As instructed by scary NHS Chief Executive Janelle Holmes we are ‘cascading’ the news that Sir David Henshaw has been appointed as the Chairman of Wirral University Teaching Hospital (WUTH).

Well I never! What a surprise! Knock us down with a feather! Who’d a thunk? etc;etc;

Of course this announcement will come as no surprise to Wirral Leaks readers who have chronicled the Henshaw ascendancy since he was controversially appointed as Interim Chair  in March 2018 :

Now nearly a year later and after a ‘robust process’ (no laughing at the back) we provide a reminder as to why we think this appointment may not be the right one for a beleaguered organisation plagued with allegations of bullying .

There’s a curious email doing the rounds that inevitably found its way to us. It concerns Cllr Kate Cannon who was elected as the Labour councillor in Pensby and Thingwall following the fall from grace of her former Labour colleague Louise Reecejones . I’m sure we don’t need to recount to Wirral Leaks readers the LRJ rap sheet – but what about her successor?

It is interesting to note that information about Cannon is only coming to light now only after she was elected in May 2018  so we have to question the motivation for this particular leak with local elections (not involving Cannon) coming up. Whatever the motivation it’s all blog fodder for us – so let’s go:

First of all we are told that Cllr Cannon “set up a Ltd company to provide services as a ‘consulting nurse’ to solicitors…”

So what you might say is so concerning about that ? Well ,the answer provided is as follows :

“What is worrying is that Cllr Cannon was “struck off” by the National Council of Midwives for “academic malpractice’, “dishonesty’ and “attitudinal problems.

It is actually the Nursing and Midwifery Council (NMC) and its report can be read HERE

Now as is our wont we thought we’d check out the detail of the Conduct and Competency Committee hearing held at the Old Bailey in April 2014 which Cllr Cannon did not attend and which led to the following sanctions

The charges against Cllr Cannon who was employed as a trainee Advanced Midwifery Practitioner by the Wirral University Teaching Hospital Trust (WUTH) and studying on the Advanced Midwifery Practitioner Course at the University of Chester were that :

  1. Falsely represented that the following written academic modules were all your own work when that was not the case:
    1. Clinical decision making; and/or
    2. Fetal blood sampling; and/or
    3. Post anaesthetic recovery skills
  2. Failed to notify the Trust that you were being investigated for academic malpractice by the University of Chester.
  3. Your actions as set out at charge 1 and/or 2 were dishonest.

So it would appear that ‘Copycat Kate’ had plagiarised colleagues work and, when found out, at first denied it , then continued to lie about her misconduct :

Whilst the author of the email who disclosed this information makes the valid point that “It would seem that Cllr Cannon has a history of lying that lead the (NMC) to strike her off, but that is fine with the Labour Party for her to be a Cllr…” we consider that there is the  more significant wider issue of public interest to be considered. As we know the local Labour Party is riddled with world class liars (yes, we’re talking about  Cllrs Davies , G & P and Cllr Foulkes in particular) who make Copycat Kate seem like a rank amateur. So it should come as no surprise that the local Labour Party endorsed Cllr Cannon as a election candidate. However the NMC considered that there was a risk that she may act dishonestly in the future :

Isn’t it ironic that we introduced Cllr Kate ‘Copycat’ Cannon’s controversial mother Yvonne Nolan to our readers with a post titled The Nolan Principles

Doubly ironic as our many readers – but seemingly very few councillors – will know that  ‘The Seven Principles of Public Life’ are:

  1.  Selflessness
  2.  Integrity
  3.  Objectivity
  4.  Accountability
  5.  Openness
  6.  Honesty
  7.  Leadership

In the light of The Nolan Principles and the judgment of the NMC we have to ask ourselves whether Cllr Cannon is fit to hold public office, especially when we are not aware of any appeal being made against the NMC sanction and when it includes making decisions that impact on her former employers at WUTH ? …

Our well placed Wirral University Teaching Hospital source writes to update us on the Wirral University Teaching Hospital (WUTH) Chair appointment situation and to give an insight into the current management culture:

Dear Mr Justice

It is just possible your piece last year that Sir David Henshaw was the sole candidate may have had an impact.
It was announced last week, to senior medical staff, that the interview for the chair has NOT yet taken place, contradicting an earlier (and minuted) announcement that it in fact had, and the decision was to be announced by end November.
Details are sparse but it is now believed there are now 3 candidates who will be interviewed “within days”.
Cynics say the rumour that applicants are: Sir David Henshaw and his best-mates -in -all-the-world Sir Duncan Nichol and Sir David Dalton – and Nichol & Dalton are “ringers” and will drop out are wide of the mark, and the truth is considerably stranger than this fiction.
Other WUTH news includes virtue signalling of epic proportions:
Only recycled paper is now used in WUTH – which went paper free some years ago !
WUTH are “refreshing” it’s PROUD* values ! (see below)
No one is sure what this actually means, or if it can mean anything –  but in practical terms all employees have to undertake “learnings” in 2 hour sessions where they are reminded not to be beastly to their workmates.
The “usual suspects” deliver this advice without any trace of irony – senior management do not attend these sessions but all attendees are reassured senior management attend different sessions – and chillingly; at those senior management sessions feedback from the “learnings” is discussed. 

On re-reading this I am forced to admit that none of it makes any sense – but it does give an accurate picture of the overarching strategy that underpins the organisation your readers will turn to when their own health is in peril… 

*Who could ever forget this ? PROUD? Er, it’s a no from us …

The Twelve Days of Christmas : Day Ten – Medicated Soap

Just before Christmas we were asking why there hadn’t been an announcement about the new chair of Wirral University Teaching Hospital (WUTH) in our post Wirral University Teaching Hospital : Imagine…there’s still no announcement on appointment of Chairman.

However it would appear that we have an explanation for the ongoing WUTH soap opera from a well placed source who tells us :

NHS Improvement were less than chuffed with the process for appointing a new chair of the board.  The recent attempt produced two applications: from Sir Diddy (David Henshaw) and someone else who stood no chance. NHS Improvement demanded a readvertisement of the job.  Applications closed on 19th December.”  

We’ll keep you posted on further developments…

Wirral University Teaching Hospital : Imagine…there’s still no announcement on appointment of Chairman

Following on from our Ruthless WUTH post there was the inevitable Wirral Globe headline story which read 400 new parking spaces to be created at Arrowe Park Hospital after Globe campaign . Although it must be said that 400 new car parking spaces doesn’t necessarily mean that car parking charges for nurses at Wirral University Teaching Hospital (WUTH) sites will cease.  But hey! any excuse to publish  a letter sent to Birkenhead MP Frank Field – jointly signed by interim chairman Sir David ‘Diddy’ Henshaw and CEO Janelle Holmes.

Meanwhile we have reason to believe that there are bigger issues affecting WUTH in general and Henshaw and Holmes in particular as a well placed source writes :

This is now at least 15 days overdue and there is limited intel only.
It seems the only applicant for the post has been interviewed the process is stalled at the governors. None of whom will give any more away – for real!

You may recall when former staff nurse Janelle Holmes CEO-bulldoze-through-fest stalled – Sir David Henshaw attended, met the governors to put them right. He’s a candidate this time so there are barriers that – even a rainmaker like him -cannot be circumvented so he can’t repeating his best and only trick – the Henshaw hardline.
It seems he also lacks  insight to now take the hint and withdraw his application in a dignified manner – suppose when the good Lord gives one the hide of a rhinoceros it’s there to be used.

Sir Dave’s track record is of some latter day Red Adair – called in when things boil over to put the lid back – obviously stifling any inconvenient discussion. Then like some mountebank he leaves town before the consequences of the quick-fix become evident.
The CSA went into melt down after this approach.
At St George’s NHS Trust; once he left the problems remained.
It only required matters to enter the real world when a St. George’s surgeon challenged the regimes legitimacy in court and won for the folly of Sir Dave’s only-trick to be exposed.
WUTH has a long-enduring, deeply dysfunctional culture. The directors (he has chaired for 9 months) wilfully fail to either recognise or address this.
Industrial psychologists ought to be highly visible. No really industrial psychologists ought to be on every corridor corner and tasked with re-introducing a fair culture – no sign yet!
What has likely changed at WUTH is jeopardy- I guess (and I don’t know) that the governors have woken up to realities. The execs have for years spoon-fed pap to the governors and have cowed the non-execs. One NED (Non -Executive Director) memorably told BMA (British Medical Association) reps they would never challenge an exec – despite that being in the Non-Exec’s job description.
Simply put – in 1 year execs have put 15% of the consultants out-of action [5% suspended, 10% now work elsewhere] it’s a simple calculation: if WUTH carry on like this there will be no senior doctors left.
This ought to be clear to Sir Dave – the execs don’t seem to have got the memo – not sure about the non- execs.
Stand by for the palace revolution; if the governors have  initiative – and it’s only  exercise of their  will – the executive and non-executives will become administrators held to account by the governors.
The remuneration committee that doubled executive salaries may be reconvened – CEO Janelle Holmes earned between £300 – 305,000 (including benefits) last year; yet to hear what she got when she was promoted. The governors may – choose to pay execs for what they do and not the multiples of clinician’s salary to show who’s boss.

You may say I’m a dreamer but I’m not the only one…

Whilst Frank Field continues his relentless pursuit of headlines as an Independent Labour MP it was inevitable that he would revisit the issue of nurses being charged to park at local hospitals especially as he had a bit of time on his hands from not publicly supporting the Cammell Laird strike. We can get with the campaign to stop nurses being charged for parking (why is this even still a thing?) but might we suggest there are more pressing cultural issues that Field may want to discuss with  WUTH’s latest CEO Janelle Holmes.

After receiving the following  tip off last month we were anticipating that the  new Chairman of Wirral University Teaching Hospital (WUTH) would have been announced by now

2 points arise:
If there is no University of Wirral – how can there be a Wirral University teaching hospital ?

Will god continue to help and save us all in the face of this abomination?

To recap you may also recall that on 21/12/2017 Health Service Journal published “Trust Directors blew the whistle over chief executive”, containing excerpts from the record of the minutes of a meeting held with National Health Service Improvement (NHSI) North medical director Vince Connelly.
WUTH Executive Directors Susan Gilby, David Jago and Janelle Holmes raised concerns with CEO David Allison – precipitating his resignation, followed by Michael  Carr with Dr Gilby leaving soon after in unusual circumstances to be Medical Director of Chester /CEO.
NHS England investigated the complaints and found there to be no substance to any of them in a report titled Investigation Report of NHS Improvement re: Wirral University Teaching Hospital NHS Foundation Trust – Issues Arising from Senior Staff Concerns Reported in Late 2017.

So having helped create a CEO vacancy and despite concerns about allegations of bullying Holmes then applied for the post. A WUTH insider tells us that whilst the WUTH website [at that time] said that Holmes as  Chief Operating Officer had a “focus of improving patient quality and safety” apparently nothing annoyed her more than when senior medical staff highlighted clinical risks or incidents. Those staff then found themselves subject to the type of processes uncovered by a Freedom of Information request published by Wirral Leaks. Our source tells us :

Executives use ‘Maintaining High Professional Standards’ (MHPS) as a disciplinary measure and try to say individual has ‘volunteered’. You may not know but at this time WUTH was invoking those processes on at least 3% of senior medical staff – this rate is about 40 times national average.

11 of 234 is very nearly 5% of the consultant staff 1 in 20 – none were picked up by appraisal process.10 of consultants left unexpectedly in same timeframe…It’s bullying.These processes include absolute confidentiality so consultants who manage to keep their job also know to keep schtum about Janelle Holmes.10% of consultants left in a hurry during this time.

Consequently concerns were raised about the possibility that Janelle Holmes might get the CEO job – and several directors and Non Executive Directors were formally put on notice that she was not a ‘fit and proper person’ to hold any director position – these same people were on her interview panel.
Luckily for Holmes so was Sir David Henshaw and her old boss at Salford Sir David Dalton.
The result was not announced because WUTH Council of Governors declined to ratify it. Staff groups made representation to The Governors with clinicians  submitting this letter :

Discussed several concerns
The advert for the position specified a preference for an experienced CEO [this was not JH]
One of the candidates has been identified in press leaks as one of three executives acting against the previous post-holder of CEO……we would be concerned about the apparent probity of appointing a candidate identified as seeking the investigation and termination of the previous post-holder.
Thirdly, the Trust is expecting a CQC report on, among other things, how well led the organisation is under the recent leadership. We would counsel a delay in any ratification of appointment of any current executive manager to CEO until July’s report is available.
We are concerned that promotion of a current executive board member under this level of uncertainty involves the Trust in unnecessary risk.We were disappointed that there was not any apparent clinical involvement in the appointment, beyond the legal minimum.
After recent consultant staff surveys highlighted a closed culture and lack of clinical involvement, we find this process unfortunate.
We would be grateful if you might raise these concerns with your fellow governors and the chairman at the meeting of 20th June, and have no concerns with your sharing this letter with them.

We understand Sir David ‘Diddy’ Henshaw attended The Council of Governors meeting on 20/6/18 and explained to them that they were simply too late in raising any objection and were doing so through the wrong channels.
It is anticipated that Janelle Holmes may not be or was not on Sir Diddy’s appointment board – as he is the only candidate this probably isn’t necessary.

Ooh we knew that headline would grab your attention.

We couldn’t let the news pass that Wirral Council want to take the moral high ground on the matter of ‘Peachez’ the self-styled ‘gentleman’s club’ in Conway Street , Birkenhead and put further obstacles in the way of the lap dancing joint to ensure it closes down.

The latest move to prevent the ‘gentlemen’ of Birkenhead getting a bit of , er , titillation is to introduce new ‘sex licensing’ measures which are over and above current legal requirements.

The proposals would mean that there would be an assessment  that the owner of a ‘sex establishment’  would need to be  “honest” and “qualified by experience to run the type of sex establishment in question”. If only some of the born again Town Hall Puritans were subject to the same scrutiny when it comes to honesty!

What’s more from what we’ve heard about the sex lives of the establishment on Wirral there have been a series of dalliances that would make even Linda Lovelace gag. Talking of which remind us one day to tell you about the carry on at Wirral University Teaching Hospital !

Moreover with the release of the Taxpayer’s Alliance annual Town Hall Rich List 2018 which features several Wirral Council officers we can’t help thinking there are more people in Wallasey Town Hall acting immorally in exchange for money than you shake a pair of nipple tassels at! And so it would seem that money and power are potent aphrodisiacs for some – which let’s face it is the only way to explain some of the sexual encounters we’ve heard about over the years. Size does matter – the size of the bank balance to be precise.

Might we therefore suggest that Wirral Council  tries to get its own house of ill repute in order before it starts banning a bit of bump’n’ grind?

 

 

More Transport Trauma

Yesterday’s story prompted one of our readers to forward a story from the latest edition of Private Eye which also concerns local transport woes. This particular story is about non-emergency ambulance services.

Strangely this is one that , as far as we know has evaded the local press. However as you can see for yourself it speaks volumes about the shambolic decisions being made Wirral Clinical Commissioning Group and others. And it is you dear reader who pays through the nose for procurement failures and poorer services every single time !

*whispers* The people running the show on Wirral (both at  Wirral Council and Wirral University Teaching Hospital)  don’t know what they’re doing. Just sayin’……….

Dear Colleagues,

As part of our well-rehearsed business continuity planning, this global message is to inform you about a leak we have had in the Emergency Department overnight which has resulted in some urgent changes to our Trust operation today (Wednesday).

Our Estates team have quickly dealt with a burst sewerage pipe above the A&E departments waiting room and some cubicles within the assessment area.

No patients or staff have been contaminated by this leak, but the Trust has urgently put in place some interim changes:

  • Ward 19 – The use of sinks, sluices and toilets have been restricted until approximately 12.30pm.
  • Paediatric Assessment Unit has temporarily moved to Children’s Ward
  • Paediatric Minors are being seen in Paediatric Assessment Unit
  • Adult Minors are temporarily being seen in Paediatric Assessment Unit (away from Paediatric Minors)
  • The Trust is currently streaming Emergency Department walk-in arrivals to the onsite Walk-in Centre
  • Ambulance arrivals are not affected

A clean-up operation remains underway and we expect normal service later this afternoon.A further update will be send later today.

If nothing else Wirral is well served by free media – mainstream or otherwise . From Wirral Leaks  to Wirral Globe to Wirral View to Wirral Life – all along the news spectrum from the grime to the gloss.

However did you spot the deliberate mistake? We’ve been asked what part of  the word ‘free’ doesn’t Wirral Council understand . Those of our readers who have miraculously received their first ever print edition of Wirral View have been asking us how can it have ‘FREE’ emblazoned on the front cover when the print and distribution costs and presumably the wages of the cut and paste mob who are responsible for compiling the unwanted rag runs into hundreds of thousands of £££ each year and is paid for by council tax payers ?

For those who had the honour and privilege of finally receiving a copy of Wirral View the most frequently asked question is : “Are there elections due ?  In probably the last edition before purdah we understand it was rammed with Wirral Growth Company/Muse Developments/Wirral Waters articles replete with the obligatory artist’s impressions. There wasn’t even room for any healthy, cheap and nourishing recipes! We are sure a peep at the online edition would confirm the veracity of these claims but as the saying goes you don’t have to go to the Arctic to know it’s cold…

Another reader was a bit alarmed by the Wirral View headline above . At first they thought it was members of the Wirral Council cabal getting a vigilante posse together and taking time out from next week’s MIPIM conference in Cannes to track down ‘His Lordship’ and give him a good pasting . That was until they read the article , which was about how not to upset the kiddiewinks with stories about all the nasty things going on in the world. Although we think telling them to get a good education, not to do drugs and get away from Wirral as fast as you can is the best advice that any Wirral parent could give to their child.

THE ART OF DOING BUSINESS ON THE GOLF COURSE

From the glitz and glamour of Cannes we glide seamlessly to the latest glossy, glamorous, aspirational edition of Wirral Life . Inexplicably the cover star is hasbeen chanteuse / gardener Kim Wilde. So is Kim –  best known for that annoying racket ‘Kids in America’  – coming to Wirral as part of her UK tour ? Er,no. She’s going to Wrexham ( oh the glamour of it all) . We couldn’t work out a Wirral connection even though the exclusive and highly insightful interview revealed that Ms Wilde only has “2 handbags and less than 10 pairs of shoes (not counting trainers) “. Now if the interviewer had asked her about what trackie she would wear to visit The Pound Bakery we might have understood why Wirral Life was plugging her tour and giving her front cover status.

However less of this celebrity flummery what did interest us was finding out about the inevitable Wirral Chamber of Commerce section. There was news of Wirral Waters ( don’t they know it’s had a re-brand to Wirral Waters One?) and the Wirral Chamber Corporate Cup as the Chamber  ‘host prestigious corporate golf day at Caldy’  . What is it with these people and bloody golf?  We’ve long known that much of Wirral Council business is conducted at Wallasey Golf Club and of course there’s that  Hoylake housing development proposal masquerading as a ‘golf resort’ but we’re definitely with Mark Twain on this one – “golf is a good walk spoiled”. The point of this anti-golf tirade (and we do have one) is that one of the 2018 teams is Morgan Sindall . WIRRAL UNIVERSITY TEACHING HOSPITAL : #PROUD  – The Musical 

Following our  Wirral University Teaching Hospital : #Proud ?  story we’ve been sent a video of the opening of Arrowe Park Hospital entrance from 2014 involving a ‘flashmob’ performing the song ‘Proud’. It brought a lump to the throat and a tear to the eye – but for reasons that probably means that we’re best walking away from the keyboard. Disgraced former WUTH CEO David Allison can be seen at the start of the video doing the difficult job of encouraging someone to cut the ribbon. So David tell us what did YOU do since this was filmed to make you feel proud?

AND FINALLY…….

We have some very observant and tuned-in readers who look at the world in the same slightly skewiff way that we do . Accordingly we are grateful for both the picture taken from a Channel 4 ident along with the following comment :

My daughter has forwarded me this image today explaining that this giant monster is actually a deconstructed number 4 (as in C4).

So, not only is it a good New Brighton image but it is also, I guess, some kind of metaphor for what Wirral Leaks is trying to do – deconstructing Wirral?
