Whilst we’re familiar with the old refrain – ” April fool is past and gone , so you’re the fool for carrying on….”  we felt that the following leak was too significant to be included in our  Wirral Leaks Weekly Dispatch #10 and have instead chosen to post separately, if belatedly , today :

“I’m not in the Labour Party and have no wish to be drawn into their internal rows. However I notice that the final item in the screenshot in your post below refers to  Cllr Phil Davies vowing  “that Wirral council are doing all they can to stop ACS’s in the NHS…..

Some people might say he’s a fool. Others less charitable might say he’s a liar. Some would use stronger language.

He’s opposed to the ‘STP’ (Sustainability and Transformation Partnerships), he’s opposed to the  ACS (Accountable Care System)  , so how does he explain his own Council’s policy to implement both – from 1st April 2018 ?

See the screen shot above from a presentation to staff by Wirral’s  Director of Adult Social Services Graham Hodkinson (who by the way, also from 1st April 2018 , becomes the deputy at Wirral Clinical Commissioning Group (CCG) , thus committing  Wirral Council into NHS England’s plans to ‘slash, trash and privatise’ the hand that feeds them very well indeed).”

Perhaps Pip can feed this back to the Birkenhead Constituency Labour Party (CLP) at their next meeting or is he quite happy to continue to make fools of both his Labour colleagues and Wirral’s constituents?

 

Advent Farewell 14 – Why Wirral Leaks Speaks in Parables

We’ve found some time to catch up with our beloved John Brace’s footage of Monday’s last full Wirral Council meeting of 2017. We’ve attached part one of the meeting below (you can do the rest if you’re interested).

First thing to say is that it confirms that our sources were spot on with the Cllr Louise Reecejones (LRJ) story (part 3 of Brace’s footage)…..and secondly we were interested to see Mr Brace himself ask a question about Wirral Council’s forthcoming plans to film council meetings themselves. We just hope John keeps on filming as knowing Wirral Council if the rehearsed and scripted exchanges are anything to go by their footage is bound to be selectively edited.

So what else happened ? Hats off to young Peter Shield from the Wirral Needs campaign who spoke most eloquently whilst accompanied by the Momentum Choir in the public gallery who chanted at regular intervals :

Good luck with that one guys and guyesses!  Although you’re singing our song – we would have added a few whistles. We’ve been at it for 7 years and they only listen to what they want to ( i.e what Frank Field tells them) . The battle for the soul of the local Labour group was clearly demonstrated by the fact that the Corbynistas applauded Tory leader Cllr Ian Lewis more than Wirral Council leader Cllr Phil ‘Power Boy Pip’ Davies. These are strange times indeed.

Looking at the agenda ( well we didn’t – life’s too short) but our faithful factotum Verity told us to look out for a question about why the Highways contract , which is currently with BAM Nuttall, is suddenly being brought back in house. Unfortunately there were endless questions about the Hoylake Golf Resort which came with the same scripted answers and added nothing to the debate and so we never discovered the rationale or details of the business case for doing so. But then the question would have been answered by Cllr Stuart ‘Witless’ Whittingham so it is highly likely we would be none the wiser if he’d had the chance to clarify this curious volte-face anyway!

Finally we publish a statement from Defend Our NHS on their take on Monday’s meeting  if only to reinforce it’s not just us who are concerned about how the Wirral Council leadership conduct their business. Wake up people!:

Massive deception of Wirral public by Council leadership

A statement from Defend Our NHS.   

12th December 2017.

For immediate release.

 At Monday’s (11th December 2017) Wirral Council meeting it was agreed to press ahead with changes to local health and care services.

Council leader Phil Davies told the meeting that the Council was implementing Labour national NHS policy by working with local NHS colleagues to integrate health and social care services.

There were angry protests as Davies refused the suggestion of meeting local anti-cuts campaigners and accused them (falsely) of advocating an ‘illegal’ budget.

The health and care changes involve deception on an industrial scale.

Why?

At the weekend Davies had emailed every single Wirral member of his party to say, “In addition, Labour Party policy nationally is to halt and review the NHS ‘Sustainability and Transformation Plans’ (STPs), which are looking at closing health services across England, and this is fully supported by the Labour Group in Wirral. It is the Wirral Labour Group who have already led the fight to reinstate Eastham Walk-In centre after its closure.”

His statement and the changes bulldozed through last night are based on deceit, half-truths and worse:

1.     To halt and review”?  NO! At its annual conference this year the Labour Party agreed: “This Conference Calls on our Party to restore our NHS by reversing all privatisation and permanently halting STPs and ACSs.” No mention of a ‘review’. The policy is ‘permanently halting’. STPs and ACSs are acknowledged to be the government’s way to “slash, trash and privatise” the NHS with over £900 millions of cuts planned for Cheshire and Merseyside alone.

2.     Davies and all but one of his misinformed councillors have been unable to answer an unequivocal ‘yes’ to this simple question put to them by Defend Our NHS: “Do you support our campaign to stop the STP/ACS and oppose the further near £1 billion cuts?”

3.     In fact and unbelievably the leaked policy of Wirral in league with the local Clinical Commissioning Group  is now “the development of a single ‘Accountable Care System’”, while:

4.     “The STP will operate at Cheshire and Merseyside level, commissioning some specialist services. Primarily operating on the basis of a Strategic Health Authority – holding the local Wirral system to account…”

5.     In other words they are planning the very things which Davies claims to oppose.

6.     It comes as no surprise. To give just one example from recent years (there are sundry others), what was the Wirral Council Leader doing at the 9th March 2016 (yes, 2016) Council’s Health and Wellbeing Board? 
In his role as Chair, Councillor Phil Davies suggested the focus be on how, as a Board, members could add value to the whole emerging NHS Sustainability and Transformation Plan agenda”.

7.     He has never replied to a single communication from Defend Our NHS – including a question (asked twice) in relation to the Vanguard project. In April 2015 (yes, 2015) we asked him, “Why has Wirral granted enhanced entry to our local health services to major US and/or US-owned corporations, especially one representing the ACO model? Surely this and “testing of a capitated budget approach” are the logical precursors to a health insurance scheme?”

8.     And, by the way, to say that, “It is the Wirral Labour Group who have already led the fight to reinstate Eastham Walk-In centre” somewhat spins the reality.

Campaigners from across the entire Cheshire and Merseyside STP ‘footprint’ have been meeting to plan their response. Davies and his like who say one thing to their members but plan the exact opposite behind closed doors – and then push it through a Council meeting – will be in for a few shocks after Christmas.

‘Hub’ Hubris – The ‘Defend Our NHS’ fight back opens the party season

As the  party season arrives here is our first notification from our good friends Defend Our NHS (DONHS) Wirral that they’re organising  ‘a bit of a do’ .

Of course all we can do is sarcasm and satire so we doff our caps to those out there who actually give a damn and go out there and do something about it. They’ve also listed other dates that should interest you if you care about the future of the NHS – including a Clinical Commissioning Group meeting to be held tomorrow (see below).

We would also add that Wirral Council’s Cabinet meeting on Monday 27th November is a date for the diary for anyone interested in bloody ‘hubs’ and more specifically ‘integrated commissioning hubs’. Sorry scrub that – as you can see all the interesting stuff that affects YOUR life and health will be discussed behind closed doors. Because that’s how Wirral Council roll (over all of us).

Dear friends of the NHS,

First the good news: we’re having a Christmas Party! We wanted to celebrate all we’ve done in the past year and give everyone a much -needed chance to relax from campaigning and to make and renew acquaintances with fellow NHS defenders.

It will be in central Birkenhead on the evening of Friday 8th December. There will be hot and cold food available. If we are to go ahead and make final arrangements, we need to know who is coming AND if you want food. (Food – something like chilli/curry with a vegetarian option – will be available at a cost of up to £10; it could be less if we have enough people. Any extra money will be used for printing leaflets and room hire.)

Only people who reply by 27th November to say they are coming will be sent the final details and ticket arrangements. Email now!

But now the bad news – and we’re afraid there’s little else.

You will know that our campaigning this year has concentrated on Wirral Council. We wanted them to do a simple thing: to make good on the agreed policy to oppose the so-called ‘sustainability and transformation plan/partnership’ (STP).

They agreed this in December 2016 – yet it took the leader of the Council, Phil Davies, eight months to send off the letter to Jeremy Hunt.

We’ve been lobbying and briefing councillors and pointing out the wickedness of the STP and its associated ‘accountable care organisation/system’.

Only last month councillors agreed that, “This Council will, therefore, remain opposed to changes and savings which place the achievements of our NHS at risk.

The STP would involve £1bn CUTS for the Cheshire and Merseyside area.

The reduced budget will have to pay for social care AS WELL AS our NHS services.

Meanwhile the party to which most Wirral councillors belong has adopted a policy of complete reinstatement of the NHS.

So imagine our surprise when we discovered the following…

Guess who’s advising Wirral on this? Yes, Private Eye’s old friends, global auditing company Price Waterhouse Cooper– PwC (known in the trade as ‘profits without conscience’). 

On Wirral we have already seen how quickly cuts can be implemented. Eastham Walk-In centre was closed within days with no consultation with the public. We have already been warned about the “really big cuts to come” and everyone has evidence of long delays for appointments, staff shortages, service cuts and rationing.

Thanks to a fantastic community campaign the Eastham centre is to be re-opened. But will this be at the expense of A&E at Arrowe Park?

To compound the misery Wirral clinical commissioning group have secretly agreed to talk to Wirral partners (including the Council) and potentially to send a letter to NHSE requesting Wirral CCG join something called the ‘Capped Expenditure Programme’. If you want to know why this is terrifying read this from the BMA:

Have YOU been consulted on any of this? Does any of it meet the NHS mission of ‘no decision about me without me’?

We are simply flabbergasted – but we will fight back, and we urge you to do the same.

What can we do if the NHS is to have a happy Christmas?

Join us and fight to reverse NHS cuts & privatisation

      Oppose the STP and ACS

      Insist that your councillors and MPs do the same

      Fight for the full restoration of an effective NHS

      Ensure that the Eastham NHS Walk-In Centre is re-opened without damage to other services (for example NO cuts to Arrowe Park A&E)

       Achieve an emergency £20m increase for Wirral NHS funding

      Come to the CCG ‘consultation’ meeting in Mayer Hall, Bebington from 6.30pm WEDNESDAY 22nd NOVEMBER

      Protest at the Wirral cabinet meeting, Wallasey town hall, 9am MONDAY 27TH NOVEMBER

ALL Wirral councillors have been asked these three simple questions:

  1. Do you support our campaign to stop the STP/ACS and oppose the further near £1 billion cuts? YES/NO
  2. Do you support the reinstatement of our NHS? YES/NO
  3. Will you tell Wirral voters what your responses are in any forthcoming communication? YES/NO

The replies we’ve received so far are very interesting.

IF OUR COUNCILLORS AND MPs FAIL TO JOIN US IN DEFENDING THE NHS WE HAVE A NEW YEAR’S RESOLUTION.

We’re pleased to say that we will be joined by national campaigner Steve Carne talking about the STPs and NHS reinstatement.

The need to share information and alert the public is ever more urgent. Please circulate this message and the attachment. The NHS is on its knees and we need to fight desperately to save it.

Please see the revised notice for the meeting, which is attached, and this welcome news below from the Latest edition of Private Eye. The STPs are now called in true George Orwell style ‘sustainability and transformation partnerships’. ‘And’, by the way, is the only word in that title which does not mean the opposite of what it says:

·      ‘Sustainable’ = slashed budgets and services.

·      ‘Transformed’ = cut, demoralised and damaged beyond recognition.

·      ‘Partnership’ = developed in secret, operating in secret, condemned by local councils, a total lack of public/patient consultation, and the only happy partners are Richard Branson and a series of US ‘healthcos’.

 The STPs must be stopped, opposed, reversed and the damage undone.

Public Service Announcement : Defend Our NHS (DONHS) Meetings

Published on behalf of DONHS Wirral are details of upcoming meetings and the following message :

We will be inviting Wirral councillors and all four Wirral MPs.

The focus of the meeting will be the local STP – now officially called a ‘sustainability and transformation partnership’  

Some partnership! It doesn’t include patients , STPs generally are not engaging or collaborating with GPs

(let alone the public), and 80% of councillors thought STPs were “not fit for purpose” and “prioritised cost-cutting and closing hospitals over preventing illness”.

The reality of the STP is the dismnatling of our NHS. Campaigners have been warning about this for years. Every day we see the headlines.

Wirral Council voted overwhelmingly in December to oppose the local version of ‘slash, trash and privatise’ and to write a letter of protest to the government. We have no evidence that the letter was sent or a reply received. And now the leader of the Council says  “I don’t see any sign that STPs are going away,…” Some opposition!…

Come and join us – and join our campaign to share information about what’s happening  and to OPPOSE the STP.
