Wirral Leaks en vacances. We’ve decided to enjoy our holidays earlier this year to avoid the high season hoi polloi.

As we reach another milestone, after crashing through the million hits barrier earlier this year , we were hoping that our 1,000th blog post would be a Wirral Leaks exclusive finally exposing the biggest scandal in Wirral’s political history. Alas, it would appear that the establishment are closing ranks on this one – for now anyway. However how long before the dam bursts and we’re all showered in the filth that’s been building up behind the wall of silence?

Meanwhile we thought we’d celebrate our latest landmark by recalling our top five greatest hits or to be more precise – our posts with the greatest number of hits. You may have your own favourite but in reverse order we have :

Whilst we think there are far more serious concerns that should preoccupy the people of Wirral than parking fines, dog crap and litter but what we do get is their frustration with authorities abusing their power and screwing every penny out of them.

This is a blast from the past (2013 to be precise ) when we wrote about former  Wirral Council highflyer Dave Green who subsequently and inevitably flew the  council coop along with a golden nest egg . Although we have to say we don’t know if the enduring appeal of this particular post is Green (who?) or the picture of the delightful Dita Von Teese.

With holidays in mind who could forget the ultimate ‘Brits Abroad’ story as  Wirral’s former Mayor and his charming consort aka Foulkesy and Lainey take their particular brand of personal decorum and international race relations to sunny Sorrento. Indeed it is alleged that similar kind of behaviour described in this shocking post carried on back in Blighty.  Which as Cllr Foulkes knows in particular – if there are no consequences or sanctions to your actions then you’ll just carry on just as before.

2  – THE BUNG, THE BAD & THE UGLY : SILENCE IS A GOLDEN HANDSHAKE (July 2015)

The time when the talk of Wallasey Town Hall and beyond was laid bare for all to see. Graham Burgess the man brought in to drain the cesspit ended up wallowing in the dirt and adding to the sleaze. There will come a day when we look back and remember that 2013-15 were the darkest days in Wirral Council’s history. The conduct of particular politicians and council officers throughout this period of time was morally and politically reprehensible and the repercussions are still being felt on Wirral to this day  ………

…….talking of which – what could possibly be the enduring appeal of  this particular post ? We must credit where it’s due the power elite at Wirral Council might not be able to organise a bunfight in a bakery but when they want to organise a cover up there are no finer exponents in the land . We believe the reason they’ve managed to keep the Wirralgate scandal  under wraps for nearly 5 years is  parts necessity, part geography and part complicity –  where on earth would such a corrupt cabal have been able to get away with this town hall horrorshow other than on the insular peninsula where the power is concentrated in the wrong hands , where it pays to collude with the abuse of power and where the people are uninformed of the abuses of power being carried out behind closed doors and funded with their hard earned cash!

The Importance of Being Frank Ernest Field

Something stinks in Birkenhead : is it the stink of skunk or the stench of corruption?

Once again we ask ourselves is there a bandwagon that headline -grabbing media whore Frank Field won’t shamelessly leap on?

We refer to a couple of  further examples from this week . First is the case of 6 year old Alfie Dingley who had been denied cannabis oil to treat his severe epilepsy. After a prolonged campaign by his family and following 12-year-old Billy Caldwell being granted a limited licence this week for a 20-day supply of medical cannabis to also alleviate the life-threatening effects of his seizures Bromsgrove MP and Home Secretary Sajid Javid granted the UK’s first ever ‘life-changing’ permanent medical licence for cannabis.

However prior to this welcome news we were treated to this melodramatic performance by Birkenhead MP in the House of Commons :

Alfie met the Prime Minister eight weeks ago and she instructed the Home Office to act; on Saturday, he had 30 seizures. Will the Home Office give  the right hon. Member for Hemel Hempstead (Sir Mike Penning)—who is seeking to catch your eye, Mr Speaker—Lady Meacher and I the authority to go through border control with the drugs that Alfie needs? If the Minister will not act, may we?

We can’t help thinking that Sir Mike Penning and Lady Meacher sound like characters out of an Oscar Wilde play. Whilst Frankenfield sounds like a latter day Lady Bracknell with that strangulated, superior-sounding syntax. However we would have paid a lot of money to see this unlikely trio being frisked at border control and Frank in particular being asked by a customs officer : ” Is that a spliff in your pocket or are you just pleased to see me?” (yes, we know it’s cannabis oil which is at the centre of the debate but you get our drift.)

Obviously we’re not suggesting that the great Victorian moraliser personally partakes of the devil’s lettuce and that his offer of drug smuggling was purely a selfless act but who better to source cannabis (in any form) than the Right Honourable Member for Birkenhead? Walking round what’s left of the Pyramid shopping centre – and let’s face it the pyramids in Egypt are in better shape –  brings a whole new meaning to the phrase  ‘a trip to the town centre’ as the of the pungent stench of weed assaults your nostrils whether you want it to or not.

The second example of dubious and desperate attention seeking is his long running and frankly tedious feud with ‘tax-efficient’ tycoon ‘Sir’ Philip Green . In the latest episode Frank Field asks what Sir Philip Green “has got to hide” in BHS report   

Sir Philip Green’s most public and staunch critic Frank Field has questioned his attempts to cover up a report exposing his business dealings prior to the downfall of BHS.

Last week it was revealed that Green’s company Taveta had attempted to secure an injunction preventing the findings of an investigation into BHS’s finances prior to its collapse form being published.

“Well, what has he got to hide?,” Field told the Press Association.

“I am writing to the body to ask them about each draft of the report underlining their decision, who had access to those drafts, and what changes did they request.”

Once again we think something stinks to high heaven. Wirral Leaks readers may recall  Frankenfield making a similar song and dance about a Wirral Council report written by his old mucker , ex- judge Nicholas Warren, way back in July 2015 when the headline read : Storm as MP accuses council chiefs of ‘abusing power’ over Wirral whistleblower inquiry delay

Field  said:  “I am deeply troubled by this delay.

“It is almost ten weeks since the report was completed and filed, and we are clearly getting nowhere.

“Officers within the council need to face up to their moral responsibilities and realise that these delaying manoeuvres are an abuse of their power.

“It is an insult to the whistleblowers and to the people of Wirral, who have a right to know what has been going on.

Astonishingly it is 3 years later and the report still hasn’t been published – yet Frankenfield has been strangely silent on the subject of the public’s right to know exactly what went on and what has gone on since. To which we can only use his own words and ask :

” Well, what has he got to hide?”………….

 

 

 

Defend Our NHS – 70th Birthday Celebrations

Dear friends of the NHS

YES, we are planning to celebrate 70 years of our fantastic NHS.

Join us and other friends for a picnic in the park on Saturday 30th June from 1.00pm in Vale Park, New Brighton.

All the details are below and the leaflet is above .

PLEASE display it AND share widely with colleagues, family and neighbours.

And, YES, we will celebrate again on the NHS’s actual birthday, Thursday 5th July, in Birkenhead. Full details of that evening’s social event (and papers for our AGM on the same evening) will follow next week.

BUT, no, we are not fooled by this weekend’s government NHS ‘giveaway’. Of course any new money is welcome but, apart from the other deceptions discussed widely in the media since the announcement, it hardly compensates for the actual cuts which have been forced on the NHS in recent years, nor for the continued pouring of billions annually open jaws of profiteers who continue to exploit the NHS, nor the ongoing sickening waste on the operation of the ‘health market’, nor the terrifying costs of social care… We could go on…

Yes we know the picture isn’t from Cornwall – it is the latest artist’s impression from Wirral Waters. What’s more we admit that we’re beginning to lose track of developments. This latest one is is described as an ‘amenity hub’ :

Developer Peel has submitted a planning application for its £3.5m amenity hub at Egerton Square, designed by architect OMI and featuring a dockside restaurant, gallery, retail, and events space.

The £3.5m project is focussed on delivering amenities for the business and residential communities planned for the area, and will also play host to arts facilities and a waterside events space.

Located at Four Bridges next to Wirral Metropolitan College, it will sit alongside the proposed £6m No 1 Tower Road South office block and the planned Maritime Knowledge Hub, proposals for which were outlined earlier this month. Full story : Wirral Waters Amenity Hub

ESSENTIAL LOGIC

With the recent news that Wirral Council’s Labour administration are committed to spending only on what is considered ‘essential’ a Wirral Leaks reader has questioned where the following jobs that are concerned with gaining World Heritage status for the vandals haven that is Birkenhead Park  fits with this logic . Wirral Council are advertising two jobs in the Guardian (where else?)
World Heritage Project Manager: salary up to £37,107
World Heritage Project Officer.: salary up to £27,358.
The object is to gain World Heritage Status for Birkenhead Park.
Quite why it needs two well paid staff to do this I cannot understand.
Surely an application to World Heritage, with some documentary support, would be enough?

Where There’s Dog Muck There’s Brass

Thanks to one of our readers this is one of the finest pictures we’ve published on Wirral Leaks . Our homage to Martin Parr.

Prior to taking the well-trod coward’s route out of Wirral Council before the corrosive  bullying culture of the council was exposed and for which he set the tone , Steve Maddox was most noted for claiming in a meeting held way outside of Wirral that all that the little people who paid his wages were interested in was ‘dog crap’.

It would seem this plug ugly ultra-bore’s time has come as Wirral Council have recently set out to prove the old dictum ‘where there’s (dog) muck there’s brass’ as they’ve recently announced plans to exclude dogs from dumping in certain areas and if they do their owners will have to pay through the their pet’s arse .

Dog Crap

Indeed it would seem that they’re so desperate to raise money that they are now reliant on your pets anal expulsions to keep them in the lifestyle to which they have become accustomed.

Seemingly realising this campaign group Wirral Good Dogs have (inevitably) launched a petition which states :

Wirral Council has proposed implementing a Public Space Protection Order across our public parks, commons and beaches, as well as introducing huge on the spot fines, for dogs who step foot on to a ‘marked playing field’ (many of which take up large areas of our shared parks, so our parks will become unusable for off leash dog exercise)  and total bans to huge stretches of coastline, which many locals enjoy daily and rely upon as a valuable local amenity for the care of their dog. Having said all that it strikes us as deeply ironic and yet entirely appropriate that an administration so full of crap are seeking to sustain their bullshit operations via canine sphincters.

As you all know we try to keep it classy at Wirral Leaks and so, like sarcasm , it is something we try to avoid.

However we couldn’t resist publishing the above picture which is on the back of the cubicle door in the Wallasey Town Hall bogs (or the Slash’n’Dump Hub as they’ve been rebranded)

Clearly the highly paid policy wonk behind the 5 Ways to Wellbeing  campaign – no ,we’ve not heard of it either – has had an irony by-pass or knows that their target audience will be sitting on the Thomas Crapper , popping a Sertraline and crying into their P45!

Might we also suggest that this uplifting picture of jollity will also be a familiar sight to many of the humourless Wallasey Town Hall elite who behind closed (toilet) doors  are currently experiencing squeaky bum time! Isn’t it funny how these toilet doors remain vacant even when they’re engaged?

As to the question :

You’ve probably all seen this by now but blimey this is yet another example of what happens when Wirral Council outsources to companies who don’t give a shit as Council-hired staff painted “SOHOOL” in yellow letters outside Woodslee Primary in Bromborough, Wirral.

A spokesman for Wirral Council said it trusts the worker had been given “a detention to work on his lines”.The spokesman added the contractor was given “top marks” for correcting the mistake on the same day it was made.

Ha! ha! bloody ha ! We’d like to remind Council spokesperson  (Lost Kev perchance?) about who pays for this incompetence . Yes , Wirral council taxpayers! Let’s hope they find it equally hilarious!

Now we’re sure Young Tom is a very nice chappy….. – for a journalist anyway ! However ,as we’ve alluded to before , we are deeply concerned about these so-called ‘Local Democracy Reporters’  which for us unfortunately translates as ‘homogeneous news on the cheap’ – where there is one story,one view,one truth across the local mainstream media . Needless to say Tom ‘Media’ Houghton (geddit?)  has not approached us for news stories – which is rather surprising considering our track record when it comes to local exclusives. Indeed when approached by a local resident with the comment ‘Hey Tom why don’t you start with WIRRALGATE!’  all he could come back with was a rather feeble  : “I’m just getting my head round your comments’ but feel free to comment on my author page.”  I think we’re safe to assume we’re not dealing with the next John Pilger.

AND FINALLY……. COMMUNITY TRANSPORT PETITION

Inspired by our Community Transport – Thrown Under The Bus ?     story a petition has been set up here . The post quotes our original post and ends with the comment : The following article was left on Wirral Leaks but Wirral Leaks is not enough. 

The petitioner is absolutely right – but then what options do local people have ? Perhaps the disaffected of Wirral can rely on a ‘Local Democracy Reporter’ to get their story heard – or perhaps not!

For example someone has picked upon our insightful remarks about ambitious Gillian Wood upon her election as a Labour councillor for Claughton following the demise of her predecessor Cllr Denise ‘No Hidden Wrongdoing’ Roberts.

We had to laugh (and cry) at Rotheram’s Liverpool City Region Combined Authority portfolio appointments. As we’ve observed before about the Socialist Republic of Merseyside your ,ahem, rise to power is greatly assisted if you have a penis -but conversely and perversely – lack a scrotum. As you can see from The Brickie’s  appointments all portfolio holders are male bar Jane Kennedy (who had the temerity to get elected) and all the deputy portfolio holders are female. This includes the aforementioned Cllr Gillian Wood who is responsible for Energy & Renewables despite the fact that she isn’t even a portfolio holder at Wirral Council!

These developments made us realise that when it comes to political power on Merseyside that this particular skit isn’t far from the truth:

Whilst there have long been rumours that House of Fraser is on the way out  -and let’s face it since the demise of Beattie’s it has rapidly gone downhill – it staggers on , but for how long?  As far as we’re concerned that would be the final nail in the coffin and then all Birkenhead will be fit for is a set for a remake of  ‘Dawn of the Living Dead’ – the zombie movie set in a shopping mall.

So the demise of what was once the Birkonian shoplifter’s destination of choice should come as no surprise what should also come as no surprise is the same desperate politicians and parasitic consultants running round suddenly saying we need:

” A PLAN”

Community Transport – Thrown Under The Bus ?

Community Transport on Wirral may be in last chance saloon.
Word reaches His Lordship from a supremely well-informed source that the writing is on the wall for community transport services here on Wirral.  These are the trained drivers, escorts and specially kitted out vehicles that transport disabled and vulnerable service users to their day centres, care homes, Special Educational Needs schools, etc. day in, day out, all year round.
And we don’t bring you this news lightly.  We know it’s genuine because we’ve had the information checked and double-checked.  It impacts Wirral Council, goes right to the heart of central government, to the top of the EU, and it’s a thorny issue being discussed right now at the top transport committees in the UK.

A change in EU law, Directive EC 1071/2009 to be specific, was rolled out on the statute book in 2011 and appears to be done and dusted across Europe.  But there is a frantic panic back in Blighty because the Tory government ignored it when it emerged seven years ago.
So it’s now finally caught up with them, and under the new directive, the largest council contracted charity and not for profit operators with hundreds of vehicles, right down to the smallest with half a dozen, will in future be regarded as running a ‘commercial operation’.  This will entail these organisations applying for Operators’ Licences for the business, new licences for all drivers and 35 hours of training every five years for everybody who sets foot on a vehicle.
In other words, it involves big money ……….huge money.  Money they probably ain’t got.
The impact of this change threatens to be utterly catastrophic to the many community transport services that make up the majority of  the UK charity, not-for-profit market, and if the new rules are not modified, or their impact lessened, the sheer cost of meeting the requirements will force many of them to downsize massively or be forced out of business.

As is customary, the usual suspects at basket case Wirral Council seem to be busy making a bad situation even worse.
Transport Minister Chris Grayling wrote to all local authorities two weeks ago requesting that they bide their time, await his advice and do not remove any contracts from existing operators.  What have Wirral Council been doing?  Yep, removing contracts from existing operators.  Not only this, they are forcing them to apply for Operators’ Licences (O Licences) and to set up trading arms in order to be ready to act commercially.


Wirral Leaks readers will know that Wirral Council happens to operate its own transport service, mainly to private care homes because they will recall the young disabled girl a few weeks back, who was forgotten and left locked inside a vehicle alone for two and half hours in the council depot.  Read here : Transport Trauma
Where transport rules and regs are concerned, Wirral Council really should know better, because they have a former VOSA / DVSA expert on hand in the shape of Director of Transformation, Paul Satoor (and for good measure former Tory council leader Jeff Green).
But despite this inside source of knowledge, they appear to be immune to the rules.  Rules which they enjoy applying to everyone but themselves, as they flex their muscles, throw their weight around and community transport charities under the bus !
They’re even accusing their own charity operators on Wirral of “acting illegally” whilst taking payments from private care homes in return for transporting their residents.
This conduct is potentially illegal under what are known as Section 19 permits. These were originally set up to allow the community transport charities to operate, but which clearly stipulate “for hire or reward but without a view to profit nor incidentally to an activity that is itself carried on with a view to profit”.
In fact, this is like Wirral View all over again as they’re the only council in the land prepared to defy the government on this.  But this time it’s not just powderpuff guidance being swept aside.  It’s knowingly done, whilst forcing charities (but not themselves) down the O Licence route, and whilst secretly taking money and enriching themselves, but falsely accusing others of doing the same. So the council could be in breach of statutory law.

Merseycare are the largest operator on Wirral, providing a transport service for 3,000 vulnerable and disabled service users, and are based on the old Squibbs site in Leasowe.  They have 90 staff whose jobs are imminently threatened, many of whom are disabled themselves.
Before the May 2017 local elections, they invited former Leasowe Councillor Treena Johnson to come and have a chat about this subject and to have a look at what they do.  She said as she worked with disabled children, she would be delighted.  She asked if she could bring along a second Leasowe councillor, Anita Leech.
Interestingly, a professional body known as the Bus and Coach Organisation – whose members are made up of commercial operators – have been pressurising government for many years and quoting the above EU law in order to have them declare community transport contracts illegal and to have all such council business – the length and breadth of the UK – stripped from ‘law-breaking’ not for profit, charity operators.
Presumably, this is being done with the aim of stepping into the void to enable their Bus and Coach Organisation members to make a tidy profit out of the UK’s now stranded vulnerable and disabled service users.That third Leasowe Councillor by the way is Ron Abbey.  He is a former  bus driver for ‘the Corpy’.  We wonder if he might still retain undeclared links to the Bus & Coach Organisation? What an interesting coincidence that would be… perhaps somebody out there knows…?

Nevertheless, as Merseycare Transport waited, Councillors Treena Johnson and Anita Leach suddenly fell silent ….the kettle was on and everything, but they never even turned up at the Merseycare offices. Johnson jacked it in as a councillor  before the last local elections and presumably the other two were ordered to toe the party line.

We can safely assume from Wirral Council’s pioneering activities in being the only local authority to remove contracts from charity operators that they are keen to embrace a new future – where no doubt the lowest bidders with the least experience will be transporting vulnerable people – and they want to be at the forefront of creating it. And you only have to look at the railways to see how that works out!
We’re wondering…. where does Wirral Council’s statutory obligation to look out for the wellbeing of vulnerable and disabled people within their jurisdiction figure in all of this? Notice how time and again they pay lip service and mouth the mantra ‘ protecting vulnerable people’ – but the reality is something else altogether.

When approached, Angela Eagle, the Wallasey MP who covers Leasowe seemed like a possible way forward with this issue.
