The Cupboard is Bare – The truth behind ‘Feeding Birkenhead’

Concerned Wirral Leaks readers have been in touch asking us whether we know anything about how Birkenhead MP Frank Field ended up with a cast on his arm.As you can see from the above publicity shot taken at a community cafe and citizen’s supermarket in the Pyramids shopping centre. This picture which has been seen all over the shop including what we understand to be Frankenfield’s first of soon to be many appearances in the glossy and vacuous Wirral Life magazine. One of the queries we received from someone who saw the picture asked : “What happened to Onan the Librarian?”

Last month the Tory’s ex- Brexit Czar David Davis presciently poked fun at Frankenfield’s arm prior to a crucial Brexit vote and quipped   ‘Hope it wasn’t the whips’

Which after this week’s Exclusive : Will Frank Field have the Labour Whip withdrawn?  story may not be so far from the truth. This exclusive has since gone national after being picked up by the Huffington Post in their Labour Members Move To Suspend Brexiteer MP Frank Field For Backing Tories post.

Now thanks to correspondence (see below) from another Tory MP, Esther McVey, we can reveal that Frankenfield has broken his arm. We will make no comment on other people’s misfortune. We just wish that the Birkenhead MP would do the same. As you can read he continues to make emotive references to particularly sad cases in his letter – which let’s face it will be totally wasted on McVey ,who as you can also read, is as policy driven as Field is publicity driven. Although ,as we’ve reported before, McVey is herself no stranger to exploiting others plight for political gain. But then again why should we expect political animals to fight their nature?

However back to our picture at the top which shows Frankenfield  and a.n.other. The woman on the left next to the man on the right (!)  is not even credited in the Wirral Life story as this is strictly The Frank Field Show. But is everything as it seems  ? A source writes to tell us that :

Feeding Birkenhead Social Supermarket that is due to open in Birkenhead has been donated £100 thousand pounds from Cammell Laird and also Labour too – complete with the re fit. No argument from me that more Social Supermarkets are opening BUT it is not open to all…  only 100 people who have been “picked” from Magenta housing will be able to shop there for 6 months…

What’s more (and we’re going to bang on about this  ’til we’re red in the face) is Feeding Birkenhead and this enterprise in particular is funded by WIRRAL COUNCIL or should I say WIRRAL COUNCIL TAX PAYERS and Magenta Living to the tune of £80,000.  The minutes of the Birkenhead Constituency Committee from January 2016 read :

Once established, the Task and Finish Group was also requested to consider a request from the Chair for £80,000 of Your Wirral funding to be used as a block grant towards a new Community Shop in the Pyramids Shopping Centre and should this request be agreed to, a formal request from the Committee be made to Magenta Living.At this point Councillor S Foulkes declared a Personal Interest by virtue of his being a Board Member of Magenta Living. I’m sure you can all see how this works and we don’t need to repeat our concerns about the Magenta Living connections. But it all perpetuates the myth that ‘Feeding Birkenhead’  is a Frank Field and the local Labour Party production. Whilst the Birkenhead MP has been the driving force behind the initiative it would not have happened without public money. ‘Your Wirral’describes itself thus :

Your Wirral is a fund administered by Wirral Council and Wirral Partnership Homes (now Magenta Living)  which offers grants of up to £2,500 for community or voluntary groups right across Wirral to fund one-off projects or events.

Which leads us to wonder where the £80,000 for the Feeding Birkenhead  Social Supermarket came from? Is it any wonder that the Wirral Council website reads :

Your Wirral was a community grants programme and a joint initiative between Magenta Living and the council. Your Wirral has now ended in Wirral West, Wirral South and Wallasey constituencies. The Wirral-wide programme, for projects that affected two or more constituencies has also ended.

The Birkenhead Your Wirral fund is currently closed for applications.

So it would appear to be the case that for any other community or voluntary groups seeking grants on Wirral that unless you’re part of ‘Feeding Birkenhead’ the cupboard is bare – and much like the ‘citizen’s supermarket ‘ public money is for the few and not the many!

The local branch of the DONHS have throughout the year provided us with information about future plans for the NHS  and particularly about Sustainability and Transformation Plans (STP) that should concern us all  , especially as Wirral Council are a key strategic player via the Clinical Commissioning Group.

If only for the chant ” Labour Council listen to the people”. Our advice to them after  7 years of banging our head against a brick wall is that they won’t so you’ll  have to make them ! The only way they will be forced to listen is at your local constituency party meetings and in the run up to the local elections this May.  After that it’ll be the same old,same old – personal interest and political ambition taking precedence over the public interest. Don’t say we didn’t tell you!

How Wirral Labour reconciled this campaign with proposals and developments for assaults on the Green Belt at Saughall Massie, Hoylake and Thornton Hough etc; we can only hazard a guess but full marks for the sheer PR chutzpah .

Runner up  – Frank Field/Wirral Globe nurses car parking charges at Arrowe Park Hospital (aka Wirral University Teaching Hospital – WUTH )

Whilst it was undoubtedly a worthy campaign we noted how  WUTH CEO David Allison received the petition from Field, gave some bland assurances and then promptly disappeared in a cloud of controversy.We suspect that any incoming CEO will have their work cut-out just keeping WUTH afloat and car parking charges won’t be a priority . Meanwhile  we note that Field is strangely silent about more wide reaching proposals for car parking charges across Wirral that are set to be introduced by Wirral Council. And once again we have to ask is this the only income generation scheme that Wirral Council can come up with and is it even legal?

Back from the dead

The former MP for Wirral West returns to high office as Work and Pensions Secretary in this week’s Cabinet reshuffle . Somehow this cat on a hot tin roof always manages to land on her kitten heels . And for all her talk of female empowerment we think that McVey is the quintessential beneficiary of modern day political nepotism , where ambition exceeds talent .  The only contribution of note to the local political scene when she was a Wirral West MP was when she hijacked the Martin Morton whistleblowing case for personal and political advantage at Prime Minister’s Questions (apparently Morton knew nothing about it) . What happened after she raised the issue with David Cameron is a particularly worrying episode but alas we won’t be able to do it justice here. Perhaps one day the full shameful tale will be told. 

Runner Up  Stewart Halliday – the economic migrant/consultant from York who crossed the Pennines escaping infamy to make his fortune on Wirral with his two consultancy stints earning him circa £200K. So will Wirral Council kindly tell us whether he’s still around and what exactly we got for our money?

LRJ Standards Panel investigation report : The  Panel found the evidence of Cllr Louise Reecejones to be inconsistent,vague and misleading. The Panel did not therefore find Cllr Reecejones to be credible.

Foulkesy Standards Panel investigation report : I found it difficult to get Cllr Foulkes to be precise or detailed . His responses were vague,inclined to be evasive and I found them ‘economical with the truth ‘ and unconvincing. 

Yes, just the kind of low lifes we want making decisions about our lives,eh?

These understated little numbers were considered suitable daywear to shortlist nominees for yet another awards ceremony and did not in anyway reinforce our perception that Ms Basnett and her organisation are all about flash presentation and very little else.

Whilst appropriately enough both pictures position copies of woeful Wirral View next to their final destination –  a bin – we’d like to think the winner of this category contributed to the dumping (no pun intended) of the original Liverpool -based distributor of Wirral View. Unfortunately a £750,000 3 year print deal with Trinity Mirror means we’re burdened with this lumbering white elephant for the forseeable future. Compare and contrast with Wirral Leaks which has cost council taxpayers of Wirral £0 and we would argue has been more effective in addressing the ‘information deficit’ of local people, particularly when we’ve been providing information that Wirral Council don’t want you to know about!

Included in Private Eye’s  Rotten Boroughs 2017 ‘Quotes of the Year’ is this fine example of ‘doublespeak’ from former Wirral Councillor Jim ‘Crabby’ Crabtree. It’s a year to the day that Crabtree pleading guilty to offences under the Communications Act 2003 and it’s frightening to think that his well deserved fall from grace might never have happened if his increasingly appalling conduct hadn’t been reported on Wirral Leaks. As a quote from one of our Labour sources testifies when they raised concerns about Crabtree’s fitness to be a councillor    – “The comment from George Davies was ‘better the devil you know’ while Frank (Field) thinks he’s the best thing since sliced bread” –  the local Labour group were reluctant to rein him in . Furthermore we understand that they failed to address allegations made by a whistleblower about grant monies which Crabtree allegedly should have paid back to Wirral Council.

So let’s start off with the battle for Wallasey. Not between the political parties but the in-fighting within the Wallasey Constituency Labour Party (CLP). Let’s hope they’ve called a ceasefire in the run up to the General Election (GE). After Brickgate, and the sudden suspension of Wallasey CLP members for false allegations of homophobia and just when current incumbent Angela Eagle declared her challenge to Jeremy ‘Jezza’ Corbyn’s leadership we now understand Wallasey CLP will not meet until after the GE. Premature Electioneering

Of course Ange is a rank amateur when it comes to local politicking. However the master of the genre, Birkenhead MP Frank Field (aka Frankenfield)  is showing signs of slacking. Has he peaked too soon ? ( oo- er missus!). He’s already called up the Green card ( yawn!) and attacked an easy target in the rotund shape of  ‘Sir’ Philip Green.

Wirral has its own NHS – who knew?

After this week’s call for a snap election we thought we’d set up a weekly report on the local political hustings fun , campaign fails and General Election jiggerypokery. Accordingly we’d like to invite our readers to send in any of their electioneering snippets and general observations on the madness of modern politicking.

The Usual Crap

First off – we’ve been forwarded the Prenton edition of the ‘Brickie to stand for Metro Mayor’ campaign leaflet first reported here : Purdah Palaver

It would seem the local Labour group are riding on the coat-tails of the Metro Mayor election and inserting information about their local wards in the middle of the glossy 4 page propaganda piece . The Prenton edition  (see above) is particularly inept featuring as it does a regurgitated press release about the Liverpool City Region by Cllr Phil ‘Power Boy Pip’ Davies and the compulsory piece about dog crap – because as we know that’s all the Wirral electorate care about according to former Wirral Council CEO Steve Maddox.

However what is most galling is the gurning features of Cllr Angela ‘CGL’ Davies and Cllr Tony ‘Tight-fit” Norbury holding a ‘Care For the NHS’ placard. The doublethink going on here is mindblowing.  Once again these mindless hypocrites are quite happy to campaign to keep the NHS from ending up in private hands – started by the Labour Party under Tony Blair , lest we forget – but are quite happy for Wirral Council services to be farmed out to the lowest bidder. Of course Cllr Angela Davies cares for the NHS so much because not only does it pay her a good wage but when the service she worked for was outsourced to Change! Grow! Live ! (FFS!) she didn’t much like it and bolted back to the warm bosom of public service. Shame she doesn’t afford that opportunity to Wirral Council employees facing redundancy and/or less favourable employment contracts in the private sector. Just sayin’!

Moonlighting for Margaret ?

These must be trying times for Wirral Council’s renaissance man Martin Liptrotsky. Policy advisor, business guru and political campaigner – is there no beginning to this man’s talents? Having helped Margaret Greenwood win the Wirral West for Labour seat at the the last General Election we have to wonder with Liptrot being appointed to a politically restricted post at Wirral Council who Greenwood is going to get to do her ‘dirty work’ this time round? Now we were no fans of previous Wirral West MP Esther McVey but the Liptrot orchestrated campaign at the last election was perhaps the most vicious and nasty in recent memory. And we’re not talking about the abusive graffiti , we’re talking about “Lord” Prescott’s appearance on West Kirby beach and Labour deputy leader John McDonnell endorsing a comment by a local Labour activist to ‘hang the bitch’ . So much for Labour leader Jezza Corbyn’s call for ‘kinder,gentler politics’ !  Needless to say any reports that Liptrot is moonlighting for Margaret during the latest campaign will be gratefully received!……………..

 

Question Time

Let’s draw a discreet veil over last night’s ‘Question Time’.  All we will say is that if the audience in Wallasey Town Hall is what passes for the politically aware of Wirral it explains an awful lot!

Meanwhile , it’s not like us , but we’ve been a bit ambivalent about the local debate to reduce the number of local councillors. Our take has been that fewer elected members would mean a concentration of power and reduce  opportunities to challenge the powers that be , but then we had to remind ourselves that a) that rarely happens and b) party whips and council procedures can quell all rebellion.

We think that what we ‘d really like is a reduction in the number councillors who think a Nolan Principle is the latest winner of Celebrity Big Brother.

However such discussion is purely academic as councillors decided last month – quelle surprise! – not to suffer , like the rest of us , the consequences of the squeeze on public spending and to retain their numbers.

This decision was trumpeted by Cllr  Foulkesy – of all people! –  at a meeting of Wirral Council’s Labour Cabinet last month.

The conclusion that a reduction from 66 to 44 councillors would lead to the need for ‘full -time councillors’ and would apparently inhibit opportunities for women,ethnic minorities and disabled people to hold public office.  It would also lead to what Foulkesy called ‘a different shade of councillor’ being required as opposed,we presume, to a ‘shady councillor’ like himself. And suddenly we’re sold on the idea !  – in fact let’s go all the way and do away with councillors altogether and all the party political baggage that goes with it . Think about it – wouldn’t it be great to have full time professional public servants who are not compromised by toxic politicking?  So we say less councillors and more council staff ! – we can dream can’t we?

As we’ve been anxious to find out what Cllr Janette ‘Milly Tant’ Williamson called the ‘evidence based analysis’ which led to the decision not to refer the matter to the Local Government Boundary Commission we not only read the Scrutiny Review Panel report but considered a Freedom of Information request made by John H Hutchinson which has been brought to our attention and which reads :

“In his Cabinet report “Number of Councillors Scrutiny Review” November
2016, Cllr Brightmore makes many broad statements the most vague of which
is “significant resources in terms of officer and councillor time” and,
later, to support this statement “significant amount of time and
resources”.

What, please, was the formal and recorded estimate of time and resources
to support these statements?

If no estimate was made, could Council make an estimate to complete this
FoIA request, please?”

The Council can advise that Cllr Brightmore’s statements relate to the
Scrutiny Review Panel’s estimation of the time and resources required for
the Council to prepare a submission document to the Local Government
Boundary Commission for England (the Commission), and to undergo an
electoral review (See page 9 of the report)

In reviewing a number of lengthy and detailed submission documents from
other local authorities, the Panel was able to gain an appreciation of the
time and resources likely to be required to compile a submission in
preparation for an electoral review.  Technical guidance from the
Commission, indicating an 18-24 month timescale to complete each stage of
an electoral review also informed the statements. Beyond this, no detailed
assessment or estimation of the time and resources required to make a
submission was undertaken.

So it would seem that the  Scrutiny Review Panel Chair and rising Labour star Philip ‘Brightboy’ Brightmore –  who’s previous claim to fame was grassing up former Wirral West MP Esther Mc Vey for using House of Commons stationery and postage for Tory electioneering

– was talking about an ‘estimation of the time and resources required for the Council to prepare a submission document to the Local Government Boundary Commission for England (the Commission)’ .

So it would transpire that the Scrutiny Review Panel have basically made some comparisons with some neighbouring councils and councils with a similar profile and decided they are value for money.

It is significant there are no surveys or consultations undertaken canvassing the views of council taxpayers nor an analysis of how much additional council officer time and resources would be needed if the number of councillors were to be reduced. This was firmly put in the ‘too difficult tray’ by the Panel as follows : ‘The impact of a reduction of councillors on back office and support functions was also acknowledged by the Panel. Whilst this is difficult to quantify, it was agreed that that these functions would have to increase in order to fill the gap left by councillors, so any cost savings identified by reducing councillors would have to take account of any increase in officer workloads.’

Meanwhile Panel chair Brightboy says in the introduction :

‘I believe the findings of this investigation speak broadly for themselves. To speculate further upon those findings here risks undermining the analytical, data-led approach I and others have been careful to maintain.’

Which just about sums up some local councillors view of the local electorate.  It’s a case of : ‘We don’t want your views .We know best – even when we don’t ’cause we don’t have the data !’  

Which is why in the light of such a lack of investigative rigour we say to our readers :  keep on making those Freedom of Information requests and most important of all –  QUESTION EVERYTHING.

Following our last Election Special featuring Wirral’s veteran political Svengali Frankenfield and in the interest of political balance Wirral Leaks will this week feature Wirral West MP Ms Esther McVey ( aka McVague,McVile etc;) – who is very much the cheese(cake) to his chalk.

Let’s face it we’d be wasting our time profiling Wallasey MP Angela The Eagle (Hasn’t Landed on Wirral) and Wirral South MP Alison McGormless.They are to the local political scene what Her Ladyship is to rugby league.

For example McGormless – clearly desperate for some pre-election press coverage – recently joined a hapless postman on his round to see what he does…and she found out he posts letters …..and er,sometimes delivers parcels.
McGormless was able to reassure us that during this selfless fact-finding mission the weather was “quite good”. Phew!……the parents and carers of Lyndale School currently facing closure and which sits in her constituency will sleep well tonight knowing their MP has avoided getting wetter than she already is during the course of a puerile PR stunt.

The difference in profiling the fragrant Ms.McVague is that we are not in a position to deconstruct her personal political ideology which is set out in a series of publications – all we can draw upon is : “If Chloe Can …” her seminal feminist work or “career recipe book”/”bookazine” as she likes to call it .

Put it this way – Simone De Beauvoir it ain’t.

The message of the “bookazine” (that’s a neologism we hope doesn’t make the Oxford English Dictionary) is of course simple and direct: “If Chloe Can….” you can too! Flicking through this literary masterpiece this basically means you can grow up to be another ” Duffy” – remember her? – just follow your dreams,reach for the stars or alternatively face benefit sanctions. And if Ms McVague isn’t the living embodiment of this credo then we don’t know who is…… however she appears to us to represent what happens when limited talent meets limitless ambition. Where the X-Factor meets welfare reform.

Witness the toe-curling disregard of accepted protocol as she announces on the cutting edge political arena that is the TV programme “Loose Women” that she harbours the ambition to be Prime Minister.  Good luck with that one Esther – but we think that as an ex-TV presenter you’re destined to be forever associated with the showbizzy ,shouty end of politics (or should that be screechy end of politics) – an Anne Widdecombe in waiting – an end of the pier politician – an Edwina Currie who’s cashed her chips. Rather than dream of being PM we think you should follow your destiny ……. straight to reality TV – which is where you will find your natural metier – a new career being voted out rather than being voted in.

Having said all that McVague does seem to have a particular knack of annoying people – recently having been variously described by fellow politicians as “Hard Hearted Hannah” and as a “Washing Machine” (the latter by Speaker of the House John Bercow – who clearly thinks that McVague is more irritating than his wife Sally which I’m sure you’ll agree is quite an achievement ) .

Indeed as her Wirral West constituency has been identified as a target seat by Labour at the next General Election McVague has been under particular fire lately with visits from heavyweights (that’ll be mainly you Tom Watson) and Harriet Harperson in her pink “Woman to Woman” van. “Dearie me…..” sighed Her Ladyship “I’ve heard of a political vehicle but this sounds like a Sapphic Love Bus”. McVague even claims that during a recent visit Labour MP John McDonnell called on West Wirral voters to ” lynch the bitch” !

Can you imagine if a political opponent had called for Frankenfield to be lynched – it would need a catering size pack of smelling salts to bring him round and there’d be outraged cries about dangerous political subversives and endless articles about how it was not very nice to say rude and nasty things about such a lovely man.

Even this week there was a “Sack McVey” rally held in Hoylake or was it Heswall ? (all 14 protestors and 1 dog didn’t seem to know)

This demo was organised by local TUC firebrand Alec McFuckup and coincided with the release of a strongly worded song “Sack Esther McVey” which includes the touching refrain “The wicked witch of the Wirral’s had her day” .

Considering the animosity that McVague seems to engender in Labour politicians you’d think that Frankenfield would be particularly keen to have a few sly digs – but he’s curiously silent on the subject of McVague. Could it be he has a sneaking admiration for someone so closely associated with policies which he himself espoused in his magnum opus Making Welfare Work (1995). Someone in the know recently described this publication as the blueprint for Iain Duncan Smith’s destruction of the welfare state – check out the Green Paper which Field authored in 1998 if you don’t believe us.

However it seems to us that The Right (Dis)honourable McVague will hitch her rising star to any cause or any policy if it raises her profile. Who remembers that it wasn’t long after she raised the damning Independent Review about Wirral Council at Prime Ministers Questions in February 2012 where she raised concerns about overcharging and intimidation of disabled people that soon thereafter she was appointed Minister for the Disabled before swiftly being promoted to the Department of Employment to work with Duncan-Smith.

It is not known what Minister was tasked by David Cameron to look at the matters raised by McVague and what did that Minister tasked with addressing McVague’s concerns do about her plea that “those responsible be brought to account and never work in Adult Social Services ever again”.

Did McVague ever follow it up or was it just a case of making a name for herself and pleasing her political masters by having a pop at a Labour-controlled Council and then forgetting about it?

Sadly those in the know inform us that because of the redactions in the report it would have been impossible to identify the perpetrators of abuse and consequently it seems that some people who should indeed never work in social care have since gone on to manage care homes on Wirral – care homes where unsurprisingly concerns have been raised about further neglect and abuse of vulnerable people.

We would suggest that the recent spate of care home scandals that have been reported in the local press are not unrelated to the fact that certain abusers were never “brought to account”.

But hey why should that concern McVague as she continues her political ascent ?
Whether that ascent continues following the General Election we shall see – but whatever the outcome we suspect that McVague will simply pick up a copy of “If Chloe Can..” and continue her relentless pursuit of power…..

We mentioned the political opportunism and frankly the sheer desperation in our commentary of Esther McVague’s frantic electioneering (or more likely , her agents) during the Hillsborough Memorial. SEE HERE

However we suggest that the shy and retiring Ms.McVague has an inglorious record of political opportunism. Witness her appeal to Dyno Rod Dave at Prime Ministers Question Time following the publication of the “shocking” (her words) Independent Review of Wirral Council undertaken by “Anna Klewinski” (who she?) and published in 2012 which investigated claims made by Whistleblower “Martin Morton (& Others)” – we always wondered who these “others” were by the way.

As you can see McVague implores the PM to make “sure those responsible are brought to account and never work in adult social services again”.
Dyno Rod Dave mutters something about a “very serious matter” and says he’ll get some bigwig in Department of Health to speak to Our Esther. So how did that go?  Perhaps the newly appointed Right Honourable One can clarify for us.

Was anyone ever brought to account?   Were those responsible prevented from working in adult social services ever again? Our understanding is that Wirral Council made considerable pay-offs to Council staff  implicated in the Independent Review’s findings and still rigorously protect their anonymity. We also understand that  a manager of one of the dubious “care” companies, who were once again anonymised in the Independent Review , actually went on to win an award at the North West Care Awards in 2012!.
We believe that the company that he managed had links to an organised crime group and were involved in the infamous “baseball bats” saga.
So much for being brought to account!

What’s more soon after this impassioned speech McVague was made Minister for the Disabled – as they say it’s an ill wind…..

Meanwhile, as far as we understand, Mr.Morton remains out of work. We’re not sure about the “others.”  We presume their anonymity saved them from a fate worse than Morton.

Under the circumstances is it any wonder that McVey’s opportunism is further called into question as displayed here in the this submission from a valued Wirral Leaks contributor:

No wonder McVague beat a hasty retreat during her recent visit to Ingeus offices next to Hamilton Square station. Ingeus are an organisation helping unemployed people back into work and are situated adjacent to Remploy – an organisation helping disabled people access work with whom she has an acrimonious history. Wirral Leaks Advent Calendar 7 – The Stamp of Disapproval!

Although it hasn’t received much coverage locally we note that Wirral’s most senior ranking MP ( no Frank that’s NOT you!) has been formally reprimanded by the parliamentary standards commissioner for using House of Commons stationery and postage for Tory electioneering.

West Wirral MP Esther McVague ( for it is she) was rumbled by newly elected local Labour Councillor and peachy keen teenage prodigy Philip Brightboy who complained in an email to the standards commissioner in September. Brightboy claimed that the MP had sent a “letter on Parliamentary paper, a Parliamentary envelope and franked second class”

It was subsequently found that McVague was indeed “pushing the envelope” and had sent around 500 letters and surveys to constituents using Commons headed paper and stamps, at a cost of almost £300. She has said “sorry” for the “unfortunate incident” and arranged for the sum to be repaid.

Rumours are now circulating that McVague’s West Kirby office are now busily steaming off stamps and steaming open envelopes addressed to West Wirral constituents.The suggestion that these envelopes were for a Christmas card depicting the MP as an angel and each containing a tenner have been strongly denied by her constituency spokesperson Penny Black.

However Frankie did mention “Martin Morton – a damning report about the “Quality and judgements made by WBC officers ” and the ‘Crass inefficiency of Chief Officers” whilst Esther McVey stated that this was just “the tip of the iceberg”
