A senior Wirral Councillor writes :

I have been reading your recent postings with considerable interest.Your commentary on ‘life’ at the Town Hall has always been useful both as a background and a signpost, often well informed.You must have had well placed sources. I hope your successor rises to the occasion. I hope that your move to sunnier climes provides you with the retirement living you have looked forward to.

His Lordship replies :

Just to let you know we’re as probing of our sources as we are of our subjects. Unfortunately we have so many more stories that we haven’t published because our sources get frightened or they want to use us for personal grievances. We’d rather not know. The shame of it is though – we didn’t make a blind bit of difference,did we?

We shall observe local developments from afar and hope that the people of Wirral realise they deserve better representation. 

It’s rather endearing that Wirral Council have blocked us from accessing their website as if it was our main source of information . Bless! Of course our sources were always well placed and often surprisingly well placed to the throne of lies.

However we have to say we think the heady days of whistleblowing are about to become a distant memory. And that’s not to say that Wirral Council have changed their ways – it’s just that potential whistleblowers have learned the lessons from history and now seem either want to simply keep schtum, use what they know as an opportunity for career advancement /financial gain or to armourplate their arse against potential retribution. The public interest doesn’t come into it !

But who can blame them ?  Whereas we can provide a long list of the dishonest,the incompetent and corrupt who went on to be Chief Executives,Directors, Trustees elsewhere we can’t find one example of a Wirral Council whistleblower who’s career and livelihood wasn’t destroyed.

Will scandals such as the financial abuse of disabled people, Wirral Council doing business with an Organised Crime Group, the illegal 4 week delay in care packages in the Department of Adult Social Services , the illegal implementation of the Discretionary Housing Benefit scheme , Misconduct in Public Office,the sexual indiscretions of senior management , the misuse and abuse of grant monies , theft, fraud,racism, gross mismanagement and waste of public money etc; etc; ever see the light of day again?

Let’s consider a couple of examples – firstly the Wirralgate complainants. They have been called many things but ‘whistleblowers’ they ain’t. We were always being told by others that they’d send us their tawdry tapes. They never did – as they knew we’d publish in the public interest in a heartbeat. They’re quite happy for Liverpool Echo and Wirral Globe to have the incriminating recording as they know that they’d never publish the contents in a million years. And what’s more it makes a great bargaining tool doesn’t it?

Which brings us to the latest incarnation of a Wirral Council ‘whistleblower’. This time it’s someone emanating from the department with perhaps knows the most about Wirral Council’s wicked ways  – the Department of Legal Services.

We understand that a solicitor in this department has suddenly remembered her Solicitor’s Regulation Authority (SRA) Code of Conduct and has cried she can’t go along with the cover ups anymore , dropped out of a highly contentious case and engaged a solicitor of her very own to make sure she doesn’t suffer any detriment for doing so . Is it any wonder Wirral Council can’t recruit a new head for this department following the departure of the utterly appalling Surjit Tour who succeeded the absolutely appalling Bill Norman and have had to resort to what they call a ‘market supplement’ and what we’d call a ‘hush money premium’ to recruit an Assistant Director – Law and Governance?

The Employment and Appointments Committee held on 18 December 2017 were asked to consider the following :

In June 2017, Employment and Appointments Committee agreed to proceed
with recruitment of Assistant Director Law and Governance. This is currently an
Assistant Director/Director 2 post with a salary range (£79,259 – £92,854)
The Council advertised this post in August 2017 but did not appoint at this time.
As set out in the 27 June 2017 report this remains a competitive market across
the Country. This is a statutory post and a critical role within the Senior
Leadership Team. It is therefore proposed to re-advertise at Director 2 level with a market supplement of up to 5% for the right candidate (£83,568-– £92,854(+5%)

We’re sure we all know what they mean by ‘ the right candidate’  to take this poisoned chalice don’t we boys and girls? The sad fact is that they’ll undoubtedly find someone!

But to finish on a more optimistic note here’s to all the leakers, whistleblowers , mavericks, outsiders, truth tellers, truth seekers and good people of Wirral . May 2018 be our year!

You may remember a recent post about a Wirral Council  Employment and Appointments Committee held on June 28th where we referenced a particular agenda item and commented  : Curiously there was (inevitably) an exempt item on the agenda which we understand involved discussions about yet another high profile departure who has been allowed to slip the net (if you get our drift). Suffice to say there’ll be more on that particular catch of the day at a later date.   

Comings and Goings

As we alluded to last week we can now confirm it’s farewell then to cartoon character Dolly Pond lookalike and Wirral Council Super-Duper Director Clare Fish.

We’ll miss her. Mainly because of the endless punning opportunities this overpaid failure provided – wet fish, fish out of water , out of her depth etc; It really was like shooting Fish in a barrel.

It always struck us that Clare was content to be a small fish in a stagnant pond and suddenly found herself swimming with sharks who were either screwing each other or screwing each other over.

Inevitably she found herself to be yet another Wirral council senior officer responsible for social care who has been thrown overboard having netted a big fat cheque – think Miller, Webb, Noone, Fowler ,Hassall . Meanwhile  the overseer of a series of failures, Cllr Moira McLaughlin, sails serenely on like an ocean going tanker full of toxic waste.

In this particular case Fish netted £105,000 . Wirral Council will have you believe with some financial jiggerypokery that they didn’t splash out another six figure sum to reward failure – but they did. It’s what they do, because they don’t know any other way. We say try sacking people or let them resign – that’s how it works in the business world that Wirral Council seem so determined to replicate.

However the most curious aspect of this hasty departure , and a demonstration of Wirral Council’s usual commitment to openness,transparency and accountability is the fact that having applied an exemption, thus excluding press and public from the Employment and Appointments Committee where the pay-off was discussed, they then had to refer the matter for approval at last night’s full Council meeting as Ms Fish swam through the magic six figure mark meaning it needed to be agreed by elected members.

Outgoing Head of Law Surjit Tour seems to have forgotten to tell Wirral Council CEO Eric ‘Feeble’ Robinson how this council business works as Stressed Eric merrily revealed in his ExecView  internal newsletter ( which is a bit like Wirral View but without soup recipes and pictures of smiling tots)  that Fish had already slipped through the net .

As you can see ExecView  was dated July 4th and the CEO revealed that Fish had already left the previous week ! So what was the point of even bringing the matter to the Council meeting to agree Fish’s leaving terms ? None whatsoever! But it appears the pond life who are our local elected representatives get along swimmingly and don’t like to make too many ripples when it comes to spending our money on rewarding failure!

If you want to play the Wirral Council  corporate game be prepared to get down and dirty!

Last night’s Employment and Appointments Committee officially confirmed our previous reports that Wirral Council’s Head of Law / Monitoring Officer Surjit Tour is leaving Wirral Council.

There were no glowing eulogies from committee members at the announcement that Wirral Council was engaging a recruitment agency to find his replacement. Furthermore Wirral Council CEO Eric ‘Feeble’ Robinson ran through further proposals for senior management personnel changes to implement his New Operating Model – or should that be Non -Operating Model?  This included the appointment of a Director of Children’s Services on an increased salary of £115,000. This was justified with the usual excuse that we have to pay top whack to get the very best. To which we can say it hasn’t worked in the past so why will it work now? What has clearly been demonstrated by previous CEO Graham Burgess’s appointment of Super Directors which has been an abject and costly failure. And let’s not get on to Stressed Eric himself!

As Surjit didn’t exit to rapturous appreciation for all he’s done for the people of Wirral we thought we’d do the decent thing and give him the eulogy he deserves.

However we’ll leave it to a clearly well placed source to provide a fitting tribute to Tour which consists of a comment from ‘ Whatever’ that is far too good to languish in our replies section. For those who may have missed it we reproduce that comment in full  below. What it demonstrates to us yet again is that Wallasey Town Hall is the absolute pits. Whilst we’ve known about the infamous ‘Sex List’ for sometime and referenced it previously it stands as the epitome of how low senior managers will go to get their man (or woman). As we commented :

So it would seem that the ‘dig the dirt’ tactic is a favourite approach of senior council officers when faced with a pesky employee who won’t play the corporate game, have served their purpose or they just want shut of. We’re wondering whether it was a trick that Norman picked it up at Wirral Council or it was part of his legacy that he left behind? We say this as we are reliably informed that two acting very senior officers at Wirral Council went digging for dirt from staff in an infamous case from 2015 .The dirt concerned allegations of sexual impropriety involving a now departed senior council officer . So far, so sordid. However, for us , what is even more sleazy is that the approach came with the  inducement that it would be beneficial to staff member’s careers if they dished the dirt. Nice work if you can get it and you can get it if you have absolutely no morals,ethics or integrity. What did we say in yesterday’s post about Wallasey Town Hall being a cesspit?

We can only hope that the next victim of the ‘Curse of Leaky Towers’ is slimy Deputy CEO David Armstrong ( and we know how upset he gets being badmouthed on social media). He can boo-hoo all the way the bank as as far as we’re concerned as in his own way, he’s absolutely everything that’s wrong with Wirral Council. In another time and another place and where the get out was ‘ I was only following orders’ he’d be a very dangerous man indeed.

Meanwhile courtesy of ‘Whatever’ here’s ‘Surjit’s Eulogy’ :

I hope we can send to Mr Tour’s new employer a list of Wirral tax payers issues as the tax payers of York did with Mr Halliday.

Mr Tour’s replacement will have a long list of “things to do” which he/she should read asap –

For example perhaps, whatever happened to the letter signed by Mr Foulkes (probably written by labour policy adviser and Labour scrutiny support) sent to Mr Wilkie outlining in a way not appropriate for public office ( yet more training needs) just what Mr Foulkes et al thought about Mr Wilkies staff structure which included the promotion of none other than Ms Degg to deputy CEO ?

Indeed what happened to those 2 people (Adviser and Scrutiny) from Leeds way *  (* Hebden Bridge actually) ?- well whatever you say about Norman, he was the only one who at least tried to tackle them. Norman left and Mr Tour picks up the rotten dirty baton and title. Did Mr Tour prevent the “not in line with guidelines” payments made to one of those women – er, no and has he closed this case or as he let it drift into obscurity, a key feature of Tour is drift, drift long enough and it will be forgotten.

These 2 women were loyal supporters of Foulkes, (nothing wrong with that other than inconsequent personal opinions on bad judgement) when Mr Foulkes was told to get legal advice after his letter writing. Cllr Foulkes stood down as forever leader and up popped Mr Davies, who was told to drop the supporters or no leadership role for him. Mr Davies did as he was told for the sake of group or himself and his awaiting career of leadership.

Can’t quite remember the figure of toxic debt written off, in the high millions, these 2 women summoned the Council directors separately to go to Leeds (or wherever it is up that way) where they would “tell” the directors what their budgets were. Everyone knew it was these 2 women running WMBC for years Foulkes was the willing puppet and the Directors racking up excessive mileage claims for Wirral Tax payers to pay.

Mr Davies had to be trained in fist clenching and smoke screens, up pops Mr Field with some tale of whistleblowers and Hespe contracts (Labour group hated with a passion anyone who was perceived to work too closely with Cllr Green .. Ms Degg and Mr Green to name 2). Did Mr Tour ever write a letter to Frank Field telling him that WMBC is not his private purse to pursue his smoke screens with payments to non whistleblowers ?

So back to Ms Degg, well we have all read and heard enough about Ms Degg and what we consider to be un sound judgement on the men in her life but that is of no concern to us unless it prevented her from carrying out her paid function, whatever that was. However when it does become our business is when 2 members of staff are paid off one via the ever helpful EVR (normally given to failed directors without spine and employee jumpers) and the other a recent settlement. These 2 members of staff were hauled in by Mr Armstrong Ms Hyams and of course the ever present in the shadows “it wasn’t me” Tour, this trio on our behalf felt compelled to get to the bottom of £48k payment made to Ms Degg by one of the too many ex chief execs as an apology again on our behalf for not becoming the deputy chief exec and for the hurt feelings caused by the school ground tactics of certain Labour councillors and senior officers (including the Trio). If only they wouldn’t but again on our behalf this highly paid Trio (with the knowledge of Cllr Phil Davies) asked, no demanded to know the ins and outs of Ms Degg’s sex life, asked for rumours anything these 2 members had on Ms Degg.
Thank the lord these 2 members of staff stuck two fingers up to the bullying trio .

“list of things to do”; clearly through actions Mr Tour thought this payment made to Ms Degg (although he must of agreed it in the first place) was unlawful in some way.

The 2 well liked members of staff wouldn’t play ball and you didn’t get your own underhand way, Tour, Hyams (who really didn’t like Degg and the feeling was mutual) and Armstrong (who once was a nice bloke I hear) even though 2 of the trio pulled out the appalling and should be left for the movies, tactic ” signing the statements would / would not help their careers”

The poor person going round asking for money for Tour’s leaving present probably stopped saying “awww he’s a nice man its a shame” pdq. I don’t think it was his match made in heaven (how many grievances !!) PA who accepted her redeployment to Tour’s PA role with “I’m not working for him” but soon shut up when she realised she was onto a good thing, the amount she read and helped shred would, like her boss keep her in a job as long as she wanted it.”

 

Wirral’s Next Top Model

We’ve only just caught up with Monday’s Wirral Council Employment & Appointments Committee after giving you the heads up last week that Head of Housing  Ian Platt’s tidy retirement package was being discussed.

Needless to say nothing to report on that score as prolific film-maker John Brace was politely asked to leave before that golden handshake was signed off.

However we were treated to a rare speaking engagement by reclusive CEO Eric “Feeble” Robinson who introduced his “New Operating Model” to replace his predecessor Graham Burgess’s “Non Operating Model”. We say this as there seemed to be an acknowledgement that Burgess’s appointment of so-called Super Directors was an expensive and wasteful extra tier of management . Council “leader” Phil “Power Boy Pip” Davies seemed keen to draw a line under Burgess’s embarrassing tenure by declaring forlornly ” we are where we are” whilst repeatedly using his Deputy Ann McLachlan ‘s catchphrase ” going forward”. No wonder she sat virtually mute for the entire meeting – the one trick pony had lost her trick.

Meanwhile Stressed Eric was proving his charisma by-pass operation had been a complete success as he appeared to be playing a game of  buzzword bingo on Mogadon. We think the term “Strategic Hub” says it all.

What was dispiriting for us to observe was the way that the lurch towards a business model which prioritises putting public services into the hands of private companies was so enthusiastically received by one and all despite the fact that Wirral Council is NOT a business.

Just a thought : how about employing managers who are truly committed to public service and not to their over-inflated paypackets?.

Whilst Stressed Eric briefly mentioned the C word – “culture”  that is – he swiftly moved on to more  familiar territory and concentrated on far less problematic areas such as “structures” and “processes”.

There were a few other interesting observations to make along the way such as Department of Adult Social Services Director Graham Hobgoblinson bagging himself an  Assistant Director – as let’s face it he needs all the help he can get  despite , with the impending closure of Girtrell Court  , finally getting rid of all in-house services. Let’s hope he has better success than with previous DASS Assistant Directors!

We also noted that  Joe Blott’s exit strategy has been put on hold and he will now be slotted in to the “New Operating Model” structure despite questions being asked about his “skill set” ( I think we can read between the lines what is meant by that can’t we?) . Of course Councillors must now be aware that Blott is calling the shots as he’s recently joined the Surjit Tour Job For Life Club. It must be the aspiration of every Wirral Council senior manager to wheedle your way into a position of power by means of your knowledge – which is less about knowledge of how to do you job and more about knowing where the bodies are buried……….

Next week’s Wirral Council Employment & Appointments Committee sees the latest money haemorrhaging merry go round known as a senior management restructure.

Can we advise that Chief Executive Eric ” Feeble” Robinson just keeps his head down and do as he’s told as history tells us that having a strong view on a particular appointment contributed to the departure of two previous CEOs (Wilkie and Burgess) and led to that notorious £48,000 pay-off which eventually set in motion a further series of spectacular bungs.

We understand that the latest recipient of Wirral Council largesse is Head of Housing and Community Safety Ian Platt who is heading off into the sunset.

Of course  we’re not allowed to know how much this golden handshake costs us before the meeting is held and we suspect it’ll be the usual arm-wrestle before the council are forced to disclose it.

However we’re led to believe the package is worth £225,000!. Which should be enough to keep Platty in pies well into what we hope is a long and happy retirement.

I suppose we should be grateful at least that , as far as we know,  this package is not linked to misconduct ,malpractice or motivated by political expedience.

As for other matters being discussed  at the Committee we note that Head of Law and Monitoring Officer Surjit Tour is in line for a pay rise. No doubt ‘for services rendered’ and which might we suggest are not always in the public interest!.
