We don’t know how you feel but this has seemed to be the longest 8 weeks of our lives. At last we can get back to moaning about the weather and Wirral Council.

Our interest in national politics only extends to how it affects the local political landscape. By which we mean Frank Field  – obvs. For as we know Frankenfield is the de facto political leader on Wirral. Let’s face it –  McGovern , Eagle and Greenwood are mere also-rans in Wirral’s political stakes.

With Merseyside totally in the red  when it comes to local politics – from the Metro Mayor and his cabinet to all council leaders and constituency MPs and the Merseyside Police and Crime Commissioner Jane Kennedy there is an unprecedented concentration of  power invested in one party. Whilst that is the democratic right of the people, it scares us to death, not only because it suggests there is no effective opposition but primarily that some of the people who wield power are just so bloody awful.

But it’s not all bad news – with a hung parliament and with fox-hunting enthusiast Theresa May now experiencing what it’s like to be hunted by the ruthless and privileged ( i.e her own party) it would appear that there could be another general election on the horizon (*sighs* all round at Leaky Towers).

This of course would mean another bumper pay day for Wirral Council’s Returning Officer Eric ‘Feeble’ Robinson who as we know must be struggling on his £180K + salary which is supplemented by the bumper pay outs amounting to tens of thousands of pounds he receives for declaring the seemingly never ending round of elections.

Hey Eric – any more thoughts on donating your bonus to supporting local charities or foodbanks or the New Ferry explosion fundraising efforts like a former Wirral Council Chief Executive used to do?

Wirral has its own NHS – who knew?

After this week’s call for a snap election we thought we’d set up a weekly report on the local political hustings fun , campaign fails and General Election jiggerypokery. Accordingly we’d like to invite our readers to send in any of their electioneering snippets and general observations on the madness of modern politicking.

The Usual Crap

First off – we’ve been forwarded the Prenton edition of the ‘Brickie to stand for Metro Mayor’ campaign leaflet first reported here : Purdah Palaver

It would seem the local Labour group are riding on the coat-tails of the Metro Mayor election and inserting information about their local wards in the middle of the glossy 4 page propaganda piece . The Prenton edition  (see above) is particularly inept featuring as it does a regurgitated press release about the Liverpool City Region by Cllr Phil ‘Power Boy Pip’ Davies and the compulsory piece about dog crap – because as we know that’s all the Wirral electorate care about according to former Wirral Council CEO Steve Maddox.

However what is most galling is the gurning features of Cllr Angela ‘CGL’ Davies and Cllr Tony ‘Tight-fit” Norbury holding a ‘Care For the NHS’ placard. The doublethink going on here is mindblowing.  Once again these mindless hypocrites are quite happy to campaign to keep the NHS from ending up in private hands – started by the Labour Party under Tony Blair , lest we forget – but are quite happy for Wirral Council services to be farmed out to the lowest bidder. Of course Cllr Angela Davies cares for the NHS so much because not only does it pay her a good wage but when the service she worked for was outsourced to Change! Grow! Live ! (FFS!) she didn’t much like it and bolted back to the warm bosom of public service. Shame she doesn’t afford that opportunity to Wirral Council employees facing redundancy and/or less favourable employment contracts in the private sector. Just sayin’!

Last year Bolton Council were heavily criticised for giving £300,000 of public money to a private law firm – like you do!

Moonlighting for Margaret ?

These must be trying times for Wirral Council’s renaissance man Martin Liptrotsky. Policy advisor, business guru and political campaigner – is there no beginning to this man’s talents? Having helped Margaret Greenwood win the Wirral West for Labour seat at the the last General Election we have to wonder with Liptrot being appointed to a politically restricted post at Wirral Council who Greenwood is going to get to do her ‘dirty work’ this time round? Now we were no fans of previous Wirral West MP Esther McVey but the Liptrot orchestrated campaign at the last election was perhaps the most vicious and nasty in recent memory. And we’re not talking about the abusive graffiti , we’re talking about “Lord” Prescott’s appearance on West Kirby beach and Labour deputy leader John McDonnell endorsing a comment by a local Labour activist to ‘hang the bitch’ . So much for Labour leader Jezza Corbyn’s call for ‘kinder,gentler politics’ !  Needless to say any reports that Liptrot is moonlighting for Margaret during the latest campaign will be gratefully received!……………..

As you will know our recent ‘Where Are They Know?’  post concerning public money magnet Anna Klonowski mentioned former Wirral Council CEO Steve Maddox.

Wirral Leaks readers will appreciate that it was Maddox who personally set the tone for Wirral Council prior to the catalogue of governance and cultural failures that were later to be revealed , if not fully exposed , by Ms Klonowski in her two reports for Wirral Council which pocketed her a cool quarter of a million.

Apparently Maddox was willing to accept that being bullied by politicians was the norm and instead of resisting this, looked at his pay cheque and subjected his underlings to the same treatment and so did their subordinates and the cycle of abuse continued throughout the organisation…. with disastrous results for all of us.

Coincidentally it was Maddox who was the subject of the previous ‘Where Are They Know’ post where we asked whether anyone knew what Maddox was up to, other than playing golf , after his handsomely rewarded ‘retirement’.

Well , prompted by our previous posts and our references to how local government failures later find themselves being beneficiaries of lucrative board appointments (see also Maddox’s successor Jim ‘ Wee Willie’ Wilkie and his Non -Executive Director post at the Countess of Chester hospital where he scrupulously and hilariously fails to mention he worked for Wirral Council) http://www.coch.nhs.uk/corporate-information/board-of-directors/non-executive-directors.aspx ) – one of our sources has contacted to tell us that Maddox has been ‘hidden in plain sight’ all along.

As after a short period of laying low after the publication of a series damning reports questioning his ‘leadership’ and , apparently without any shame , he subsequently popped up as a Director at mental health organisation Wirral Mind and remains as ‘a person of significant control’ to this day!

We’re left wondering whether Maddox was involved in the unlawful awarding of Wirral Mind, and their deeply ambitious CEO Sandra Gilbert , a contract to manage a learning disabilities service as a reward for keeping a lid on the overcharging scandal that rocked Wirral Council?

All we will say is that unfortunately for us having Maddox , as a former Wirral Council CEO with an OBE and a Freedom of the Borough as a Director , won’t hinder Wirral Mind’s chances of getting future lucrative contracts with Wirral Council – especially if they link up with WIRED and others muscling in on infrastructure monies. And that , once again unfortunately for us, is the compliant, non-threatening voluntary sector on Wirral boxed off nicely.

As you must know by now we are (and have been) fierce critics of Wirral Council and their uncritical friends ( Local Government Association , Frank Field etc;) for some time.

However it is reassuring that some parts of Wirral’s mainstream media (i.e. Wirral Globe ), local bloggers and our regular correspondents not only have the gift of critical thinking they now have the means by which to express their thoughts.

Unfortunately those means of communication were not around when the power bases were formed which we believe are responsible for the critical condition that Wirral now finds itself in.

So here we find one of our valued Wirral Leaks correspondents Dr Robert B Smith giving us a brief introduction as to how we think we got to where we are and why we all need to challenge the ‘alternative facts’ peddled by the powers that be . As the redoubtable Dr Smith tells us , there’s a book to be written here – especially about missing monies. If he’s looking for a title might we suggest ‘ The Neverending Story’! – Wirral Leaks readers are invited to offer alternatives.

WIRRAL COUNCIL – a Critical Mess of afflictions

As a recipient of one of then-Cllr Jim (Jumbo) Crabtree’s strident early morning emails at 2.35am, the Wirral Leaks piece reported in Private Eye regarding the exposure of his death threats to Cllr LRJ, prompted me to put a few thoughts together about Wirral Council and councillors.

To understand Wirral’s problems, and there are many, is to understand its history.

Wirral Council should serve its residents, businesses and visitors, but has insidiously created the ‘insular peninsula’. Wirral Council is a stricken organisation, nationally acknowledged as an organisation where abnormal behaviour is so deeply embedded it is accepted as ‘normal’; and the organisation is in terminal decline. Wirral councillors, and chief officers now occupy a self-created netherworld. This is almost beyond comprehension in many ways as, unlike Chief and Senior officers, councillors do live in Wirral with the consequences of their actions, and presumably are friends and neighbours with Wirral residents, businesses and visitors. Maybe that defines peninsularity…or possibly vested interests?

And this is the critical factor that almost entirely divorces Wirral Council from the public it is supposed to serve. The concept of public service for the upper echelons of Wirral Council, both politicians and managers is a distant memory. Self-serving organisational protection is in full-flow, after gaining momentum over the last 15 years or so.

Wirral Council’s finances have been in free-fall since the early 1990s, although no-one in Wirral Council will admit it – but the evidence is all around in the media and archives. Gradually diminishing services, cloaked in desperate efforts to create an illusion of visionary leadership, is not actually about services. It is actually about survival of the organisation and those that significantly benefit from being part of it. That does not include Wirral’s residents, businesses and visitors.

Wirral Council’s self-perception, and its perception of Wirral (‘The Leisure Peninsula’), have led it until fairly recently to vehemently oppose any links to, or association with, Liverpool. This has changed more recently as a matter of necessity due to a now imposed concept, not at all understood by Wirral Council, of a city-region and its interdependences.

Strategic thinkers amongst senior officers are long gone. Over the years political self-interest and party-political power struggles of whatever political persuasion, have taken their toll, at the expense of a great many staff, and those Wirral Council is supposed to serve.

‘That was then, and this is now’. 7 words that embrace a few decades of disastrous planning, and financial management. If in fact there was any planning at all. Wirral residents, businesses and visitors are paying handsomely now, for what happened then. It is interesting to see which councillors were around then, and which are still around now.

When, in the late 1990s, a councillor states “this year’s budget is in a mess, but never mind. The Director of Finance will pull something out of the hat, he always does”. When successive years of budget cuts follow, it doesn’t take an Einstein to know there will be trouble ahead. Chase the regeneration grants…over £500,000,000 spent in Birkenhead by 2008…Wirral Council just walks away and allocates no additional revenue to maintain or run the new facilities. Just take a look around.

Wirral Council owes around £500,000,000 to private banks as a result of borrowing £137,000,000 from private banks between 2001 and 2008. No-one in Wirral Council appears to know where any of that money was allocated. Maybe no-one could find the hat any longer?

Parking charges…again. Another bankrupt idea from an almost bankrupt Council you may think? The Wirral Council mantra “We need to raise additional income.” “We’re having our grants cut again!” “We are the victims in this!”

Are they? And that is the key – the Council see themselves as ‘the victims in this’. It is actually Wirral residents, businesses, and visitors who are the victims.

Parking charges just keep creeping back in. It cost the Council in 2014/15 £119,000 to enforce parking penalties. So the good citizens of the borough are paying for the privilege of penalising parking offenders. However, a separate income line from the same year is ‘the full amount of Pay & Display parking income receipts banked by Wirral Council, £1,689,267’ – taken again from the good citizens of the borough.

Freedom of Information requests – one of which was asked about parking charges. How many requests are refused? There is a procedure called ‘the public interest test’. However, in Wirral it does not exist. What does exist is ‘the Council interest test’. Which is why so many refused Freedom of Information requests are overturned by the Information Commissioners Office.

From start to finish this is a very expensive process. If a request is overturned, then surely the ‘public interest test’ was ignored. How much public money is wasted by Wirral Council, defending the obviously indefensible? A ‘successful’ Freedom of Information request confirms that no records are kept…which appears to indicate there is a bottomless pit of money when the Council wants it to frustrate enquirers by refusing legitimate requests.

Then again £2,000,000 can also be magically produced when the Safeguarding Board isn’t up to the job, and £237,960 per year (with little sign of private sector income to offset the cost) public money to finance the ‘Wirral View’ of Wirral (seen through Wirral Council’s rose-tinted specs). They can’t be read at luncheon clubs now the minimal funding has been axed, can they?

Which brings me back to now. And the legacy of ‘that was then’. Only one of numerous examples…What price is being paid to service a debt of £500,000,000 owed to private banks by Wirral Council? At an average of 6% pa, around £8,000,000 per year (this is not the total of council borrowing by the way) with the final payments being made in 2078. Tell your kids and grandkids if you are in your 20s now – Wirral Council mortgaged all our futures just to save political skins.

What price is being paid by Wirral’s Council Tax and other tax payers? The price of political failure over decades. But the rewards to politicians and some senior officers have been significant. There are not many paid jobs where the serially inept are rewarded with such significant sums of money for continuous failure.

Do any occupants of positions in the upper echelons of Wirral Council management just ‘leave’ without an additional ‘package’ of some kind– if not, why not?

There’s a particularly intriguing story that keeps returning to our radar .

So we set Verity off in pursuit of  various leads in an attempt to get to the truth of the matter. First port of call was the ever informative What Do They Know website. My goodness !, there are some interesting Freedom of Information (FOI) requests concerning Wirral Council on there – but one that particularly caught our eye and appears to have disappeared under everyone’s radar was an FOI request made by perennially returning Tory councillor Ian Lewis.

Now why would Cllr Lewis be especially interested in knowing about historical information held by Wirral Council concerning the role/responsibilities/returns of the Returning Officer ?

Could it be that his interest was piqued by a couple of posts on Wirral Leaks or does he know something we don’t?…..

There’s certainly some interesting information to be had about the role of the Returning Officer during elections. It seems to us that this role basically involves bossing council staff to do all the running round whilst the already massively remunerated council CEO picks up a big fat fee just in case there’s an electoral cock-up and the government need someone to blame.

It’s interesting to note that between 2006-2010 the Returning Officer Steve Maddox donated all Returning Officer fees that he was supposed to receive to charity. It’s just such a shame he wasn’t so charitable when it came to bullying his own staff and setting the tone for a bullying culture at Wirral Council. His successors as Returning Officer – Bill Norman, Graham Burgess and presumably the latest incumbent Eric Robinson obviously don’t believe in such generous largesse as they are seemingly some of the greediest little piggies in local government (and that’s saying something as this a particularly crowded trough).

The sums on offer are eye-watering and frankly in this age of austerity, absolutely obscene. This year alone the current Wirral Council CEO Eric “Feeble” Robinson has picked up just short of £30,000 on top of his £175,000 + salary for the Local, Police and Crime Commissioner elections and the EU referendum.

Verity’s forensic eye was particularly drawn to details of the Returning Officer statutory fee  of £11,362 for the 2012 Police and Crime Commissioner election , paid presumably to the then Wirral Council CEO Graham Burgess (aka Burgesski) . However she has discovered the alarming anomaly that Burgesski was also the Returning Officer for the Lancashire Police and Crime Commissioner election in 2012 !.

How curious we thought and we’re left wondering whether Burgesski  could have picked up two fees amounting to £22, 724 in one day ?.   Now that would be beyond obscene!.

I think we should be told !  – but who to ask?.

Burgesski himself ? – we suspect the Great White Shark , former union firebrand and now champagne socialist would like to put his Wirral Council  , ahem, ‘experiences’ behind him.

Internal Audit ?- or rather Infernal Audit under the guidance of Internal Chief Auditor Mark Niblock? . Are you kidding us?. This one learned his trade under his predecessor , the disgraceful David Garry.

External Audit ?- Grant Thornton and their predecessors the Audit Commission have a shameful track record of not biting the hand that feeds them and have produced more fudge than Devon in the name of protecting a lucrative income stream.

Monitoring Officer ?- I’m sure Wirral Council’s Monitoring Officer Surjit Tour would be able to clear this one up for us as he should be well versed in the legalities and correct procedures involved.  We’re sure that Tour ,in the absence Bill Norman Wirral Council’s Monitoring Officer who was suspended at the time , would have ensured that everything was above board and that those who were entitled to Returning Officer fees were paid correctly and made to the people who were properly entitled to them!………unless of course somebody knows different!.

The Big Lie

There will be no wacky pictures, no funny puns and we won’t be referencing the above quote (if you don’t know it – Google it). This post will be fuelled by anger and frustration.

Anger and frustration at the news that there is a yet another damning report about Wirral Council in the pipeline. This time it’s an Ofsted report concerned with Children’s Services.

Eagle -eyed Leaks readers will have noted from previous posts and comments that we knew this was on the horizon. And inevitably what we have witnessed today is the first instalment of an exercise in damage limitation and reputation management for which Wirral Council is so well known  with a carefully controlled ‘leak’ to the Liverpool Echo.

Now if Liverpool Echo want to be Liptrotsky’s lapdog that’s between them , their advertising revenue and their tawdry ‘exclusives’. But it doesn’t mean we’re buying their bullshit and it doesn’t mean that most of us don’t know what Wirral Council are up to.

Sorry – you may have noticed but we can’t get worked up about bins or dog crap at Leaky Towers when we get confirmation that Wirral Council is failing to safeguard children and meet their educational needs.

The most damning indictment of  any  local authority is that the safety and life choices of our most vulnerable are compromised. Of course we’ve been here before with this wretched Council haven’t we?. Just as we’ve heard the platitudes and the promises dribbling out of the mouths of Council Leader and his Chief Executive when they’ve been rumbled.

I think we can all agree that the risible ‘Most Improved Council in Britain’ tag can finally be consigned to history – we note that it is conspicuously absent from Wirral Council correspondence we’ve recently received. Yes that’s right – Wirral Council have been directly in touch  with us for the very first time. But more about that another time.

I suppose we shall have to wait for the intervention of interfering Birkenhead MP Frank Field making demands for the resignation of those responsible for the findings in the upcoming report, just like he did in the past with former Wirral Council CEO Steve Maddox and  Director of Children’s Services Howard Cooper. Both of whom were rewarded for their varied and manifest failings with an OBE.

Or perhaps not. Field will no doubt play his part in perpetuating  ‘The Big Lie’.

So we’ll do it for him instead –   CEO Eric Robinson  , Head of Children’s Services  Julia Hassall , Corporate Safeguarding Manager  Simon Garner ,  Council Leader Phil Davies ,Children Services Lead Cllr Tony Smith, People Overview and Scrutiny Committee Chair Cllr Moira McLaughlin  – RESIGN NOW

The Female Touch

Where Wirral Leaks lead the local moribund politicos and commentators are sure to follow ( evidenced by Frankenfield recently making the fatal mistake of giving us public acknowledgment when frankly(!) we never sought it and especially from a clapped -out desperado like him. )

The latest manifestation of “The Wirral Leaks Effect” are the pleas for a homegrown Chief Executive to replace another clapped out desperado – Comrade Burgesski

The need to have someone in a position of power who actually gives a shit (and we don’t mean dog shit ) about Wirral rather than using their appointment as a means to fund their executive lifestyle far from the dereliction, decay and despair of some parts of the peninsula is something we’ve commented on frequently.

And yes we’re talking about former social services director John ” Curly Watts” Webb and former Chief Executive Steve ” Mad Dog” Maddox here – both of whom were not averse to disparaging the people of Wirral but were quite happy to take their hard earned money off them before sodding off to leafy Cheshire.

However we’d like to take this even further and daringly suggest (deep breath)……How about a Chief Executive of the female persuasion?
I know !  Rad- Fem or what?

We suggest this – not in an equal opportunities tickbox kind of way (although Lord knows it’s the only explanation for some of Wirral Council’s most senior appointments) but as a means of challenging Wirral Council’s macho culture.

From what we know of the Wirral Council Chief Officers meeting it’s like the cast list of “The Expendables” – testosterone -fuelled phonies in pursuit of a big pay cheque.
The irony being is that these all talk and no-action heroes think everyone who works for Wirral Council is expendable except for them ! ( including the formerly favoured one who seems to have more gardening leave than Alan Titchmarsh on a sabbatical in Ness Gardens).

Wirral Council’s record of appointing women to high office is absolutely woeful and we think goes some way to explaining the gung ho bullying culture which has plagued the council for many years. There has never been a female chief executive and women directors you can count on the one hand ( “Yeah Abu Hamza’s …” drawled Her Ladyship)…… Under the circumstances we’re not surprised that the current most senior female officer has even been wavering about going lately – and no we don’t mean that one ….she just thinks she’s the most senior ranking female officer…..

What’s more we think that an added bonus for the people of Wirral is that a female Chief Executive might be more inclined to keep her mind on serving the people of Wirral and not be distracted from the job in hand by the nearby fluttering of eyelashes………

Failure Is Not An Option – Its A Career Choice!

Huzzah and Hurrah ! News reaches us that former Wirral Chief Executive Steve”Mad Dog” Maddox is now a Deputy Lieutenant for Merseyside !!

A what?  Well basically these demi gods assist a Lord-Lieutenant who is the queen’s representative down here on planet earth.  Because of their expertise or much admired role within the local community they may be asked for their help with very important issues such as Honours nominations , Assessments for The Queen’s Award for Voluntary Service; Suggesting names for Royal Garden Parties; Participation in Citizenship ceremonies as well as gadding about like some sort of Netto version of Richard Gere in an “Officer And A Gentleman” (because Male Deputy Lieutenants get to wear a knee-tremblingly sexy uniform replete with a bright shiny badge.) We wait with bated breath to hear if any of Wirral Council’s much loved senior officers make the next honours list now Steve has got his foot in the door.

Indeed Wirral seems to have an inordinate number of well paid failures, who , upon  leaving public office go on to do rather well for themselves. For example local MP Frank N. Field once publically called for Steve Maddox’s resignation and that of the then Education Director Howard “Tommy” Copper in a blistering public attack in which he referred scathingly to their inability to show the minimum level of leadership necessary to run any local authority. The incompetence that you and Howard Cooper have displayed in mismanaging education in Birkenhead has smitten the lives of too many of the young people I represent in Birkenhead and is unacceptable.

“I told you that if there were any further setbacks to establishing a new secondary school in Birkenhead I would publicly call for the removal of you both. I therefore serve notice that I am doing exactly that.””

OUCH!


Steve “Mad dog” Maddox of course left WBC by “mutual consent” after being gently nudged towards early retirement prior to the full details of Anna Klonowski’s damning report being made public. He also pocketed an OBE plus (according to WBC’s 2010/11 accounts) £157k  paid as “Compensation for loss of Office”(a similar amount was paid to former Social Services Director John “Curly Watts” Webb). Bizarrely, for a man who once suggested that the only thing Wirral tax payers were interested in was “dog crap,”Chester residing dandy Maddox was also awarded the freedom of Wirral!! But what of Cooperman ? Well Howie went on become interim manager of the sinking ship that is known as Wirral Social Services, he picked up a CBE (just like that! ) and has recently sailed off into the sunset with what one imagines is a comfortable pension. It would appear that a public savaging by dear old Frank N. actually enhances your career prospects!

For the record Frank N. Field is also a Deputy Lieutenant.

However, this sort of old boy’s club wankery isn’t confined to Wirral Borough Council.  Last year Consultants at Arrowe Park Hospital passed a vote of no confidence in their Chief Executive Len Richards. At the time the unions stated  “”The RCN has been raising concerns for many months about cuts in nursing staff, a lack of consultation with clinicians such as nurses and doctors, the closure of wards at Clatterbridge and reductions of beds and staff at Arrowe Park.

“Our members certainly feel that there has been an unwillingness to listen to clinical concerns and we hope that any new CEO will be prepared to listen carefully, work in partnership with us and act on the concerns raised by our members”.

Labour MP  Frank N Field was back in “attack dog” mode and was amongst a number of local MP’s who were highly critical of Mr Richards plans claiming it would cost the NHS extra money and take services further away from people who genuinely needed them.

Mr Richards left the Wirral very soon afterwards… and where is he now?  Well he’s only gone and secured himself a nice interim post as Chief Executive at Newham University Hospital Trust.

No joy? Try this one then..

“Len’s track record of service integration and retention of local delivery in merged organisations will help us greatly in capitalising on the enormous opportunities that this merger presents.” Really ???

It is not for us to suggest that Wirral’s gain is Newham’s loss but it certainly shows, yet again, just how successful failure can be if you know the right people.

It would be refreshing to have someone who actually did something worthwhile to get some sort of recognition, instead of usual bottom feeding, obsequious squint-eyed lackies . So if you want to do a good deed for the day why not nominate Martin Morton?  After all he’s done more for the people of Wirral than the officers and councillors who continue to let the public down and desperately still attempt to cling to power, any which way!
