As we said yesterday in our Spot the Blott post we do like to follow the progress of former Wirral Council alumni who have graced (and disgraced) our pages. Fortunately for us (and unfortunately for them ) there are correspondents around the country – and particularly from Bristol, Hereford, York and  Sandwell – who have kept us informed of  Wirral Council’s cast-offs and how they carry on regardless of any scandals or scrapes they’ve been involved in beforehand. However it would appear that we have a particular keen following in Cheshire East. Thanks mainly to the travels and travails of Wirral Council ‘s former head of law – the infamous Bill Norman.
Firstly we hear that there are currently no less than SIX ( count ’em) police investigations concerning Tory led Cheshire East Council. Read more here : Cheshire East police investigations
Kudos to the Cheshire Constabulary for actually taking allegations of Council corruption seriously which is more than be said of Merseyside Police who are seemingly too lazy and/or too busy exchanging funny handshakes and going to the confessional box to be bothered investigating legitimate concerns about Wirral Council . We’ll be interested to know whether the mud will stick and there will be a sticky end for Cheshire East councillors and council officers.
However particular thanks go out to  “A member of ItsRandom the Wirralleaks franchise in Cheshire East”  who sends us this particularly interesting missive concerning Mr Norman and the use of Wirral based consultants ‘Sticky Change’. Now we know that ‘ Sticky Change’ may sound like an old Wirral Leaks headline from the days when we were covering stories about Wirral Council senior management sex romps but this change management consultancy firm website reads like satire to us : Sticky Change .  Their ‘Our Values’ page has to be seen to believed (and sorry we don’t believe any of it). Any one who uses the word ‘ Passionate’ to describe the process of making money is to be viewed with great suspicion as far as we’re concerned. And as for the ‘ look at my backside’ quip – oh do give over ! It’s more a case of all my arse as far as we’re concerned.We’re not sure whether Wirral Council have ever used ‘Sticky Change’ (perhaps somebody would like to enquire) . Meanwhile read this and weep :
Wirral Council and Cheshire East Council have far more in common than anyone realises, so its little wonder that whistle blowing staff and residents are in fear of speaking out. Bill Norman left his mark at both Councils, but the blame lies with those that allowed his appointment…..and they are the ones which always keep their jobs. When Councils appoint people like Bill Norman they know exactly what they are getting. Cheshire East and Wirral Council are not alone in appointing expendable people to take the flack when wrongdoing is exposed. 
Corporate organisations like to appoint people who share the values of the company, but what happens when the people at the top of an organisation not only tolerate wrongdoing but potentially reward employees via promotion for allowing it to happen. With these type of organisation all employees are seen as expendable. In fact to the people at the very top of many public sector organisations the sacrificing of employees is little more than a snake sacrificing its own skin – it means nothing because its still a snake. 
 
In fact looking at Bill Normans work history at other councils I would be amazed if Cheshire East Councils didn’t provide details of the payoff and compromise agreement as part of the employment contract for new starters. Most organisations want honest consciousness employees, but Cheshire East Council see these employees as potential whistle blowers and manage (bully) them out. 
 
Sticky Change…….
I feel Cheshire East Council spending over £150,000 to bring in a consultancy firm called Sticky Change in order to help the authority tackle its ‘bullying’ culture is more about creating good PR to fool the public into believing that the leopard really wants to change its spots. It was reported that Sticky Change worked with Everton Football club and this might help explain my point. 
 
Football is a results based business, and even when the decision was made by Everton FC to bring in Sticky Change the directors knew that the manager would still be the one picking the team to play a 442 system. It wont be any different at Cheshire East Council.
As Cheshire East Council seem committed to at least appear to be drag their reputation from out of the sewers then perhaps they would answer the question I made a week ago:

The real question is when did Sticky Change work with Torbay Council – before, during, or after Bill Normans employment with Torbay Council?

This is very important because Cheshire East Council need to be aware that the decision to choose Sticky Change as external consultants should be open to public scrutiny.
  • Sticky Change previously worked at Torbay Council and it is important to know if this was before, during, or after Bill Normans time with the council? If it was during or after Bill Normans time with Torbay Council then Bill Norman and Sticky Change may have a connection. 
  • The fact that CEC didn’t mention Torbay Council in their press release when naming who else Sticky Change had previously worked with seemed strange, so was it a deliberate omission to avoid drawing attention to any potential link?
  • Just months after the departure of Bill Norman from Cheshire East Council it was announced that Sticky Change would be brought in to tackle the bullying culture. So how and when did CEC first look at using the services of Sticky Change and did his overlap with Bill Normans time at CEC?
  • Sticky Change are based on the Wirral and whilst working at Wirral Council its believed that Bill Norman also lived on the Wirral (Bill might have continued to live on the Wirral whilst working at CEC). Given the points above and Bill Normans very close geographical relationship to Sticky Change on the Wirral there is a possibility that there is a connection/relationship between Bill Norman and Sticky Change. What steps have CEC taken to ensure that the decision to use Sticky Change (and their independence) will stand up to public scrutiny?
I cant speak on behalf of other people but I don’t think I would be comfortable discussing the bullying culture at CEC with consultants from Sticky Change if the above points remain unanswered. The fact that CEC didnt seem to carry out any due diligence when appointing Bill Norman means how can anyone be sure that it wasn’t Bill Norman that recommended CEC to bring in Sticky Change?

And so after a previous meeting behind closed doors of the Employment and Appointments Committee it would appear that full Council on Monday 19th March will rubber stamp the permanent appointment of current interim Assistant Director : Law and Governance Philip McCourt to the new post of Director – Governance & Assurance (Monitoring Officer)

We have to doff our coronet to McCourt on this one. He sat back as Wirral Council struggled to appoint to this poisoned chalice of a post and watched gimlet-eyed as they had to bump up the pay (funny how there’s always money to be found for the upper echelons of local government isn’t it?) and upgrade the post from Assistant Director to Director enabling McCourt to sit at the top table of council chief officers. And from what we understand there was none of that tiresome psychometric testing or bothersome interview process for such a high profile post. Oh no it was a shoo-in for fêted Phil.

Canny McCourt has cleverly manoeuvred himself into a strong position by getting the lowdown – and boy do we mean lowdown – on Wirral Council. This was not only on the job – when he could fit Wirral Council business in around his other consultancy commitments that is. Checking out his LinkedIn profile this included not only work for solicitors Weightmans LLP , where no doubt he would have encountered former Wirral Council legal alumni Morris Hill and Simon Goacher, but also during a stint at Bristol City Council in 2016 where he would have compared cheques with Anna Klonowski – author of damning Independent Review and Corporate Governance reports about his latest employer. The man who took over from McCourt at Milton Keynes Council in May 2013 was a Stephen Gerrard (no, not that one) . Coincidentally enough Gerrard was Interim Head of Legal and Member Services at Wirral Council October 2012 -May 2013 during the then permanent head, Bill Norman’s suspension (Norman later went on to become involved in all kinds of shenanigans at Hereford and Cheshire East councils) . Gerrard also left somewhat hastily , whether it was because he and his deputy Surjit Tour were not the best of buddies we can only speculate. However ,as we know, Tour was later to make the most of an unguarded (and racist) comment from Deputy Leader of Wirral Council Cllr George Davies and astonishingly ascend to the top legal job at Wirral Council before escaping back to Sandwell Council. We don’t know about you but this local government merry go round makes us dizzy (and slightly nauseous).

Whether McCourt will prove to be as controversial appointment as Norman and Tour only time will tell but we do know he’s inherited some very thorny legal issues and knowing his political paymasters as we do there will no doubt be more to come. As ever the real test for a head of law at Wirral Council will be how they reconcile protecting powerful politicians with protecting the public purse and the public interest. We shall be particularly interested to see whether McCourt follows the path of least resistance trodden by his predecessors and favours the former over the latter.

It was three years ago we commented on the Wirral Council delegation that was whoring itself out in Reno desperate to hook up with somewhere that had even less attractive features than itself.

Consequently recent events tell us that our Big Guns in Tiny Town post needs re-posting in full here :

Following our earlier story about the beano in Reno Verity has been doing some further research into other towns who have had the dubious honour of being twinned with Wirral.  Apparently Wirral has been rather wanton with it’s unique charms and has previously wooed (in no particular order) Gennevilliers (France) ,Lorient (France) ,Latina (Italy) and Midland (Texas ,USA not the Black Country).
Then of course there was the Eurowirral office in Brussels which achieved er, well nothing much at all really.

As we’ve said before it seems to us at Leaky Towers that never has so much public money been spent on air miles by so many globetrotting councillors and officers to achieve so very little………

Of course the Twin Town debate is something that has concerned the great and the ghoul of Wirral for sometime.
Leaky Towers have always maintained we should be twinned with Jericho in recognition of our local whistleblowing community whilst Frankenfield seems to think that Birkenhead should be twinned with Beirut!.

However it seems to us that Wirral is behaving like a desperate divorcee on a dating website – posting flattering pictures to prospective partners in the hope of finding true love and salvation. The Reno hook-up seems particularly dodgy – apparently the fact that “The Chamber of Commerce had a contact over in Reno with a guy who used to work in Liverpool in the video gaming industry….” was enough for the Wirral posse to metaphorically put on the lippy ,reach for the Wonderbra and fly down to Reno on a wing and a prayer.

Finally we’d particularly love to know what clean living local Councillor Paul “Danceaway” Doughty thinks about twinning with Reno – famous for gambling and quickie divorces.

Let’s just hope if we get a delegation from Reno visiting that Wirral tops up the Botox to prevent “The Biggest Little City in The World” seeking a quickie divorce…….

It would appear that the Reno beano has finally come up trumps (no pun intended) with the announcement, in the form of a leaflet distributed with the Wirral Globe ,that a ‘gentleman’s club’ is opening up in Birkenhead.  On hearing this news Her Ladyship commented : ” But there’s always been a gentleman’s club in Birkenhead. It’s called the Birkenhead Constituency Labour Party (CLP)”

I had to rudely interject and inform Her Ladyship that ‘Peachez’ was certainly not the kind of gentleman’s club that fine upstanding, God-fearing Birkenhead MP Frank Field would frequent – although we had to admit we’re not so sure about his less enlightened acolytes. For any avoidance of doubt we’re talking about Foulkesy. Just sayin’.

We also queried as to where this fitted with the Wirral Chamber of Commerce and their Birkenhead Improvement District (BID). Although we’re sure that that one of their prominent ‘ members’ ( pun intended) would approve. For any avoidance of doubt we’re talking about Kevin ‘Addled’ Adderley.  Just sayin’.

So can we just say in our public service role that Wirral Council should instead lower their sights and twin with the Black Country paradise that is Sandwell (aka Sadwell).

As we commented previously when Surjit Tour escaped there in his personalised number plated car to Sandwell Council that it was very much a case of  To Sandwell in a Handcart . And as Her Ladyship declared on his locally celebrated departure :

” There’s goes a man with low self -esteem issues. And never have they been more justified.” 

So let’s justify for you why we think Sandwell is a better fit for twinship with Wirral than previous speculative suggestions by referencing the superb local blog The Sandwell Skidder which makes Wirral Leaks seem like Wirral View. And that is very much a compliment.

The bent Labour Council in Sandwell (aka Sadwell) have, as we have seen many times, appointed weak and feeble characters to the top echelons of the paid service in the benighted Borough. Head honcho, the pathetic Jan Britton, had a very thin CV but was appointed as Chief Executive. A selection of weirdos formed the second tier – like now-disgraced “Head of Legal” Neeraj Sharma who already had a record of  dismal failure at Walsall Council.

Sound familiar? – simply insert the name Eric ‘Feeble’ Robinson in place of Jan Britton and Neeraj Sharma with Surjit Tour and you have Wirral Council.

Wirral and Sandwell – twin towns in hell who both have had Surjit Tour as the head of their legal departments. Just sayin’.

We couldn’t bring ourselves to watch video footage last week’s Wirral Council Cabinet meeting as we understand Power Boy Pip et al  gave outgoing Wirral Council law lord Surjit Tour a rousing round of applause as it was his last ever council meeting – yes , even from Cllr George Davies – but then the deputy leader of Wirral Council must be relieved to see the back of this particular chink in his armour.

The plaudits were all very reminiscent of the time when the subsequently convicted criminal Jim ‘Crabby’ Crabtree chaired the the Audit & Risk Management Committee  – yes we know ! – can you believe that actually happened ? – and led the handclapping for Audit Commission/Grant Thornton gobshite Mike Thomas. We suspect the applause for both was much for the same reason – keeping a lid on Wirral Council malpractice and getting paid well to do it.

Having said that Tour must be shooting off to his new gig at Sandwell Council like shit off a shovel. And it would appear he will be right at home. As a local source commented –‘Labour controlled and crooked forever’

We’re sure the six figure salary was particularly enticing for this status – conscious public servant. All we can say is that you can earn as much as you like but at the end of the day you’re still Surjit Tour.

We’re just staggered that out of four candidates interviewed for Sandwell Council’s top legal job that Tour came out on top.  Isn’t it reassuring that our public services have such a deep well of talent to draw upon?

Sandwell Council  must be particularly dear to Tour’s heart as a legal case involving his new employer was brought to attention in 2016.  A Wirral Council whistleblower had told their senior managers that they weren’t complying with the law when it came to administrating Discretionary Housing Payments  (DHP)- which are what they say on the tin, discretionary payments made to people who are having trouble paying their rent for one reason or another and presumably some of the most vulnerable members of the community.

Wirral Council seem particularly reluctant to promote this fund they have available to help people in need so we’re saying loud and clear if you find yourself struggling to pay your rent contact Wirral Council and ask about DISCRETIONARY HOUSING PAYMENTS!

Needless to say the public-spirited  whistleblower who identified that Wirral Council were acting unlawfully was cruelly hounded out of their job for showing up their managers for the bullying incompetents they were.  There will be much more to come on this story but changes to procedures and belated thanks from Tour doesn’t cut it when someone’s career is needlessly destroyed for,once again, wanting things done properly and dare we say LAWFULLY!

Is it just us who thinks that if we don’t speak up about such abuses we’re all going to hell in a handcart?

Further the above matter, I have now completed all requisite enquiries into this matter. I have received and considered the report prepared by XX (Senior Auditor) into the matter you raised in your confidential report [CRF1] dated 22nd February 2016.

The review conducted by XX showed that whilst an assessment of income was undertaken in respect of DHP applicant’s income, the assessments were not fully compliant with the post Sandwell case and revised DWP guidance (issued in August 2015) on such claims.

In light of this, supplementary guidance has issued and explained to all relevant members of the team at the Transaction Centre so that DHP claims are assessed in accordance with the Sandwell case and revised DWP Guidance. Moreover, changes to procedures have and are being implemented to ensure consistency and compliance with the Sandwell case and revised  DWP guidance.

May I take the opportunity to thank you for bringing this issue to the attention of the council.

Men of Mystery : The Big Reveal Part 2

Apologies for the delay on this one but there’s been a few glitches on the website this week . As it’s fashionable to do so we blame those pesky Russkies !

All we can say it’s a case of delayed gratification for our readers as we optimistically declare  : So, farewell then, Surjit Tour .

As yes indeed , we’re hoping that it’s the case that Wirral Council’s Head of Law is going back to where he came from. And we don’t mean that in a casual racist way a la  Cllr George Davies.  We mean that we understand that Wirral Council’s Monitoring Officer (no laughing at the back) could be returning to Sandwell Council.  Could it be that Tour goes back to Sandwell and leaves the people of Wirral to go to hell in a handcart?

So what positive things can we say about Surjit as a future send off?

Er, not a lot.

Whilst we acknowledge that being Wirral Council’s legal guru is a tough gig we couldn’t imagine anyone less equipped to fulfil the role. Apologies, no actually we can – his chinless predecessor, Bill Norman!

As far as we’re concerned , during his inglorious tenure Tour steered the difficult terrain that being the pinnacle of local government legal probity involves by prioritising political and personal interests over the public interest.

This was a so called public servant who it seemed to us (and to many of our readers and contributors ) to continually thwart Freedom of Information requests,  somehow didn’t know how electoral expenses worked , circumvented due legal process and natural justice at every turn and yet who prostrated himself before people who held him in complete contempt . He was ‘ bloody useless’ according to Deputy Leader of Wirral Council Cllr George Davies (once again – no laughing at the back) . And yet he was prepared to accept a handshake,a feigned apology,  a promotion (and a cheque for hurt feelings?) to carry on as abnormal .

As for Surjit himself  – he must be counting the days before he finally drives his thoroughly vulgar personalised numberplates out of Wirral and back to the West Midlands for the last time.

But not as much as us.
