TRUE LIES

George Davies’ Globe letter in response to mine demonstrates finally the degree to which Wirral residents have been let down by this council…and previous councils. The 20,620 sites with planning permission for building clearly EXPLICIT in Phil Davies letter to the Housing Minister in 31.01.18 were a mirage. The list of villains is increasing! First we had the ‘wicked government’ referred to by George Davies attacking our Green Belt and now the ‘wicked’  Peel Group who, to the ‘surprise and frustration’ of the council, have pointed out to the government that actually they only ever intended to build on 2,700 of the 13,521 sites under their control with planning permission. Have our naive council been stitched up by the developers or is somebody lying? Either way, Wirral residents are being poorly served. In his final thrust George Davies yet again conflates the issue of the council’s LEGAL, statutory duty to produce a Local Plan (some 18 year late) with the Green Belt issue. I repeat : we are being softened up for some hard decisions forced upon residents by decades of council incompetence and neglect. I have written and circulated an independent analysis of Green Belt sites in my own neighbourhood using the criteria defined by the council itself and and I urge local action groups to do the same in their areas and lobby local councillors as we are doing. A copy of my analyses has been sent to the Wirral Council Heritage Officer for the record. I would be happy to supply copies to any Green Belt activist groups via the Globe.

Summer Shorts : The Heat is On 2 – Quo Bono?

This follow up to yesterday’s bogus  Stressed Eric ‘Green Belt’ Wirral Globe story is a timely reminder that on Wirral there is a need to question every front page ‘exclusive’ , especially when it comes to timing and motivation.

We are grateful for ‘The Prof’ for giving us a sneak preview of this  letter to the Globe editor

The Globe report on Green Belt development, quoting Eric Robinson, is puzzling.

We are told that ‘there is no other option’ than to build on the Green Belt and it’s the wicked government’s fault. It seems we must build 12,000 new homes by 2035 or ~700 per annum. This is all very strange.In February Phil Davies wrote to the CLG & H minister, Sajid Javid,  to reassure him all was well.

Here are the key bits:

‘Planning permission is currently in place for 16,098 homes, including 2,577 on existing urban and previously developed sites and up to 13,521 dwellings at a large regeneration site …at Wirral Waters…The council’s SHLAA  to April 2017 shows the potential for a further 4,531 dwellings, subject to viability…’Taking these numbers in total we have 20,620 homes with planning permission, or 29 years worth at the required rate of building. We are also told that ‘1,315 new dwellings were under construction in April 2017 compared to only 475 in April 2016’ an average of 895 homes per year in recent years compared with the average needed rate of ~700.

Clearly the ‘government’ required rate of building is possible to meet. Robinson’s view that new Green Belt land must be used is therefore puzzling. I also note Javid’s comment that Wirral ‘is not an area of high housing pressure’ which is interesting. Javid’s attack was not about numbers but about Wirral’s failure to meet the statutory duty to have a Local Plan in place. The last plan was published in 2000 !

To conflate statutory plan duties with Green Belt release issues is arguably mischievous. Is all this blather something to do with forcing through pet council Green Belt schemes like the ‘Golf Resort’? Tax payers might reasonably ask, Quo Bono?

In the absence of His Lordship we are titling this series of brief posts as ‘Summer Shorts’!

This truncated story comes courtesy of several readers who were startled to see a picture of shy and (hopefully) retiring Wirral Council CEO Eric ‘Feeble’ Robinson on the front page of this week’s print edition of Wirral Globe .

Whilst most of our readers were startled to belatedly discover the identity of our reclusive ‘Council chief’ (no laughing at the back!) especially when the mischievous Globe dug out the infamous picture that introduced the charismatic ‘Stressed Eric’ to us all when he got the top job at Wallasey Town Hall.

However one particularly perceptive blog follower reader asked us whether this ‘exclusive’ was the death knell to Stressed Eric’s ‘Reign of Error’ as having kept a profile lower than a rattlesnake’s belly he suddenly finds himself thrust into the public gaze.

Feebly pointing the finger at ‘guvmint’ for threats to the local Green Belt because Wirral Council’s failure to meet the statutory  requirement to have a ‘Local Plan’  is somehow the fault of Whitehall mandarins (huh?) , Stressed Eric appears to be dubiously entering the political arena in which local authority CEOs are required to remain resolutely neutral.

With the increasingly unpopular ruling Labour administration currently being under fire from the Wirral public over parking charges and their retention of litter Hitlers Kingdom Security, the cowardly bullies seem to be reverting to type . Historically, when the heat is on they like to throw a CEO and sundry senior officers into the furnace. From Maddox to Wilkie to Coleman to Burgess – especially Burgess who had the temerity to try and mark his territory and stand up to leader of Wirral Council Frank Field, sorry , we mean  Cllr Phil ‘Power Boy Pip’ Davies  –  there has been a scorched earth policy where highly paid public officials are burned at the stake and the politicians rise up like a phoenix from the flames.

We are left asking ourselves how long can Stressed Eric stand the heat before he’s all burnt out?……..

Phew! we bet you’re all glad that’s it’s over and you can all get back to what passes for normal on Wirral.

It seems to be very much a case of ‘as you were’ with no gains or losses for any political party in the local elections . However considering the effort that Labour put into trying to topple lone Green councillor Pat Cleary in Birkenhead & Tranmere this has to be considered a huge moral and political victory for the popular and hardworking councillor deep in hardcore Labour territory . Although superannuated  Birkenhead MP  Frank Field was in attendance at the count and said he hoped for Labour success in his constituency even ‘The Field Effect’ couldn’t save them. This must come as a bitter blow to someone who is used to getting his own way in what he regards as his own personal and political fiefdom.

Cleary thanked the people of Birkenhead and Tranmere for re-electing him “in the face of a horrible,negative campaign by the Labour party” . Meanwhile Wirral Council leader  Cllr Phil  ‘Power Boy Pip’ Davies stood by with a face like a smacked arse as Wirral CEO  Eric ‘Feeble’ Robinson read out the result .

We were left wondering which one of the following options that Stressed Eric will choose to do with his mega electoral expenses :

a) deposit in an offshore bank account

b) donate to a local charity

c) prop up the bar and order trebles all round in ‘Brew Dog’

The closest result of the night was in the Pensby and Thingwall ward where Labour candidate Kate Cannon held off the challenge of Conservative candidate Michael Collins by a mere 23 votes. Close but no cigar for the poacher turned gamekeeper . Suffice to say that some of our most devoted readers were very pleased indeed that their former colleague experienced the bitter taste of disappointment.  Schadenfreude can be such an unseemly emotion but can be so,so satisfying.

Meanwhile ambitious Labour councillor Gillian ‘Gilly’ Wood came over all stateswomanlike as she was (inevitably) announced the victor in the Claughton ward and starting channelling the Pankhursts. Unfortunately the gravitas was somewhat undermined by the reporting of her profound words as follows (full report read here ) :

Suffragits ? Faught?  Listen guys and guyesses from the Globe we know it was a late night – but really?  As Her Ladyship said : ” The rousing speech ended up not so much Emmeline or Christabel but more Emily Davison .” Perhaps suffragits was a subliminal message about the gits that Gilly has to suffer .  Those gits being Gilly’s her fellow ward councillors – Cllr Steve Foulkes and Cllr George Davies.

As you know a couple of the reasons that we continued Wirral Leaks whilst in self imposed exile is that we wanted to cover the local elections and reach a million hits . It looks like that serendipitously that both events will coincide within a few hours. So it will be just a case of tying up a few loose ends and we can finally enjoy our day in the sun.

As far as ‘Wirral Waters’ press releases goes this really is the best one yet. You can almost smell the desperation.  Note how the quietly abandoned ‘Wirral Waters’ scheme has suddenly and mysteriously been ‘transformed’ into ‘Wirral Waters One’ . Whoever thought of that new branding needs shooting – say it out loud , it doesn’t exactly roll off the tongue does it? Can we also point out that when it comes to acronyms WW1 has already been taken? Just sayin’

Apparently Wirral Council’s Cabinet will announce tomorrow that a massive (! )£100,000 will ‘kick start’ a £90,000,000 residential development in ‘Wirral Waters One’ !

The proposal is a joint venture between the council and landowners Peel Holdings, and includes the Legacy Foundation – an investment fund established by former Tranmere Rovers player Aaron Cresswell………..The Legacy Foundation will provide £100,000 of funding in the first year to be invested in community activities. We don’t get a breakdown of the total investment between Peel Holdings/ Wirral Council/Legacy Foundation but you can bet your bottom dollar that it will be Wirral Council (or more accurately Wirral council taxpayers) who will be putting their hands the deepest into their pockets when it comes to ‘kick starting’ this proposal. Nor do we get an explanation as to what is meant by ‘community activities’

Instead stepping up to take credit for the momentous investment was Birkenhead MP Frank Field  (huh?)

“An idea bringing the largest programme of new housing to Wirral in living memory, announced today, is the brainchild of Andrew Forsey who is the head of my Parliamentary office.Through his work in making contact with footballers interested in making long term investments from their pensions. Andrew helped to persuade a crop of current and former Premier League players – including Aaron Cresswell, who was a Tranmere Rovers player and now plays for West Ham – to see whether it would be possible for his investment fund to begin work in Wirral Waters.”

Is it just us ? – or is is there something vaguely nauseating about poverty tourist Frank Field’s parliamentary office brainstorming about the ‘loadsamonies’ who they can approach with the begging bowl without considering whether it’s morally right that footballers and the like can earn such huge sums of money or question as to whether as a society we’ve got our values all wrong? Nevertheless it is interesting to discover that Wirral’s ‘largest programme of new housing’ is somehow the responsibility of Frank Field’s Parliamentary office isn’t it?!

So what we’d like tomorrow’s Cabinet meeting to do is finally come clean and announce that ‘Wirral Waters One’ and indeed the ‘ Hoylake Golf Resort’ proposal are merely opportunistic housing developments and quit the soft soap.

Wirral Council seemed to have backed off the desperate claim that Wirral Council taxpayer Charles Nunn is ‘vexatious’ for asking pertinent questions about the continuing employment of highly paid consultant Stewart Halliday . See their latest response here : Halliday FOI

Halliday has had his contract extended for a further SIX MONTHS from 1st. January, 2018.
Another £90,000 odd from the Wirral Council Tax payer.

Many thanks to those who keep us appraised of national charity Change,Grow Live who are the grateful recipient of Wirral’s largest ( £7 million +) Public Health contract. Their latest mishap involves them in a massive data breach involving abandoned files found in an empty Tameside office  containing highly personal details about the lives of vulnerable young people – including abuse survivors. Once again we fear we have seen the future of health and social care. Be afraid, be very afraid.

A local barfly informs us :

Eric (Robinson) was recently seen in a pub in Liverpool when he should have been working – the pub being ‘Brew Dog’ dressed in casuals.
The council is no better than when we had the other 3 – it’s probably worse.

Now we can’t confirm whether Stressed Eric was on council duty or not whilst allegedly quaffing the craft ale – but we have to ask as to whether anyone would notice the difference ? Plus we simply don’t want to think about him dressed in his ‘casuals’.

Having said that we don’t need convincing that Wirral Council is worse than ever under his , ahem, ‘leadership’  As for ‘the other 3’ – whoever could they mean?!

In Wirral Leaks Weekly Dispatch #2 we commented on recent developments where Mayor Joe Anderson was interviewed  by Merseyside Police ‘under caution’ in relation to the ongoing fraud probe involving Liverpool City Council CEO Ged Fitzgerald and others. We now hear of someone closer to home who it is alleged was also interviewed under caution by Merseyside Police in relation to an altogether different matter. However such are the extreme sensitivities surrounding this particular case we are precluded from reporting any further. Nevertheless we will be following developments with interest….

Spot the deliberate mistake ! After this week’s prolific output a further Wirral Leaks post may seem like too much of a bad thing . It’s barely a month into 2018 and we’ve already had to concede that the announcement of our retirement was somewhat premature. But then as Wilde said : “To be premature is to be perfect” !

The thought of our departure to foreign shores has obviously stirred many Wirralians into action as we’ve been sent stories simply too good to pass up on (and what’s even better – where much of the work has already been done) .What’s more we have already noticed that campaigning for the May 2018 local elections has already started in earnest. But perhaps more than anything that explains our renewed impetus is further shocking information which has come our way and which needs exposing . Furthermore we guarantee the mainstream media will not touch it – but we’re keeping our powder dry on that one for now. However we’re left shaking our head in disbelief at the claims that are being made (and more importantly the damning evidence to back it up) . Meanwhile with the agreement with Her Ladyship  and support from Eldritch and Verity let’s all together plough on into oblivion ……….

Holiday Hypocrisy

Whilst we’re grateful that someone sent us the John Brace video posting of this week’s Liverpool City Region Combined Authority Transport Committee meeting we faced a dilemma as we didn’t know who’s face deserved a slap more as they gazed over to Brace to make sure he captured their reactions to Cllr Steve Foulkes’ contribution to the Mersey tunnel toll debate – Cllr Jerry ‘The Mouse’ Williams , Cllr Ron ‘ Rude’ Abbey or Foulkesy himself . Truth be told (an alien concept for some of the parties concerned) but it was no contest really – Foulkesy every time .

Watch in disgust from 12 :00 as Foulkesy turns to our beloved Mr Brace , tries to take the moral high ground and resorts to his non existent ‘conscience’ .Whilst professing to respect Tory Cllr Les Rowlands he then proceeds to slag him off for planning a holiday to coincide with this particular meeting. Now we might know his political allegiances but we don’t profess to know Cllr Rowland’s personal proclivities but we’d like to think his holiday won’t result in allegations of  racist abuse.Just sayin’

Self Serve 

We understand that internal vacancies at Wirral Council are accessed by ‘Self Serve’. You really couldn’t make this shit up! Why do they bother with such bureaucratic machinations when it would appear that cronyism/nepotism/favouritism is still the main route to promotion we can only hazard a guess. Unfortunately we can’t report on this particular aspect further as it would appear that another feature of Wirral Council’s modus operandi – the culture of fear – is still very much in operation.

If the Merseytravel Committee video was infuriating the John Brace footage of the Audit and Risk Management Committee sent us into paroxysms of rage and fury. Witness how the utterly pathetic ex- Tory leader and Foulkesy’s ‘kindred’ Cllr Jeff Green meekly raises the issue of bringing the £multi-million highways contract back in house like Uriah Heep with a serious Woodbines habit. The Nigel Farage sound-a-like says something along the lines of : ” Bein’ ever so ‘umble . Can we have a bit of case study. I’m not ‘solutioneering’ (!) I just want to know that the decision to bring the highways contract back in house wasn’t written on the ‘back of  a fagpacket’, if you would so please, kind sir”.

Why so coy Cllr Green ? You know that the decision was made behind closed doors using Cllr Phil ‘Power Boy Pip’ Davies’ special ‘delegated powers’ and with Frank Field’s personal approval. They obviously want to minimise suspicion about unlawful compensation pay-offs to the Wirralgate complainants – so what’s the next best thing ? A token bung and then a cosy job for life for keeping their gobs shut.  But then you knew that didn’t you Cllr Green ?- shame you didn’t have the balls to say it. Incidental dark comedic value is to be had from the ever oleaginous senior officer David Armstrong who promises a short report and ingratiating interim Monitoring Officer Philip McCourt who says that the commissioning of highways contract is a ‘live project’ and that report would be a ‘ partial measure’ – ain’t that the truth ! Then suddenly  Cllr Ron ‘Rude’ Abbey has a “Don’t Mention The War” moment and can’t help himself saying something completely bogus about discussing TUPE ( Transfer of Undertakings – Protection of Employment) regulations . Which ,is of course, as ARMC and us know is what this is all about : ” Listen guys, we can’t give you a massive pay out you wanted without raising serious questions so we’ll give you the next best thing and you can be responsible for Wirral’s highways . Let’s face it you can’t do a worse job than Colas / BAM Nuttall ”

Dear Wirraleaks,

The attached photo shows a stretch of Mere Farm Road which was “repaired” by the Wirral Council contractors 6 months ago.

They clearly did such a magnificent and cost effective job that it needs much more repairing now.

When will they learn that doing a decent job first time round is more cost effective or do they just love throwing public money away to private sector mates ????

In response all we can say is  – buy cheap, pay twice!

You will note from his profile above (can somebody please provide a translation of local government BS? ) that there is absolutely no mention of disability rights. Just the person you want running a service where apparently the thick as mince managers think that somehow they’re doing a favour to the people who actually pay their wages. We’re wondering whether we’ll  get a comment on this latest appointment from Wirral Evolutions ‘ Independent’ Chair and professional disability rights ‘champion’ Carey Bamber or ‘Non -Executive Director’ Cllr Phil ‘Power Boy’ Pip’ Davies? We’re not holding our breath.

We note that this week Mayor Joe Anderson was taken in for questioning ‘under caution’ by Merseyside Police in relation to the fraud probe concerning Liverpool City Council CEO Ged Fitzgerald and others . Power Boy Pip, Stressed Eric and others will no doubt be observing developments with interest – as will we !

Wirral  Council have a couple of mentions in the Rotten Boroughs section of the latest edition of Private Eye .

“Just a couple ?…..” snorts Her Ladyship ” that’s a good ‘Performance Indicator’ of the ‘Direction of Travel’ on their  ‘Improvement Journey’ “

The first mention is in an article about Sheffield City Council and their pursuit of Chinese investment (or “Wang wonga ” as the Eye would have it) . However when it comes to such ventures it would seem that Wirral Council has now become the byword for naivety, lack of due diligence and hyperbole after the Stella Shiu ‘International Trade Centre’ fantasy left them with “egg foo-yung on its face” !

It really doesn’t augur well for Wirral CEO Eric ‘Feeble’ Robinson and Wirral Council leader Cllr Phil ‘ Power Boy Pip’ Davies repeated declarations following their MIPIM missions that billions and billions and billions of pounds – or euros or dollars or yuan , they’re not fussed where the moolah comes from –  will soon be ‘transforming’ Wirral and it’ll be the land of milk and honey where the streets are paved with gold (see artists’ impression).

The second mention involves the Eye picking up on our  Sorrento Shame story under the title ‘Travel Section’ . You’d think after undertaking an ambassadorial role as Mayor and Mayoress that the Foulkes’ would be well equipped to foster good international relations. Alas – it would seem that whilst you can take the girl and boy out of Birkenhead you can’t take Birkenhead out of the girl and boy.

First of all doesn’t Wirral Council CEO Eric ‘Feeble’ Robinson look particularly smug? Wouldn’t you be on a near cool £200K of public money we hear you cry ! Well, yes but would you be him? , we shriek back in horror.

Apparently according to Inside Media :

Wirral Council is close to sealing two major land and property deals in Birkenhead totalling 200,000 sq ft.

The local authority has signalled its intention to acquire a number of strategic sites and buildings to support the work of Wirral Growth Company, a new joint venture company that it is creating with the private sector.

As part of this, the council has reported that it is close to concluding two acquisitions in central Birkenhead, while a further four potential deals are currently under negotiation. The objective is to unlock covenants and leases that are holding back redevelopment, and to provide new revenue streams to support local services where buildings are profitably occupied.

The exact details of the sites have not been disclosed.

Whilst it seems the usual Wirral Council story of Stressed Eric doing his dance of the seven veils like a superannuated local government (asset) stripper on their behalf – ‘signalled its intention’ , ‘close to concluding’ , ‘potential deals’, ‘currently under negotiation’ , ‘the exact details of the sites have not been disclosed’  –  we’re particularly intrigued as to why this major exclusive announcing the selling off of what remains of the Borough’s family silver was heralded on this particular (deservedly) obscure website.

We haven’t checked the Wirral View lately ( let’s face it – life’s too short) or other Wirral Council approved outlets to check whether this story was covered elsewhere but we’re astounded that Stressed Eric can , from the comfort of yet another costly and glamorous MIPIM event ,this time in London rather than the rather more louche Cannes, casually announce major plans for the redevelopment of Birkenhead.

Can somebody tell us how, without any local consultation or hysterical local press coverage replete with the requisite ‘artist’s impressions’ of schemes that will never come to fruition unless magic mushrooms are involved, that this ever went to press?

Answers on a postcard please ( or should that be a brown envelope ?)………….

Regular Wirral Leaks readers will know that our trans -pennine correspondent Charles Nunn is most definitely on the Stewart Halliday case ( even if our local public servants haven’t been -or more accurately- don’t want to be).

Charlie Boy tells us :

As you probably know Mark Warters submitted a F.of I. request to York to try and establish whether, or not there was a conversation between Robinson and their C.E.O. about Halliday`s contract extension.

You may recall my request to Wirral told me that Robinson was “comfortable” with it.
This is what Cllr Warters sent to City of Council York’s FOI bod Cath Murray:

Dear Cath,

I understand that former CYC employee Mr S. Halliday currently employed by Wirral Council has had his contract/placement recently extended to the end of the year there and a conversation took place between the Wirral Chief Executive and the CYC Chief Executive that led to Wirral Council concluding that “there is no impediment to Stewart Halliday’s continued appointment with Wirral Council”

I would like to submit a FOI act request for the following;

(i) Confirmation that the conversation (s) took place and if emails were exchanged copies of the correspondence.

(ii) Copies of all correspondence between CYC and Wirral Council in relation to Mr Halliday’s employment.

As I suspected. Refused on the grounds of “confidentiality” although it may well have cost the Wirral Council Tax payers over £200,000 in total for taking on a shyster.
How frequently we get that response from Councils.
How indeed – but then when we get ‘public servants’  who appear to be prepared to sacrifice their professional integrity for the price of the opportunity to peruse the Boden catalogue at their leisure what are we to expect?
Time to wake up and realise that this is how it works folks – private phone calls between CEOs on the public purse. Massive public expenditure all done on a nod and a wink.
Know your place serfs – you’re just there to pay for the executive lifestyles. Leave our betters to get through Monday to Friday with the least possible effort. Please allow them to have comfortable lives at our expense. It’s the least they deserve.
Although it should be said we all deserve somewhat better.

Wirral Council and the Maximum Wage

It was whilst we were researching our piece on the appointment of Paul Boyce, Wirral Council’s new Director of Children’s Services , that we came across an interesting concept that cash-strapped Wirral Council would do well to heed.

You may remember that we mentioned that following an Ofsted inspection in 2010, which identified children’s services at Cheshire West & Chester ( CWaC) to be ‘inadequate’ , a certain Gerald Meehan was one of the people brought in to oversee the Ofsted improvement plan. Indeed between  2010-15 Mr Meehan was somehow working at both Halton Council as head of the children and enterprise and as strategic director of children’s services at CWaC . According to The Taxpayers’ Alliance lobby group in 2015, Mr Meehan was on £168,700.

Meehan then replaced departing CWaC  CEO  Steve Robinson in 2015 . Curiously Meehan was appointed on £30,000 less than his predecessor with a salary of £150,000. According to a report about the appointment in the Chester Chronicle

Mr Meehan will earn £150,000 compared with Mr Robinson’s £180,000 wage as it is argued the task is less onerous compared with that of Mr Robinson who helped set up CWaC from scratch in 2008 before it became a fully fledged authority in 2009.The huge restructuring of council services that followed saw thousands of posts made redundant so it is also claimed Mr Meehan will be in charge of a smaller organisation.

Meanwhile that same year neighbouring Wirral Council ,who as we know operate in a parallel universe ,actually INCREASED the CEO salary by £40,000 to £175,000 following the departure of slash and burn CEO Graham Burgess. Apparently the justification for the increase was that Wirral Council wanted to ‘attract the best’.  We suppose it all rather depends on how you define ‘the best’ – certainly best for the ruling Labour administration – but for the people of Wirral ? Is it any wonder that current CEO ‘ Stressed’ Eric Robinson has a lower profile than Lord Lucan?

And so with Wirral Council continuing to slough off  staff and services like a snake shedding its skin isn’t time we asked whether the CEO and senior officer remuneration should be exponentially lowered ? Will we look back in years to come and think that rewarding public servants to facilitate a free for all for free enterprise was a shameful period for public services. It’s not only about how central government (of all political hues) has encouraged outsourcing and asset stripping it’s also about how public servants in local government getting paid very well for placing public assets into private hands.  So whilst there are rich pickings at the top of the tree it seems that everyone else in public service are at the bottom waiting for windfall in the form of their P45.
