SPECIAL REPORT : Kingdom Con

Nearly three years ago Wirral Leaks first brought to your attention Kingdom Security Ltd (Kingdom) and the issuing of Fixed Penalty Notices (FPNs) on behalf of Wirral Council in our Cash for Trash  post. We asked the question then :

Is this more about swelling Council coffers than about environmental concerns ?

Now with Wirral Council resorting to desperate measures to raise cash by any means, be it parking charges, car emissions, business waste and land disposal those concerns have continued to grow . When it comes to Kingdom they have intensified even further due to the following report we have received from one of our ever increasing roster of roving reporters:

What will it take to break up the ‘love in’ between Wirral Borough Council and Kingdom? Street cleaning costs haven’t reduced whilst Kingdom have taken over a million pounds away from our Borough since they started their  ‘Environmental Enforcement operations here in July 2015

WBC have allowed Kingdom to rewrite the rules – when it comes to environmental crimes on Wirral the onus now appears to be on the alleged offender to prove their innocence when the only evidence against them is the word of the Enforcement Officer (whose word appears to be sacrosanct, despite receiving minimal training) .The ‘zero tolerance’ approach to littering is the complete opposite to the guidelines issued by Department for Environment ,Food and Rural Affairs (DEFRA).

Within these guidelines DEFRA makes it clear in what circumstances FPNs should be issued. DEFRA’s  view is that it is not in the public interest to issue a FPN where there was ‘not clear evidence that the individual intended to cause litter’. DEFRA’s suggested practical ways to deal with such situations ,notably where there is a doubt over a person’s intent, was ‘for the enforcement officer to challenge the person and to state that they have seen them drop something and to ask them to pick it up . Should the individual refuse to pick up the litter then there would be sustainable grounds for issuing a FPN and pursuing prosecution , should the FPN go unpaid’

Following the recent Kingdom WhatsApp leak reported in the Liverpool Echo and Mail Online : Shocking Leaked WhatsApp Chat Kingdom denied WhatsApp was an official means of communication. A spokesman for Kingdom said : ‘Kingdom do not recognise that form of communication . Having seen some of the language used an investigation will be carried out and if necessary disciplinary procedures may follow Kingdom expects more from its staff’ 

Please note that Eoin Henney (Business Manager at Kingdom until Summer 2018)  set up both the Wirral chat group and the North West chat group, which included Wirral, Liverpool and North Wales councils. Below you will find from the What’s App extracts that Eoin Henney was one of the most frequent contributors . We understand that two of the other main contributors are still with the company , as team leaders . Of these two ‘MOR’ is part of a mobile team which is an ‘elite’ group that travels the North West (and North Wales when Kingdom were there)  to prop up areas where the ticket totals were flagging.

There are references to the club within both chats we have viewed   – membership to this “club” is restricted to officers that issued 100 or more tickets within a month, which earned them a special competency payment.
This has recently been changed to £5 bonus for every ticket over 4 issued in a single day with no upper limit.
The constant request for “scores” is proof that it is just giant competition between officers and regions, where they win and the public lose. There is no mention of the environment,of educating the public or anything professional whatsoever in the attitude, whilst the fact that numerous official instructions are issued through this medium proves Kingdom used WhatsApp as a business tool. The contempt the Kingdom staff (who are after all acting on WBC’s behalf) have for the public, particularly those in Wirral is painfully obvious.

On May 9th this year, whilst the tendering process for the new contract was underway , WBC sent the following emails to Kingdom which includes the following line from Susan Bannister : I have been advised that we only had 1 officer out on patrol on the Bank Holiday Saturday (I’m unaware of patrol hours ) and no officers on patrol on both Bank Holiday Sunday and Monday . This is unacceptable and Rob Cain will be looking into a default notice in this regard’

However as you can see from the WhatsApp chats ,once the enforcers reach their target on a Sunday,they are free to go home,irrespective of the contracted hours … wonder if WBC agreed to that ? How ,less than 5 weeks later , were they awarded a new contract for 3 years with a 3 year extension option?

As we know WBC have often denied that Kingdom staff are incentivised and receive bonuses for issuing FPNs as we also have copies of Wirral competency payments spreadsheets . We have to say for a company handling so much personal data there have to be serious concerns about Kingdom’s security ,given the leakiness of its own documents and communications.

Finally, Kingdom enforcers like to give people the impression they have caught an offence on camera. People need to know these recordings don’t start until Kingdom start speaking to them. Now that’s an ‘information deficit’ that you won’t find in WBC’s Wirral View…and whilst we’re discussing what does/doesn’t happen we’ll leave you with some video footage of a Kingdom operative threatening to stop someone from boarding a bus .These people have NO powers of detention , even a PCSO can only detain for a maximum of 30 minutes , Kingdom enforcers – zero minutes. Has this staff member been suspended,reprimanded or advised as to what the limits of his role are?

Or what about the Kingdom officer openly selling  cigarettes on Facebook? Shouldn’t people who enforce the law for a living be equally scrupulous in their private lives? We wouldn’t like to think that someone who makes a living from taxpayers was depriving HMRC of revenue and especially when we understand they were involved in a particularly shocking example of Kingdom’s ‘zero tolerance ‘ policy’

Desperate stuff from beleaguered Wirral Council leader  Cllr Phil ‘Power Boy Pip’ Davies on the announcement that those French puppets on steroids will be visiting your shores in the autumn .

Wirral Council leader Phil Davies said: “We are thrilled to be welcoming the Giants across the Mersey for the first time.Wirral is thriving – we have huge regeneration schemes coming to fruition, thousands of jobs being created through our Wirral Growth Company, and a programme of incredibly exciting events taking place throughout the year as part of Imagine Wirral. Working with our colleagues in the Liverpool City Region to bring huge events like the Giants to our shores is exactly the kind of thing we should be doing.These events attract thousands of visitors to our region, boosting local businesses and helping local people and families create memories which will stay with them forever.”

Is anyone taken in by this ocean-going, international bullshit? Just you watch Power Boy Pip will be gegging in on the Tranmere Rovers ascendancy to the Football League next. However can we just remind everyone he’s talking about puppets.  They maybe bloody big puppets but the expression ‘Bread & Circuses’ comes to mind. We can admire the artistry and the technical skill involved but at the end of the day they’re just bloody big puppets.

And Lord knows Pip must know what that feels like! Let’s face it he (and others) have been Frank Field’s puppets for years!

BIRKENHEAD BID – DO AS WE SAY, NOT AS WE DO

You may remember we’ve previously covered the hyperbole surrounding award-winning  Wirral Chamber of Commerce offshoot Birkenhead Business Improvement District (BID) who made a big deal about cleaning  up the town like Gary Cooper in ‘High Noon’  Read more here : Chamber of Horrors

So imagine our surprise ( not!) to receive this message and the accompanying  photo above:

Good to see the Birkenhead BID outfit who take money of businesses in Birkenhead to tidy the town up.Maybe they should sort their own shop out!

 

KINGDOM COME LATELY

We note with a certain amount of cynicism how suddenly everyone seems to be gegging in on the litter Hitlers known as Kingdom Security and how they are simply aghast at their practices.  The newest guest late to the party is ‘Local Democracy Reporter’ Tom  ‘Media’ Houghton . We’ll be returning to the matter of ‘Local Democracy Reporters’ at a later date but meanwhile here’s his Eye Watering Sums story which notes that  Kingdom began issuing fixed penalty notices on behalf of Wirral Council back in July 2015. Shame we started raising concerns about Kingdom within months of their appointment : Cash for Trash

As we said way back then ‘Fixed Penalty Notices’ are not about caring about the environment but about cold hard cash for a wasteful council.

FRIENDS IN HIGH PLACES

Another story covered by Young Tom was the announcement that a couple of Wirral pubs would be turned into a) flats and b) a restaurant and which informed us :

Paul Doughty, who is the agent involved in the proposals, said: “It’s a well-located building in a prominent position and we are hoping these plans will be approved.There’s been no objections to date. The client already has a successful restaurant in Prenton. There’s a shortage of good quality places to go and have a meal in Birkenhead generally, so we are hoping it will be a good addition to the local economy – creating jobs and providing a place for people to eat and socialise.”

Could this be COUNCILLOR Paul ‘Danceaway’ Doughty we ask ourselves? If so Doughty seems to have become involved with a ‘colourful character’  by the name of ‘Michael’ Read more here : Wirral Life -But Not As We Know It!

It would certainly explain as to why a member of the public questioned the number of Labour election posters that were recently on display above the restaurant where ‘Michael’ is the manager.

THE CLASH

This isn’t just an excuse to pull out one of our old Easter pictures featuring former Wirral West – and current  MP for Tatton- Esther McVey . Although we do have to say it is a particular favourite. No ,dear readers it is to draw your attention as to why you should always, always question the facts behind the headlines (and that includes ours). A story which particularly caught our attention appeared in this week’s Wirral Globe and was titled 98 benefits staff face the axe at Birkenhead jobcentre

The story featured McVey and Birkenhead MP Frank Field who appear to be currently competing for column inches (oo-er missus) .  This bogus story was peak Field/McVey  – not so much ‘Clash of the Titans’ as ‘Clash of the Titheads’ . For a start off 98 Department of Work and Pensions (DWP) staff are NOT facing the ‘axe’ . They are on fixed term contracts which end in ONE YEAR’S TIME.  Their contracts may or may not be renewed depending on demand for DWP services in Birkenhead. As Field and McVey both know such arrangements are what keeps the Civil Service going. It’s like suggesting that MPs who are ousted at the General Election should remain in office because the country is in a mess.

Frankenfield does his usual amateur dramatics  describing the situation as ” gutwrenching”  and cites an unverifiable yet exploitative case of a “female constituent (who) has told him she has been reduced to penury and is living on 7p a day” . Lord knows what that has to do with 98 DWP “facing the axe” other than serving Field’s personal and political agenda.

By the way this is the actual Field/McVey exchange in the House of Commons that prompted the story . Does this look like a ‘clash’ to you?

I ask the Secretary of State not to give an immediate reply to this question but to ponder it. The Secretary of State has told me that the 98 members of jobcentre staff on temporary contracts in Birkenhead are going to be laid off because they have come to the end of their contract period. Unlike Gloucester, we are having real problems with the roll-out of universal credit. I had five cases last week, including one involving a woman who had been reduced to living on 7p. Might not some, if not all, of those staff be redeployed to ensure a smooth transition from traditional benefits to the new one?

I appreciate the right hon. Gentleman saying that I could speak to and work with him to see what is happening in Birkenhead. What I know is that we on this side of the House brought forward up to 100% advances, so that anyone in need of money could have it. We have also stopped the waiting days, and from April we are providing the two-week housing payment. That is what we on this side of the House have done to protect the most vulnerable, but the Opposition voted against it.

DRUGS ARE BAD – M’KAY?

We received this correspondence from one of our readers who is concerned about Merseyside Police and their approach to drug dealing on Wirral :

I have become more than aware of a number of cases over the years of law abiding members of the general public becoming increasingly frustrated at what they perceive to be the total lack of action by the Police when they are informed of
consistent drug dealing from domestic premises.

There appears to be a pattern of Police response in ALL the cases that I am aware of.

Firstly, after several complaints about lack of action by the Police, individuals find themselves having  to complain higher up the ‘food chain’  ((i.e. to the Chief Constable or to their local member of parliament ) Eventually a ‘community’ Police officer gets in touch and explains that they need more detailed ‘intel’ (Intelligence). They will want car registration numbers, times of callers, reports of ‘incidents’ (such the associated shouting outside of the various properties etc)  In all the cases that I am aware of all this information (and much more) is provided. This usually goes on for a number of months.

Then the question from local residents becomes ‘How much information do the Police actually require before they actually do something?’ This is a question no one actually gets an answer to… because nothing actually happens.

No doors are kicked in, open drug dealing continues. Nothing changes. Local residents give up. This is the pattern on the Wirral.

It seems that there is something structurally wrong with the organisation of the local Police for things like this to continue.

I am not anti Police. I know that the ordinary copper has to go out and fight with knobheads everyday. (And that they do this day in and day out. ) But there is something wrong with the set up as it stands,  concerning the response to reports of drug dealing from domestic premises.

So this is my appeal to Merseyside Police, do something, get a grip   –  or you are going to loose all the good will and respect of a lot of very ordinary Wirral people.

We gave a fulsome response to this but we’ll keep it off these pages for now – but suffice to say Wirral Leaks has a view – a dim view of what’s going on with Merseyside Police (or above a certain seniority anyway). However in the interest of balance we are pleased to bring you this report from Merseyside Police :  Investigation launched following discovery of cannabis farm -Townsend St, Birkenhead

Here we discover that Merseyside Police have a ‘Cannabis Dismantling Team’ .  Just think about that for a moment . A  whole team …… dismantling ……. cannabis. It brings a whole new meaning to the term ‘high public office’ ! Shame they don’t have a Corruption Dismantling Team – but then there will never be enough resources for tackling that type of crime would there boys and girls?

We were particularly pleased to be informed about the the formation of the Facebook group Wirral Against the Litter Police. (Kingdom Security) 

We made our position clear on the matter of Kingdom Security way back in 2015 when we said :

Now as our readers will know we have a particular aversion to filth and detritus at Leaky Towers which may explain why we report so often on the dirty dealings of Wirral Council. Therefore whilst we realise the days of the Litter Defence Volunteers have long gone we would usually wholeheartedly applaud efforts to keep Wirral tidy. However we also realise that standards in local public life have also fallen into the gutter.So when we read that fines from FPNs issued by Kingdom Security Ltd on behalf of Wirral Council had topped well over a quarter of a million pounds in the first three months of their mutually beneficial arrangement we began to question the motivation behind the cash for trash scheme.

SPECIAL REPORT : Where Your Money Goes

It must be this time of year, as we’ve been musing on money matters (or rather lack thereof). Clearly Wirral Council have been doing the same as they gear up to set their forthcoming budget and pursue a number of punitive charging regimes to offset central government funding cuts.

Yeah,yeah, yeah – we get it when they drone on about how badly they’ve been done to by central government and they have to make tough choices and priorities. But that’s what we take issue with Wirral Council here at Leaky Towers – it’s the choices that they make which indicate to us that their priorities are all wrong. Consequently they lose all moral authority when they start bleating about lack of finances.

So let’s take a quick look at where that money comes from and where it goes :

As we all know Wirral Council’s income stream is increasingly going to be us via Council Tax and any supplementary fund raising scams they can come up with.We look forward to their budget proposals now that they’ve been given the go ahead by central government to put up Council Tax by 3% to pay for the rising costs of social care. Rather frighteningly they also have the the opportunity to raise even more money via this route.Surrey County Council are looking at a total Council Tax rise of 15% but to do so they would have to put it to the local vote. We suggest that this is not something that the ruling group at Wirral Council wouldn’t risk but nothing ,nothing would surprise us about this shower of chancers.

So , down to business –  we’ve previously discussed the charming operatives from Kingdom Secrurity and their cash for trash extortion agency for the Council. As anyone who has seen a Kingdom Security in action – they go after vulnerable people who don’t have the means to  retaliate . Much like the people they get their contract off.

It’s not  about caring for the environment. Neither are other money-making scams devised by an increasingly desperate council. Similarly their car park charging proposals have absolutely nothing to do with maintaining the roads or traffic measures. It’s all about the moolah. Your moolah! – so cash cows out there prepare your teats for action as they’re going to be bled dry.

Park and Get Taken For A Ride

We’ve already reported the squandering of £80,000 on the appointment of an Investor Development Manager – rumoured to be a shoo-in for current leading Wirral Council puppet master Martin Liptrot.

Which again begs the question as to why there isn’t someone on a humongous salary with the requisite skills at Wirral Council – because well ,apparently there just isn’t ! Let’s not even mention what the likes of David Armstrong, Clare Fish and Joe Blott  get paid  – if you throw in Eric ‘Feeble’ Robinson that’s half a million big ones per annum between them.

Never mind the recent ridiculous ‘Are Wirral’s 66 councillors Value For Money?’ exercise conducted by themselves and to which the unsurprising answer was a resounding YES! – how about we have a VFM consultation on the above gang of four/flaw? – especially when we consider the damning Ofsted report into Children’s Services.

This has necessitated the appointment of troubleshooter Eleanor Brazil and former Children’s Commissioner for England Professor Maggie Atkinson as the new ‘independent’ chairwoman of Wirral Safeguarding Children’s Board. The appointment of such big hitters suggests us to that Children’s Services is in an even bigger mess than the Ofsted report indicated. Not that we’ll ever know because the Children’s Services Improvement Board meets behind closed doors. Lessons have obviously been learned from the last Improvement Board – no openness, no transparency, no public accountability suits the powers that be. We’re just asked to stump up the bill.

These consultants seem to be mainly tasked with finding out why Wirral Council can’t recruit and retain staff in Children’s Services. We can tell them free of charge : because it’s rammed with poor calibre middle managers who bully their staff on the instructions of passive/aggressive senior managers who earn a nice wedge spouting platitudes and duping councillors.Plus the fact that who in their right mind would want to do Child Protection work in Birkenhead. Think about that for a moment  – beyond grim.

Another drain on resources that we never to get to hear about are the court cases that Wirral Council get ensnared in because they simply don’t know the difference between right and wrong….but they’ve got plenty of well paid people particularly in the HR and Law Departments who are prepared to blur the lines between the two in return for a big fat salary. We understand that there’s a court case coming up at the end of this month that could prove to be the defining moment of how Wirral Council chooses to ‘move forward’.

Environmental Disaster

A concerned citizen writes :

Walking the dog last week I picked up 60+ ‘neighbour’ complaints on the pavement by Guinea Gap (ironically including one from a man who wouldn’t give his full details as he was worried about data protection). These complaints are detailed, including months of noise logs and personal details/addresses/phone numbers, and in the wrong hands would cause endless upset for the complainers.

Yes folks it would seem The Most Improved Council in an Alternative Universe strikes again!.

As ever we requested to peruse the evidence and sure enough our source came up with the goods.

Whilst it may be in the public interest  to know that Wirral has a ‘Benzene Route’ (who knew?) where Wirral Council monitors toxic emissions ,

– it is completely unforgivable for the Environmental Health Department to dump confidential documents containing sensitive personal data on a pavement near Wallasey Town Hall. Two thoughts : Firstly perhaps the Information Commissioner’s Office should be informed about this serious Data Protection breach and secondly where were Kingdom Security when you need them to slap a  Fixed Penalty Notice on the litter lout responsible for this careless act of environmental vandalism?.

We were intrigued to discover that the information was recorded on a Northgate Information Solutions template – not a Wirral Council logo in sight. So it would seem that highly paid officers can’t even devise their own documents and rely on a multi-national that trades on leeching off the public sector (aka ‘outsourcing’).

Needless to say there’s certainly some fascinating (confidential) information to be had about noisy neighbours, polluters , barking dogs, fire burners etc ; etc;. However we particularly like that one of the complainants was referred to as ‘the auld fella’  – endearing maybe but unprofessional definitely.

We can’t help agreeing  with the poor soul who had a keep a ‘noise log’ where they record the inconsiderate activities of their neighbour as being like the  Wirral Council officer who  dumped these documents on the pavement as ‘ absolutely awful’.

P. S . We must say we had much fun at Leaky Towers redacting the documents – perhaps one of us could get a full time job as a ” Senior Redaction Consultant”  a la media control freak Martin Liptrotsky !.

One of our sources shares these concerns and has provided Wirral Leaks with information that suggests that Kingdom Security Ltd are clearly incentivising their staff to issue Fixed Penalty Notices and at the same time misleading councils about it across the UK.

Our source informs us that Kingdom bought up a company called XFor who were an environmental enforcement company, who are mentioned in the articles below .The XFor Directors now run the environmental enforcement for Kingdom. These articles talk about incentivising with XFor, a practice that is being continued with Kingdom.

Another article shows a previous Kingdom officer who worked in Merton and was fired for sticking up for the public because they were wrongfully being fined. There is also mention of a £5 bonus for each ticket issued. This practice went on despite Merton Council responding in a  a Freedom of Information Request that :  “Under our agreement with Kingdom security no incentive scheme or structure is in place. Staff are not rewarded for the volume of FPNs issued.”

Consequently following the recent bad local press Kingdom have been quick to take down their job advert showing that these incentive bonuses are part of the job description of their grandly-titled Senior Environmental Enforcement Officers .

These job adverts and various articles in the press clearly show that Kingdom Security Ltd are incentivising their staff to issue more tickets. If councils are clearly stating they prohibit this, are Kingdom in breach of their contracts ?. And could this mean that every ticket they have issued has been done without proper authority and everyone who has been fined is entitled to claim the fines back from these councils ?.

Sounds like Wirral Council undertook their usual fail safe “due diligence” exercise before they entered into their contract with Kingdom.Indeed we’d be particularly interested to know whether Kingdom informed the Council  that the Home Office have imposed illegal working civil penalties amounting to £15,000 on them !.

Therefore might we suggest that Wirral Council should have checked that Kingdom Security Ltd had cleared up their own mess before allowing them to inflict their charmless enforcers on the long suffering  public of Wirral.There’s certainly no mention of any of the above on Kingdom’s own blog where they boast : “Kingdom Makes Incredible Start on Wirral”.
