Our thanks go to John Brace for filming last night’s meeting of Wirral Council Standards Panel and for giving us the heads up that we would be reunited with some familiar Wirral Leaks ‘favourites’.

John hasn’t uploaded all of the five part mini-series yet but from what we’ve seen it’s the usual Wirral Council Standards Panel farrago bogged down in procedure ,protocol, partisan politicking and pettiness. However we look forward to John’s incisive eyewitness report with snippets from the investigation report in question at a later date.

The actual hearing concerns an allegation brought against Conservative Cllr Paul Hayes councillor by the Professor Maggie Atkinson – the Independent Chair of Wirral Safeguarding Board. Professor Atkinson alleges that Cllr Hayes was in breach of Wirral Council’s Code of Conduct for suggesting that the decision not to publish the Serious Case Review into the Rajenthiram brothers Child Sexual Exploitation (CSE) case was part of a ‘cover up’ ( further allegations made against Cllr Ian Lewis and Cllr Tom Anderson found there was no case to answer).

Ironically the investigation report was written by ex Wirral Council solicitor Simon Goacher of Weightman’s who are the go-to legal firm that Wirral Council call upon to  when it comes to cover ups (most notably the infamous and illegal ‘four week delay’ in the provision of adult care services.) This has not only enabled Wirral Council to hide behind ‘legal privilege’ but allows them to state they have sought external legal advice and therefore everything is ‘legit’ when in fact the exact opposite is true – as was the case in an unreported case of further unlawful charging of disabled people that Weightman’s were also called upon to help put a bit of concealing legal gloss on.

Meanwhile initial observations from us indicate that the Standards Panel played their usual roles – Cllr Phil ‘Anodyne’ Gilchrist dithering about and being in complete,fence-sitting Lib Dem mode. Cllr Chris ‘Bulldog’ Blakeley in full on belligerent ,bulldog chewing a wasp mode and Cllr Moira ‘Matron’ Mc Laughlin in arms folded, eyerolling,  ‘Matron-Knows-Best’ exasperation mode (though we did enjoy the little snipe at Wirral Council’s head of law Philip McCourt – is the honeymoon period over we ask ourselves? )

We await further instalments with interest and be grateful for the fact that at least John Brace was allowed to film this particular Standards Panel and wasn’t physically prevented from entering the Committee room , as was the case in the infamous 2016 Cllr Steve ‘Foulkesy’ Foulkes  Standards Panel debacle. Now, if you really want to talk about cover ups…

The Power of Nought

As we continue to wind down we are grateful to one of our long standing contributors Dr Robert B Smith who has provided us with what he calls a ‘summery summary’ of recent Wirral Council history which he has titled :

WIRRAL COUNCIL & THE POWER OF NOUGHT.

In aerial warfare CHAFF is a radar countermeasure in which aircraft or other targets spread a cloud of small, thin pieces of aluminium, metallized glass fibre or plastic, which either appears as a cluster of primary targets on radar screens or swamps the screen with multiple returns to create confusion and distraction from the actual target.

This is the ‘diversionary’ principle of the use of NOUGHT by Wirral Council. If, as a Council, you are completely bankrupt of real ideas and true vision, there is always NOUGHT to hide behind, and use as a distraction and confuse residents and voters.

Over recent years Wirral’s population has been reasonably static, and the borough has remained the same size (about 60 sq miles) however during that time 10s of thousands (4 NOUGHTS) has rapidly become BILLIONS using 9 or even 10 NOUGHTS.

Over recent years Wirral Council has invested in NOUGHT on many occasions. Usually NOUGHT, or multiple-NOUGHTS, are used as a smokescreen to cloud the reality of incompetence, and the most appalling standard of local government. In Wirral Council the presence of a great many NOUGHTS indicate the seriousness with which issues are being prioritised, and the likelihood of NOUGHT actually happening .

WBC Number 1 Priority – protect at any cost the status and ‘reputation’ of Wirral’s ruling administration and chief officers. As many NOUGHTS as it takes, but that is privileged information!

Here is a small sample of the power of NOUGHT in Wirral Council over the last decade.

2006 – 30 year Wirral Waters programme announced £4,500,000,000 – 8 NOUGHTS

2008 – over £500,000,000 invested since 1991 by WBC in Birkenhead – 8 NOUGHTS

2015 – Wirral Partnership ‘will pool budgets’ by 2020 – £200,000,000,000 – 11 NOUGHTS

2016 – Threat of Government intervention in Wirral Child Safeguarding arrangements – an additional £2,000,000 initially committed by Leader Phil Davies – 6 NOUGHTS

2016 – Hoylake Golf Resort – Investment revised to £190,000,000 – 7 NOUGHTS

2017 – Maggie Atkinson takes Chair of Wirral Child Safeguarding Board; Eleanor Brazil takes Chair of Child Safeguarding Improvement Board; suddenly an additional £10,000,000 is committed – 7 NOUGHTS.

2017 – Wirral Growth Joint Venture Company investment ‘opportunity’ announced £1,000,000,000 – 9 NOUGHTS

If we add up all of the NOUGHTS, they total 56 – which added together totals NOUGHT.

What value, or real benefit or improvement, has Wirral Council achieved with all of these projects combined?

Yes, you have got it in 1 (which is a figure far higher than Wirral Council has successfully achieved to date) which is NOUGHT.

Wirral Council and its Leadership has taken the power of NOUGHT to sensational new heights in Wirral that others can only dream about!

… because for Wirral Council spin doctors, whatever they say, NOUGHT really means nothing.

So it would appear like many before her  , Wirral Council has driven top notch Children’s Services troubleshooter Eleanor Brazil , nuts .

As we know Ms Brazil was brought in to share her considerable expertise in an attempt to turn round the deeply troubled council department.  We understand that Ms Brazil was fully prepared to challenge the powers that be.  As we know the powers that be don’t like that. They much prefer to be in denial. We can remember Michael Frater, the last straight talking troubleshooter Wirral Council had to call in when their Department of Adult Social Services (DASS) had brought them in into disrepute through a multitude of failings . He didn’t last long either.

It’s such a great shame government commissioners weren’t called in then, but as we know, Frank Field did his string pulling thing to spare the blushes of bent,incompetent councillors and the rest is history. And of course, as we all know, if people don’t learn from history – they are bound to repeat it. And so here we are again – not only in Childrens Services, but also it would appear in DASS.

Indeed it is astonishing to think that whilst Children’s Services is subject to inspection of their safeguarding arrangements by Ofsted there is no equivalent for DASS.  The Care Quality Commission (CQC)  are now just responsible for inspecting individual services. Of course the last time CQC did check on Wirral Council’s safeguarding arrangements for adults – they were found to be ,yes you guessed it, inadequate!

Following an inspection by CQC the latest addition to the long list of inadequates goes to Acrefield House,  a care home for people with learning disabilities run by Mental Health Care (MHC) Ltd.

After reading CQC Inspection report which records that :

“There were repeated and targeted physical altercations between people living at the home. Many of these had been documented and there was a clear and recognised pattern that had not been investigated, or resulted in any safeguarding referrals being made. This meant that people were not safe living at the home.”

Reference is also made to staff inappropriately restraining residents and that there was in -fighting between the staff team. Overall the report is a horrorshow and once again we have to ask whether DASS actually monitor the services we pay for and why does it take a CQC inspection to discover that vulnerable people are not safe?

Could it be because they’ve previously ignored concerns  raised about Acrefield House. We’ve been informed that a member of the public did just that and nothing was done about their safeguarding concerns. And please,please ,please don’t tell us it’s about ‘cuts’ . Time to wake up to the fact that the calibre of people who are supposed to safeguarding the vulnerable either directly or indirectly on Wirral  – is INADEQUATE. We’re convinced that Eleanor Brazil recognised this. Therefore we’d invite her to comment on why she has quit and whether she endorses our view that Wirral is ‘ No Country For Old Men/Women/ Children & the Vulnerable. ‘

An horrific Child Sexual Exploitation (CSE) case in Birkenhead finally hits the headlines. The case involves lengthy jail sentences for two Sri Lankan brothers found guilty of the systematic  rape and abuse of girls aged 14 and 15. The full story can be found here :

Now, as we know, the culpability for these vile acts lies with the perpetrators. However we have to ask ,once again, where were the various agencies responsible for safeguarding vulnerable children ?

The fact that Cabinet lead for Children’s Services Cllr Tony Smith has been relieved of his position ( nobody gets ‘sacked’ at Wirral Council) and Julia Hassall – Head of Children’s Services has resigned, suggests that as far as Wirral Council are concerned there are questions to be answered (aren’t there always?)

But do you know what makes us want to bite our knuckles in sheer frustration and anger is the way that rampant reputation management rules all at Wirral Council!

Wirral Council knew (as did we) that there was every likelihood that reporting restrictions would be lifted on this case today. So what is their first priority? –  that’s right get the Liverpool Echo to run a story on Sunday afternoon that council leader Cllr Phil ‘Power Boy Pip’ Davies had used his ‘strong leader powers’ to suddenly oust Cllr Tony Smith from his Cabinet. So Cllr Smith takes one for the team and is the fall guy ,the patsy for this latest horrorshow. This was followed today with the long overdue resignation of Head of Children’s Services, Julia Hassall.

Of course this all goes back to the publication of a damning Ofsted report last September which had us apoplectic here at Leaky Towers . With our usual prescience we wrote at the time  –  ‘And inevitably what we have witnessed today is the first instalment of an exercise in damage limitation and reputation management for which Wirral Council is so well known  with a carefully controlled ‘leak’ to the Liverpool Echo.’

You may also recall that Hassall claimed there were ‘no surprises’ in the Ofsted report.

What? – did you think Ofsted wouldn’t notice or if they did you could dupe Wirral councillors that everything was hunky dory – for as we know that’s what council officers have been doing for years.

We have expressed the view that the Council’s No. 1 priority is the protection of vulnerable people (and particularly children).  They have failed us and more importantly, the vulnerable, time and time again.

This is, among other failures, a monumental failure of scrutiny (another thing we’ve been banging on about for years) .

We can recall the denial when opposition councillors tried to ask questions about CSE on Wirral and being soothingly reassured by Wirral Council’s Safeguarding Lead ‘ Simpering’ Simon Garner that they need not worry themselves as they’d got it covered. We can also recall the ‘faux outrage’ from councillors whenever comparisons to CSE in Rochdale or Rotherham were mentioned. Consequently the approach from council officers is not to  alarm the councillors as they might get a bit upset that there are sexually exploitative people out there!

We assert  that the denial of the problem by agencies responsible for safeguarding is a major contributor to the continuation and prevalence of CSE. Perhaps Wirral’s Safeguarding Board would do well to check out  ‘Three Girls’ a 3 part series running this week Tuesday-Thursday on BBC1 at 9pm which covers the Rochdale CSE scandal. They might actually learn something.

Finally  we’d like to go back to our original ‘ The Big Lie’ post where we called for the resignation of CEO Eric Robinson  , Head of Children’s Services  Julia Hassall , Corporate Safeguarding Manager  Simon Garner ,  Council Leader Phil Davies ,Children Services Lead Cllr Tony Smith, People Overview and Scrutiny Committee Chair Cllr Moira McLaughlin

Two out of six ain’t bad  (although we should have added Hassall’s manager Clare Fish into the roll call of shame) – but it’s not enough.

The vulnerable people of Wirral deserve better. Indeed, we all do.

One of our eagle – eyed readers spotted this charming local house sign and jokingly asked us whether Wirral Council had opened a retirement home for the corruptible and the clapped out cronies that crawl the corridors of power.

Whilst highly unlikely as Wirral Council only close services it’s certainly a thought to treasure – it would be some kind of natural justice if Wirral Council’s bullies and backstabbers were housed together somewhere in perpetual duplicity – although unfortunately there would be no money in the petty cash tin because obviously this being Wirral Council it had all been stolen!.
