Lord and Lady Wirral Leaks last night bade a tearful farewell to Councillor Foulkes the now ex-Leader of WBC who left with the sort of dignity befitting his office. He railed against “disgraceful blogs,” and complained that “sinister forces” and “cheese faced moon men with spider legs” were all out to get him. But in his defence he made David Icke appear to be a rather well balanced individual! 

So Steve, that would be the sort of disgraceful blogs that are blocked by Wirral Council’s own IT filters, so staff can’t read them at dinner time ?(not heard of smart phones anyone ?)   Ones who have tried to highlight the reality of what goes on within Wirral Council?  Pointing out the fact that Senior Officers and Councillors have tried to cover up the abuse of vulnerable people on the Wirral for years, that Senior officers have tried to bury reports, have shredded documents and the miasma of corruption appears to be endemic in an organisation staffed by managers who bully staff to the verge of a nervous breakdown? That sort of disgraceful blog ?

Then again that depends very much on your definition of “disgraceful” , don’t you think? 🙂

 

For the record we have no party political alliance, red, blue or Jeff, we only seek to find out what goes on behind closed doors, what decisions are taken on our behalf with OUR money and what sort of service the public get.  Holding politicians and public service accountable is part of democracy not a sinister political agenda. Although WBC seem to wish to adopt the “Chinese model” in more ways than one if you get our drift 😉

 ”Sunlight, as the saying goes, is the best disinfectant and the sooner the light is shed on the actions of those responsible, the better!” A noble statement , and one made by Councillor Green, the new Council leader. It appears however his stated aim for a “redacted” version of the Klonowski report (ie/ an unedited version  which names those criticised)  is already being advised against by Senior Council Officers.. now there’s a surprise. If it’s not made public, serious questions need to be asked, this is about accountability, and after all we paid for it . 

And let’s not forget Councillor Green opened the door for former Cheif exec Steve Maddox to leave with a £157,000 golden handshake and former Social Services Director John Webb to toddle off with £152,000, co-incidentally just before the Klonowski report arrived.  This time there’s a chance to get rid of the dead wood, the bullies and the self serving careerists – ” no skulduggery No flim-flam No compromise No sell out No controlled show.”

 

We’ll be watching…………. 😉

The big question is can anybody fill Steve’s shoes ?

Cllr Simon Mountney obviously frustrated stated 

“Well I think by this statement that you’ve issued just now, what you’re looking to do is move on. Well I’m not ready to move on and I don’t think my colleagues are ready to move on. We need to know who is responsible for this and at this point in time we don’t! We haven’t even had a non redacted version of the report. How can you expect this Council to move on when we don’t know who was responsible for one of most serious issues to happen in this Council for many years?

It’s just beyond me how you have the audacity to issue this kind of report saying let’s move on. We don’t have the answers yet! How can we possibly move on? The report talks about people turning up with baseball bats and you want us to move on? It’s just absolutely beyond me, I don’t understand how your party and you as an individual can continue with this ridiculous issue that it’s going to go away.”

Frank Field discusses “The Operation Of Wirral Council.“  We can’t help but feel this was something of a missed opportunity whilst the government adopted The Pontius Pilate Defence-

However Frankie did mention “Martin Morton – a damning report about the “Quality and judgements made by WBC officers ” and the ‘Crass inefficiency of Chief Officers” whilst Esther McVey stated that this was just “the tip of the iceberg”

The link HERE  will take you to “Wirral Councils Super Smashing New Plan.” Well, it might as well be called that such is the euphemistic language, which we can only assume is part of the minimisation “healing” process which will enable us all to all move along the road of reconciliation together, ruefully mumbling “lessons learned.”

 The Department of spin will release nonsensical statements intended to paint a picture of an organisation undergoing radical change ie/ 

WBC is comprised of many organisational elements with a single purpose: to enable, support and expedite the mission-critical objectives of the AKA Report and we will implement it with Bible-like zeal’

Until of course, the dust has settled and it’s safe to resume “business as usual.” Because you will note there is no talk of personnel change in this document, no mention of disciplinary action and no mention of “abuse.”

Today’s daft quote (which we suspect could be the first of many) is from Rev Steve Foulkes and his Edward Lear-esque assertion that he has “been absolutely bible-like in sticking to the report’s recommendations. We have made some progress and told members of staff that we will be more open to criticism.” 

Sounding like a Netto John Prescott, Steve’s incomprehensible jibber-jabber left Lord and Lady Wirral-Leaks well and truly baffled!!   ……But don’t be too hard on old Steve, for to quote Rev. Harry Powell: “Salvation is a last-minute business, boy. “  Come into the light Steve….Inspector Knacker is waiting.

10 Questions For Wirral WBC

TEN QUESTIONS ELECTED MEMBERS SHOULD BE ASKING DASS MANAGEMENT

 

1.     We hear Destination Effluence was well attended and that staff were left in tears by Steve’s moving and inspiring oratory skills. BUT, were staff threatened or warned, by any Heads Of service  that disciplinary action would be taken should they  not attend Destination Effluence? Were staff told to give  the time and date they were attending to be noted by their managers to avoid ‘repercussions’ . Were Team managers told to follow this up for any staff who failed to attend?

 

2.     If Social Workers have problems with unmanageable case loads, or problems with working practice around safeguarding, who can they approach and would this person understand the implications ie/ are they qualified ?

 

3.     How many employees in each area of DASS have been off with stress related illnesses in the past 24 months.  How many Team Leaders and managers? How many are still off ?  Has anybody looked into the reasons WHY ?

 

4.     Have any companies/ individuals worked with vulnerable adults as independent support planners, and not gone through DASS, instead using “contacts” and “friendships”. This would of course be a breach of ethics should such activity take place.  But even managers in WBC couldn’t be that stupid could they ??

 

5.      Is there a new assessment tool being piloted  in DASS at present? And is this designed to reduce the number of points for carers  which in turn will effectively mean less money for carers ?

 

6.     Are there any concerns around safeguarding, given Wirral’s uncanny ability to attract “RED FLAGS” . Statistics as well all know,  are often used and presented to elected members by way of the magical “power-point” to ensure they are assured just how fantastic a job DASS are doing,  but of course if you torture numbers they will confess to anything. Therefore are procedures effective and robust ? Do they ensure people are safe from potential harm and are they more than just a box ticking arse covering exercise.

 

7.     Are there any employees , care providers , “support planners” involved in personal budgets who have taken Voluntary Severance (VS) or Early Voluntary Redundancy (EVR) from surrounding Councils and are known to any Senior officers in DASS

 

8.     What can senior officers tells us about a private support planning company called “Self Directions?”

 

9.     Are Assistant Support Officers still presenting complex cases to panel, if so how many and how often ?

 

10.  Why did the departments Brokerage team send out , as standard, emails with regard to asking about a “waiver” of a default position of a four week delay that was in place which meant brokerage would not start  EVEN LOOKING for care when somebody was found eligible under The Fair Access To Care Criteria in the past. Who implemented this policy, or was an “unwritten” arrangement. It is claimed by Richard O’Brien (Access and Assesement Manager) and the much missed Howard Cooper(CBE & former interim Director) that staff simply misunderstood instructions. If so why do thousands of emails exist on Council IT systems relating to this policy, that go back years ? ( A forensic IT audit could easily reveal this,) Why was no impact assessment on such a policy undertaken ?
